Abstract

The purpose of this study was to find out and analyze the implementation of the policy of measuring land parcels at The Palu City Land Office. This research is a qualitative method research with four informants selected. Data collection using observation, interview and documentation techniques. Data analysis techniques used are (1) Data Collection (2) Data Reduction (3) Data Pretentation (4) Data Verivication (5) Conclusion. Theory used in this study are Van Meter dan Van Horn theory that’s on (Subarsono, 2005), that’s theory measures policy implementation with: (1) Standards and targets (2) Resource (3) Comunication (4) Characteristics of implementing agents (5) Social, economic and political conditions (6) Disposition. Based on the results of research and analysis conducted by researchers, it can be concluded that the implementation of a land measurement measurement policy has not gone well. That’s can be described as follows: (1) The implementation of the policy of measuring land parcels in The Palu City Land Office is seen from the standard factors and the policy objectives have been going well. (2) The implementation of the Land Measuring policy at the Palu City Land Office as seen from the Resource factor has not gone well, this can be seen from inadequate facilities and infrastructure and the number of employees who are still lacking in the Palu City Land Office. (3) The implementation of the Land Measurements policy at the Palu City Land Office in terms of merit factors, characteristics, socio-economic and political conditions and disposition factors has not gone well, this can be seen from the inadequate facilities provided and supported by interviews with informants conducted at the research sites.

Abstract

The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime.

Abstract

The purpose of this study was to analyze the effectiveness of the performance of contract workers at the regional development planning agency and to research the development of Banggai Island districts. The main theories that become the reference in this resesrch are the effectiveness theory by Richard M. Steers (1980:192), in measuring the effectiveness of employee’s work includes 3 aspects: 1) adaptability; 2) work performance; 3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the regional development planning agency and to research the development of Banggai Island districts in the treasury division with informants amounting to 6 people who were selected purposively. The data collection was by done by means of interview, observation and documentation. The data analysis techniques used was the interactive model of Miles and Huberman. Based on the results of the results of the research, in the looking at the effectiveness of the performance of contract workers at the regional development planning agency and research on the development of Banggai Island districts can be seen from aspects, it was adaptability work performance and job satisfaction aspects, in which the overall performance of contract workers at the regional development planning agency and research on the development of Banggai Island is not yet effective.

Abstract

This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field.

Abstract

Latar Belakang: Nelayan penyelam di Indonesia sebagian besar nelayan penyelam tradisional. Berdasarkan data terdapat penyakit/kelainan akibat penyelaman dan hiperbarik antara lain penyakit pada penyelaman adalah Barotrauma, dan penyakit Dekompresi. Kondisi dan permasalahan yang dihadapi oleh masyarakat nelayan khususnya penyelam adalah rendahnya pengetahuan tentang cara penyelaman yang baik dan minimnya peralatan. Implementasi Permenkes RI No 61 Tahun 2013 tentang Kesehatan Matra yang didalamnya termaktub kesehatan penyelaman, menjadi masalah tersendiri bagi pemerintah daerah Provinsi Sulawesi. Tujuan penelitian untuk mengetahui implementasi kebijakan kesehatan matra bagi peselam di Kecamatan Balaesang Tanjung Kabupaten Donggala. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif yang diperkuat dengan indepth interview ini dilakukan terhadap 8 informan, meliputi 2 orang korban peselam, dan peselam tradisional, 1 orang kepala desa, 1 0rang kepala puskesmas, 1 orang sekretaris kecamatan dan 1 orang pengambil kebijakan tingkat kabupaten Hasil: salah satu hasil wawancara dengan informan “...selaku korban maupun sebagai profesi penyelam kami sangat mengharapkan perlindungan kesehatan matra, dan penyuluhan-penyuluhan yang bersifat teknik menyelam….”Kesimpulan: Implementasi Kebijakan Permenkes RI No. 61 Tahun 2013 tentang Kesehatan Matra di Kecamatan Balesang Tanjung Kabupaten Donggala, belum terlaksana dengan baik Kata Kunci:  Implementasi, permenkes, penyelam

Abstract

The aim of this research is to find out how e-Government based public services are and to find out various factors inhibiting services in the e-Pusluh application in the Extension Sector of Palu City. The location of this research includes the Palu City Food Security Service. The types of data used are primary data and secondary data. The technique for collecting data and information is in-depth interview observation using interview guides and documentation. Determining informants was carried out using purposive sampling. The number of informants in this research was 05 (five) people. The data collected is filtered and selected based on needs which are then analyzed using qualitative descriptive methods.The theory used fromHarvard JFK School of Government, to implement the concept of digital-based public services, there are three elements of success that must be owned and taken seriously, namely Support, Capacity, and Value. Based on the research results, it was found that the implementation of E-Government based public services in the e-pusluh application in the Extension Sector of Palu City. Support or support from government leaders in the form of presidential regulations regarding the implementation of electronic-based government systems, regulations regarding the implementation of E-Government in general in Sulawesi Province Center and socialization of e-pusluh. Capacity or empowerment from the availability of information technology infrastructure resources such as computers, printing and WiFi is sufficient as well as the availability of competent human resources in carrying out e-government based services. The value element is the benefit felt by the Palu City Food Security Service instructors, namely providing convenience for both officers and instructors in reporting agricultural extension activities. The benefits felt by instructors include saving time without having to queue, online services can also save costs and transportation. The inhibiting factor for services in the e-Pusluh application is the lack of socialization from the Palu city government which is felt by the instructors, making many instructors still not understand how to use the e-Pusluh application. This is an obstacle in the process of implementing the e-pusluh application. Apart from that, the obstacles faced are the lack of familiarity of instructors, especially the elderly, with existing technologies and frequent maintenance on the e-pusluh application.

Abstract

Parking service fees along public roads contribute significantly to the revenue of Palu City. To enhance local revenue, the optimal implementation of policies regarding on-street parking service fees is crucial for the Palu City Transportation Agency. This research employs a qualitative descriptive method, with five purposively selected informants. Data collection methods include observation, interviews, and document analysis. The study utilizes the policy implementation theory developed by Merilee S. Grindle, encompassing policy content and implementation context. The findings reveal suboptimal implementation of the on-street parking service fee policy by the Palu City Transportation Agency. The evaluation is based on two aspects proposed by Merilee S. Grindle, with the policy content aspect deemed less than optimal. Meanwhile, the implementation context aspect is considered to be involved optimally.

Abstract

The phenomenon that occurred in the Protocol Section at the Regional Secretariat of Pasangkayu Regency, has been going well but there are still several things that are not optimal, namely delays in work attendance so that in implementing performance in the areas of coordination, coaching, policy formulation, program planning, evaluation and reporting on the implementation of Public Relations and Protocol activities related to reporting, documentation and protocols. It can be seen that performance is hampered or hampered. The aim of this research is to determine the performance of the Protocol Section at the Pasangkayu Regency Regional Secretariat, which is studied based on the performance theory model according to Anwar Prabu Mangkunegara (2019: 67), namely: Work quantity, work quality, work discipline, work initiative, responsibility. The type of research used is qualitative descriptive with purposive sampling of informants. The results of research on the performance of the protocol section at the Pasangkayu Regency Regional Secretariat can be concluded as follows: The results of the research show that performance in terms of quantity and quality has gone well, this shows that employees are capable of achieving performance. Performance in terms of discipline means that there is implementation of work discipline starting from the level of electronic attendance, morning roll call and use of official uniforms, there are still employees who commit violations of work discipline, especially during working hours where they are not optimally carrying out their obligations with indicators of complying with working hours provisions, p. This can be seen from the fact that there are still employees who do not comply with working hours provisions, such as employees often not coming to work, entering and leaving the agency not in accordance with regulations and often entering the office late. Performance in terms of initiative means that in carrying out their duties, employees always help each other with colleagues in completing tasks without any orders from superiors. Performance in terms of responsibility means that employees are able to complete tasks well in accordance with the specified time, however, in terms of discipline, employee performance is still not optimal. The obstacles to the performance of the Protocol Section at the Regional Secretariat of Pasangkayu Regency are the lack of employees so that the work carried out by employees is overwhelmed and they have difficulty carrying out superiors' orders, in addition to the reduction in the number of employees and the lack of optimal support for employee work in the form of facilities and infrastructure, namely an internet network that is too slow resulting in work employees are hindered in carrying out their duties so that employees' work is neglected.

Abstract

The aim of this research is to determine Integrated Administrative Services in Pasangkayu District, Pasangkayu Regency, which is studied based on the work motivation theory model according to Parasuraman (1988: 69). Reliability (Reliability), Responsiveness (Responsiveness), Assurance (Guarantee), Empathy (Empathy), Tangible (Direct evidence), The type of research used is qualitative descriptive with purposive selection of informants and the number of informants selected is 5 people using data collection techniques, 1). Observation, 2). Interview, 3) Documentation. By analyzing all the interview results. Results of Research on Integrated Administrative Services in Pasangkayu District, Pasangkayu Regency, Based on the results of the discussion using 5 (Five) Service Quality indicators for integrated administrative services at the Pasangkayu District Office, Pasangkayu Regency, the author can draw the conclusion that the results of the research conducted by the author in the Pasangkayu District Office, Pasangkayu Regency through observation and the results of direct interviews with several informants, from five dimensions/aspects of assessment of Reliability, Responsiveness, Assurance, Empathy, Tangible (direct evidence). The author concludes that the implementation of government public services in the Pasangkayu District office, Pasangkayu Regency, is measured from the five indicators, which are assessed as indicators/dimensions of Reliability,Responsiveness,Empathy,Tangible (Direct Evidence), whereas in Assurance indicators/dimensions whose results are still not working well

Abstract

The purpose of this research is to determine the work motivation of state civil servants in improving performance at the Pasangkayu Regency Food Security Service, which was studied based on the work motivation theory model according to David Mc Clelland (Siagian, 2004: 167). 1). The need for achievement, 2). The need for power, 3). The need for affiliation, the type of research used is descriptive qualitative with purposive selection of informants and the number of selected informants is 5 people using data collection techniques, 1). Observation, 2). Interview, 3) Documentation. By analyzing all the interview results. The data was analyzed using several steps according to the theory of Miles, Huberman and Saldana (2014), namely analyzing the data in three steps: data condensation, presenting the data (data display), and drawing conclusions or verification (conclusion drawing and verification). The results of research on work motivation for state civil servants in improving performance at the Pasangkayu Regency Food Security Service showed that the need for achievement requires the work enthusiasm of officials to develop creativity and direct all their abilities in order to achieve work performance, so it is necessary to increase abilities both technically, conceptually and human relations. Meanwhile, the research results were obtained from the need for power, the work spirit of an employee so that he mobilizes all his abilities in order to achieve the best power/position in the organization, with the hope of being promoted to occupy a position. And the need for affiliation has the desire to create and maintain friendship and warm relationships with other people. Collaboration between teams also continues to be improved. Overall, employee work motivation can be said to be good, but it needs to be improved further so that the Vision and Mission of the Food Security Service can be achieved.
