Abstract

Kemiskinan diartikan sebagai kondisi ketidakmampuan pendapatan dalam mencukupi kebutuhan pokok sehingga kurang mampu untuk menjamin kelangsungan hidup (Suryawati, 2004: 122). Menurut Badan Pusat Statistik Republik Indonesia, Provinsi Jawa Tengah menempati posisi dua puluh satu dari tiga puluh empat provinsi dengan jumlah penduduk miskin sebesar 3,90 juta penduduk atau sebesar 11,32%. Dengan kondisi tersebut, saat ini terdapat lima belas kabupaten di wilayah Provinsi Jawa Tengah yang berada di bawah garis kemiskinan (Zona Merah) salah satunya adalah Kabupaten Rembang dengan jumlah penduduk miskin pada tahun 2017 sebesar 115,19 ribu atau sebesar 18,35% dari seluruh jumlah penduduk. Tingginya persentase penduduk miskin yang ada di Kabupaten Rembang tersebut mencerminkan masih banyaknya rumah penduduk yang masuk dalam kategori tidak layak huni. Oleh sebab itu, Pemerintah Kabupaten Rembang pada tahun 2017 mulai melaksanakan Program Bantuan Sosial Pemugaran Rumah Tidak Layak Huni (RTLH) bagi penduduk miskin. Program tersebut salah satunya dilaksanakan di Desa Ngotet Kecamatan Rembang Kabupaten Rembang. Namun dalam pelaksanaanya, masih dinilai kurang tepat sasaran dikarenakan terdapat beberapa kriteria yang tidak dilaksanakan dalam menentukan masyarakat atau kelompok masyarakat yang berhak menerima bantuan sosial. Hasil penelitian menggunakan teori implementasi George C. Edwards III dengan fokus pada internal organisasi, terdapat beberapa indikator yang masih harus diperbaiki yaitu komunikasi yang berfokus pada konsistensi pelaksanaan; sumber daya baik dari sisi manusia dan anggaran; disposisi yaitu pengangkatan birokrasi dan insentif. Adapun yang sudah berjalan baik yaitu struktur birokrasi pada sisi mekanisme dan struktur birokrasi di Dinas Perumahan Dan Kawasan Permukiman Kabupaten Rembang.

Abstract

Plantations of the palm in Indonesia is very large included Riau Province. It cause the palm trunk be the most waste and it has the potential to be utilized for manufacturing Wood Plastic Composite (WPC). Properties of the palm trunk is different and it has many weakness. Knowledge of stem’s lignocellulose can be easier to modify suitable materials for compatibility between WPC components. The main objective of this study is to determine the percentage of palm trunk parts longitudinally, to determine the lignocellulose component before and after preparation using oxalic acid, to evaluate the effect of palm trunk parts longitudinally and ratio of wood flour/polypropylene to the properties and morphology of WPC. The composition of wood flour was 100 mesh as filler and polypropylene as matrix are 50/50; 60/40; 70/30 with mixture of 2% paraffin as plasticizer, 5% maleic anhydride (MAH) and 5% Benzoyl peroxide (BPO). The palm trunk was prepared using oxalic acid at 120oC for 15 minutes. WPC samples were prepared using internal mixer Labo Plastomill at temperature 170oC and rotor speed 80 rpm. Testing experiments were prepared to mechanical properties consists of tensile strength and elastic modulus (MOE) and physical properties consists density, water absorption and swelling thickness. Scanning Electron Microscopy was used as a morphology testing with 50x and 500x magnification. The results showed that each part of palm and ratio of wood flour/polypropylene gives an influence. The best of WPC material is the base of stem at 70/30 ratio with tensile strength 15,125 MPa, MOE 2.308, 303 MPa, density 0,854 gr/cm3, water absorption 0,565%, and swelling thickness 0,133%.Keywords: lignocellulose, palm trunk, wood plastic composite

Abstract

In the context of poverty reduction, the Government mandates the distribution of Non-Cash Food Assistance. Non-Cash Food Aid, hereinafter abbreviated as BPNT, is a policy of the Central Government in the form of food social assistance in the form of non-cash given to Beneficiary Families (KPM) every month through electronic accounts and is only used to buy food in E-warong in collaboration with banks. In BPNT distribution management in Rembang Regency, the planning aspect begins with the data collection and validation of population data, with the aim of channeling BPNT on target. Organizing is done in coordination between the Ministry of Social Affairs, Social Services, Women's Empowerment and Family Planning District. Rembang, BNI, and e-warong agents in each district. The implementation was carried out in stages, by distributing non-cash assistance of Rp 110,000.00 per family. Supervision is carried out in coordination with BNI, because the distribution system uses electronic money. The obstacle faced is that there are still residents who are eligible for assistance, but have not been distributed by BPNT. So in the future there needs to be up to date data validation. In the future, the distribution will be more on target.
