Abstract

This study aims to determine the Organizational Restructuring and Service Quality in the One-Stop Integrated Service Investment Service in Makassar City. The type of research in this research is quantitative with a descriptive style. The population in this study are all people who take care of permits at DPMPTSP Makassar City. The sample in this study amounted to 75 people. The data collecting technique in this research is using a questionnaire. Then the collected data were analyzed descriptively quantitatively. This study's results indicate that the variable of organizational restructuring includes the complexity of 62.3, formalization of 62.2, and centralization of 61.9. Meanwhile, service quality variables include reliability 61.26, tangible 66.13, responsiveness 62.26, Assurance 58.53, and empathy 62.4.

Abstract

Permasalahan yang krusial dalam desentralisasi pemerintah adalah tarik menarik kepentingan antara dinas-dinas dengan kecamatan. Dalam konteks pelayanan publik, bahwa desentralisasi kewenangan dari dinasdan lembaga teknis lainnya ke kecamatan sudah saatnya dilakukan demi peningkatan pelayanan kepadamasyarakat. Kenyataannya implementasi dari Peraturan Pemerintah bahwa kecamatan merupakan SatuanKerja Perangkat Daerah (SKPD) yang melaksanakan penyelenggaraan pemerintahan daerah, belum berjalandengan maksimal. Penelitian ini bertujuan: 1) menganalisis kewenangan distributif pemerintah kecamatan;2) menganalisis desain struktur organisasi pemerintahan kecamatan sesuai dengan kewenanganyang diberikan dalam menunjang pelaksanaan pelayanan publik; 3) menganalisis kompetensi SDM yangdibutuhkan dalam pelaksanaan tugas pelayanan publik di tingkat kecamatan. Penelitian ini merupakanpenelitian kualitatif dengan menggunakan teknik “triangulasi” dalam pengumpulan data. Unit analisis iniadalah organisasi pemerintah kecamatan di Kabupaten Pangkep. Penelitian ini mengindikasikan bahwadesain struktur organisasi pemerintah kecamatan di Pangkep belum memiliki keterkaitan dengan visi, tugaspokok dan fungsi yang dimiliki pemerintah daerah, desain strukturnya masih berpedoman sepenuhnya padaPP No. 41 Tahun 2007.                                                AbstractThe crucial problems in the government’s decentralization are conflict of interest between departments/offices and district. In the context of public service, decentralization authority from the department/officeand other technical institutions to the district it’s time to do in order to improve services to the community.In fact, the implementation of Government Regulation (PP) that stated if districts are regional work units(SKPD) which carry out the regional administration, has not gone up. This study aimed to: 1) analyze thedistributive authority of the district governments; 2) analyze the design of the organizational structure ofthe government district in accordance with the authority granted to support the delivery of public services;3) analyze the competence of human resources needed in the implementation of public service duties at thedistrict level. This study is a qualitative study using the technique of “triangulation” in the data collection.The unit of analysis is a government organization of districts in Pangkep. The analysis showed that from44 authorities at the district level there were 23 of authorities are still considered to be implemented by therelevant SKPD. Design of the organizational structure of the district governments of Pangkep Regency hasnot own relationship with the vision, the duties and functions of existing local government and its structurestill guided by PP No.41 tahun

Abstract

The construction of the dam in the village of Kale Ko'mara has reached the first stage, the construction has resulted in 30 residential settlements being freed and about 30 hectares of agricultural land and rice fields have been freed, but the acknowledgment of the affected residents there is still some land that has not been from the community. has been in development in this first stage, The purpose of this paper is to analyze to compensate for the land for the construction of the Pammukkulu dam in Takalar Regency. The research method used in this paper is a qualitative method. The results of this study indicate that the accountability of the implementation of compensation for dam construction is reviewed from the perspective of the community. In the framework of paying compensation for land required for the development and implementation of an appropriate, clear, measurable and legal accountability system so that governance and development can take place in an efficient, effective, clean and responsible manner. Before land acquisition is carried out, it is necessary to hold a public debate to convey perceptions so that all developments can run effectively and efficiently, and carry out good socialization and interaction. In order for the implementation of compensation to run well, the relevant government needs to coordinate with all agencies and communities so that the working apparatus remains well controlled, and the community can support land acquisition.
