Satlantas Polresta Pekanbaru has the main tasks and functions to maintain security, comfort, fluency and law and order of traffic in Pekanbaru City. One of it’s function is to take controlling the using of vehicle by chidren under the age. Currently, the phenomenon of the use of vehicle by children under the age is still a lot happening, even since they are in Junior High School. This research aims to know how controlling the using of vehicle children under the age by Satlantas Polresta Pekanbaru and the inhibition factors. This research used the theory of controlling by the time of it’s implementation by Erni and Saefulah, that is preventive controlling, controlling of the process, and refresif controlling. The writer used qualitative research method with snowball sampling as sampling thecnique. This research result indicates that the controlling the using of vehicle by Satlantas Polresta Pekanbaru (case study of minors) the preventive controlling, controlling by the process, and refresif controlling has a lot of inhibition factors. The inhibition factors consist of: internal factors that is, lack of human resources, double job, budget is not enough, disposation of employee, narrow area of work, inadequate facilities and infrastructure, and external factors that it less participation and rules obeydian of society.Keywords: Controlling, Satlantas, Minors, Pekanbaru.

The civil area hospital is one of the hospitals that provides health services for people in the city of Pekanbaru, which always develops and complements health infrastructure according to community needs. The research objective was to determine and analyze the form of service performance of the Madani Regional Hospital in Pekanbaru City and to analyze the factors that hinder the service performance of the Madani Regional Hospital in Pekanbaru City. This study uses the organizational performance theory of Agus Dwiyanto (2008) which uses 5 indicators, namely: productivity, service quality, responsiveness, responsibility and accountability. The research method used is a qualitative research method with data collection techniques interviews, observation and documentation. The results showed that the performance of civil service hospitals in providing health services was not optimal. In terms of productivity, service quality, responsiveness, responsibility and accountability. Factors that hinder the performance of the Madani Regional Hospital in Pekanbaru City are human resources, facilities and infrastructure and limited funds. This has an influence on the performance of hospital services, such as human resources moving from health centers who have not been able to adapt to the work culture of the hospital.Keywords: Performance, Service, Hospital

The Covid-19 outbreak entered Indonesia in March 2020 and Pulau Komang Sentajo Village was also affected by the Covid-19 pandemic. Various efforts have been made by the government for the prevention and handling of Covid-19, including the Covid-19 Response Village policy and Direct Cash Assistance (BLT-Dana Desa) sourced from village funds. However, in its management, the village government of Pulau Komang Sentajo often occurs delays in making accountability reports and the beneficiaries of the BLT-Village Fund have not been on target. The purpose of this study was to identify and analyze the management of village funds and to find out the inhibiting factors for managing village funds in handling Covid-19 in Pulau Komang Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency. This study used a purposive sampling technique with qualitative research using descriptive analysis. The collection of data obtained, both primary data and secondary data were collected through interviews, observations and documentation and then analyzed based on research problems. The results of this study indicate that the management of village funds in handling Covid-19 in Pulau Komang Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency there are still obstacles, this is caused by several inhibiting factors, namely the lack of human resource capabilities, and lack of community participation of Pulau Komang Sentajo Village. The majority of the people of Kec. Bunga Raya are in the agricultural and plantation sectors. The Siak Regency Agriculture Service makes a special strategy for increasing rice production because the Bunga Raya Sub-district has good production, namely through a program to increase rice production. The purpose of this study was to find out the Strategy of the Implementation of the Rice Production Improvement Program by the Siak Regency Agricultural Service and the inhibiting factors for increasing rice production. The research uses strategy theory concepts according to Elitan in (2008: 9) that have staretgi technology indicators, innovation strategies, operating strategies. This research method uses a qualitative method of case study approach, with data collection techniques including: observation, interviews, and documentation. Research informants were selected through a purposive sampling technique. The research results show that the implementation of the program to increase the production of the Department of Agriculture in Siak district is quite good because of the increased production and fulfillment of the needs of Siak Regency even though in 2017 there was a decline due to the attack of pests that had not been found. The inhibiting factors in increasing rice production in Siak Regency are human resources, community knowledge and infrastructure. control. It is better if the government provides ppl for one village and repairs the irrigation system which still uses old methods that depend on rain and farmers are expected to have the ability to choose good and superior seed quality to produce good production. Empowerment is an effort to prepare the community along with steps to strengthen community institutions so that they are able to realize progress, independence, and prosperity in a sustainable arrangement of justice. The concept of empowerment is not just to give assignments to the community but how to empower the community by giving direction and teaching so that people are accustomed to honing their abilities. This is what the Technical Service Unit of the Integrated Business Service Center for Micro, Small and Medium Enterprises (UPT PLUT KUMKM) of Riau Province wants to do. Empowerment is carried out by collaborating with accompanying consultants who have different capabilities in accordance with the needs of MSME actors. The purpose of this study is to formulate a small and medium micro business empowerment strategy and to find out what factors influence empowerment carried out by the Integrated Business Service Center for Micro, Small and Medium Enterprises (UPT PLUT KUMKM) in Riau Province. The research method used was descriptive qualitative which was then carried out strategy formulation using the SWOT analysis method. The results showed that the empowerment carried out was still not maximal and had not yet achieved the expected goals, the cause of which was a lack of socialization to the community about integrated business service centers that openly assisted the community in carrying out their business and human resources who were unable to compete with UMKM actors outside the area. This This research is based on the phenomenon of the number of tupoksi from TIU Regional Museum and Cultural Park which is not running optimally. Because the performance generated by UPT Regional Museum and Cultural Park has an important role for the progress of the Regional Museum activity of Sang Nila Utama because it is a determining factor of walking or not the activity of the museum it self.This research aims to determine the performance of Technical Implementation Unit (TIU) Regional Museum and Cultural Park Riau Province, as well as to determine the factors that influence it. The theoretical concept used is Agus Dwiyanto's theory which is indicator in public organization performance appraisal, productivity, service quality, responsiveness, responsibilitas, and accountability. The type of research used is descriptive qualitative. Data collection techniques are done through observation, interviews, and documentation and all information is collected, analyzed, and studied in order to become a unified whole.The results showed that the productivity of TIU Museum Regional and Cultural Park of Riau Province has not been fully optimal, The quality of service provided by TIU Regional Museum and Cultural Park in this case the performance of educational guidance staff is inconsistent, Responsiveness Museum of Regional and Cultural Park of Riau Province can not be said Both as a public organization, the Responsiblity owned by Regional Museum and Crocodile Garden is still low, TIU Regional Museum Accountability and Taman Budaya Riau Province is still not optimal. Factors affecting the performance of Technical Implementation Unit (TIU) Regional Museum and Cultural Park are the inadequacy of facilities and infrastructure that can support the performance of Regional Museum and Cultural Park, and the lack of quality and quantity of human resources (HR) contained within the UPT Museum Regional and Cultural Park.Keywords: Performance, Organitatition

Urban hygiene programs and waste management in general have been implemented by almost all city/district governments throughout the archipelago, including Mandau District. Mandau District as a center for trade, education, health and cultural development, is a place where tens of thousands of people live. This phenomenon has implications for all areas of urban life and one of them is the implication of increasing waste production. to overcome the problem, the local government's attention is still lacking in providing the facilities needed for smooth waste management, the lack of management supervision from the local government, the local government's lack of attention to the waste bank, especially in terms of marketing products that have been processed. Planning in the management of Pematang Pudu Bersih Waste Bank in general starts from short-term planning, medium-term planning, and long-term planning. This Clean Pematang Pudu Waste Bank can be said to be a pilot Waste Bank in Pematang Pudu Village, Mandau District, this is proven by the influence on other communities. The purpose of this study is to find out the management of the waste bank in Bengkalis Regency and find out what factors influence the management of the waste bank in Bengkalis Regency. This study uses a purposive sampling technique with a qualitative research type with a descriptive approach, the required data such as primary data and secondary data obtained through interviews, observations and documentation and then analyzed based on research problems. The results of this study indicate that the management of the Waste Bank in Bengkalis Regency is running well, while the supporting factors are the leadership of the head of a good waste bank and customer participation in managing waste is very high. This research uses the theory of Ambar Teguh S (2004: 83), the stages that must be passed include the stage of awareness and behavior formation, the stage of transformation of abilities, the stage of increasing intellectual abilities. This study uses a qualitative method with an ethnographic approach. The informants in this study were the government of West Maredan Village, palm oil farmer groups and the people of West Maredan Village. Informants were taken using snowball sampling. Data collection was carried out by observation, interviews, documentation and literature study. Data analysis used a linear and hierarchical approach. The results showed that community empowerment in the management of palm oil is still going well. Then the supporting factors for community empowerment are having superior commodities, support from the local government. The inhibiting factors for community empowerment are decreasing community participation and inadequate supporting technology in the village. This is what hampers community empowerment in managing palm sap into brown sugar.Keywords: Empowerment, Community, Management.

Regional governments have great authority in exploring their own financial resources to be able to carry out regional autonomy that is broad, real and responsible. One of the financial sources that can be developed by local governments is local taxes which are a component of local revenue (PAD). Pekanbaru City where as the capital of Riau Province which is developing towards a metropolitan area has active population mobility both in various trade and industrial businesses, so that the tax sector is a potential source of income for regional development, especially advertisement tax, but in reality in recent years the tax realization advertisements have not reached their targets, therefore it is necessary to implement appropriate advertisement policies in increasing local revenue, especially advertisement tax. The purpose of this study was to identify and analyze the implementation of advertising tax policies in increasing regional own-source revenue in Pekanbaru City and to determine the factors that influence the implementation of advertisement tax policies in increasing regional ownsource revenue in Pekanbaru City. The urgency of this research is that it is hoped that it can be a solution and input for Bapenda in implementing advertising policies in Pekanbaru City and increasing regional income for better regional development. The research method used is qualitative. Data collection techniques were carried out by means of interviews, observation and documentation. ABSTRACT Licensing through OSS-RBA at the Investment Office and One-Stop Integrated Services of Karimun Regency aims to create a licensing process that is easy, fast and efficient for micro, small and medium enterprises in Karimun Regency. In the process of running licensing through OSS-RBA, there are several inhibiting factors, namely lack of socialization activities, there are still business licensing services that have not been registered in the OSS-RBA application, lack of public understanding or digital divide and unstable internet network. This study aims to determine UMKM Business Licensing Services through the Online Single Submission Risk Based Approach (OSS-RBA) System. The concept of the theory used is the theory of public service by Alanezi in Ningsih Ardila Sari 2021. By using descriptive qualitative research methods and data collection techniques based on interviews, observations and documentation. The results of the research that researchers got were that the implementation of UMKM business licensing services had gone quite well, but there were still several factors that became obstacles experienced by the Investment Office and One-Stop Integrated Services of Karimun Regency so that what was implemented was not effective.
