Abstract

Infrastructure investment is essential for regional economic growth; however, the implementation of Indonesia’s Job Creation Law in archipelagic regions such as Maluku presents legal and regulatory challenges. This study aimed to examine the legal framework governing infrastructure investment under Law Number 6 of 2023 and formulate a more responsive legal reconstruction that accommodates the geographical, ecological, and socio-cultural characteristics of the Maluku Islands. The study employed a normative juridical method using statutory, conceptual, and case approaches. Primary, secondary, and tertiary legal materials were collected through literature reviews and analyzed qualitatively through legal interpretation and argumentation. The findings showed that risk-based business licensing, land acquisition, and environmental protection provisions remained oriented toward mainland conditions and inadequately addressed small-island ecosystem vulnerability, regional isolation, customary law, and communal land rights. The Banda Neira Port case demonstrated that these regulatory weaknesses contributed to legal uncertainty, land conflicts, project delays, and environmental risks. The study concluded that legal reform should incorporate an archipelagic ecosystem vulnerability index and a regional isolation index, strengthen customary deliberation mechanisms in land acquisition processes, provide compensation that reflects the social and cultural values of communal land, and require Environmental Impact Assessments (EIAs) for infrastructure projects affecting ecologically sensitive island and coastal areas to ensure equitable development.

Abstract

This study aims to analyze the effect of education, technology, infrastructure, and investment on economic growth in the regencies and cities of Maluku Province. The data used are panel data covering the period 2019–2023 with a total of 55 observations. The analysis method employed is the Random Effect Model (REM) after passing a series of classical assumption tests, where the normality test results indicate that the residuals are normally distributed with a Jarque-Bera probability value of 0.391670 (> 0.05). The findings reveal that, partially, education, technology, infrastructure, and investment have a positive influence on economic growth. Education contributes to improving human capital quality, technology enhances production efficiency, infrastructure facilitates economic connectivity, and investment strengthens the regional production base. Simultaneously, the four variables exert a significant impact on economic growth in the regencies and cities of Maluku Province. These results highlight the importance of an integrated economic development strategy focusing on improving education quality, accelerating technology adoption, promoting equitable infrastructure development, and fostering a conducive investment climate to accelerate sustainable regional economic growth.

Abstract

This study aims to analyze the effects of business capital assistance, training and technical mentoring, as well as market access and infrastructure on the economic growth of fishing households in Tual City. A quantitative approach was employed using multiple linear regression analysis to measure the influence of each independent variable on fishermen’s income as the dependent variable. The results indicate that business capital assistance and market access with supporting infrastructure have a positive and significant effect on increasing fishermen’s income, while training and technical mentoring show no significant impact. These findings suggest that capital and infrastructure have a direct influence on improving productivity and operational efficiency, whereas training requires time and complementary support to generate measurable outcomes. Overall, the study highlights the importance of an integrated policy framework that links financial access, capacity building, and infrastructure development to achieve sustainable fishermen empowerment. The implications of this research are expected to serve as a reference for local governments in formulating inclusive and equitable economic policies to enhance fishermen’s welfare.
