Abstract

Illegal Fishing masih menjadi permasalahan klasik yang sedari dulu terus terjadi, meskipun hubungan bilateral sudah disepakati, perjanjian penjagaan maupun pengawasan bersama sudah ditandatangani. Namun, dalam implementasinya belum maksimal. Kurangnya armada kapal menjadi penyebab terbatasnya untuk melakukan pengawasan. Belum lagi regulasi hukum yang belum jelas terhadap para pelaku illegal fishing setelah mereka tertangkap. Oleh karena itu, pemerintah harus hadir dan mendukung penuh setiap pemenuhan kebutuhan armada kapal yang diperlukan, menegaskan kembali untuk bekerjasama bilateral dengan negara-negara lain agar menjaga kawasan perbatasan. Penelitian ini akan membahas mengenai penyebab terjadinya illegal fishing diperairan Natuna Utara serta bagaimana upaya penanganan para pelaku illegal fishing pasca tertangkap

Abstract

Indonesia is currently experiencingdegradation of nationalism, it is indicated by the attitude of some of the younger generation who do not really appreciate national symbols, such as the Indonesia Raya song and the Red-White flag. One of the areas that has a level of vulnerability to the degradation of nationalism is communities who live in the border region, this is due to the location of the region which is very far from the center of government or it can be said that the region is closest to neighboring countries. The vulnerability of nationalism degradation in the border area of Indonesia can be seen from the case of the separation of Timor Leste from Indonesia. Alor Island, which is located directly neighboring to the Democratic Republic of Timor Lestehas strong national ties to this country due to their racial and ethnic similarities. The existence of these equations can encourage and influence the degradation of nationalism. This study aims to analyze the nationalism of the border society of the Republic of Indonesia on Alor Island, East Nusa Tenggara. Researcher used descriptive analysis method in this study. The results showed that the people of Alor Island are considered to have a strong attitude of nationalism but are still vulnerable to the degradation of nationalism. It is still necessary to maintain and even increase the nationalism of the Indonesian border society on Alor Island Keywords: Nationalism, Border Society, Republic of Indonesia, Alor Island

Abstract

TRWP (West Papua Revolutionary Army) is the most important part of the Terrorist Separatist Group (KST) which is an armed group with the main goal of seceding from the Unitary State of the Republic of Indonesia. This group is also a group that exists in the papua province based in the border area of Indonesia, precisely in Kampung Yako State of Papua New Guinea. The history records, this Terrorist Separatist Group stand with the aim of the liberate West Papua, believing it’s not a unity with the State of Indonesia or other Countries. Those who continue to survive and struggle to spread radicalism stand to separate themselves from the Sovereign State of the Republic of Indonesia with the main mission to liberate West Papua from the Government of Indonesia. In 2018 the Government of Indonesia designated TRWP as KST in accordance with Law No. 5 of 2018 on Terrorism. As a form of seriousness tni - AD in KST fundraising efforts, the TNI - AD Intelligence Datasemen unit formed a Vulnerable Area Security Post located in Skouw Papua around the Cross-Border Post area which one of its main programs conducts Investigation, Security and Fundraising of KST Members.

Abstract

On October 7, 2002, the United States (US) started their military operation in Afghanistan to seek Osama bin Laden, the leader of Al Qaeda (AQ) who was responsible for the September 11, 2001, terror attacks commonly referred to as the 9/11 attacks. US military operations in Afghanistan, however, remained active after Osama bin Laden was killed. In February 2020, the US signed an agreement with the Taliban, who provided sanctuary for Osama bin Laden and AQ, which practically ended their military operation in Afghanistan. This article seeks to explain why the US decided to sign an agreement with the Taliban even though both AQ and the Taliban are still in operation. This article argues that the US decision to sign the agreement and withdraw from Afghanistan is due to the need to reallocate resources as part of their retrenchment policy. Keywords: Great Power Politics, Retrenchment, Withdrawal, the United States, Afghanistan, Al Qaeda, Taliban Pada tanggal 7 Oktober 2001, Amerika Serikat (AS) memulai operasi militer di Afghanistan untuk mencari Osama bin Laden, pemimpin Al Qaeda (AQ) yang menjadi otak (mastermind) serangan teror 11 September 2001 atau dikenal sebagai serangan 9/11. Meski demikian, operasi militer AS di Afghanistan tidak berhenti setelah Osama bin Laden terbunuh. Operasi militer AS di Afghanistan terus dipertahankan hingga mereka memutuskan mundur dari negara tersebut setelah penandatanganan kesepakatan damai dengan Taliban di Doha pada bulan Februari 2020. Tulisan ini mempertanyakan mengapa AS mundur dari Afghanistan meski tujuan yang ingin mereka sasar di negara tersebut belum tercapai. AQ maupun Taliban, kelompok yang memberikan perlindungan bagi AQ, masih tetap ada dan beroperasi. Tulisan ini berargumen bahwa keputusan AS tersebut terkait dengan adanya kebutuhan untuk mengalihkan alokasi sumber daya sebagai bagian dari kebijakan retrenchment. Abstract

Theorists have argued many perspectives and multidimensionality of national security, therefore identifying essential factors of them becomes an important issue in the measurement model. Based on Stephan’s theories on intergroup threats theory and Jacob’s about the top of five models of national security,it was constructed a questionnaire to measure the perceived national security of the younger generation (APKN). This research aims to measure the level of reliability, and validity and identify the main factors of APKN. The sample was 333 out of 373 students and employees, characterized by age 16-30 years old selected randomly The result showed APKN questionnaire which consists of 35 items had a level of Cronbach Alpha reliability of 0.703, 21 items were valid and there were three main factors found: security dimension, social-economic dimension, and barrier dimension.
