Abstract

Hoax merupakan sebuah kata yang kian populer di kalangan publik, khususnya bagi pengguna internet dalam hal ini media sosial. Hoax selalu dikaitkan dengan berita palsu (fake news). Namun, apakah arti sesungguhnya hoaks adalah berita bohong? Apakah berita bohong benar-benar disebut sebagai ?berita? yang notabene merupakan sebuah karya jurnalistik? Apakah informasi yang disebarkan melalui media sosial dapat disebut dengan ?berita?? Pertanyaan-pertanyaan ini menjadi  perdebatan yang perlu ditengahi dengan membedah hoaks baik secara ilmiah maupun secara praktis. Naskah ini membahas hoax baik dari sisi konsep maupun praktis (khususnya regulasi). Secara konseptual, berita palsu dapat dipahami sebagai sebuah produk yang menyerupai berita pada umumnya, namun bersifat manipulatif ataupun tidak dapat diverifikasi. Jenis berita palsu pun beragam. Penyebaran berita palsu ternyata cukup menggiurkan dari segi ekonomi sehingga dapat melibatkan banyak aktor serta memiliki model bisnis tersendiri. Viralitas berita palsu juga dipengaruhi oleh faktor teknologi dan non teknologi. Regulasi untuk menangkal penyebaran berita palsu tidak cukup dengan pendekatan normatif. Tetapi juga harus dipertegas secara praktis.

Abstract

“SDM Unggul Indonesia Maju” became the theme of the 74th anniversary of the Republic of Indonesia in 2019. It is clear that the focus of the government under the leadership of President Joko Widodo is to develop human resources (HR) who can compete globally in the era of the industrial revolution 4.0, including the state civil apparatus (ASN). The applicable regulations require ASN to have technical competence because digital expertise is one of the skills that is very much needed now. However, there are no standard measurements related to digital expertise. To fill this gap, this research tried to develop a digital literacy framework for ASN which consists of three dimensions: the dimension of knowledge, the dimension of digital expertise, and the dimension of behaviour. We conducted an online survey at the Ministry of Communication and Information Technology with the result that 44.9 per cent of the 752 respondents had a good level of digital literacy. However, there were still 13.7 per cent of respondents who have a low level of digital literacy.

Abstract

Public participation in policymaking remains a significant challenge in Indonesia. Previous studies found that public participation in the policymaking process is still dominated by the elite (i.e. policymakers). This paper argues that a lack of well-informed public causes diminishing public involvement in policymaking. This study aims to fill the gap in public participation study in Indonesia, particularly the impact of public information on public participation. This study measures to what extent public information awareness and public information service may form public participation behaviour. As quantitative research, this study uses a survey as the primary method to collect data. The questionnaire was constructed through concepts and legal documents related to public information disclosure and public information services. The multi-stage proportional random sampling is applied with the number of samples in this study is 1,584 in 25 provinces (out of 34 provinces). The results show that public information awareness significantly impacts public participation, while public information service satisfaction does not affect public participation.

Abstract

This paper describes Challenges in implementing Information and Documentation Management Officials byPublic Agencies in Surabaya. The methodology of the research is qualitative research with interpretative-narrativeanalysis based on in depth interview, focus group discussion, and secondary data. Abstract

Kota Dumai merupakan salah satu penerima bantuan periferal media center dari Kemkominfo pada tahun 2015. Awal tahun 2017, Bagian Kominfo Sekretariat Daerah Kota Dumai dibentuk berdasarkan Peraturan Walikota. Alhasil, pengelolaan media center yang sebelumnya menjadi tugas Dinas Perhubungan Kota, dialihkan ke Bagian Kominfo. Artikel ini mengkaji tantangan media center dari aspek kelembagaannya. Metode penelitian yang digunakan adalah kualitatif. Data primer diperoleh dari wawancara empat narasumber kunci yang terlibat dalam pengelolaan media center ini. Hasil penelitian menunjukkan bahwa pimpinan daerah belum sepenuhnya memfokuskan perhatian pada kegiatan pemerintahan yang sifatnya konkuren. Tantangan utama pengelolaan media center adalah keterbatasan status lembaga, anggaran, hingga sumber daya manusia. Rekomendasi penelitian ini di antaranya adalah peningkatan status Bagian Kominfo menjadi Dinas Kominfo Tipe B dan adanya intervensi pemerintah pusat untuk keberlangsungan program ini.

Abstract

Semenjak program Pengampunan Pajak diluncurkan pada Juni 2016 mengundang pro dan kontra di kalangan publik, termasuk para pengguna Twitter. Penelitian ini menganalisa isi twit opini pengguna Twitter melalui “#amnestipajak” dan “#taxamnesty” dengan tujuan untuk mengetahui opini publik pengguna twitter terkait topik tersebut. Metode yang digunakan adalah metode analisis isi kualitatif dengan pendekatan induktif, yakni prosedur memadatkan dari data teks yang kompleks serta proses membangun makna dari data tersebut melalui tema-tema atau kategori-kategori yang muncul. Hasil penelitian didapat bahwa tiga tema besar yaitu: 1) dukungan terhadap program pengampunan pajak; 2)oposisi terhadap program pengampunan pajak; 3) wacana kritis tentang program pengampunan pajak. Kelemahan penelitian ini adalah hasilnya tidak bisa mewakili seluruh populasi pengguna Twitter karena keterbatasan akses.

Abstract

This is a research to explore the familial communication pattern in the era of communication technology. There are three domains that being explored in this research: the face to face communication, internet mediated communication, and the family communication pattern theory. This is a quantitative research. The primary data derives from survey in 12 provinces with sample of 1,189 respondents. There are two hypotheses that being tested: 1) the usage of communication technology (internet) has profund impact to the face to face communication; 2 )the usage of communication technology (internet) has profund impact to the family communication pattern. The Pearson chi-square is conducted to test the significant relations of these hypotheses. The result: the communication technology has profund impact to the family communication pattern, but not to the face to face communication. The internet communication duration in family is relatively low both in urban and rural. However, high duration and frequency of face to face communication in family is found in urban than rural. The dominant family communication type is consensual which means high dialogue and conformity.Penelitian ini mengeksplorasi kecenderungan tipe komunikasi dalam lingkungan keluarga di era teknologi komunikasi. Setidaknya tiga hal yang dieksplorasi dalam penelitian ini: pola komunikasi tatap muka, pola komunikasi via internet, serta tipe komunikasi keluarga berdasarkan teori pola komunikasi keluarga. Metode penelitian ini adalah metode kuantitatif dengan pengumpulan data primer melalui survei pada 12 provinsi dengan jumlah sampel responden mencapai 1.189 orang. Dua hipotesis yang diuji: 1) penggunaan teknologi komunikasi (internet) berdampak signifikan terhadap komunikasi tatap muka; dan 2) penggunaan teknologi komunikasi berdampak pada komunikasi keluarga. Hasil temuan penelitian ini adalah uji kedua hipotesis dengan pearson chi-square terdapat teknologi komunikasi berdampak signifikan terhadap tipe komunikasi keluarga, tetapi tidak berdampak signifikan terhadap komunikasi tatap muka. Hasil survei menemukan bahwa durasi komunikasi via internet dengan anggota keluarga rendah, baik di kota maupun desa. Durasi dan frekuensi komunikasi tatap muka yang tinggi hanya ditemukan di kota, tidak di desa. Tipe komunikasi keluarga yang dominan adalah konsensual baik di kota maupun desa. Artinya, komunikasi dialogis antara orang tua dan anak tinggi, tetapi orang tua memegang kendali dalam pengambilan keputusan di dalam keluarga.

Abstract

AbstrakTahun 2017, pemilihan Kepala Daerah (Pilkada) diadakan serentak di Indonesia yaitu pemilihan pemimpin daerah di tujuh provinsi, 18 kota dan 76 kabupaten. Namun, pemilihan Gubernur (Pilgub) DKI Jakarta menjadi satu-satunya Pilkada yang paling menyita perhatian publik. Isu SARA (Suku, Agama, dan Ras) menjadi sentral opini publik yang terbangun di tengah ketatnya persaingan tiga pasangan calon Gubernur dan calon Wakil Gubernur. Media massa turut mempengaruhi opini publik, termasuk media dalam jaringan (daring). Penelitian ini bertujuan menganalisa obyektivitas berita pada media daring, khususnya Detiknews. Penelitian ini merupakan analisis isi kuantitatif dengan data primer berupa kompilasi berita dengan kata kunci “Pilkada DKI Jakarta” pada Detiksearch selama 26 Oktober 2016 hingga 11 Februari 2017. Kerangka obyektivitas Westerståhl (1983) dengan menggunakan dua variabel: faktualitas dan impartialitas. Analisis data statistik dilakukan secara deskriptif. Secara faktualitas, penyajian fakta baik sosiologi maupun psikologis cukup berimbang. Kelengkapan berita (unsur 5W+1H) pun tinggi. Sementara secara impartialitas, keberimbangan Detiknews dalam menampilkan dua sisi (cover both sides) cukup rendah. Meski demikian, Detiknews masih menjaga tingkat netralitas dalam pemberitaannya.Kata Kunci: Objektivitas, Media Daring, Detiknews, Analisis Isi Kuantitatif  AbstractIn 2017, The regional election takes place simultaneously in Indonesia in which the gubernatorial elections in 17 provinces, the mayoral elections in 18 cities and the regent elections in 76 districts. Nevertheless, the Jakarta Governor election was highly under public spotlight. The race and religious were the central issues of public opinion amid intense competition among three candidates of Governor and Vice Governor. Media forms the public opinion that includes the online media. This research aims to analyse the news objectivity in online media, particularly on Detiknews. This research is quantitative content analysis whereby the primary data derived from Detik search engine during 26th October 2016 to 11th February 2017. This research uses Westerståhl (1983) objectivity framework in which consists of two variables: factuality and impartiality. The analysis data uses statistic-descriptive approach. In factuality, the presentation of both sociology and psychology facts are relatively balance. The completeness of the news (5W+1H) is highly achieved. Meanwhile in impartiality, the balance of cover both sides is relatively low. However, Detiknews keeps the neutrality of the news in some sort of level.
