Abstract

AbstractThis paper aim provides how the actual issue of neutrality of Indonesian bureaucracy,especially on the Civil Servants of local government related to the Local election process. Theimportant position of civil servants as public servants with its network touches many aspects ofcommunity life makes people as dependent on the bureaucracy existence. At the same time,bureaucracy seems under the politicians interests due to their position in the system ofregional government. This study also simultaneously shows how the concept of neutralityimplements in Indonesian bureaucracy associated with the Indonesian political system,including in the context of the regional government.

Abstract

This paper aims to analyze the importance of legitimacy aspect for a government, related to the existence of indigenous people, in the context of local election as the manifestation of democracy. Generally, legitimacy is interpreted in a normative understanding, particularly in its relation to the legal fulfillment of formal requirements that produces a legitimate government. Legitimacy is required to ensure that a government has justifications to implement all of its functions. Moreover, legitimacy is also necessary to ensure the compliance and support of people. Nevertheless, in terms of indigenous peoples, though formal legitimacy is indeed important, it is not the only legitimacy required by the local government. The legitimacy shall also be related to local values upheld by people. Based on the research conducted on the Toraja ethnic group in Tana Toraja, in the perspective of legal pluralism, there are two crucial intersecting governing norms. This study shows the importance of adat values to obtain legitimacy, in the context democratization in Indonesia, and the existence of adat in the implementation of local autonomy. By using several different principles as the bases, the existence of adat and formal law in the implementation of local election show that there is a collaboration effort to make the process of democracy and adat go along well, conferring a legitimacy for the local government despite the uniqueness of the Toraja people.

Abstract

Artikel ini mengkaji strategi dan modal politik aktor yang telah berhasil mempertahankan kekuasaannya. Studi bertahannya kekuasaan dalam politik lokal di Indonesia selalu diidentikkan dengan praktik politik dinasti. Akan tetapi, pada artikel ini, kami menemukan bahwa bertahannya kekuasaan tidak selalu bersumber dari kekuatan dinasti. Studi kasus Sri Rahmi merupakan sebuah fenomena yang menarik serta menjadi dinamika yang berbeda dari kajian arus utama mengenai bertahannya kekuasaaan lokal yang dominan selama ini. Artikel ini bertujuan untuk mendeskripsikan bagaimana Sri Rahmi dapat mempertahankan kekuasaannya sehingga terpilih menjadi anggota legislatif selama empat periode berturut-turut. Kami menggunakan metode deskriptif analisis yang menggambarkan dan menganalisis berbagai kondisi dan situasi dari berbagai data yang dikumpulkan dari hasil wawacara dan pengamatan yang terjadi di lapangan. Hasil penelitian ini menemukan bahwa beberapa faktor yang mempengaruhi strategi politik politik dari Sri Rahmi yang berasal dari kekuatan personalitas, jaringan sosial, dan partai politik. Artikel ini berkontribusi dalam memahami mengapa dan bagaimana aktor politik lokal dapat terus bertahan dan menang dalam kontestasi politik lokal di Indonesia kontemporer. Melalui analisis strategi dan modal politik, artikel ini memberi wawasan berbeda mengenai bertahannya kekuasaan aktor politik lokal yang selama ini didominasi oleh perspektif politik dinasti.

Abstract

Tulisan ini berfokus bagaimana kebijakan partai politik dalam menentukan syarat calon legislatif perempuan pada pemilu Indonesia 2019 dimana setiap partai politik memiliki kebijakan masing-masing dalam menentukan syarat calon legislatif perempuan yang akan direkrut dalam daftar calon dan akan ikut dalam kontestasi pemilihan legislatif. Adanya peraturan yang mengharuskan paling sedikit keterwakilan 30 % keterwakilan perempuan dalam daftar calon maupun pengurus partai perempuan mengharuskan partai politik mengambil langkah yang tepat untuk memenuhi aturan tersebut tanpa mengurangi kualitas calon legislatif perempuan yang direkrut. Tulisan ini bertujuan untuk melihat bagaimana kebijakan partai politik dalam menentukan calon legislatif perempuan dan bagaimana partai politik memenuhi aturan keterwakilan 30% perempuan dalam daftar calon yang diserahkan ke Komisi Pemilihan Umum. Penulisan ini menggunakan metode studi literatur yang menelaah beberapa jurnal baik nasional maupun internasional dari berbagai penelitian sebelumnya yang memiliki tema yang relevan. Pengumpulan data dilakukan dengan mencari dan membaca berbagai hasil penelitian yang bersumber dari buku, tesis, artikel ilmiah, dan jurnal, kemudian dikaji dan dianalisis secara mendalam. Berdasarkan hasil penelitian dari jurnal sebelumnya yang telah ditelaah menunjukkan bahwa dengan adanya peraturan yang mewajibkan keterwakilan 30% perempuan pada daftar calon legislatif maupun pada kepengurusan partai politik mengharuskan partai politik memberikan peluang yang lebih luas untuk perempuan yang tertarik dalam dunia politik dimana partai politik mengambil beberapa kebijakan antara lain tidak membedakan antara calon legislatif perempuan dan calon legislatif laki-laki dalam perekrutan bakal calon legislatif. Kedua, partai politik memperhatikan pembangunan kader perempuan. Ketiga, berdasarkan kemampuan dan loyalitas calon Keempat, proses rekruitmen calon legislatif perempuan dilakukan secara terbuka. Kelima, proses rekruitmen berdasarkan pengaruhnya dalam masyarakat.

Abstract

This paper aims to showed the inclination that occur in democratic process associated with the presence democratization in the “Era Reformasi”. This era begin as soon as the end of Suharto regime in 1998 that considered to brought Indonesia into democratic period which also occur in the local level. One thing that considered as effort to achieve democracy is the implementation of Decentralization via the Regional Autonomy that was regulated thru some regulations, where today the new law is the Law No. 23 year 2014. That Laws gives more opportunity to the local people to manage their area based on their objectives context. It makes some local issues including local identity became important aspect in the regional social political dynamics including in the regional election. Through the directly electoral system where people vote became the most important factor of the results, some local context then becomes prominent aspects in the process. When a region occupy by non-moslem or the Christian as like as the Toraja lands consequently issues related to the Christianity becomes important thing during the election. That condition than becomes problematic for the non-mosleem people that also have rights to vote or to be voted based on the democracy values and the laws with the fact that they are the minority in that regions. Pictures from the Toraja regional election then showed tendency on how the moslem people positioned theirselves as minority in the political dynamics of the Christian majority land and what its implication to the social politics construction in this regions. Finally fact from toraja’s land will show whether  a unique condition as the contextual experience of the mosleem community as minority in particular region while in fact they are the majority in the nation.

Abstract

This article aims to show the phenomenon of Adat as an influential factor in Indonesia's regional election process after the New Order Era. The phenomenon seems to indicate a "local ideology" that fundamentally influences people's political behavior within regional elections. Based on the regional election was in the Toraja regions, Province of South Sulawesi in 2015, this article intends to shows how Adat as the Toraja ethnic group foundation of social identity became the fundamental standard of political behavior. It seems to present Adat as an ideology for the ethnic group where dominantly during the regional election. Ultimately, the view from the Toraja regional election has indicated the possibility of local ideology existence where could be crucial for the local political dynamics. It means the ideology as part of political behavior standard is not only present in its general form as known today. Certain communities could have local ideologies based on their local wisdom, and their context was strictly related to efforts to keep their existence as indigenous people as well as their reclaim as the owner of the land.

Abstract

This paper describes the structure forming voting behavior Central Mamuju community in providing support to Aras Tammauni. Structures that shape the behavior of the public choose the reciprocation, emotional, traditions, and economic capital. By using qualitative research methods, this study shows that people give support to Aras Tammauni as a form of payment for services Aras Tammauni, especially the migrants Mamuju Central, from the first set foot in Mamuju Middle society homesteader got a lot of help from Aras Tammauni form economic and security needs. Another aspect is the old ideas (conservatively) Central Mamuju original community of the status of nobility attached to Aras Tammauni, indigenous people believe in Aras Tammauni as heir to the heroism inherited from his father and grandfather Daen Tammauni na Maccerinnai. In addition to having the status of nobility, Aras Tammauni also known by the public as a person who is friendly and humorous, people never hesitate to communicate or ask for help against Aras Tammauni, with a friendly personality and humorous as it can change the emotional connection people with Aras Tammauni that should hesitate because nobility status to be close. Finally, the economic capital Aras Tammauni donated in social activities and to assist the needs of life, the economic capital transmission becomes eligibility for Aras Tammauni moral because society considers such actions are a reflection of the generous and morals.

Abstract

Policy implementation is the most crucial stage of the policy process because, at this stage, benefits will be obtained from previously defined concepts. Regarding the policy for the construction of the Salutambung-Aralle axis, the steps taken were to compare the implementation of the policies of the Governor of West Sulawesi in each period so that the efforts and obstacles of each Governor were found in that period. The research method used is a qualitative approach with a descriptive analysis type. The study results show that during the reign of Anwar Adnan Saleh, efforts to increase the construction of the road got an excellent basis after changing its status from a district road to a provincial strategic highway. Meanwhile, during the administration of the Governor of ABM, policy planning was quite good. Still, it did not have a strong commitment at the implementation stage, as evidenced by various obstacles, including passing incompetent contractors and a lack of communication involving the community.

Abstract

Permasalahan implementasi kebijakan dalam menangani pengungsi di Kota Makassar tidak berjalan secara maksimal meskipun 3 dari 5 program kebijakan Out-Reach berhasil diimplementasikan. Faktor kepentingan aktor pemkot mempengaruhi keberhasilan implementasi kebijakan.Penelitian ini bertujuan untuk menganalisis cara yang digunakan oleh pemerintah Kota Makassar dalam menerapkan kebijakan Out-Reach dan faktor yang mempengaruhi pelaksanaan kebijakan dalam menangani pengungsi di Kota Makassar. Data dikumpulkan melalui teknik wawancara langsung dari staf instansi pemerintah kota, pengungsi di Kota Makassar, dan masyarakat lokal. Metode penelitian menggunakan metode kualitatif dengan jenis studi kasus. Adapun teori yang digunakan adalah neo-institusional dengan konsep aktor dan kepentingan, kebijakan dan implementasi kebijakan.Hasil penelitian menunjukkan bahwa aktor walikota Makassar membentuk pelaksana kebijakan Out-Reach yang hanya melibatkan beberapa instansi pemerintah, seperti Dinas Sosial; Dinas Pendidikan; Dinas Kesehatan; Camat hingga Lurah. Jalur koordinasi dalam mengimplementasikan kebijakan Out-Reach juga menunjukkan ada lembaga non-institusi pemerintah yang berperan sebagai mitra kerja Dinas Sosial, dan komunitas masyarakat yang dilibatkan dalam melaksanakan program-program kebijakan Out-Reach dalam menangani pengungsi di Kota Makassar. Faktor yang mempengaruhi pelaksanaan kebijakan Out-Reach yaitu faktor pendukung dan faktor penghambat. Faktor pendukung yaitu adanya pembentukan citra oleh aktor walikota Makassar untuk menjadi role model dalam menerapkan kebijakan penanganan pengungsi di tingkat daerah; keterlibatan aktor non-institusi pemerintah. Adapun faktor penghambat yaitu: jalur koordinasi tidak terstruktur; dan sosialisasi tidak menyeluruh. Disimpulkan bahwa pelaksanaan kebijakan Out-Reach melibatkan aktor non-institusi pemerintah selain dari internal institusi yang telah dibentuk oleh aktor walikota Makassar, serta dalam pelaksanaan kebijakan hanya tiga dari lima program yang berhasil diimplementasikan. Diharapkan jalur koordinasi dan komunikasi yang terstruktur dari walikota hingga ke tingkat lurah dalam mencapai keberhasilan implementasi kebijakan.
