Abstract

This study examines the persistence of inter-village conflict in Bima, West Nusa Tenggara, Indonesia—an ethnically and religiously homogeneous region often regarded as culturally devout. Drawing on a qualitative approach, the research explores how historical memory, youth dynamics, and symbolic narratives contribute to recurring communal violence in a context otherwise associated with Islamic civility. Data were collected through in-depth interviews, participant observation, and document analysis, and analyzed using Miles and Huberman’s interactive model. The findings reveal that conflict escalation typically follows a three-stage pattern: latent grievances, amplifying factors, and triggering events—often involving youth mobilization around issues of honor, revenge, or misinformation. Economic hardship, unemployment, and low educational attainment among young men further intensify this dynamic. Additionally, institutional responses to early-stage conflicts are often inadequate or absent, enabling escalation and reinforcing cycles of retaliation. While traditional elders play a role in informal mediation, sustainable peace requires a dual-track strategy: early prevention through community engagement, and firm law enforcement when violence erupts. This study offers a localized framework for understanding identity-driven communal violence in ethnically homogeneous rural areas—a domain often overlooked in mainstream conflict literature—and contributes to both the theoretical discourse on horizontal conflict and the practical development of conflict-sensitive governance and youth-oriented peacebuilding.

Abstract

The political policy of the Indonesian government between the 1970s and 1980s was oriented towards political stability by limiting ideological debate and the polarization of society. The policy of political party fusion succeeded in limiting the space for political debate, while the implementation of the single principle of Pancasila succeeded in producing internal polarization among Muslims. The policy encouraged the formation of movement organizations among Muslims, especially the embryonic Muslimah of Wahdah Islamiyah in 1985. This study uses a qualitative method using the perspective of social movements, finding several things: first, the formation of the Wahdah Islamiyah Muslimah movement as a response of salafi groups to the implementation of the single principle of Pancasila in 1985 and the policy of prohibiting the use of hijab for Muslim students issued by the Ministry of Education and Culture of the Republic of Indonesia. These two policies become the source of legitimacy for the formation of the movement organization; secondly, the Muslimah movement, in its social action, pays attention to advocacy and strengthening the role of women, especially advocacy for students who face psychological and physical pressure due to the hijab ban policy. Muslim women who remain consistent in wearing the hijab must choose between removing the hijab to remain in government schools or leaving to attend private schools. In addition to students, the Muslimah movement also mobilizes the power of female students to be active in religious social activities; third, the Wahdah Muslimah movement is an instrument of cadre recruitment and expansion of movement identity.AbstrakKebijakan politik pemerintah Indonesia antara dekade 1970-an dan 1980-an berorientasi pada stabilitas politik dengan membatasi perdebatan ideologis dan polarisasi masyarakat. kebijakan fusi partai politik berhasil membatasi ruang perdebatan politik, sementara pemberlakuan asas tunggal Pancasila berhasil memproduksi polarisasi internal umat Islam. Kebijakan tersebut mendorong terbentuknya organisasi pergerakan di kalangan Islam, khususnya terbentuknya embrio Muslimah Wahdah Islamiyah pada 1985. Studi ini menggunakan metode kualitatif dengan menggunakan perspektif gerakan sosial, menemukan beberapa hal; pertama, pembentukan gerakan muslimah Wahdah Islamiyah sebagai respons kelompok salafi terhadap pemberlakuan asas tunggal Pancasila pada 1985 dan kebijakan pelarangan menggunakan jilbab bagi pelajar muslimah yang dikeluarkan oleh Departemen Pendidikan dan Kebudayaan RI. Dua kebijakan ini menjadi sumber legitimasi pembentukan organisasi pergerakan; kedua, gerakan muslimah dalam aksi sosialnya memberikan perhatian pada advokasi dan penguatan peran perempuan, khususnya advokasi terhadap pelajar yang menghadapi tekanan psikologis dan fisik akibat kebijakan pelarangan jilbab, muslimah yang tetap konsisten menggunakan jilbab harus memilih antara melepaskan jilbab untuk tetap sekolah pada sekolah-sekolah pemerintah atau keluar untuk mengikuti sekolah swasta. Selain pelajar, gerakan muslimah juga menggalang kekuatan dari kalangan mahasiswi untuk aktif dalam kegiatan sosial keagamaan; ketiga, gerakan muslimah Wahdah adalah instrumen rekruitmen kader dan perluasan identitas gerakan.

Abstract

Islamic social movement was a unique phenomenon during the 20th century. This movement was then transformed into certain orientation to purify Islamic values. The emergence of Islamic social movement in several countries was a response to internal and external condition of Muslims all over the world, with particular attention to colonialism and imperialism which were developed by Western countries against Islamic world. In general, Islamic social movement emerged in order to attract emancipation and transformation of Muslim communities and to rearrange socio-political and economical identity of Muslim communities in order to be in line with Islamic ethical values.

Abstract

Elections are a means of popular sovereignty, through the Election the elite leaders will be selected through democratic elections. 2019 Simultaneous Election is the first election that unites the president-vice presidential election with the legislative election, the election results show a friction and exchange of positions between the ruling elite. Based on the results of the 2019 elections in South Sulawesi, there was a shift in the position of the elite, out of a total of 85 members of the South Sulawesi Provincial DPRD, 59 people were newcomers (first elected as members of the Provincial DPRD), only 26 incumbents were still elected. This shift in position was caused by increased political awareness of citizens, also influenced by the practice of clientelism and patronage. A number of elected elites were candidates who were not too firmly rooted, nor were elites who stand out in the community, but the "X" factor that lead a number of candidates to the DPRD of South Sulawesi province. Among the elected elites there were a number of names that were family or relatives of the ruling elite, for example the son of the Regent of Bone was elected as a member of the provincial DPRD, the son of a DPRD RI member from PPP was also thought to have been elected, because of his father's influence.

Abstract

The concurrent election 2020 in South Sulawesi faced dynamic circumstances as the pairs of candidates must fill the requirements when registering themselves. During the process of regional election, some cases happened in some regions in South Sulawesi. As an example, some candidates in some regions might lose support from the political parties in the middle of the election process as the support from the political party is unstable. On the other hand, special cases happened in two districts (Gowa and Soppeng), where there was only one single candidate for each region. Hence the struggle to get the support of a political party did not occur in both areas. In another region, Selayar, the individual candidate who has already fulfilled the minimum requirement still seeks support from political parties. All candidates tend to register themselves as fast as possible to prevent the failure in registration stage. Another case shows that there was a pair of candidates who failed to be a partner because they were tested positive for narcotics use, while two candidate pairs experienced a delay in registration because they were positive for Covid-19 and the had to wait until they were tested negative for Covid-19 before continuing to the medical check-up stage.

Abstract

This article explains the General Elections Commission (KPU) institution in facing the 2024 General Election (Pemilu). The main aims to understand the process of forming an election management body and its institutional transformation as well as the readiness of the KPU in facing the 2024 simultaneous elections. This paper tends to use verstehen analysis which developed by Weber, to look within the institution and slightly oriented towards phenomenological analysis developed by Berger and Luckmann. This research employs genealogical perspective as theoretical perspective. In general, this article concludes that to hold clean election, independent and credible institutions are needed. Therefore; First, it is necessary to strengthen the capacity, technical capabilities and the substance of election organizers, support from human resources with integrity is needed to produce elections with dignity; Second, the readiness of regulations and policies related to all stages of the election and election program can be carried out in accordance with the regulations and stages that govern them; Third, strengthening the organizing institutions to encourage voter participation through outreach and voter education in order to have critical, intelligent voters, and those who reject money politics, not easily mobilized and anti-hoax.
