Abstract

The background of this research is the justification of findings in the form of public services in Indonesia in general, which are not good and not satisfactory. The objectives of this research are; 1) testing the level of public satisfaction with the implementation of basic service programs in Sigi Regency (14 indicators), and; 2) testing the level of public acceptance of the implementation of development programs in Sigi Regency (9 indicators). We use a mix-method approach in analyzing the results of public satisfaction and public acceptance to obtain the depth of data and field results. The results showed that the index of public acceptance of public services in Sigi Regency was 3.92, which means that the majority of Sigi Regency people received local government programs simultaneously. Partially, there are three dimensions in the form of program effectiveness, program efficiency, and dimensions of trust concerning the index of public acceptance of public services in Sigi Regency which is below the average score. However, this dimension does not simultaneously affect the level of public trust in public services in Sigi Regency with a total increase of 76.02%. The implication of this research is the existence of alternative strategies for improvement to improve public acceptance (IPM) and public satisfaction (IKM), including efficiency and public trust in the public acceptance index (IPM) framework, as well as safety and comfort within the public satisfaction index framework (IKM).Keywords: public service; public acceptance index; public satisfaction index; Sigi Regency.

Abstract

Indonesia is experiencing an emergency communication between religious communities. The issue of division is easier to emerge and be consumed quickly by the community than the issue of togetherness. Interestingly, it is always the best practice of harmony between religious communities in rural areas which raises optimism that diversity in Indonesia continues. This study explains communication between religious communities in the success of the implementation of a religious tourism village in Rama Agung. A qualitative case study approach was carried out. Data were collected through interview techniques, observation, and search for relevant literature. Specifically for the interview data, we processed it through the transcript mechanism, keyword search, keyword categorization, and wording. Our findings include three important focuses: indicators of diversity, communication patterns in religious tourism villages, and forums for communication. We found three salient social capitals: the legacy of value systems brought by immigrant communities and the results of value processing in the environment, written rules or agreements between communities, and the leadership of religious leaders who were able to balance internal and external desires. Informal and formal communication forums have been used by the community to communicate their ideas. Then we present a communication pattern from the idea discussed, the development, to the execution stage. In the end, this study suggests a narrative approach to describe more clearly the way of communication in the village of religious tourism organized by religious diversity

Abstract

Penelitian ini bertujuan untuk menganalisis Kebijakan Penanggulangan Bencana yaitu Peraturan Daerah Kota Palu Nomor 5 Tahun 2011 tentang Penyelenggaraan Penanggulangan Bencana. Adapun penelitian ini menggunakan pendekatan kualitatif dengan metode studi kepustakaan. Teori Analisis Kebijakan untuk melakukan analisis kebijakan, perlu memperhatikan tiga indikator yaitu: 1) Nilai; 2) Fakta; dan 3) Tindakan, digunakan sebagai dasar untuk melakukan analisis dalam penelitian ini. Hasil penelitian ini menunjukkan bahwa Peraturan Daerah Kota Palu Nomor 5 Tahun 2011 tentang Penyelenggaraan Penanggulangan Bencana dianggap belum optimal dalam penerapannya karena berdasarkan indikator, yaitu: 1) Nilai, belum maksimalnya proses untuk mengakomodir keseluruhan upaya dalam meminimalisir risiko bencana; 2) Fakta, kesesuaian program Pemerintah Kota Palu terhadap upaya penanggulangan bencana melalui peraturan daerah tersebut masih sangat minim; 3) Tindakan, kurangnya implementasi program kegiatan baik berupa sosialisasi, publikasi, maupun mitigasi yang dilakukan Pemerintah Kota Palu

Abstract

The purpose of this research is to determine if Jakarta retains unique autonomy if the capital city is relocated to East Kalimantan. Furthermore, this article analyses various nations that have relocated their capital cities and compares them to Indonesia, which is now considering to relocate its capital city. The case study technique was employed in this investigation. The results of this article suggest that Indonesia can choose one of three strategies (1. Moving the Capital City, Government Center, and Business Center; 2. Moving just the Capital City and Government Center; or 3. Moving only the Government Center), with the impact of picking one of these schemes being: 1) If the capital is relocated, Jakarta would lose its unique autonomy as a special capital city; 2) If laws are implemented as a special commercial region or trade hub in Indonesia, Jakarta will still have special autonomy; 3). If just the center of the Indonesian government is relocated to East Kalimantan, Jakarta will retain special autonomy as a special capital region.

Abstract

Penelitian ini bertujuan untuk mengetahui apakah kebijakan penanggulangan bencana di Indonesia perlu diubah, khususnya pada bagian pemulihan pasca bencana yang mana pemerintah dalam proses pemulihan pasca bencana hanya berfokus pada rekonstruksi bangunan dan kurang memperhatikan rehabilitasi masyarakat sebagai penyintas bencana. Terdapat dua tahap yang dilakukan dalam penelitian ini, yaitu : Melakukan analisis terhadap kebijakan penanggulangan bencana (Undang – Undang Nomor 24 Tahun 2007 dan Peraturan Pemerintah Nomor 21 Tahun 2008). Studi kepustakaan menjadi metode utama dalam melakukan penelitian ini. Adapun hasil penelitian ini memperlihatkan bahwa kebijakan penanggulangan bencana (Undang – Undang Nomor 24 Tahun 2007 dan Peraturan Pemerintah Nomor 21 Tahun 2008) tidak dapat diubah. Hal ini disebabkan oleh pemerintah yang melihat keberhasilan suatu kebijakan hanya dari segi proses dan output tanpa melihat dampak yang disebabkan dari proses implementasi kebijakan serta keterlibatan masyarakat.

Abstract

How do oligarchs finance local elections, and what motivates their involvement? This study aims to examine the involvement of oligarchs in funding elections campaigns in Central Sulawesi. The research design uses case studies. This study found that oligarchs were, directly and indirectly, involved in local election activities. They become part of candidates’ campaign teams, finance political activities, play a role in issuing parties’ recommendations, mobilise mass campaigns, pay political consultants, control public opinion, distribute social assistance and design political parties coalitions. The involvement of oligarchs in local election activities is motivated by their desire to promote political parties in Central Sulawesi and the interests of running a business. This orientation of growing political parties is more dominant in influencing oligarchs to be involved in local elections, rather than the orientation of maintaining their business continuity. This finding shows that there is a shift in the orientation of entrepreneurs in providing political support. From previously conducting such support secretly, now oligarchs are bolder to appear in public as administrators of political parties, success teams and supporting political financing.

Abstract

The author examines this issue with the aim of implementing the Tridharma of higher education through entrepreneurial socialization, which aims to develop entrepreneurial insights for students of the Public Administration Study Program, Faculty of Social and Political Sciences, so that it can be of benefit to society. This research is focused on knowing the interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, and is expected to make a theoretical contribution to the development of student entrepreneurial interest. This study uses a qualitative descriptive method, and the results show that there are still many students who do not understand entrepreneurship; there is a lack of material to foster interest in entrepreneurship in lecture material; there is no proper role model for students; and there is a lack of space to hone knowledge about entrepreneurship. Therefore, further efforts are needed to increase understanding and interest in entrepreneurship among students of the Public Administration Study Program, Faculty of Social and Political Sciences, Tadulako University, through providing relevant material and developing appropriate platforms to facilitate entrepreneurial learning.

Abstract

Judul Pengabdian Masyarakat dilakukan adalah Pelatihan Eukasi Policy Brief dalam upaya peningkatan pemahaman terkait strategi pengelolaan tambang Kota Palu di Stisipol Panca Bhakti Palu. Policy Brief menjadi hal yang berkaitan dengan kebijakan. Keberadaan Policy Brief menjadi representasi pandangan analis terhadap suatu kebijakan yang dapat mempengaruhi tindakan aktor kebijakan. Policy Brief hadir sebagai dokumen singkat yang mengangkat isu-isu kebijakan yang berdasarkan fakta dan data. Policy Brief bertujuan sebagai bentuk penyaringan atau mensintesis bukti untuk mempengaruhi pemikiran dan tindakan aktor kebijakan dalam pengambilan keputusan. Pengabdian ini bertujuan untuk memberikan pemahaman dan pelajaran di kalangan mahasiswa ilmu administrasi publik Stisipol Panca Bhakti Palu tentang pentingnya memiliki pemahaman perihal Policy Brief terkait isu pengelolaan tambang yang berada di Kota Palu, sasaran penyuluhan ini adalah mahasiswa yang mengambil konsentrasi Kebijakan publik sebanyak 20 orang. Metode pelaksanaan pengabdian ini dilaksanakan secara tatap muka yakni memberikan penjelasan terkait Policy Brief khsusnya isu-isu analisis kebijakan pertambangan di kota palu . Luaran yang diharapkan berupa publikasi di jurnal lokal dan sertifikat yang diberikan kepada seluruh peserta agar dapat digunakan sesuai kebutuhan.

Abstract

Latar belakang penelitian ini adalah keberadaan masalah terkait konflik pemanfaatan ruang di kawasan pedesaan seperti di Desa Tompe yang merupakan desa rawan bencana. Tujuan penelitian ini adalah mendeskripsikan bagaimana kebijakan yang dilaksanakan oleh Pemerintah Kabupaten Donggala mampu mengakomodir permasalahan tersebut. Dalam menjawab rumusan permasalahan, penelitian ini berupaya mengeksplorasi fenomena melalui metode kualitatif dan pendekatan deskriptif. Pengumpulan data dilakukan melalui wawancara terhadap Kepala Dinas Perumahan Permukiman dan Pertanian Kabupaten Donggala, Studi dokumen berupa data-data dari Dinas Perumahan Permukiman dan Pertanian Kabupaten Donggala, dan observasi lapangan. Hasil penelitian menunjukkan bahwa: pertama, Desa Tompe yang merupakan desa rawan bencana membutuhkan penanganan dalam bentuk kebijakan penataan ruang melalui intervensi pemerintah daerah; kedua, penatakelolaan keruangan harus mampu mengakomodir kepentingan kehidupan/penghidupan masyarakat khususnya dari aspek sosial ekonomi dan aspek lain, dan; ketiga, strategi penatakelolaan ruang di Desa Tompe harus dilaksanakan secara sistematis dan humanis dalam mengakomodir kepentingan warga penyintas bencana di Desa Tompe yang telah mampu bertahan. Penelitian ini berimplikasi pada argumen bahwa pola kebijakan yang dilaksanakan khususnya pada konteks kebencanaan, selain mempertimbangkan sisi yang sistematis, juga harus mempertimbangkan sisi humanis mengingat tingkat kerentanan dari masyarakat terdampak bencana tersebut.

Abstract

Local taxes and levies have an important role to encourage regional development, and increase regional income in the context of the welfare and prosperity of the people. In addition, with this Regional Regulation, it is expected that there will be an increase in public awareness of fulfilling tax and levy obligations (Year-2015-study-of-potential-management-of-Palu-city-2015, n.d.). Swallow Nest Tax is one of the important sources of local revenue to finance the administration of Government, Implementation of development, and Community development. Referring to the Regional Regulation of Palu City Number 1 of 2011 concerning Regional Taxes. Article 68 paragraph (1) The object of Swallow's Nest Tax is the collection and/or exploitation of Swallow's Nest. And article 69 paragraph (1) Swallow Nest Tax Subjects are individuals or entities that take and/or operate Swallow Nests.The objectives of this research are: To find out the implementation of the swallow's nest tax policy in Palu City. The research design used descriptive qualitative. This research is designed within one year.
