Supervision of heavy-duty truck controls aimed at maintaining road hygiene, as well as public road safety and security. Supervision is conducted on the compliance of the obligations of licensees / users of heavy truck vehicles in accordance with the provisions of local regulations related to the use of public roads. However, in the implementation of surveillance is still the discovery of trucks in violation of the obligation to use road or overcrowded trucks or heavy truckloads that violate the provisions of the time lap.In this research, the theoretical concept used is the theory of supervision proposed by Brantas (2009) as a research instrument, in which to measure the monitoring of heavy truck loaded vehicles there must be a standard of supervisory work, further action assessment on the results achieved and improvement actions if deviate from the standard (defined conditions). This research uses qualitative descriptive method with data collection techniques including interview, observation and documentation study.The result of the research shows that the monitoring of heavy truck vehicles has not been optimally implemented. Where the assessment measures have not achieved results in accordance with the objective of the captive and the regulation of the liability of road use, such as the presence of heavy truck vehicles that violate the road routes, the vehicles that do not use tarpaulins, and the liability of road users for heavy truck vehicles, improvements by applying sanctions for heavy truck vehicles users have not been firmly implemented, sanctions given warnings and fines, while against unloading of overload has not been carried out. Low control factors for heavy truckloaded vehicles include the ability of supervisory officers, who are in the surveillance post, lack of monitoring posts and supporting infrastructure, and coordination between the Transportation Agency and the Pekanbaru Traffic Police Unit not yet scheduled / synergic, the coordination tends to be kesadarn officer in the field.Key Words: Supervision, Road Usage Arrangement, Road Trip, Heavy Bertonase Trucking Vehicle

This study discusses the Quality of Online Single Submission (OSS) Services at the Pekanbaru City Investment and One Stop Integrated Service (DPMTSP). The quality of the Online Single Submission (OSS) service is an undoubted strategy to support the role of the One Stop Integrated Service and Investment Service (DPMTSP) in providing administrative services to the community.This study uses a service perspective, public service, and the principles of public service. In carrying out its roles and functions, the Online Single Submission (OSS) as part of public services shows a good level of quality and is in accordance with the values and principles of public service. Quality Online Single Submission (OSS) services contribute to the acceleration of the public service process at the Pekanbaru City Investment and One Stop Integrated Service (DPMTSP). The resulting quality will affect public satisfaction and the acceleration of the administrative process which is expected through the breakthrough of the One-Stop Integrated Service and Investment Service (DPMTSP). One of the government objectives is to realize the highest degree of health both individual and society health, as in the contents of Law No. 36 of 2009 Article 46 on health efforts. To objectify good health can be started from the improvement of nutritional status of the community, so it will reduce malnutrition cases in Indonesia.If we let it, it will be able to cause death in malnourished children under five. All areas in Indonesia today still have cases of malnutrition in children under five. Like in Riau province, Pekanbaru City which became the center of the provincial capital is also experiencing cases of malnutrition. Through Health Official of Pekanbaru City, Government of pekanbaru keep doing efforts to reduce the cases of malnutrition. The effort is stated by the Minister of Health Regulation number 23 of 2014 on efforts to improve nutrition. In article 20 stated about malnutrition management that aims to improve nutritional status with the priority of reducing the mortality rate for children under five malnutrition. The purpose of this research is to know how implementation and factors affect the implementation of the Community Nutrition Improvement Program in Pekanbaru City. The concept used is a management theory according to Sudirdjo in Manulang about management, which refers to four (4) elements in management, planning, organizing, directing, and supervising. The research uses a qualitative method with a descriptive data analysis. In the data collection, the researcher uses an interview technique, observation and documentation using a snowball sampling method as the source of information and data analysis with qualitative descriptive method. The results showed that in the implementation of the nutrition improvement program, there are some factors that become obstacles in implementing this program. The obstacles in running the community nutrition improvement program are not only related to the problems of the government related to the budget, but also the constraints of the community who have not fully participated to be active in every activity undertaken by the government related to nutritional health Keywords: Program, Implementation, Management

Wages are rights of workers or laborers that are received and declared as compensation from employers or employers to workers which are determined and paid according to an employment agreement, agreement, or regulation. The wage policy in Indragiri Hulu Regency which is manifested in the Regency Minimum Wage (UMK) is a manifestation of the role of the local government in industrial relations, but still causes many problems and violations. Therefore, the Manpower Office of Indragiri Hulu Regency must implement the right strategy to overcome the wage problem. The purpose of this research is to determine the Implementation of the Strategy of the Manpower Office in Overcoming Wage Problems in Indragiri Hulu Regency and to find out the factors that hinder the Implementation of the Strategy of the Manpower Office in Overcoming Wage Problems in Indragiri Hulu Regency. This study uses the theory of J. David Hunger and Thomas L. Wheelen (2003: 27-28), which uses indicators, namely: program, budget, procedures. This research uses qualitative methods and documentation. The results of this study indicate that: first, the implementation of the strategy of the Manpower Office of Indragiri Hulu Regency in overcoming the wage problem has not been maximally proven by the fact that there are still companies that do not pay wages to workers who are not in accordance with the rights that must be received. Second, the inhibiting factor is the limited human resources and facilities and infrastructure in the form of transportation to support the decline in space. The Integrated Desa Maju Inhil Jaya (DMIJ) Program is the flagship program of the Indragiri Hilir Regency Government. This study aims to determine the effectiveness of the implementation of the Integrated Desa Maju Inhil Jaya (DMIJ) program and the inhibiting factors for the implementation of the Integrated Desa Advanced Inhil Jaya (DMIJ) program in Panglima Raja Village, Concong Subdistrict, Indragiri Hilir Regency. The results showed that the implementation of the Integrated Village Forward Inhil Jaya (DMIJ) Village in Panglima Raja Village, Concong District, Indragiri Hilir Regency that covers 4 (four) areas of activity have not been carried out properly, in the field of village administration and in the field of village development it can be said to be effective, because of development. which was implemented in 2019 has been carried out. While the field of community development, and the field of empowerment of village communities cannot be said to be effective, because the impact of the activities in the field of empowerment of the Integrated Village Forward Inhil Jaya (DMIJ) program has not been fully felt by the community, the program's contribution is still minimal. The obstacles to the implementation of the integrated DMJ program in the Panglima Raja Village are; limited means of transportation, poor road conditions, low human resource capacity, limited costs. Demans the world of work to labor skilled encourage job seekers to follow job training to increase their skills. Department of labor the city of Pekanbaru make and conducted programs employment to job seekers by making program namely the program job training engaged with their job training private that is there Pekanbaru. The number of employment after conducted training in 2015 more than 50% of where as many as 102 participants to get a job. It means the implementation of the program as expected where participants who trained get a job and make their own business. The purpose of this research is want to see the training programs worked by department of labor city of Pekanbaru 2015 and know factors anything influence it.Researchers used Moekijat Theory which states that components in training namely the participants, instructrur training, time training, the training material and methods of training. This research use the method descriptive qualitative, technique data collection though observation and interview where parties involved in this research as informants.The result of this research indicates that process of job training program by the work in Pekanbaru 2015 going well where labor absorbed more than 50%. This may be because the five components of the training done well. The factors affect the job training programs by the department of labor city Pekanbaru 2015 is good coordination between all enforcement authorities job training programs and than facilities and infrastructure.Keywords : Job Training Program, Participants Training and Departement Of The City Of Pekanbaru.

Local wisdom is a form of wisdom that is based on the values of goodness that are trusted, applied and always maintained in a long period of time from generation to generation by a group of people in a particular area or area that is their place of residence. On Lake Bakuok there is a form of local wisdom in the form of lubuk prohibition and Maawuo annual event. In this lake is prohibited from catching fish carelessly when the lake has been topped. Lake Bakuok is managed systemically by ninik mamak. The management of Lake Bakuok has a goal to lift the economy of the community and then wants to change the system of life in the middle of the community, and make the village a tourist destination and become an annual event on the tourist calendar at the provincial and national levels. The theory used in this study is Sagala which has 3 stages of actuating, namely directing, communicating and coordinating. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The selection of research informants used the snowball sampling technique. The results of this study indicate that there are inhibiting factors in the management of Lake Bakuok in Aur Sati village, Tambang District, Kampar Regency. The Indragiri Hulu district government is one of the districts in Indonesia that has implemented the People's Online Aspiration Service (LAPOR) as a means of accommodating public complaints since 2014, and was initiated by the Presidential Work Unit for Supervision, and the Development Court (UKP4) has become an important pillar of the implementation of Open Government. Indonesia (OGI) in 2014. This study wants to find out whether the LAPOR carried out by the Indragiri Hulu Regency Communication and Information Office is effective in receiving public complaints, following up on community complaints, to the government's response to these complaints, namely whether the government provides solutions to solve the problems at hand. stir up society. The effectiveness of the People's Online Aspirations and Complaints Service (LAPOR) can be seen with the theory of organizational effectiveness measurement from Duncan in Steers, namely Goal Achievement, Integration, and Adaptation. This research uses descriptive qualitative research type, using observation, interview, and documentation techniques. In this study, the subject to be studied is community service, while the object is public complaints through LAPOR. The results showed that the LAPOR applied by the Communication and Information Office of Indragiri Hulu Regency was still ineffective, where the Communication and Informatics Office of Indragiri Hulu Regency had not fulfilled every existing indicator. As the goals that have been previously set have not been maximized. Indicators of integration and adaptation of the Communication and Informatics Office of Indragiri upstream Regency still do not meet the indicators. Lack of commitment from the Indragiri Hulu District Communication and Information Office in resolving problems that occur in the operation of LAPOR, Human Resources in the Communication and Informatics Office are still minimal and less proficient in operating LAPOR, and network connections in the Indragiri Hulu Regency are still uneven which causes several regions cannot access LAPOR. The market is one of the factors supporting the economy of the people in Pekanbaru. The market presence in the city of Pekanbaru is quite a lot. Market managers are also not only from the government, but also private and third parties. The procedure for obtaining community market management permits is still a difficult thing to do with regard to the large number of people's markets in Pekanbaru City that do not have a formal and clear management permit. Most of the markets that have not yet beeb licensed have been established before the regulation was made. This is due to the procedure for obtaining long permits and taking a long time. Regarding this licensing has been regulation in Perda Number 9 of 2014 The purpose of this study was to find out the implementation of the procedure for granting community market management licenses in the city of Pekanbaru and to find out the inhibiting factors for the procedure for granting such permits. The theory used in this study is the theory of George Edwards III which has 4 factors that support the success of implementation, namely communication, resources (resources), disposition and bureaucratic structure (SOP). The method used is a type of qualitative research with data collection techniques using purposive sampling technique. The results of this study indicate that there is an inhibiting factor in obtaining permits according to the procedure, namely the length of the procedure for obtaining permits in the Disperindag and the lack of socialization from DPMPTSP and the Disperindag in informing this procedure. Integrated motor vehicle tax control in Riau Province is a trrobosan that is made by the Riau Provincial Revenue Agency which aims to increase motor vehicle tax revenues in Riau Province. With the presence of the application of this control it is expected to increase public awareness of the importance of paying taxes on timelyly. The purpose of this study was to find out how effective in the control of motor vehicle tax that had been running and knew what the inhibiting and supporting factors were. This study uses an interactive analysis technique with a type of qualitative research using a descriptive approach and data on both primary and secondary data which is obtained through observation, interviews, and documentation then in analysis based on research problems. The results of this study show that the effectiveness of motorized vehicle tax turbanes is integrated in Riau Province in the receipt of motor vehicle tax has been said to be effective and run optimally. Supporting factors The effectiveness of motor vehicle tax control is human resources and facilities and infrastructure. Inhibitory factors are lack of participation and public awareness of taxpayers in paying motor vehicle tax. Keywords: effectiveness, motor vehicle tax
