Abstract

Pariwisata dapat menyediakan pertumbuhan ekonomi dalam hal membuka peluang kerja, pendapatan,taraf hidup, dan bisa mengaktifkan sektor perekonomian suatu daerah. Adanya pengelolaan dengan carapeningkatan fasilitas seperti sarana dan prasarana, SDM yang profesional dapat menciptakan daya tarikuntuk kegiatan pariwisata. melalui RPJMD Kabupaten Blitar melakukan pengembangan destinasi wisatapantai menemui suatu kendala dalam kewenangan lahan yang berada di tepian pantai serang, lahan tersebutmerupakan wilayah kerja dari Perum Perhutani sehingga pemerintah tidak bisa mengakses secara maksimal.Terjadinya tumpang tindih dalam pengelolaan tersebut Pemerintah Kabupaten Blitar berupaya untukmelakukan sebuah sinergitas dalam pengelolaan destinasi wisata pantai serang. Sehingga dilakukannyacollaborative governance oleh Pemerintah Kebupaten Blitar dengan Perum Perhutani dan Pemerintah Desauntuk melakukan pengelolaan dengan maksimal. Tujuan penelitian ini untuk mendiskripsikan collaborativegovernance dalam pengelolan pariwisata pantai Serang Kecamatan Panggungrejo Kabupaten Blitar.Penelitian ini menggunakan jenis deskriptif dengan pendekatan kualitatif. Fokus penelitian ini menggunakanproses collaborative governance dari More and Stephens (2012) yang terdiri dari assasment, innitiation,delebration, implementation. Hasil penelitian menunjukan kolaborasi yang dilakukan assasment denganmelihat kondisi awal terjadi tumpang tindih antar pemangku kepetingan sehingga menghambat prosespengelolaan. Innitiation diprakarsai oleh pemerintah kabupaten bertujuan untuk mengurai permasalah yangtelah terjadi. Delebration dilakukan untuk mencapai kesepahaman bersama, hak dan kewajiban, peranstakeholders dalam menjalin kerjasama. Implementation terjadi sebuah perubahan pada lokasi wisata darifasilutas, jasa usaha, kemapuan SDM serta stakeholders yang memahami peran serta tupoksinya masingmasing.Kata Kunci: Collaborative governance, pariwisata Tourism can provide economic growth in terms of opening employment opportunities, income, livingstandards, and can activate the economic sector of a region. The existence of management by increasingfacilities such as facilities and infrastructure, professional human resources can create attraction for tourismactivities. through the Blitar Regency RPJMD, the development of coastal tourism destinations encounteredan obstacle in the authority of land located on the edge of Serang beach, the land is a working area of thePerhutani Public Corporation so that the government cannot access it optimally. The overlap in themanagement of the Blitar Regency Government seeks to establish a synergy in the management of the Serangbeach tourism destination. So that collaborative governance is carried out by the Blitar District Governmentwith Perum Perhutani and the Village Government to carry out maximum management. The purpose of thisstudy is to describe collaborative governance in the management of Serang beach tourism, PanggungrejoDistrict, Blitar Regency. This research uses descriptive type with a qualitative approach. The focus of thisstudy uses a collaborative governance process from More and Stephens (2012) which consists of assessment,innitiation, delebration, implementation. The results showed collaboration conducted by the assessment bylooking at the initial conditions of overlapping between stakeholders that hampered the management process.Innitiation initiated by the district government aims to unravel the problems that have occurred. Delebrationis done to achieve mutual understanding, rights and obligations, the role of stakeholders in establishingcooperation. Implementation occurs a change in the tourist location of the facilities, business services, abilityof human resources and stakeholders who understand the role and function of each.Keywords: Collaborative governance, tourism.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan pemberdayaan masyarakat melalui BUMDes Mawar Desa Kepel Kecamatan Ngetos Kabupaten Nganjuk. BUMDes Mawar berdiri bulan November tahun 2016 dan memiliki dua program menarik yaitu peternakan dan pembuatan krecek. Namun masyarakat yang mengikuti kedua program terbilang sedikit, hanya 12 orang. Penelitian ini merupakan penelitian deskriptif dan menggunakan pendekatan kualitatif, yaitu dengan cara peneliti terjun langsung ke lapangan untuk melakukan observasi, wawancara dan dokumentasi. Fokus penelitian ini adalah pemberdayaan masyarakat dengan menggunakan empat prinsip pemberdayaan meliputi prinsip kesetaraan, partisipasi, keswadayaan atau kemandirian, dan berkelanjutan. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat Desa Kepel melalui BUMDes dengan menggunakan empat prinsip pemberdayaan berjalan dengan baik. Prinsip kesetaraan, BUMDes memberikan masyarakat hak suara dan kebebasan untuk mengikuti program yang ada tanpa membedakan gender ataupun golongan. Prinsip partisipasi, BUMDes melakukan pendampingan dan mengadakan sosialisasi dengan mendatangkan narasumber dari dinas terkait. Namun adanya sosialisasi tersebut tidak di imbangi dengan adanya praktik, sehingga masyarakat menjadi kurang beminat untuk mengikuti program. Selain itu BUMDes juga menyediakan ternak, kandang, dan pakan. Prinsip keswadayaan atau kemandirian, BUMDes memberikan hak masyarakat untuk memberikan usulan mengenai program yang akan di adakan. BUMDes juga memberikan dana serta bantuan sarana maupun prasarana yang dibutuhkan program tersebut. Prinsip berkelanjutan, bertambahnya jumlah anggota serta ternak pada program peternakan dapat menjadi kemajuan yang baik untuk program ini kedepannya. Sehingga peneliti memberikan saran untuk mengadakan pelatihan pembuatan pakan serta mewajibkan setiap warga yang memiliki kambing untuk mengikuti program peternakan. Kata Kunci : Pemberdayaan Masyarakat, Badan Usaha Milik Desa (BUMDes) This study aims to describe community empowerment through BUMDes Mawar, Kepel Village, Ngetos District, Nganjuk Regency. BUMDes Mawar was established in November 2016 and has two interesting programs, namely animal husbandry and manufacturing of krecek. But there were only a few people who participated in the two programs, only 12 people. This research is a descriptive study and uses a qualitative approach, namely by means of researchers jumping directly into the field to conduct observations, interviews and documentation. The focus of this research is community empowerment by using the four principles of empowerment including the principles of equality, participation, self-sufficiency or independence, and sustainability. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results showed that the empowerment of the Kepel Village community through BUMDes by using the four empowerment principles went well. The principle of equality, BUMDes gives the community the right to vote and freedom to participate in existing programs regardless of gender or class. The principle of participation, BUMDes provides assistance and conducts socialization by inviting speakers from related agencies. However, the socialization was not balanced with the practice, so that the community became less interested in participating in the program. Besides BUMDes also provides livestock, cages, and feed. The principle of self-reliance or independence, BUMDes gives the community the right to make proposals regarding the program to be held. BUMDes also provides funds and assistance with facilities and infrastructure needed by the program. The principle of sustainability, increasing the number of members and livestock in the livestock program can be a good progress for this program going forward. So the researchers gave advice to conduct training on feed making and required every citizen who had a goat to join the animal husbandry program. Abstract

Wisata Alam Setigi merupakan wisata yang dibangun berdasarkan partisipasi masyarakat desa Sekapuk, memiliki keunikan tersendiri karena bekas galian tambang kapur yang sebelumnya tempat pembuangan sampah karena sudah tidak dipakai lagi untuk penambangan kapur. Kades Sekapuk melihat bahwa bukit tersebut akan menarik jika dikelola menjadi tempat wisata. Akhirnya lokasi bekas tambang kapur dan pembuangan sampah dikelola menjadi wisata Setigi yang selalu ingin dikunjungi,ditambah lagi dengan pahatan dari berbagai ornamen Pahatan yang menarik seperti Candi Topeng,Miniatur Masjid,dibangunnya jembatan peradaban,serta adanya tangga Derajat yang merupakan icon yang menambah keindahan wisata alam ini. Wisata Setigi merupakan potensi yang perlu dikembangkan,dapat membantu perekonomian warga Sekapuk yang mengelola objek wisata tersebut. Partisipasi masyarakat melalui pembentukan Taplus Invest,musyawarah bersama perwakilan masyarakat terkait persoalan di Sekapuk berupa dana untuk pengelolaan wisata setigi. Tujuan penelitian,untuk mengetahui paparan yang jelas terkait partisipasi masyarakat dalam proses pengelolaan Wisata Alam Setigi. Metode Penelitian, menggunakan penelitian metode deskriptif analisis dan jenis penelitiannya menggunakan metode pustaka dan penelitian lapangan, bahan-bahan pustaka yang didukung dengan wawancara dari beberapa narasumber terkait dengan pengelolaan wisata Setigi. Fokus penelitian,partisipasi masyarakat dari bentuk partisipasi Abu Huraerah:Partisipasi pemikiran, tenaga, harta benda, keterampilan dan kemahiran, partisipasi sosial. Hasil penelitian dari peneliti memperlihatkan bahwa dalam pengelolaan wisata Setigi ini masyarakat Sekapuk ikut antusias dalam pengelolaan wisata Setigi. Partisipasi masyarakat sekapuk juga membantu pertumbuhan perekonomian desa Sekapuk. Kata Kunci: Partisipasi , Masyarakat, Wisata Setigi Setigi Nature Tourism is a tour built based on the participation of the Sekapuk village community, which is unique because of the former excavation of a limestone mine that was previously a landfill because it is no longer used for limestone mining. Sekapuk village head sees that the hill will be attractive if it is managed as a tourist spot. Finally, the location of the former limestone mine and garbage disposal is managed to become Setigi tourism which is always wanted to be visited, coupled with carvings of various interesting carving ornaments such as Mask Temple, Mosque Miniature, construction of civilization bridge, and the existence of a Derajat staircase which is an icon that adds to the beauty of natural tourism this. Setigi tourism is a potential that needs to be developed, to help the economy of the Sekapuk residents who manage these tourist objects. Community participation through the formation of Taplus Invest, deliberations with community representatives regarding issues in Sekapuk in the form of funds for the management of Setigi tourism. The research objective was to determine a clear explanation regarding community participation in the management process of the Setigi Nature Tourism. Research Methods, using descriptive analysis method research and the type of research using library methods and field research, library materials supported by interviews from several sources related to the management of Setigi tourism. Research focus, community participation from the form of participation of Abu Huraerah: Participation of thoughts, energy, property, skills and skills, social participation. The results of the research from the researchers showed that in the management of Setigi tourism, the Sekapuk community was enthusiastic about managing Setigi tourism. The participation of the Sekapuk community also helps the economic growth of the Sekapuk village. Keywords: Participation,Community, Setigi Tourism

Abstract

Lalu lintas merupakan permasalahan yang pasti dihadapi oleh negara berkembang salah satunya Indonesia, terutama di kota-kota besar. Kabupaten Sidoarjo dengan kondisi mobilitas kendaraa yang cukup tinggi dan secara tidak langsung mempengaruhi angka kecelakaan kendaraan bermotor di Sidoarjo. Solusi mengatasi masalah lalu lintas tesebut, kabupaten sidoarjo memiliki program kampung tertib lalu lintas yang dibuat melalui kerjasama antara Desa Kemiri dan Polresta Sidoarjo. Tujuan penelitian ini untuk mengetahui prinsip kerjasama antara Desa Kemiri dan Polresta Sidoarjo. Metode penelitian yang menggunakan penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori prinsip khusus kerjasama desa yang berpedoman pada asas Undang-Undang Nomor 6 Tahun 2014 Pasal 3 tentang Kerjasama Desa yang berisi 6 indikator: dibentuk melalui pendekatan dari bawah melalui inisiasi lokal dengan menggunakan prinsip 3K (komunikasi, kerja sama dan koordinasi) melalui inisiasi dari masyarakat secara bottom up, dibangun untuk kepentingan umum dengan dibangunya fasilitas umum kampung tertib lalu lintas di Desa Kemiri , kerja sama tidak bersifat hirarkis melainkan merupakan jejaring kelembagaan, dalam kerjasama ini semuanya memiliki kedudukan yang sama, keterikatan yang dijalin didasarkan kebutuhan, kerjasama ini membutuhkan pihak Polresta sesuai dengan tugas pokok dan fungsinya, kerja sama harus saling memperkuat, kerjasama ini sudah memperkuat kedua pihak dalam memberikan edukasi, kerja sama dibangun harus saling percaya, menghargai dan memahami, kerjasama ini sudah menerapkan aspek saling percaya,memahami dan menghargai. Hasil penelitian menunjukkan 6 indikator dari prinsip khusus kerjasama tersebut telah dijalankan oleh para stakeholders dengan baik dibantu sinergitas masyarakatnya. Rekomendasi peniliti adalah agar stakeholder bisa mengembangkan kampung tertib lalu lintas ke desa lain. Kata kunci : Kerjasama Pemerintah Desa, Kampung Tertib Lalu Lintas, Kepolisian Resor Kota Traffic is a problem that must be faced by developing countries, Indonesia, especially in big cities. Sidoarjo with the condition of vehicle mobility which is quite high and affects the number of vehicle accidents in Sidoarjo. The solution to this problem is that the Sidoarjo has a trafficorder village program created through collaboration between Kemiri Village and Sidoarjo Police. The purpose of this study was to determine the principle of cooperation between Kemiri Village and the Sidoarjo Police. The research method using descriptive research with a qualitative approach. The focus of the research uses the theory of principles of village cooperation based on the principles of Law in Indonesia No.6 of 2014 Chapter 3 concerning Village Cooperation which contains 6 indicators: formed through a bottom-up approach using 3K principles (communication, cooperation and coordination) through initiation from the local community, built for the public interest by bulid public facilities in Kemiri Village, cooperation is not hierarchical, in this collaboration all have same position, the attachment that are made are based on needs, this collaboration requires the local police in accordance with their main duties and functions, cooperation must strengthen each other, it has strengthened both in providing education, cooperation is built to trust, respect and understand, this cooperation has implemented all the aspects. The results show 6 indicators of the principles of cooperation have been carried out by the stakeholders with the help of the synergy of the community.The researcher recommendation is that stakeholders can develop same program to other villages. Abstract

The use of APBD in each region has different proportions depending on the priorities of each region. However, unexpected events have resulted in the regions having to adjust their current APBD so that they do not affect other sectors. This study aims to test and find out whether there is an influence between spending not on the 2019-2020 regional budget deficit in Trenggalek Regency. This study uses quantitative research methods with a correlation approach so that the correlation between variables will be seen. The sampling technique was carried out with the Saturated Sampling technique, the researchers used this technique because the population in the study was not too large, namely the 2019-2020 budget period. The data collection technique used a documentation technique whose data was taken from the official website of the Trenggalek Regency Government. The data processing technique uses a simple linear regression technique so that it can be seen that there is a correlation between unexpected spending and the regional financial deficit of the Trenggalek Regency Government Budget. The 2019-2020 Trenggalek Regency APBD period is considered very complex, the APBD always experiences a surplus but at the end of the period there is a reshuffle of the APBD caused by the COVID-19 pandemic. Then with this problem the question arises, is there an influence or not between the two variables. With this research, it is hoped that it can become additional literature for the regions so that they can make good use of their regional budgets. After knowing the correlation of unexpected spending with regional financial deficits, the regions will be more careful to use the APBD. This is due to the fact that the APBD is not only used as a regional financial table but also as a benchmark for the success of the region in regulating and utilizing the potential of the region it has.

Abstract

Land and building tax is a very potential and strategic tax as a source of state revenue. Kalitidu District consists of 18 villages, of which in the realization of the Land and Building Tax (PBB) only 4 villages with a percentage of 100%. Based on the realization of PBB-P2 data in Kalitidu Subdistrict, it shows that Leran Village is the village with the lowest realization of tax receipts having a tax payment percentage of 52.27% with the realization of the principal of PBB-P2 being paid of Rp. 218,184,417 of the total assessment ceiling of Rp. IDR 199,245,301. The purpose of this study was to determine how much influence tax awareness has on taxpayer compliance in paying land and building taxes in Leran Village, Kalitidu District, Bojonegoro Regency. This study uses quantitative methods with associative research types. The data collection technique in this study used a questionnaire. The data analysis technique used is simple linear regression, tested with a significant level of is 0.05. The results of this study indicate that taxpayer awareness has significant effect on taxpayer compliance in paying land and building taxpayers in Leran Village, Kalitidu District, Bojonegoro Regency with a simple linear regression equation, namely Y = 7.080 + 0.393X. The Adjusted R Square value is 0.370. This shows that the coefficient of determination between taxpayer awareness and taxpayer compliance is 0.370 or 37%, while the remaining 63% is influenced by other factors outside this research.

Abstract

Rantai pasok yang efektif dan efisien menjadi faktor utama dalam meningkatkan daya saing perusahaan retail. Pengukuran kinerja rantai pasok diperlukan untuk mengidentifikasi efisiensi operasional serta menentukan strategi perbaikan yang tepat. Model Supply Chain Operations Reference (SCOR) merupakan pendekatan sistematis yang digunakan untuk mengevaluasi kinerja rantai pasok berdasarkan lima proses utama: Plan, Source, Make, Deliver, dan Return. Penelitian ini menggunakan metode studi literatur untuk menganalisis penerapan model SCOR dalam mengukur kinerja rantai pasok pada perusahaan retail. Hasil kajian menunjukkan bahwa model SCOR mampu memberikan pemetaan yang komprehensif terhadap proses rantai pasok, memungkinkan perusahaan untuk mengidentifikasi titik kritis, meningkatkan efisiensi operasional, serta mengoptimalkan layanan pelanggan. Selain itu, penelitian ini menyoroti indikator kinerja utama (Key Performance Indicators - KPI) dalam model SCOR yang dapat digunakan sebagai acuan dalam mengevaluasi efektivitas rantai pasok di sektor retail. Implikasi dari penelitian ini memberikan wawasan bagi perusahaan retail dalam mengembangkan strategi berbasis data untuk meningkatkan kinerja rantai pasok mereka.
