Abstract

Local governments, through their own spending budgets, must intervene in improving the quality of human capital. Government spending on education and health is part of government spending that can encourage improvements in the quality of human capital. This study aims to determine the interaction relationship between government spending and human development. This research was conducted in 491 districts / cities in the 2010-2019 time period. The use of the Fully Modified OLS (FMOLS) analysis method with panel data. The results of this study indicate that the interaction of government spending on education and health has a long-term impact on improving the quality of human development. Government spending on education and health is known to have a positive effect on improving human capital. The importance of public investment for improving the quality of human capital through education and health so as to increase the standard of living and welfare of the community.

Abstract

A shift in governance system from centralization to decentralization occurs during the era of regional autonomy that drives regional government to explore and develop the regional potentials in order to make regions be able to independently administer their government. This study is aimed to analyzed the role of the tourism sector in achieving regional fiscal independence and its impact towards community welfare. This study used panel data from 9 regencies/city in Bali Province that covered the period from 2013 to 2020 and were estimated through Partial Least Square-Structural Equation Modelling (PLS-SEM) analysis method. The result shows that the tourism sector has a vital role in achieving regional fiscal independence. The increase in number of tourist visits results in tax revenues and tourism sector retribution that contribute to the local own source revenue. This revenue is subsequently able to be utilized as regional government to finance infrastructure development that will enhance public services and eventually improve the community welfare.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh Capital Adequacy Ratio (CAR) dan Non Performing Loans (NPL) terhadap penyaluran kredit UMKM PT Bank SulSelbar Cabang Enrekang Jenis penelitian ini deskriptif. Penelitian ini dilakukan di PT BANK SulSelbar cabang Enrekang yang berlokasi di jalan Sultan Hasanuddin No.4 Kecematan Enrekang Kabupaten Enrekang Sulawesi Selatan. Jenis data dalam penelitian ini adalah data sekunder yang berupa data menurutderet waktu dalam jangka waktu lima tahun, yaitu tahun penelitian 2018 sampai dengan 2022. Data diperoleh dari PT BANK SulSelbar Cabang Enrekang. Hasil penelitian menunjukkan bahwa (1) variabel Capital Adequacy Ratio (CAR) berpengaruh positif dan tidak signifikan mempengaruhi penyaluran jumlah kredit. (2) variabel Non Performing Loan (NPL) berpengaruh negatif dan tidak signifikan terhadap penyaluran jumlah kredit.(3) Kredit UMKM dari PT Bank Sulselbar Cabang Enrekang dipengaruhi oleh variasi dari kedua variabel independen yang digunakan, yaitu Capital Adequacy Ratio (CAR), dan Non Performing Loan (NPL).

Abstract

This research aims to test and analyze the absolute and conditional convergence of per capita income from 38 districts/cities in East Java with the variables PAD, BOS and BOK during the period 2020 - 2022. According to the Chow, Hausmann test and Lagrange Multiplier, the panel data convergence model estimates using the fixed effect model method. Results show that in the districts/cities and observation period, divergent conditions occurred. Also, conditional variables did not have a significant influence on the growth of per capita income. This condition can occur because capital and technology are distributed unevenly between districts/cities. The implication of this research is to improve the allocation and distribution of the government budget, especially those related to School Operational Assistance (BOS) and Health Operational Assistance (BOK).

Abstract

Tujuan Penelitian ini untuk menganalisis Strategi penangkalan TNI AD dalam menghadapi ancaman, faktor-faktor yang mempengaruhi dan penerapan strategi penangkalan TNI AD di wilayah perbatasan darat RI-Malaysia guna menjaga Kedaulatan NKRI. Metode penelitian kualitatif dengan desain penelitian studi kasus. Hasil penelitian ini menunjukkan bahwa Strategi penangkalan TNI AD belum optimal karena adanya beberapa faktor yang mempengaruhi baik faktor internal dan eksternal. Penerapan Strategi Penangkalan TNI AD yang dilaksanakan diwilayah perbatasan darat RI-Malaysia merupakan pengembangan Strategi penangkalan yang telah dilaksanakan oleh Koops Kodam XXX dengan memanfaatkan kekuatan untuk memperoleh peluang, dan menghadapi ancaman serta meminimalisir kelemahan untuk menghilangkan ancaman. Strategi penangkalan TNI AD yang akan diterapkan adalah mengoptimalkan gelar kekuatan dan kesiapan satgas, melaksanakan operasi Pamtas, pemberdayaan wilayah melalui binter, Latihan militer bersama, kunjungan militer, melaksanakan patroli dan penggunaan pos Pamtas gabungan, serta penggunaan teknologi tepat guna untuk dapat menjaga kedaulatan NKRI di wilayah perbatasan darat RI-Malaysia.

Abstract

Sumber air belerang Misgilomi adalah wahana wisata baru, yang berlokasi di Desa Kaduara Timur, Pragaan, Kabupaten Sumenep, Madura. Wahana ini mulai dibuka dan dikelola BUMDes Kaduara Timur sejak Tahun 2023. Kegiatan Pengabdian kepada Masyarakat (PkM) di Desa Kaduara Timur ini bertujuan untuk mengawal pengelolaan dan proses pemasaran wahana ini. Metode kegiatan ini diawali dengan Focus Group Discussion (FGD), promosi wahana, simulasi tarif jasa wisata, dan pendampingan penyusunan Peratuaran Desa (PerDes). Strategi yang disepakati dan diimplementasikan mulai bulan Oktober 2024 adalah pengelola memungut jasa wisata yang sebelumnya bersifat gratis. Wahana Misgilomi mendapat kenaikan pendapayan hingga 66,67% jika menerapkan harga bundling sebesar Rp. 5.000, dimana harga ini mencakup 1 cangkir jamu kebugaran yang siap dinikmati pengunjung. Dalam setahun, estimasi pendapatan wahana adalah Rp. 120.000.000-an. PerDes yang akan disahkan akhir Tahun 2025 menetapkan 15% dari penerimaan kotor wahana Misgilomi menjadi bagian penerimaan Desa Kaduara Timur. Hal ini bermakna ada sekitar Rp. 18.000.000-an tambahan Pendapatan Asli Desa (PADes) setiap tahun. Tambahan sumber PADes ini akan selain mendorong Desa Kaduara Timur menuju status Desa Maju atau Mandiri juga mendorong UMKM jamu dan UMKM lain bangkit kembali. Kondisi ini akan menciptakan peluang kerja bagi masyarakat sekitar. Keberlanjutan usaha UMKM juga diharapkan dapat menurunkan arus urbanisasi keluar dari Madura.

Abstract

This study examines the impact of infrastructure development and economic growth on poverty reduction in Indonesia from 2014 to 2023. Utilizing panel data from 34 provinces, the analysis employs static regression 3  models CEM, FEM, and REM to evaluate the significance of education, health, telecommunications, electricity, road infrastructure, and regional GDP growth on poverty rates. The Hausman and Chow tests identified FEM as the optimal model, revealing that education infrastructure (school-to-population ratio), telecommunications (mobile phone ratio), roads (length of paved roads), and GDP growth significantly reduce poverty. Conversely, health facilities and electricity access showed no statistically meaningful effect. These findings underscore the necessity of prioritizing equitable education, digital connectivity, and inclusive economic policies to enhance poverty alleviation efforts. The study recommends targeted infrastructure investments in underserved regions, integration of digital literacy programs, and synergistic policies linking economic growth with social protection systems to ensure sustainable poverty reduction. This research contributes novel insights by integrating a comprehensive analysis of six infrastructure and economic variables across diverse provinces, highlighting stark regional disparities in development outcomes and proposing a synergistic policy framework that links digital infrastructure expansion with literacy programs to address accessibility gaps.

Abstract

The number of tax training participants often does not meet the minimum quota, resulting in the cancellation of many training classes. Throughout 2022, there were 27 training classes that failed to take place due to a lack of participants. One of the reasons is that promotions have not utilised historical customer data to set marketing targets more precisely. By utilising historical customer data, companies can design more targeted promotional strategies and increase the number of training participants. Therefore, this research aims to segment customers using the dynamic K-Means algorithm based on the Length, Recency, Frequency, and Monetary (LRFM) model, so that customer behaviour patterns when registering for training can be identified. The clustering results are then visualised to facilitate analysis and decision-making. This research resulted in three customer segments, namely Loyal customers (Gold, 17%), Lost customers (Diamond, 64%), and New customers (Silver, 17%). With this segmentation, it is expected that the company can conduct more effective promotions and increase the number of trainees in the future.

Abstract

Government spending on education and health is mandated and regulated by law. The increase in education and health spending makes it necessary to study the analysis of the determinants of the efficiency of education and health expenditures in the districts and cities of the province of West Nusa Tenggara during 2012–2021. The approach used is in two stages. The first efficiency score is obtained by deployment Data Analysis (DEA) analysis, and the second stage is using Tobit to analyze the determinants of efficiency in each expenditure. The results of the first stage show that the average technical efficiency score for education spending is inefficient, while the technical efficiency score for health spending is efficient. Furthermore, for the second stage, the results show that the government's ability to finance development expenditures, population density, income inequality of the population, the ratio of junior high school student teachers, and the ratio of high school student teachers affect the efficiency of spending on the education function. Furthermore, the determinants of the efficiency of health spending based on Tobit's results are population density, income inequality of the population, and the ratio of health workers affecting spending on health functions.
