Abstract

Latar Belakang: Nelayan penyelam di Indonesia sebagian besar nelayan penyelam tradisional. Berdasarkan data terdapat penyakit/kelainan akibat penyelaman dan hiperbarik antara lain penyakit pada penyelaman adalah Barotrauma, dan penyakit Dekompresi. Kondisi dan permasalahan yang dihadapi oleh masyarakat nelayan khususnya penyelam adalah rendahnya pengetahuan tentang cara penyelaman yang baik dan minimnya peralatan. Implementasi Permenkes RI No 61 Tahun 2013 tentang Kesehatan Matra yang didalamnya termaktub kesehatan penyelaman, menjadi masalah tersendiri bagi pemerintah daerah Provinsi Sulawesi. Tujuan penelitian untuk mengetahui implementasi kebijakan kesehatan matra bagi peselam di Kecamatan Balaesang Tanjung Kabupaten Donggala. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif yang diperkuat dengan indepth interview ini dilakukan terhadap 8 informan, meliputi 2 orang korban peselam, dan peselam tradisional, 1 orang kepala desa, 1 0rang kepala puskesmas, 1 orang sekretaris kecamatan dan 1 orang pengambil kebijakan tingkat kabupaten Hasil: salah satu hasil wawancara dengan informan “...selaku korban maupun sebagai profesi penyelam kami sangat mengharapkan perlindungan kesehatan matra, dan penyuluhan-penyuluhan yang bersifat teknik menyelam….”Kesimpulan: Implementasi Kebijakan Permenkes RI No. 61 Tahun 2013 tentang Kesehatan Matra di Kecamatan Balesang Tanjung Kabupaten Donggala, belum terlaksana dengan baik Kata Kunci:  Implementasi, permenkes, penyelam

Abstract

This research aims to find out the implementation of Electronic Policy Traffic Law Enforcemnt (ETLE) in Palu City. The type of research used is qualitative research using descriptive type. The location of this research is Polda Province of Central Sulawesi. The focus of this research is to describe the implementation of the Electronic Traffic Law Enforcement Policy (ETLE) using the policy implementation theory of George Edward III, which covers four elements namely Communication, Resources, Disposition and Bureaucratic Structure. The data collection technique used in this study is through interviews, observations and documentation. The results of this study show that the implementation of the Electronic Traffic Law Enforcment (ETLE) policy in Kota Palu is not effective, because the understanding of the target group (community) about ETLE is still low, the social weakness to the society is finally less understanding the process of ETLE implementation ETLE facilities are not complete as ETLE car cameras are not available and the increase in the number of violations ETLE from 2022 based on the capture of static cameras of 466.491 violations, followed by the capturing of portable violations of 1.601 violations

Abstract

Local taxes and levies have an important role to encourage regional development, and increase regional income in the context of the welfare and prosperity of the people. In addition, with this Regional Regulation, it is expected that there will be an increase in public awareness of fulfilling tax and levy obligations (Year-2015-study-of-potential-management-of-Palu-city-2015, n.d.). Swallow Nest Tax is one of the important sources of local revenue to finance the administration of Government, Implementation of development, and Community development. Referring to the Regional Regulation of Palu City Number 1 of 2011 concerning Regional Taxes. Article 68 paragraph (1) The object of Swallow's Nest Tax is the collection and/or exploitation of Swallow's Nest. And article 69 paragraph (1) Swallow Nest Tax Subjects are individuals or entities that take and/or operate Swallow Nests.The objectives of this research are: To find out the implementation of the swallow's nest tax policy in Palu City. The research design used descriptive qualitative. This research is designed within one year.
