Abstract

The construction of the dam in the village of Kale Ko'mara has reached the first stage, the construction has resulted in 30 residential settlements being freed and about 30 hectares of agricultural land and rice fields have been freed, but the acknowledgment of the affected residents there is still some land that has not been from the community. has been in development in this first stage, The purpose of this paper is to analyze to compensate for the land for the construction of the Pammukkulu dam in Takalar Regency. The research method used in this paper is a qualitative method. The results of this study indicate that the accountability of the implementation of compensation for dam construction is reviewed from the perspective of the community. In the framework of paying compensation for land required for the development and implementation of an appropriate, clear, measurable and legal accountability system so that governance and development can take place in an efficient, effective, clean and responsible manner. Before land acquisition is carried out, it is necessary to hold a public debate to convey perceptions so that all developments can run effectively and efficiently, and carry out good socialization and interaction. In order for the implementation of compensation to run well, the relevant government needs to coordinate with all agencies and communities so that the working apparatus remains well controlled, and the community can support land acquisition.

Abstract

Pembangunan bendungan Pammukulu telah mencapai tahap pertama yang mengakibatkan 30 pemukiman warga telah di bebaskan dan sekitar 30 hektar lahan pertanian dan persawahan telah dibebaskan, namun masih ada beberapa lahan masyarakat yang belum dibayarkan pada pembangunan tahap pertama. Olehnya karena itu, tujuan penelitian ini adalah untuk menganalisis pelaksanaan ganti rugi terhadap pembebasan lahan pembangunan bendungan Pammukkulu di Kabupaten Takalar. Penelitian ini menggunakan metode kualitatif. Proses awal pengolahan data itu dimulai dengan melakukan editing setiap data masuk. Setelah proses editing dilakukan proses coding. Hasil penelitian menunjukan bahwa Realisasi Pelaksanaan Ganti Rugi terhadap Pembebasan Tanah Pembangunan Bendungan Pammukkulu Kabupaten Takalar dilakukan melalui public debate, coordinations, negotiations, dan feedback and evaluation (umpan balik & evaluasi). Public debate yang dilakukan pemerintah melalui sosialisasi yang hanya bersifat informatif dan kurang interaktif, coordinations antar berbagai pihak berjalan, namun kurangnya koordinasi ke pemerintah pusat menghambat proses pelaksanaan ganti rugi, negotiations tidak terjadi dengan masyarakat dan tidak memiliki daya tawar hanya sebuah pilihan yang diberikan masyarakat. Evaluasi dilakukan melalui peninjauan langsung kemasyarakat sebagai dasar pemerintah untuk menyempurnakan pelaksanaan ganti rugi tanah masyarakat.

Abstract

The development of the digital era in Indonesia has driven the implementation of e-government in governmental management and public services. The purpose of this article is to analyze the implementation of web-based information systems in public services in Tondowolio Village using three main indicators: support, capacity, and value. This study employs a descriptive qualitative approach, focusing on these three key indicators. The research subjects include village officials, website managers, and community members who use the website services, with informants selected through purposive sampling. Data were collected through interviews, field observations, and document studies and then analyzed using the Interactive Model Analysis, which includes data reduction, data presentation, and conclusion drawing. The study's findings indicate that the support of village government, the availability of technological infrastructure, and adequate human resources are key factors in the success of e-government. However, challenges remain in the areas of regulation, socialization, and public understanding of web-based services. The implementation of e-government in this village has brought significant benefits in improving the efficiency and transparency of public services, although further efforts are needed to optimize its use by the entire community.

Abstract

Penelitian ini bertujuan untuk menyelidiki identitas sang hamba yang menderita sebagaimana diungkapkan dalam narasi penulis Kitab Yesaya. Dengan demikian, metode yang digunakan pada penelitian ini adalah pendekatan study biblika. Berdasarkan penyelidikan yang dilakukan terhadap Yesaya 52:13-52:12, menyungguhkan bahwa identitas hamba yang menderita dalam Kitab ini merujuk kepada pribadi Yesus yang telah menderita hingga mati menanggung dosa manusia.

Abstract

Agile Governance adalah tata kelola yang gesit serta adaptif, di era serba Ketidak pastian kondisi dunia telah mengubah teknologi bukan hanya sebagai pelengkap kehidupan, melainkan sarana dalam mempersiapkan krisis di masa depan. hal ini tentunya dengan menerapkan Agile Governance dalam mengoptimalkan pelayanan publik memungkinakn proses birokrasi dalam hal pelayanan dapat lebih fleksibel, sehingga pelayanan dapat optimal. pemerintah perlu memanfaatkan berbagai platform online seperti website, aplikasi seluler, media sosial. Langkah tersebut bertujuan untuk memperkuat sistem e-government dan mempermudah akses masyarakat terhadap informasi dan layanan yang diberikan oleh pemerintah. Tata Kelola Agile dapat memainkan peran penting dalam memajukan pelayanan publik dan meningkatkan interaksi antara pemerintah dan masyarakat. Penelitian ini merupakan penelitian eksploratif yang bertujuan untuk menggali data dan informasi tentang topik atau isu- isu baru. Hasil analisis menggambarkan bahwa pemerintah telah melakukan gebrakan inovasi dengan membuat beberapa Mal Pelayanan Publik sehingga masyarakat dapat merasakan pelayanan publik yang lebih efektif serta efisien pemerintah juga telah mulai menerapkan tata kelola Agile Governance sebagai strategi peningkatan kinerja Mall Pelayanan Publik (MPP) di era digital. Mal Pelayanan Publik tentunya membutuhkan adaptasi cepat serta fleksibel dalam pelayanan dan Agile Governance menawarkan solusi untuk mewujudkan birokrasi yang efektif, efisien, dan berintegritas.

Abstract

Penelitian ini mengkaji penerapan konsep Agile Governance dalam sistem pelayanan publik berbasis digital melalui aplikasi A’Kio Smart City di Kabupaten Gowa. Latar belakang penelitian ini adalah tuntutan modernisasi birokrasi publik akibat perkembangan teknologi informasi dan komunikasi, serta kebutuhan akan layanan yang lebih cepat, transparan, dan responsif. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif, yang dilakukan melalui wawancara mendalam dan studi dokumentasi terhadap instansi yang terlibat langsung dalam pengembangan dan implementasi A’Kio. Hasil penelitian menunjukkan bahwa A’Kio berhasil menghadirkan layanan yang lebih efisien dan adaptif terhadap kebutuhan masyarakat melalui prinsip-prinsip agile seperti fleksibilitas, kolaborasi lintas sektor, dan iterasi berkelanjutan. Meskipun terdapat tantangan seperti kesenjangan literasi digital dan infrastruktur, aplikasi ini membuktikan efektivitas transformasi digital dalam meningkatkan kualitas layanan publik dan tata kelola pemerintahan yang lebih terbuka dan partisipatif.

Abstract

Dalam era globalisasi dan transformasi digital menuju Era 5.0, pelayanan publik dituntut untuk semakin cepat, efektif, efisien, serta berorientasi pada kepuasan masyarakat. Inovasi menjadi pilar utama dalam mewujudkan pelayanan yang responsif dan adaptif terhadap kebutuhan masyarakat modern. Penelitian ini bertujuan untuk menggali peran inovasi, khususnya melalui penerapan teknologi informasi, dalam akselerasi pelayanan publik. Penelitian ini merupakan studi eksploratif yang bertujuan menggali isu-isu baru dalam administrasi publik. Menggunakan Systematic Literature Review (SLR). Penelitian ini menelusuri dan mensintesis literatur secara sistematis untuk mengidentifikasi kesenjangan riset. Data dianalisis dengan analisis tematik guna menemukan pola dan tema utama yang memperkaya pengembangan teori serta praktik administrasi publik. Hasil penelitian menunjukkan bahwa pemanfaatan teknologi, seperti Artificial Intelligence (AI), Internet of Things (IoT), big data, serta sistem manajemen antrian berbasis mikrokontroler, mampu meningkatkan efisiensi operasional, mempercepat proses birokrasi, dan meningkatkan transparansi layanan. Data empiris memperlihatkan pengurangan rata-rata waktu tunggu sebesar 35%, penurunan keluhan masyarakat sebesar 42%, peningkatan indeks kepuasan pelanggan sebesar 30%, serta kenaikan kepercayaan publik sebesar 45%. Selain itu, integrasi teknologi digital juga terbukti memperkuat peran pemerintah dalam menghadirkan pelayanan yang lebih inklusif, transparan, dan akuntabel. Namun demikian, penelitian ini juga mengidentifikasi tantangan berupa keterbatasan kompetensi sumber daya manusia serta resistensi birokrasi terhadap perubahan. Oleh karena itu, strategi yang diperlukan adalah penguatan kapasitas aparatur, pengembangan budaya inovasi, serta kebijakan yang mendukung transformasi digital secara berkelanjutan.

Abstract

Although the region has significant tourism potential, its management is still limited to conventional approaches, thus requiring the implementation of digital technology to improve efficiency and competitiveness. The results of the study indicate that the implementation of digital technology in the tourism sector of Enrekang Regency has begun through the adoption of the QRIS cashless payment system, the use of social media for promotion, and the development of the Enrekang Endless Journey application. However, the application of technology remains limited, as many tourist attractions still rely on manual systems. Therefore, it is crucial to strengthen regional regulations that govern data integration and tourism payment systems, as well as to enhance the capacity of community human resources through training in digital management and online content development. Therefore, to achieve sustainable tourism governance that adapts to technological advancements, we need a well-planned, collaborative, and community-based digital transformation strategy. The conclusion of this study is that the implementation of digital technology in the management of community-based tourism has shown progress, but still requires strengthening in the areas of regulation, infrastructure, and capacity building of human resources to ensure the sustainability and success of technology implementation in community-based tourism.

Abstract

This study examines the pivotal role of digital leadership in driving government transformation. By leveraging advanced data analytics, governments can formulate more predictive policies and anticipate future challenges. Digital services enhance efficiency, accessibility, and transparency, fostering trust in government institutions. However, successful digital transformation hinges on effective leadership. Digital leaders possess the skills to navigate complex digital environments, cultivate digital mindsets, and identify opportunities. This research explores the competencies required for digital leadership, including data analytics, strategic thinking, and the ability to inspire and motivate teams. Furthermore, it investigates the impact of digital leadership on policy adoption, service delivery, and organizational culture. Through a comprehensive literature review, this study contributes to the understanding of how digital leadership can accelerate government modernization and improve public service delivery.
