Abstract

The firs purpose of the research is to analyze the sustainable development policies and public participation to the Green Open Space's shifting function in Malang. The second is to analysis the factors that binder the policy implementation process. This paper shows that public participation in the sustainable development policies is less than optimal. Some factors that impede the policy implementation are 1) inadequate provision of GOS both in quantity and quality; 2) many weakness in the institution who manage the GOS; 3) the weak role of the stakeholders; 4) the use of open land for GOS function is not optimal yet. Some of the recommendation of this research include the need to revise UU No.24/1992; to develop guidelines for the implementation of GOS's management; to improve the campaign about the importance of GOS through "green cities movement"; to develop incentive and disincentive mechanism for increase private participation in the GOS management; and to develop GOS's pilot projects in the Malang City.

Abstract

The relationship between the press and the government is symbiotic mutualism. A relationship that is mutually beneficial. Expected media as partners are able to socialize development program to provide insight to the community on any public policy undertaken by the local government. It is therefore important for a government to have a good relationship with the mass media in order to convey information about government activities properly. Abstract

Initiation is the policy of the Bener Meriah Regency Government to evaluate the use of funds in development at the village level so that the use of funds is more targeted. Considering the existence of the village as a government organization has certain authority to manage and regulate the residents in this matter, the village is at the forefront in achieving development success, it is necessary to have an evaluation to lead to improvement. The initiation policy in evaluating as a model or new breakthrough by the District Government of Bener Meriah how to give appreciation in the form of additional funding for villages that can manage the budget on time, on quality and on target. To implement the policy model, a legal umbrella has been prepared in the form of a Perbub. The research objective is to describe and analyze the initiation policy model of the Bener Meriah Regency Government in evaluating the use of village development funds and To find out and analyze the initiation policy model strategy carried out by the Bener Meriah Regency Government in evaluating the use of village development funds. The method is a procedure carried out to find out something using systematic steps, so in this study the researcher used a descriptive qualitative method to describe the initiation policy model in evaluating the use of village development funds. Determination of informants was carried out by purposive sampling, while data collection techniques through observation and interview. The results showed that the policy model of the initiation of the Bener Meriah Regency Government in evaluating the use of village development funds as a new breakthrough was born because it was based on the improper use of funds amidst the abundance of the budget given by the government. The initiation policy model strategy undertaken by the Bener Meriah Regency Government in evaluating the use of village development funds through musrembang which then enters the implementation stage through the link between the results of the development planning and implementation becomes an evaluation of the use of funds.

Abstract

Haruslah diyakini bahwa tidak perlu ada keraguan dari seluruh komponen bangsa tentang perlunya pembangunan bangsa dan karakter yang oleh Ir Soekarno Presiden RI Pertama ditemakan dengan nation and character building karena secara konstitusional komitmen berbangsa dan bernegara Indonesia telah dengan tegas dinyatakan dalam keempat  alinea Pembukaan UUD 1945. Komitmen tersebut merupakan kristalisasi dari semangat kebangsaan yang secara historis mengkristal dalam wujud gerakan Kebangkitan Nasional 1908, Sumpah Pemuda 28 Oktober 1928, yang berpuncak dengan Proklamasi Kemerdekaan Indonesia 17 Agustus 1945. Karena itu kegalauan seluruh komponen bangsa tentang kondisi bangsa yang dirasakan menghawatirkan saat ini, dan prospek bangsa dan negara Indonesia di masa depan. Di era Presiden Joko Widodo sekarang kembali dikuatkan melalui program pembangunan karakter bangsa yang bertema “Revolusi Mental”, yang tema besarnya prinsipnya sama untuk membangun karakter merupakan indikator yang kuat bahwa seluruh komponen bangsa memiliki komitmen kebangsaan yang sangat kuat sehingga perlu didukung dengan adanya kebijakan nasional yang komprehensif, koheren, dan berkelanjutan. DOI: https://doi.org/10.26905/abdimas.v2i2.1818

Abstract

This research aims to analyze the challenges faced by rural communities in Sumbermanjingkulon Village, Indonesia, including limited public facilities, minimal health services, and inadequate educational resources. The research explores the importance of community participation and self-reliance in village development, emphasizing the active involvement of residents in contributing resources to infrastructure projects. In addition, the research highlighted the importance of traditional farming practices passed down through generations, demonstrating the strength of local knowledge and sustainable farming techniques in the village. The research also discussed collaborative efforts between village officials and residents in managing village funds, emphasizing the need for community involvement, utilization of local labor, and use of local resources for development projects. The research analyzed the economic potential of communal forest management and freshwater fisheries in improving community economic welfare while promoting environmental sustainability. The limitations faced by villages in terms of governance include the quality of resources and infrastructure that impact village development as well as the management of village funds.

Abstract

Implementation of policies based on Regent Regulation No. 19 of 2022 concerning the delegation of authority of the Regent in the Field of Licensing Services to the Investment and One-Stop Integrated Services Office of Malang Regency, In general, public services in Malang Regency cannot be separated from geographical conditions, area, population and supporting infrastructure for providing services to the community. The quality and quantity of human resources of service providers, information and knowledge of the community about services and Regional Government regulations regarding public services are also very important to study because they will have an impact on the community. This study aims to describe and analyze the Implementation of the Business Identification Number (NIB) licensing service policy at the Malang Regency Investment and One-Stop Integrated Service Office. This study uses a qualitative descriptive research type with data collection techniques through interviews, documentation, and observation. The results of this study indicate that Malang Regency DPMPTSP has adequate facilities and infrastructure: a large parking lot, an air-conditioned waiting room, chairs available for people to wait, equipped with computers and free wifi, there are clear SOPs and workflows applied by officers, service officers are very responsive to the public, people who take care of NIB get good, friendly, and clear services. The quality of human resources owned is in accordance with the competency needs, but there is still a lack of limited quantity in the Front Office section, the communication flow between leaders and staff is good and helps each other. If the service quality indicators including tangibility, reliability, responsiveness, empathy, and service assurance have been implemented by consensus and supported by a good network, good quality human resources, good coordination flow and high policy consistency, then the service quality will be more effective.
