Strengthening the capacity of public organizations must be a joint commitment between the central, provincial and local governments. In general, the goal of capacity strengthening is that individuals, organizations, and existing institutional systems can be used effectively and efficiently to achieve the goals of individual apparatuses and regional institutions. Local taxes are mandatory contributions to regions that are owed by individuals or entities that are compelling. However, the target for the realization of the Karimun regency's tax revenue has decreased every year, so in this case it is necessary to strengthen the capacity in improving public organizations. The concept used is the Wheelen theory, namely there are three indicators: structure, culture, resources. This research uses qualitative research with a phenomenological approach and the required data, both primary and secondary, are obtained by observation, interview and documentation techniques. The results of this study are the first to strengthen the capacity of public organizations in an effort to increase local taxes in Karimun district, which has not been maximized, while the efforts made by the Meranti Regency Regional Revenue Agency are to innovate the structure in the organization related to organizational programs, empower human resources with training and education the number of tax data collection officers, the lack of knowledge of taxpayers about tax paying regulations. The two inhibiting factors for strengthening the capacity of public organizations in an effort to increase local taxes, namely: Not optimal innovation made by the Meranti Regency Regional Revenue Agency, limited human and material resources, large working areas and obstructed from access and distance between islands and the existence of Inaccurate data on taxpayers and objects. The problem of housing and settlement is one of the problems that untilnow is still common in Indonesia, especially in large cities that have a large population and the limitations of residential land. One of the efforts to handle housing and settlement problems is to build a simple housing vertically or commonly called a rental apartment (rusunawa). However, the realization of the rusunawa program is not fully successeful as expected because of the skills and skills in socialization as well as insufficient funding support to provide facilities for socialization. The purpose of this study is to identify, describe, and analyze the socialization of Rusunawa Program conducted by UPTD Rusunawa Pekanbaru by forming a technical team.This research use grand theory of Harold D. Laswell (Effendy 2005:10) which is there are five indicators on it: 1) Who ( who said), 2) Say What (what message to say), 3.) In Which Channel (the media), 4) The Whom (to whom is’s addressed), 5) With What Effect (effect/impact).After research, it’s found that the socialization who is done by the technical team is considered still not optimal. Because after the socialization of many people who don’t know about Rusunawa Program, the information is not up to that, affect the success of socialization of Rusunawa Program for low income communities in Kota Pekanbaru.Keywords: Socialization, Rusunawa, Program

The Drinking Water Refill Depot business is present in the community as a small industry effort in fulfilling daily drinking water needs. The drinking water depot in its management utilizes technology to streamline the time to meet drinking water needs. The industry of drinking water depots is widespread, with water quality and location and service vary. To meet the quality of drinkable water, the owner of the drinking water depot must meet the business licensing requirements as set forth in Kepmenperindag No. 651 / MPP / Kep / 2004. However, in its development in Kecamatan Singingi Hilir still found drinking water depots that do not have a commercial license or a sign of Industrial List in its operation. Therefore, we need to supervise the business requirements.In this study, referring to the supervision theory proposed by Brantas (2009). The research method used qualitative descriptive method with data collection techniques include observation, interview, study documentation related to research objectives. Sources and types of data in this study consisted of primary and secondary data. Primary data were obtained through interviews with research informants consisting of employees of Dinas Kesehatan and Dinas Koperasi, Small, Medium Enterprises, Trade and Industry of Kuansing Regency, as well as with the owner or employee of drinking water depot business.The results show that the monitoring of permits for drinking water depots has not been running optimally, where the assessment and improvement actions are more focused on the applicant for drinking water depots and periodic limited inspection of the drinking water depots located on the main road in Kecamatan Singingi Hilir, has not been done thoroughly. The influencing factors include, the ability of the supervisory executive, the lack of coordination between the related agencies, and the limited operational budget of supervision.Keywords: Supervision, Coordination, Drinking Water Depot.

This study aims to determine the Implementation of Community-Based Sanitation Programs in Pekanbaru City and to find out what factors are inhibiting the Implementation of Community-Based Sanitation Programs in Pekanbaru City. This research was conducted at the Department of Public Housing andPekanbaru City Settlement Area and Lembah Damai Sub-District, Rumbai Pesisir district, Pekanbaru City. As for the theory used in this study is the theory of the program by Charles O. Jones in Suryana namely organizing, interpreting and applying or application. This research uses qualitative research with a descriptive approach using purposive sampling techniques for the community obtained through interviews, observation and documentation. research results show that, the implementation of the Department of Public Housing and Settlement Areas of the City of Pekanbaru on the implementation of community-based sanitation programs in the city of Pekanbaru has been running but has not been maximized. the inhibiting factor is from the community, because many people reject the community sanitation program and the lack of community knowledge about sanitation. it is better to increase socialization to the community so that the community can understand the sanitation-based program and no community refuses to implement the community-based sanitation program. Limitations in knowledge, as well as differences between men and women, make women in Indonesia even more powerless. The family has a very important role in increasing development, the presence of family schools is an innovation in community education services in the form of guidance and improvement in improving the quality of the family in increasing the knowledge, skills and attitudes of parents and other family members in fostering growth in a comprehensive and integrated manner in order to achieve optimal growth and development. The purpose of this study was to determine the empowerment of women through family school activities in increasing family resilience in the City of Bukittinggi and find out supporting and inhibiting factorsfor women's empowerment through family school activities. The method used is qualitative methods with data collection techniques carried out by observation, interviews, and documentation. Informants were taken using purposive sampling and snowball sampling. The result of this research is that women's empowerment through family school activities in the city of Bukittinggi has not been running optimally, based on equality, community participation, self-reliance and sustainability. The driving factor in empowerment through family school activities is support from related parties, then the inhibiting factor is the facilities and infrastructure and the community's mindset. Accountability is a concept that focuses on the capacity of public sector organizations to provide answers to parties with an interest in the organization. Accountability the University of Riau Public Sector Organization (Case Study of Single Tuition Practice) it was found that the problem was the indication of some university students who were not accountable in the group setting for Single Tuition. The purpose of this study is to find out how accountability and inhibiting factors in the practice of Single Tuition. Is the theoretical concept used by the writers is accountability dimention by Litvack and Seddon which consists of: transparency, accountability, participation, and responsiveness. The research method used is a type of qualitative research case study approach, the selection of informants using the snowball sampling technique. The techniques of collecting data are through observation, interviews, library studies, and documentation. The results of this study at the University of Riau as an organization in the public sector in the practice of Single Tuition show an optimal level of accountability. The inhibiting factors include human resources, operational costs, and geographical factors of the region. It’s better if the University of Riau is expected to apply more stringent sanctions to university students who commit fraud, so that university students are bold and for the future, no longer cheating. The student institutions are expected to maintain good relations of coordination with the University of Riau. To university students be able to instill a culture of honesty, give data that is truly real so as not to close the opportunity for other students who need it more.Keywords: Accountability, Public Sector Organizations, Single Tuition

Karaoke Bar in Pekanbaru is currently growing very rapidly. Karaoke is a place of entertainment that provides places, equipment, and facilities to sing along with music. With the rapid development of karaoke bar can have a negative impact. So it is necessary to disciplining the karaoke bar that violates. The problem of this research is how the performance of Civil Service Police in disciplining karaoke bar in Pekanbaru and what the factors are affecting the performance of Civil Service Police in disciplining karaoke bar in Pekanbaru.The concept of theory that researchers use is organization and performance. This research type is qualitative research with descriptive method. The selection of informants of this research using purposive sampling technique, which this informant has been predetermined and the determination of informants based on the consideration that the informants selected are the people who know and involved. Data collection techniques through interviews, documentation and observation.The results of this study, the performance of the Civil Service Police Pekanbaru in disciplining karaoke bar votes yet. By looking at the many karaoke bar that violates the content Provisions of Regulation Number 3 Year 2002 of public entertainment, still finding a karaoke bar open over 10 hours a night even until the early hours, selling liqour, became a place of gambling and place of drug use. The factors that affect the performance of the Civil Service Police in Pekanbaru to disciplining karaoke bar is the lack of number of personeel, equipment or facilities have been inadequate as well as the Backing which affect the implementation of disciplining karaoke bar in Pekanbaru.Keywords: Disciplining, Performance, Organization, Karaoke

One of the fundamental problems in Riau Province government is the transportation, especially in the tackle illegal transportation, where every year is grow more and more difficult. As for instance the authorities in handling this issue is Forum Lalu Lintas dan Angkutan Jalan (LLAJ).There are obstacles or constraints of Forum LLAJ in coordinating in handling transportation throughout the Province of Riau, among others have not integrity task execution to tackle illegal transportation, which often happens the leak information about the raid, the implementation of the joint chiefs are not routin, which provides a specific obliteration protection so the process of the impeccable can be difficult, terminal in shadow that can raise and lower the passenger so that the legal terminal become less work, the lack of awareness of the society even if it already knows the danger of using illegal transportation.The concept of the theory that is used by the researcher is coordination. Coordination consists of planning, communication, the division of task, and controling. This study uses qualitative research methods, with studies in descriptive data. In collecting of data, researcher’s using the technique of the interview, observation, the study of the literature and documentation, by using the key informant and late informants as a supplementary source of information.The result of this research show that the coordinating haven’t maximally between related instance (Forum LLAJ) in tackle illegal transportation in riau province. This is caused the status of the that institution is similar. That can be seen from the indicators of coordination, that is planning, communication, the division of tasks, controlling has not been categorized as a good coordination.Keywords : Coordination, Organization, Illegal Transportation

Circulation of alcoholic beverages in Pekanbaru when it still raises various problems, there are still some places like hotels, cafes, restaurants and entertainment venues that does not extend the permit the sale of alcoholic beverages, and the discovery of circulation and sale of alcoholic beverages that do not use consent as has been established. The purpose of this research is to know the control of the distribution of alcoholic beverages by the department of industry and trade and to know the factors that hamper the control of the distribution of alcoholic beverages by department of industry and trade. The concept is used the process control by Stoner and Wankel in (Siswanto, 2011) which consists of setting the desired results, determine predictors, establish norms for predictors and the results, determine the information and feedback, and assess information and improvement. The research method used is the kind of research a qualitative approach to descriptive, the source using a technique Purposive sampling. The collection of data through interviews, observations, and documentation. The results of the department of industry and trade as controller in the distribution of alcoholic beverages has not shown a level that is optimal. Factor in the opposite direction and that is the lack of coordination with relevant agencies, the lack of facilities and infrastructure, lack of control function and out of public participation. Instead of the more optimally the department of industry and trade, more assertive in controlling the circulation of alcoholic beverages and businesses and communities should also support the department of industry and trade in controlling the circulation of alcoholic beverages in Pekanbaru City.Keywords : Controlling, Circulation, Alcoholic Beverages

This study aims to provide an analysis of the comparison of the quality of licensing services for the online system and the manual system at the Department of Investment and One Stop Services (DPMPTSP) in Padang City. In thit study using qualitative research methodswith purposive sampling technique. Sources of data used in this study include primary data and secondary data, with data collection techniques carried out through observation, interviews and documentation. the location of the research was carried out at the Department of Investment and One Stop Integrated Service, Padang City. The theory used to analyze in this study is ServQual Alanezi et al theory which consists of 6 dimensions of reliability, responsiveness, security / privacy, customization, information, and Ease of use (ease of use). From the results of this study it is known that, the quality of licensing services at DPMPTSP Padang City with the offline system is better than the online system service, therefore people still choose to come directly to DPMPTSP Padang City to get licensing service directly because it is considered easier and clear. Licensing using the online system is deemed not able to fully answer the needs of the community, one of the reasons is the too long process of having to register through two applications, and the time for issuing permits which is still the same as the Offline system. So that there is no significant difference in the online and offline licensing process. Keywords: licensing, service quality, online system, manual system.
