Abstract

ABSTRACT:Based on the research conducted, it is known that there is a purpose or goal that is clear and consistent policy regarding creation of the Family Card in the Department of Population and Civil Registration Manado City; There are strong theoretical support in formulating policy making family card of Population and Civil Registration Manado City, and with the existing legal basis so as to ensure compliance of the existing employees as well as their respective duties in accordance with SOP (Standard Operating Procedure) applicable in the Department of Population and Civil Registration Manado City.This study uses qualitative research methods the Department of Population and Civil Registration Manado City. Source of data / research respondents are not quantified, as needed research. Data collection techniques using interview guide. The data analysis technique used is descriptive qualitative.Based on the results of the study concluded: that the Family Card Services the Department of Population and Civil Registration Manado City implemented or executed in accordance with the procedures / rules which apply as outlined in the SOP (Standard Operating Procedure).So that the delivery of public services to be better compared to years ago.Based on the results of the study suggested that the government Awareness society the importance of having their identity through documents Population and importance of having a family card (KK).Keywords: Evaluation, Policy, Services

Abstract

Abstract: The development of science and technology is very rapid had an impact on all activities undertaken by the organization. One of the technologies that can help in the work in the organizational environment is to use the computerized system. By using the a computerized system, then each unit office work can improve the effectiveness and efficiency of time.This study aims to determine how the effectiveness of computerized system in the performance of employees at the District Office Sonder. Before and after the use of computerized system. The study was conducted by obsevasing to the use of computerized system and their effect on the performance with in depth interview methods to obtain as much information from all respondents/informants. The number of informants is 14 people divided into camat secretary, head of section, an employee, who has exprerience in their respective duties, know in depth and a greater role in the process of using computerized system.Based on the results of the study, showed that the use of computerized system which is one of the facilities in order to smooth the working task, proven to provide convenience, many advantages and benefits that really support task this means employees have a positive aspect for all parties so that the effect on employee performance and can improve the quality of work and efficiency of time.Keywords : Computer Systems, Employee Performance

Abstract

Abstract : The establishment of autonomous regions is intended to optimize the governance intended tocreate regional governments are better able to optimize public services and improve local communityempowerment on a wider scale luas.Namun there are obstacles and complaints that occur inorganizing services to the community such as, yet effective, efficient , transparent, responsive, fair andresponsible. This study aimed to determine and quantify the effect of the sub-district division policy onpublic services in the district of North Minahasa regency Kema. The method used in this study using aquantitative correlation with the approach of quantitative analysis using statistical formulas descriptiveand inferential statistics. The results were obtained the following equation: Y = 6.534 + 0.956 X. Theregression coefficient b = 0.956 which is positive, clearly demonstrates that the functional relationship/ influence kebijakanpemekaran variable regions with public services is positively associated with thedevelopment pattern of 1: 0.956; means change / improvement of division policy wilayahsebesar 1scale / unit will cause a change / improvement of public services 0.837 units / scale. Pattern functionalrelationship / influence of division policy on public services is very significant or very significant, asdemonstrated by the results of testing the significance of regression with F-test obtained value of F =298,212pada significant level of 0.000 y = 6.534 + 0.956 (60) = 63.894The prediction accuracy of the calculation results above indicate that if the quality of division policycould be improved by the value (score) ideal variables (ie 60) of the present condition, it candiprediksiakan an increase in public services in the district amounted to 63.894 scale Kema. Abstract

Transparency is openness regarding information relating to organizations that areeasily available and can be accessed by stakeholders. Transparency has succeeded in creating ahorizontal accountability between local governments that are clean, effective, efficient,accountable and responsive to the aspirations and interests of the community. Transparencywhich is meant in this research is the openness of access for the community in obtaining healthservices in the Mimika Regional Hospital. The problem to be answered in this study is about worktransparency which influences the quality of health services in the Mimika Regional Hospital.This study uses Quantitative Research Methods. Has two variables, namely Variable (X) WorkTransparency and Variables (Y) Quality of Health Services. Transparency variables are measuredfrom several dimensions, namely informative (informative) dimensions and disclosure dimensions(disclosure). Health Service Quality Variables have 5 (five) dimensions namely reliability,assurance, tangible, empathy, and responsiveness. Both of these variables are measured throughadjusted dimensions and indicators. The results showed that work transparency had a positive andsignificant effect on the quality of health services in the Mimika Regional Hospital. Thus it canbe said that with good transparency it can improve the quality of health services, especially in theMimika Regional Hospital. Based on the results of the study, it is expected that the MimikaRegional Hospital will stick to the principle of work transparency so that it can improve the qualityof health services in the Mimika Regional Hospital.Key Words : Influence, Transparency, Work, Quality of Health Services

Abstract

The aims of this research is to examine the effectiveness of implementation AyoNabung Sampah program in maintaining environmental cleanliness in the subdistrict of Maesathe city of Bitung. This research use descriptive qualitative approach with theory of effectivenessby Sondang Siagian (2000). The informants of this research are the parties involved in theimplementation of the Ayo Nabung Sampah program in Maesa subdistrict. The collectiontechniques used interviews and documentation and the data analyzed can be done by datareduction, data presentation, and resulting the conclution of the data. The results showed thatthe Ayo Nabung Sampah program already operating effectively enough. It can be seen from theclarity of objectives to be achieved, goal achievement strategy, analysis process and the steadypolicy formulation, good planning, preparation of appropriate programs, and the availability ofinfrastructure. However, there are still two imdicator are didn’t optimal, that is goalachievement strategy, the strategies used in this case are socialization and promotion, thesocialization and promotion carried out are not optimal because the mindset and behavior of thesociety are not able tp be changed. the socialization and promotion carried out are not optimal isalso impact on not understanding the society and also external parties regarding the purpose ofthis program. And the second indicator is the availability of infrastructure in Kekenturan SatuUrban village are still did’t optimal.Keywords: Effectiveness, Ayo Nabung Sampah program

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana akuntabilitas pelaksanaan APB-Desa di Desa Tontalete Kecamatan Kema Kabupaten Minahasa Utara. Penelitian menggunakan metode pendekatan deskriptif-kualitatif. Akuntabilitas pelaksanaan APB-Desa dilihat dari tiga dimensi akuntabilitas organisasi publik yaitu akuntabilitas keuangan, akuntabilitas manfaat atau efektivitas, dan akuntabilitas prosedural.  Informan penelitian adalah kepala desa, sekretaris desa, kepala urusan keuangan desa, ketua BPD, ketua PKK, dan tokoh agama/masyarakat dan warga masyarakat. Pengumpulan data  menggunakan pedoman wawancara, sedangkan teknik analisis yang digunakan adalah analisis model interaktif dari Miles dan Hubernann. Berdasarkan hasil penelitian ditarik kesimpulan :  (1)  Akuntabilitas keuangan belum sepenuhnya baik. Penyusunan APB-Desa sudah melibatkan BPD dan lembaga kemasyarakatan desa (LPMD, PKK), namun perwakilan kelompok-kelompok masyarakat belum semua diikutsertakan. APB-Desa diumumkan/diinformasikan pada masyarakat luas namun masih kurang transparan; (2) Akuntabilitas Manfaat/Efektivitas belum sepenuhnya baik, program/kegiatan dalam APBD ditetapkan  belum semua sesuai kebutuhan masyarakat desa program/kegiatan  yang sudah dilaksanakan belum semua masyarakat dapat merasakan manfaatnya pada peningkatan pelayanan publik dan dalam meningkatkan taraf hidup dan kesejahteraan masyarakat; (3)  Akuntabilitas Prosedural belum sepenuhnya baik,  APB-Desa ditetapkan sesuai prosedur melalui musyawarah desa yang melibatkan unsur terkait terutama BPD dan PMD. Namun masih kurang melibatkan masyarakat. Prosedur pelaksanaan program/kegiatan sesuai petunjuk pelaksanaan yang ditetapkan dalam peraturan Mendagri No. 20 Tahun 2018 dan mekanisme pelaporan dan pertanggungjawaban dilakukan dengan cukup baik sesuai peraturan pedoman pengelolaan keuangan desa yang ditetapkan dalam peraturan perundang-undangan desa. Kata Kunci :  Akuntabilitas, Anggaran Pendapatan dan Belanja Desa.

Abstract

This study aims to determine the impact of micro-community business development policies in Madidir WeruVillage, Madidir District, Bitung City. This type of research used in this study is qualitative research. Thetheory used is based on five dimensions, namely: the impact of policy on public problems and the impact ofpolicy on the people involved, the impact of the policy on circumstances and groups outside the goals orobjectives of the policy, the impact of the policy on the present and the future, the direct costs incurred andindirect costs borne by the community. Data sources used are primary data and secondary data. Datacollection techniques used were observation, interviews and documentation, data obtained from varioussources were obtained and then analyzed into a conclusion. The results of this study that the impact ofpolicies on micro-business development based on capital, marketing, human resource capabilities andtechnological limitations in terms of the impact of policies on public problems and the impact of policies onpeople involved, the impact of policies on circumstances and groups outside the target or policy objectives,the impact of the policy on the present and future conditions, the direct costs incurred and the indirect costsborne by the community shown in the program in the form of venture capital have a successful and successfulimpact on the development of microbusiness communities. However, there is a need for community initiativesto find information about existing programs and are being carried out by the government to developbusinesses.Keywords: Policy Impact, Business Development, Micro Society.

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana efektivitas kebijakan pengendalian danpengawasan minuman beralkohol di Kelurahan Kairagi Dua Kota Manado. Penelitian ini menggunakanteori dari Richard Matland dimana indikator untuk mengukur efektivitas kebijakan terbagi atasketepatan kebijakan, ketepatan pelaksanaan dan ketepatan target. Minuman beralkohol adalahminuman yang mengandung bahan etanol yang dapat menurunkan kesadaran manusia sehingga dalampenggunaannya harus ada dalam porsi wajar dan tidak secara berlebihan. Penyalahgunaan alkoholsering terjadi di berbagai tempat contohnya dalam lingkup Kelurahan Kairagi Dua Kota Manado.Penggunaan alkohol seringkali didasari karena adanya pengaruh pergaulan lingkungan sekitar danadanya perubahan gaya hidup serta ada beberapa budaya dan kepercayaan yang merupakan warisantradisional seperti tuak, cap tikus dan sebagainya. Efektivitas kebijakan pengendalian dan pengawasanminuman beralkohol khususnya di Kelurahan Kairagi Dua Kota Manado dipengaruhi oleh beberapafaktor diantaranya yang pertama dari ketepatan kebijakannya belum dapat dikatakan efektif karenakebijakan yang mengatur tentang minuman beralkohol nyatanya sudah diterapkan tetapi belummemecahkan masalah yang ada dimana masih dominannya atau masih tingginya tingkat kriminalitasyang diakibatkan oleh pengonsumsian minuman beralkohol. Yang kedua dilihat dari ketepatanpelaksanaannya sudah efektif dan berjalan sesuai dengan prosedur karena semua pelaksana kebiajakanyakni Kepolisian Sektor Mapanget Kota Manado, Pemerintah Kelurahan Kairagi Dua Kota Manado,Balai Besar Pengawas Obat dan Makanan di Manado, Dinas Perindustrian dan Perdagangan ProvinsiSulawesi Utara, mempunyai tugas dan proses masing-masing dalam melaksanakan setiap pengawasanminuman beralkohol dan yang terakhir dilihat dari ketepatan target kenyatannya peraturan yangmengatur tentang minuman beralkohol yaitu Peraturan Daerah Sulawesi Utara nomor 4 tahun 2014bertolakbelakang dengan Peraturan Menteri Perdagangan Nomor 6 Tahun 2015 dimana PeraturanDaerah Sulawesi Utara masih mengijinkan penjualan minuman beralkohol golongan A di kawasanminimarket akan tetapi Peraturan Menteri Perdagangan sudah melarang penjualannya di kawasanminimarket dan hanya boleh di kawasan supermarket.Kata Kunci : Efektivitas Kebijakan, Pengendalian, Pengawasan, Minuman Beralkohol

Abstract

The central government allocates Village funds to support the development in Pinamorongan Village, Tareran District, South Minahasa Regency. However, in the course of the Village Fund, there are still indications of problems related to what is generated, the lack of development from the non-physical side to improve the welfare of the community and in improving the quality of life in the Village. This research uses a qualitative approach. Data obtained from interviews, observations and documents. Data analysis was performed through data reduction, data display, conclusion drawing. The findings of this study are that the development carried out by the Village Government sourced from Village funds in the Pinamorongan Village of the Tareran District has a positive and negative impact on the economic, social and environmental fields. The Pinamorongan Village Government should first determine and consider the goals and focus of the development that will be carried out and provide opportunities for people who are able to be involved in the development project as well as the ongoing maintenance of the facilities and infrastructure that has been built as well as replanting trees in the Watuleley tourist site. . Keywords: Impact of Policies, Village Development, Village Funds

Abstract

Community empowerment is a development process in which the community takes the initiative to startthe process of social activities to improve the situation and condition of oneself so that the communitybecomes independent. Coastal communities are people who live in coastal areas and their livelihoods ofthe economy depend directly on the utilization of marine and coastal resources through available fishingand cultivation activities. In this study using a type of qualitative research in which this research isdescriptive in nature that is conducting in-depth interviews collecting primary data and collectingsecondary data, i.e. then the results of primary and secondary data are processed and data will beobtained. The results showed that the problem hampering the empowerment of coastal communities inInobonto Dua Village Bolaang Mongondow District was where the government both the BolaangMongondow District Fisheries Office and the village government had provided programs in the form oftraining and assistance to coastal communities in Inobonto Dua Village but in the problem the communityis not good enough managing the assistance that has been provided and the community is not goodenough to implement the training that has been given by the government to the coastal communities. Andalso coastal communities are not good in terms of independence because most people are still dependenton government assistance and do not want to be independent themselves and coastal communities also stillexpect work calls from other communities to become helpers or workers for them to make money. This hasbecome the majority of the people who are not independent because they are unable to apply what thegovernment has given to them which results in a low economy and increased poverty in Inobonto DuaVillage Bolaang Mongondow Regency.Keywords : Impact, Policy, Development, Infrastructur, Road
