Abstract

Becak Bermotor di Kota Langsa diatur dalam Qanun Kota Langsa Nomor 13 Tahun 2008 tentang Izin Pengoperasian Becak Bermotor dalam Kota Langsa.Berdasarkan  data yang di dapat  jumlah becak yang terdaftar di Wilayah Kota Langsa sebanyak 735 becak namun tidak ada satupun yang memiliki Izin. Penelitian menggunakan metode penelitian yuridis empiris yaitu penelitian hukum yang mengkaji, menganalisa perilaku hukum individu atau masyarakat dalam kaitannya dengan hukum dan sumber data yang digunakan berasal dari data primer. Penegakan hukum terhadap pengoperasian becak motor  yang tidak mempunyai izin di Kota Langsa belum maksimal, baru sebatas himbauan. Kendala penegakan hukum terhadap pengoperasian becak motor yang tidak mempunyai izin kurang kesadaran pengemudi, Kurang SDM, Kurang Sarana dan Prasarana, Kurang sosialisasi dan Kurang Razia dan pemilik atau pengusaha pengendara becak tidak taat pajak sedangkan upaya yang harus dilakukan Pemerintah harus merevisi Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dan memasukan becak bermotor dan melakukan sosialisasi terkait keberadaan Qanun Kota Langsa Nomor 13 Tahun 2008 serta Menghimbau kepada pemilik becak motor untuk taat membayar pajak

Abstract

This study describes how transformational leadership is the key to success in leading madrasah towards realizing competitive madrasah in the future, supported by high innovation and quality. This research was a case study with a qualitative approach. This research focused on pesantren-based transformational leadership in developing international madrasah innovation at MA Nurul Jadid Probolinggo. The research result shows that 1) the leadership idealism of the madrasah head is able to increase the commitment of madrasah stakeholders, realizing the integration of the international-national curriculums digital-based infrastructure; 2) the inspirational motivation of the madrasah head is able to provide encouragement to subordinates and to hone the potential of teachers, students, and education staff through innovative training so that they are able to achieve various awards; 3) the intellectual leadership stimulus in the form of madrasah head’s role as an agent of social change and problem-solving leader; 4) the Individual awareness of madrasah leadership in madrasah development is reflected in the ability of madrasah head to meet human resource needs according to global competency demands.

Abstract

Transport Loss is the depreciation of cargo caused by the journey from the loading port to the unloading port. The goal in shipping is to minimize the occurrence of transport loss. In achieving this goal, it can be found from the factors that influence the transport loss of cargo and how to minimize the occurrence of transport loss. The method used by researchers to overcome these problems is a qualitative descriptive method so that researchers can present the results of the research obtained. Data collection through documentation, observation and interviews. Interviews were conducted by researchers with the chief officer as the ship's party and the loading master as the land party, the researcher made direct observations on the MT ship. In length, the researcher also took documentation to support the validity of the research data. The results showed that the factors that cause transport loss are due to the lack of accuracy in measuring and calculating cargo, non-standard measuring instruments, differences in weather and evaporation. And the way to minimize transport loss is by carrying out loading and unloading in accordance with procedures, calibrating measuring instruments and carrying out maintenance on loading and unloading suggestions. From the research results it can be concluded that transport loss is caused by several factors that must be minimized to the tolerance limit that has been determined by a shipping company. And the way to minimize transport loss is by carrying out loading and unloading in accordance with procedures, calibrating measuring instruments and carrying out maintenance on loading and unloading suggestions. Abstract

This study analyzes the effectiveness of the Republic of Indonesia's Audit Board (BPK) in supervising regional financial management. The aim is to assess the extent to which BPK's supervision has encouraged the creation of good governance in regional financial management while identifying obstacles that hinder its effectiveness. Using qualitative methods and secondary data from existing documents and reports, the results of the study indicate that although BPK has attempted to improve accountability and transparency, there are still a number of significant challenges, including low compliance with recommendations and the influence of external factors. This study concludes with recommendations to strengthen BPK's capacity and improve coordination with related institutions to encourage better regional financial management.
