Abstract

This article is supposed to offer a constructive ideas for creating better public bureaucracy at the operational level. It assumed that Indonesian political system is beginning to be more opened as the political will among the decision makers are ready to create clean governance. A crucial question is to be answered: How to improve administrative service? Given the fact that different appeciation on ideal type of bureaucracy would imply different idealized quality of service, it is imperative to understand what should be the ideal typr of public bureaucracy. From an exploratory discussion about an ideal type bureaucracy and its services in Indonesia and Germany, the writers pointed out that quality improvement can only be accomplished if public bureaucracy eager to transform ots orientation to the costumers. Public bureaucracy should acknowledge that community and customers deserve to get the best quality of service. Involving the costumers to evaluate the output and measuring the achievement of public bureaucracy is a simple yet an excellent way of improving quality of services.

Abstract

E-Government telah terbukti dapat meningkatkan akuntabilitas, transparansi dan keadilan dalam penyediaan layanan publik. Sistem ini juga menciptakan birokrasi yang efektif dan efisien serta mendorong partisipasi pemangku kepentingan dalam perumusan kebijakan publik. Indonesia telah menerapkan e-government selama hampir dua dekade, sejak diberlakukannya Instruksi Presiden No. 3 Tahun 2003  tentang Kebijakan dan Strategi Nasional. Akan tetapi, penerapan e-Government belum menunjukkan hasil yang optimal karena belum dilakukan secara merata dan levelnya berada di bawah rata-rata regional Asia Tenggara. Kegagalan penerapan e-government disebabkan oleh ketidakpahaman pemerintah tentang e-readiness dan pengambilan keputusan tanpa mempertimbangkan bukti yang memadai.  Penelitian ini menilai tingkat kesiapan Kementerian Kominfo sebagai aktor utama penerapan e-government dengan mengadopsi dan memodifikasi framework STOPE. Hasilnya menunjukkan bahwa Kementerian Kominfo berada dalam kondisi cukup siap. Akan tetapi, terdapat beberapa permasalahan yang perlu diatasi, seperti keterbatasan anggaran, SDM, regulasi, teknologi dan infrastruktur serta kurangnya lingkungan yang mendukung.

Abstract

The inequality of human resource (HR) capacity among bureaucrats is an immense challenge confronted by the South Central Timor (SCT) regional government concerning the policy for recruiting and promoting bureaucratic positions. The strong ecological characteristics of the local community with its diverse and varying social, cultural, geographical, economic, and educational environments, coupled with salience of kinship and affiliation have set the backdrop for differences in the bureaucratic personnel’s capacity and performance. Such conditions make it difficult for regional bureaucracies to avoid the emergence of HR capacity disparity issues among bureaucrats. The current study aims to identify and analyze the implementation of bureaucratic position promotion and recruitment policy in SCT Regency. The post-positivist approach was employed in the research by using the descriptive qualitative method. Data were collected through observations, literature study, document study, and in-depth interviews to obtain information, perspectives, and opinions from relevant sources. By comparing theoretical and empirical models, and using the construction of cultural and structural approach models, study results indicate that the merit system’s adaptation developed in recruiting and promoting SCT Regency’s bureaucratic officials tends to use rational representation. This means ethnic representation and native son priority are accommodated in the policy for recruiting and promoting SCT government officials as a manifestation of an achieved mutual consensus, although the process must be conducted through a professional system based on qualifications, competence, and institutional needs.

Abstract

Regional development integration in regions can be successful with a holistic and long-term spatial arrangement. Rice fields' role as a rice-producing space in Sleman (Sleman) district began to shift in tandem with broader social changes such as changes in economic structure and demographics. The purpose of this article is to identify policy planning and analyze the consistency of spatial planning policies, such as the protection of sustainable food agricultural land (paddy fields). The qualitative research method was used, along with descriptive analysis. The study's findings indicate that spatial planning policies are consistent internally and horizontally, but not vertically. Internal policy consistency occurs as a result of the Sleman Regional Government fulfilling the mandate of the spatial planning law by ratifying a number of regional policies. Horizontal policy consistency can be seen in the coordination between agencies/services in providing perspectives and technical considerations based on the spatial plan. Vertical policy inconsistency occurs when the Sleman Regional Government does not impose a fine/imprisonment in accordance with the provisions of the RTRW but instead issues a warning letter to perpetrators of space utilization violations. Essentially, the conversion of paddy fields occurs as a result of the landowner's intentionality and the encouragement of business actors who invest their capital. Keterpaduan pengembangan wilayah di daerah dapat berhasil melalui penataan ruang yang holistik dan berkelanjutan. Peran sawah sebagai ruang penghasil beras di kabupaten Sleman (Sleman) mulai bergeser seiring perubahan sosial yang lebih luas termasuk perubahan struktur ekonomi dan demografi. Artikel ini bertujuan untuk mengidentifikasi perencanaan kebijakan dan menganalisis konsistensi kebijakan penataan ruang termasuk perlindungan lahan pertanian pangan berkelanjutan (sawah). Metode penelitian yang digunakan adalah kualitatif dengan analisis deskriptif. Hasil kajian menunjukkan bahwa terdapat konsistensi kebijakan penataan ruang secara internal dan horizontal, namun tidak konsisten secara vertikal. Konsistensi kebijakan secara internal terjadi karena Pemda Sleman telah menjalankan amanat undang-undang penataan ruang dengan mengesahkan sejumlah peraturan daerah (perda) untuk melindungi lahan sawah yaitu Perda LP2B. Perda RTRW 2021-2041, perda izin pemanfaatan ruang dan satu peraturan bupati tentang RDTR. Konsistensi kebijakan secara horizontal terlihat dari adanya koordinasi antar instansi/dinas dalam memberikan pandangan dan pertimbangan teknis berdasarkan rencana tata ruang. Ketidakkonsistenan kebijakan secara vertikal terjadi ketika Pemda Sleman tidak memberikan hukuman denda/penjara sesuai ketentuan RTRW tetapi berwujud surat peringatan terhadap pelaku pelanggar pemanfaatan ruang. Pada dasarnya alih fungsi lahan sawah terjadi karena unsur kesengajaan pemilik tanah dan dorongan pelaku usaha yang menginvestasikan modalnya.

Abstract

E-parlemen dapat mempermudah pengguna untuk mengakses aktivitas lembaga parlemen, masyarakat menilai kinerja para anggota parlemen, dan anggota parlemen memberikan pelayanan terbaik untuk masyarakat. Penelitian ini memberikan alur atau tahapan adopsi e-parlemen di DPRD Kota Surakarta untuk mengetahui inovasi teknologi yang telah diterapkan. Teknologi yang digunakan berbasis android dan situs web, sehingga pengguna hanya melakukan pengunduhan aplikasi dan mengakses sistem yang dibutuhkan. Penelitian ini menggunakan desain kualitatif studi kasus. Pengambilan data dilakukan dengan wawancara kepada pegawai di Sekretariat DPRD Kota Surakarta dan beberapa Anggota DPRD Kota Surakarta. Hasil dari penelitian ini menunjukkan tahapan adopsi e-parlemen dengan inovasi-inovasi sistem di dalamnya, serta mengetahui respon dari pengguna e-parlemen tersebut. Teknologi yang telah diciptakan ini digunakan oleh pihak internal DPRD untuk mendukung kinerja mereka dan pihak eksternal untuk mendapatkan informasi mengenai aktivitas di DPRD. Oleh karena itu, e-parlemen DPRD Kota Surakarta dapat dijadikan sebagai salah satu rujukan untuk lembaga lain, serta memberikan pelayanan bagi masyarakat agar tercipta kerjasama yang baik.

Abstract

Setelah berakhirnya Covid-19, perlu dilakukan pendampingan kepada anak didik dalam menyesuaikan diri dengan masa kenormalan baru. Proses adaptasi dari daring ke luring menimbulkan kesulitan bagi anak-anak. Salah satu kuncinya adalah pola asuh yang berperan penting dalam perkembangan anak usia dini, termasuk karakter anak. Pengabdian ini bertujuan untuk meningkatkan pola asuh dengan mendorong partisipasi orang tua dalam kegiatan belajar mengajar anaknya. Sosialisasi terkait parenting, kegiatan menyiapkan sarapan bersama, dan mengajar wali murid dilakukan. Dengan adanya kegiatan tersebut diharapkan komunikasi dan pola asuh yang efektif antara orang tua dan anak dapat memperlancar proses belajar mengajar di sekolah.

Abstract

Discourses about Corporate Social Responsibility (CSR) are generally understood as goodwill and social virtue. This research with a CSR Indocement case study in the Pati District found something different in the study in areas that have not been affected by and in the process of expansion from PT SMS (a subsidiary of PT Indocement Tunggal Prakarsa). CSR Indocement, which has been run in Pati since 2012, is not based on a business ethic or corporate social virtue model. With political economy analysis, we found that 1) CSR Indocement runs in Pati as an effort to expedite the expansion of their capital which has strong resistance from the community rejecting the cement factory; 2) CSR Indocement for the last five years in Pati, nearly 90 programs that have been attempted none have been able to empower the community. These efforts were influenced by two things: 1) In carrying out its program CSR Indocement brought the program to the village elites. 2) CSR Indocement's initial goal for Pati was to build a consensus to give a red carpet for capital expansion so that the goal of empowerment is not paramount.
