Abstract

How is an urban area influencing regional development? Urban area development policy with the primary purpose of driving its surrounding area development found a shift in meaning under the latest development. It initiates a complex relation between cities as network dots, which is not globally separable. This study aims to provide a theoretical analysis regarding its considerations and implications in practice through a study case of the Mebidangro urban area (Medan City-Binjai City-Deli Serdang District-Karo District) in North Sumatra Province, Indonesia. By using a content analysis method, the study evaluates the regional development policy. The result shows that Mebidangro urban area plays a role in influencing regional development through four entities: i.e., reducing income disparity, the centrality of productions and services, urbanization under the mobility context of labor and knowledge, and regional and international cooperation. The study also found that there is a tendency in which nowadays cities are not seen as a hierarchy. However, cooperation functions and its limits are global (world cities networks), not administrative or region. The fact supports an argument that the current area planning context is not only creating its surrounding area development but also as a part of the global city network. Mebidangro is one of the cases that illustrated this concept of operationalization practice. Through existing policy, this urban area was in such a way created to be able to become global city networks as a shifting of regional development planning paradigm from increasing surrounding area development to a region globally compete.

Abstract

Planning as a decision-making tool got intervention from the actors involved in it, through deliberation which is transactive planning and face-to-face dialogue between planners as transfer agents and the community. This situation has resulted in a mismatch between the priority policies for using the budget set at the local level and the implementation guidelines set by the central government. Questions arise how interactions between actors occurred in a transactive process. This article evaluates the interaction between involved actors in the transactive process, which occurs during a practice of local development planning program activity. Evaluations were carried out on village fund program cases in Indonesia, through qualitative approach analysis. The study aims to provide an understanding of the interactions between transfer agent actors during deliberation at the local level. The results show that the interaction between transfer agents conduct through the practice of dominating ideas, which tend to emphasize the dominance of certain parties in prioritizing budget use policies.

Abstract

The urban renewal concept is one of the city development policies approaches. It promotes profit optimization in urban areas. However, this is done by eroding existing slums and ending with injustice for the community. For this reason, city development policies need to direct urban renewal implementation based on community development. The question arises whether urban renewal needs to be applied for urban areas in Indonesia, whether urban renewal brings certain benefits in achieving a more humane society development and its limits. This article aims to provide a theoretical understanding of the considerations and implications for its application through illustrative case studies from several major cities in Indonesia. This study evaluates urban renewal ideas from a community development viewpoint, through descriptive, evaluative analysis and literature. Study results show that urban renewal is necessary for cities in Indonesia in terms of policies that make the city center become a more competitive business area and generate maximum urban profits through tax revenues. On the other hand, this is done to beautify the city's face, which will automatically improve community development in cities and suburbs. Local wisdom in the context of a city's development policy choice base is a limitation for its implementation optimality.

Abstract

This study is generated by the limited understanding of the actor's power on village-level deliberation. In community-level deliberation, especially for villagers, planning struggles with unbalanced power from involved actors to avoid potential failures due to inappropriate implementation and waste of state finances. Problems from policy formulation results have distorted the consensus. Community-based planning faces different power characteristics displayed by involved actors. However, it seems that this matter's understanding is mostly obtained in Western urban areas context and few have studied it in the rural context, even more, sourced from non-Western and global south practices. Questions arise on the power capabilities each actor has and its implications for the planning formulation results. This article aims to provide an understanding of the actor's position and their source of power. It investigates the power identities of involved actors on the community-level deliberation through a power cube approach. Community-level deliberation in Pematang Tengah village, Indonesian, is used as the case study. Primary data were obtained from interviews with twenty-one respondents, observation, and document analysis during 2018-2020. The result shows that each actor displays a specific power characteristic driving their influences on the planning formulation results. This condition has implications for the construction of the power holder's influence in dominating the deliberation process.
