Implication of the Program to IncreaseDiversification and Food Security (Study of Sustainable Food House Area Activities inthe Agro Tourism Village of Pekanbaru City) there are several problems found byresearchers including the Budget target for this activity is not appropriate if done in thecity of Pekanbaru because it is not Stunting District Sustainable Food Houses LikeIncreasing Awareness and Public Participation in realizing Food Consumption has notyet been carried out, Processing the results of farms that have not been implemented,and Demonstration Plots which are still difficult to control by group members. Thepurpose of this study is to find out how the implementation of KRPL and the inhibitingfactors of KRPL activities at KWT Sentosa Wisata. The theoretical concept used byDaniel Mazmanian and Paul Sabatier in Nugroho (2014: 666) which consists ofIndependent Variables, Interventing Variables and Variables outside the Policy. Theresearch method is a type of qualitative research case study approach, the selection ofinformants using Purposive Sampling techniques. Data collection techniques throughobservation, interviews, and documentation. Research Results Implemation ofPrograms to Increase Diversification and Food Security (Study of Sustainable FoodHouse Area Activities in Agrowisata Village, Pekanbaru City) shows that the KRPLactivity is not yet maximal. The inhibiting factors include Individual and GroupInterests, and Member Participation. It is better if Pekanbaru Food SecurityDepartment can motivate activities to run optimally, and groups maintain cohesivenesswithin the group, participate in KRPL activities in order to be able to add insight inconducting KRPL.Keywords: Policy, Implementation, Sustainable Food House Area

The background of this research is how the implementation of guidance that done by Department of culture and Tourism Pekanbaru city to the art institutions that registered . Art intitution that are mean here are art galleries. There are four kinds of art gallery in Pekanbaru town which is art gallery of dance, music, theater, and painting. If we observe From what has been done by Department of culture and Tourism Pekanbaru town, the guidance that do can not accepted by all gallery , because the Department of culture and Tourism Pekanbaru only look from saveral gallery. Although all kind of studio responsibility of the Department to be given guidance. But as for factor-factor that affects provide guidance on the formulationart performance this weekend Thursday institutions and has been addressed here is the source of the men that are power has risen and other, communication between the Department of Tourism and Culture in Pekanbaru with sanggar who were coached and the budget a mount of money needed for their activities is financed the training is. From this results can be seen that there are still many studio can not guidance. Even though the studio has been registered in Department of Culture and Tourism. The demands of the workforce of skilled labor encourage job seekers to attend job training and apprenticeship to add to their skills. Pekanbaru City Manpower Office to create and implement employment programs for job seekers to create a program that is the Internal Apprenticeship Program in collaboration with Private Work Training Institute in Pekanbaru city. Total employment after training and apprenticeship in 2016 is 85% where as many as 143 participants are absorbed into the world of work. This means that the implementation of the program in accordance with the expected where the participants who trained and traded to get a job and make their own business (independent). The purpose of this study is to see how the Implementation of Internal Apprenticeship Program by the Municipal Labor Office Pekanbaru Year 2016 and know what factors that influence it. Researchers use the Nakamura and Smallwod theory which mentions that there are three dominant ways to know the success of program implementation: bureaucratic obedience to policies set forth in the Act, Functioning of routine procedures in the implementation of the program and the achievement of program objectives. This research uses qualitative descriptive method, data collection techniques through observation and interview where the parties involved in this research as an informant. The results of this study indicate that the implementation of Internal Apprenticeship Program by the Department of Work in Pekanbaru City in 2016 runs well where the labor absorbed is 85%. This can happen because the three components in the successful implementation of the program, namely the bureaucracy compliance with the policies set forth in the Act, the functioning of routine procedures in the implementation of the program and the achievement of program objectives that are well designed and executed. Factors influencing the Implementation of Internal Apprenticeship Program by the Manpower Office of Pekanbaru City in 2016 is a good coordination between all implementing parties of domestic apprenticeship programs and adequate facilities and infrastructure.Keywords: Implementation, Apprenticeship and Training Institute

Pekanbaru is a metropolitan city which has a number of citizen. Because of the large number of citizenship, food and beverage which consumed by citizen arouse in types and numbers. The increasing types and numbers of food and beverage effected the increasing the food and beverage management in the whole city. Those situations above required government to show concern of healthiness and feasibility aspect of food and beverage that consumed by citizen. Therefore, there is an urge to control the food and beverage which regulated in Undang Undang Nomor 36 Tahun 2009 tentang kesehatan bab 6 upaya kesehatan pasal 109 tentang pengamanan makanan dan minuman.This research using descriptive qualitative method. Manullang controlling theory used to determine standard, conducting measurement, and making improvement. Observation, interview and documentation were used as a technique from qualitative descriptive analysis.This research shows that controlling of food and beverage by Dinas Kesehatan at Kota Pekanbaru needs an improvement. That was caused by lack of guidance for businessmen and indecisive law consequences. In order to maximizing the controlling of food and beverage management, socializing guidance to businessman and giving consistent consequences by law should be initiated.Keywords: controlling, food and beverage management, Dinas Kesehatan

Family Hope Program (PKH) is one of the Conditional Cash Transfer (BTB) programs to accelerate poverty reduction. Which is the hope family program itself is trying to do poverty eradication. The Family Hope Program is a social protection program that provides cash assistance to the Very Poor Household (RTSM) and for family members is required to enforce the general terms and conditions set forth in the field of education and health.The implementation of Family Hope Program in BatangPeranapSubdistrict has been running since last three years. The problem of the researcher is to know how the implementation of Family Hope Program (PKH) in BatangPeranapSubdistrict of Indragiri Hulu Regency and what are the constraining factors in the implementation of Family Hope Program (PKH) in BatangPeranapSubdistrict Indragiri Hulu Regency.The concept of the theory used is the management theory propounded by G. R. Terrry in Manullangthat consisting of planning, organizing, directing, and controlling. This study used descriptive qualitative research. Data collected through observation, interviews, and documentation.The results of this study indicate that the implementation of Family Hope Program (PKH) in BatangPeranapSubdistrict Indragiri Hulu Regency is not fully optimal and there are still many obstacles that occur. Then the inhibiting factors in the implementation of Family Hope Program (PKH) is the participation, facilities and infrastructure.Keywords: Implementation, Family Hope Program.

Implementation of simple livable home development program is support program from government to poor society, left behind and located in improvement residential quality area. The aim of the program is to improve and provide society bacis infrastructure needs, in village which implemented through public empowerment system but in the implementation of simple livable home development happen irregularity that is caused of lack in controlling in impelemtation of simple livable home development.The theory concept that used is implementation. For analyzing in impelentation of simple livable home development in Bagan Sinembah village Rokan Hilir regency, researcher used theory George R. Terry. The researcher aims to know the implementation of simple livable home development simple livable home development in Bagan Sinembah village Rokan Hilir regency. The researcher uses qualitative research with descriptive method. In collecting data, researcher uses key informant as information source and triangulasi technique as source in data validity test.The result of research shows that implementation of simple livable home development is not suitable with the regulation which mean happen irregularity in implementation of simple livable home development in Bagan Sinembah village Rokan Hilir regency which included planning, organizing, implementation and controlling need support by all of administrator as well as relevant authorities in order to the better implementation of simple livable home development in the future.Key Words : Implementation, Simple Livable Home Development, Public Empowerment

This research is motivated by the presence of employee absenteeism problems, limited electricity supply, limited pipelines and limited pumps and distribution installation pipelines which have an impact on water supply that is not smooth and cannot meet customer needs in what is happening at the Regional Water Company (PDAM). Tirta Indragiri Hilir Tembilahan. The purpose of this study was to find out how the effectiveness of employee performance at the Regional Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency, and to determine the factors inhibiting the effectiveness of its employee performance. This study used qualitative research methods. The selection of informants in this study used a purpose sampling technique. Collecting primary data from interviews, and secondary data from documentation and literature review. From the results of the research conducted, it can be concluded that the effectiveness of employee performance at the Regional Drinking Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency when viewed from the two criteria used in measuring employee performance, namely Ability and Motivation, the results are still not optimal. Factors inhibiting the effectiveness of employee performance at the Regional Drinking Water Company (PDAM) Tirta Indragiri, Indragiri Hilir Regency, namely the low quality and quantity of human resources owned by the company, as well as limited facilities and infrastructure. The Riau Creative Center (RCC) program is a program created by the Riau Provincial Tourism Office with the aim of sharing information about the activities of creative economy actors with the wider community and providing economic added value and creating a source of regional income. The purpose of this study is to find out how effective the RCC program is in its implementation in the field and its inhibiting factors. The theoretical concepts used in this study are effectiveness theories consisting of: Achievement of Goals, Integration, and Adaptation. This research is a qualitative research with a case study approach. The selection of informants in this study uses purposive sampling technique. Data collection techniques through observation, interviews and documentation. The results of this study indicate that the RCC program in the creative economy has been carried out but not yet running optimally. This is due to inhibiting factors in the implementation of the program which include internal factors and external factors. It is recommended that the Riau provincial tourism office through the Creative Economy sector be responsible for the RCC program so that it pays more attention to the program goals and objectives that have been previously determined and evaluates the programs that have been carried out.Keywords : Effectiveness, Creative Economy, RCC Program.

BAPENDA Riau Province Mobile Samsat Program is a manifestation of current technological developments. The Mobile Samsat program is a flagship program owned by BAPENDA Riau Province. The Mobile Samsat Program is a motor vehicle tax payment service (PKB) using the ball pick-up method to make it easier and improve services to people who will pay motorized vehicle taxes. The purpose of this study is to determine the effectiveness of motor vehicle tax collection through the mobile social security services of BAPENDA Riau Province and to determine the factors that support the effectiveness of motor vehicle tax collection through the mobile social security services of BAPENDA Riau Province. This study uses purposive sampling technique and qualitative research uses a descriptive approach and uses data collection techniques by means of observation, interviews and documentation and for further analysis. The results of this study indicate that: first, the traveling Samsat program has been effective. Implementation of Self-Help Housing Stimulant Assistance, abbreviated as BSPS, is government assistance for low-income people to encourage and increase self-sufficiency in improving the quality of houses and the construction of new houses along with infrastructure, facilities and public utilities. In Kuantan Singingi Regency, it has received Self-Help Housing Stimulant Assistance from 2017 to 2021. In 2019 there are 15 Districts and of the total 1,192 housing units that are not suitable for habitation, the largest number are in Singingi District, namely 256 houses unfit for habitation. In Singingi District, there are 8 villages that received BSPS assistance, 2 of the 8 villages that received assistance were Kebun Lado Village and Air Emas Village. In 2019, Kebun Lado Village received 22 units and Air Emas received 22 units. BSPS assistance is in the form of money. The purpose of this study was to determine the effectiveness of the BSPS Program in Singingi District and to analyze the inhibiting factors in the effectiveness of the BSPS Program in Singingi District. This research uses recording techniques and note taking techniques with this type of qualitative research using a phenomenological approach. The collection of data obtained both primary data and secondary data were collected through interviews, observation and documentation then based on research problems. The results of this study indicate that the effectiveness of the BSPS Program in Singingi District is not optimal, this is due to several inhibiting factors, namely from the researcher's initial observations there are phenomena in the implementation of this government program, namely, supervision of the implementation of development due to supervision from the related Service, as well supervise the implementation of the BSPS program and identify and anticipate problems that occur in the field. On the other hand, in the field, such as under Swadaya from the beneficiaries, the supply of materials from the material distributor shop is not in accordance with the agreement with the beneficiaries, the part of cooperation between members and groups.
