Abstract

Pengangkutan sampah di Kota Batam yang dilaksanakan oleh Dinas Lingkungan Hidup Kota Batam yakni hanya di 9 kecamatan. 9 kecamatan tersebut umumnya tersebar di mainland area, sedangkan terdapat 3 Kecamatan yang tidak dapat di jangkau oleh Dinas Lingkungan Hidup Kota Batam dikarena keterbatasan anggaran dan fasilitas. 3 Kecamatan tersebut adalah Galang, Bulang, dan Belakang Padang yang sebagian besar daerahnya berupa pulau-pulau kecil. Pada Kecamatan Belakang Padang saat pertama kali datang berkunjung akan melihat sampah memenuhi bibir pelantar di pelabuhan hingga ke sekitar pasar rakyat dan lapangan. Hal ini sangat krusial karena jika sampah tersebut masuk laut akan sangat susah untuk terurai. Tujuan penelitian ini untuk mengetahui Implementasi Program Pengangkutan Sampah di Kecamatan Belakang Padang. Tempat penelitian di Kecamatan Belakang Padang.Jenis penelitian ini mengunakan pendekatan kualitatif dengan analisa deskriptif.  Hasil penelitian ini pengangkutan sampah di kecamatan Belakang Padang sudah baik, namun pengangkutan sampah di laut masih belum dilakukan. Frekuensi pengangkutan sampah sudah sesuai. Cakupan pengangkutan sampah masih melayani 2 kelurahan, sedangkan 4 kelurahan belum terlayani. Masyarakat merasa program ini sudah tepat guna.

Abstract

This research is motivated by the ongoing COVID-19 pandemic, which has resulted in a decline in both national and regional economic growth rates. It is suspected that this has had repercussions on the revenue of the City Government of Batam. The primary objectives of this study are to analyze the impact of COVID-19 on the city's revenue and to assess the policies implemented by the City Government of Batam to enhance revenue during the COVID-19 pandemic. The research employs a qualitative methodology, involving data collection through interviews, observations, and document analysis. The findings indicate a significant reduction in Batam City's Local Own Source Revenue (PAD) due to the adverse effects of COVID-19, particularly within the tourism sector, which serves as a primary source of regional income. In contrast, the intergovernmental transfer sector remained unaffected and even experienced an increase in revenue. Additionally, other revenue sources witnessed growth due to the stability of the trade and industry sectors during the pandemic. Overall, the impact of COVID-19 on Batam City's revenue in 2020 was not excessively detrimental, as the Regional Budget (APBD) continued to increase from 2019. The City Government of Batam implemented various policy measures, such as aligning development programs with the central government, promoting the region's potential to both the central government and investors, and enhancing the quality of public services. These actions facilitated the allocation of additional funds from the central government. Research recommendations encompass a focus on the development of innovative development programs, the recovery of the tourism sector, the diversification of income sources, and the enhancement of inter-governmental collaboration.

Abstract

This study examines the implications of the European Union's Deforestation-Free Regulation (EUDR) 2025 policy on Indonesia and Malaysia as major producers of land-based commodities. This study analyzes three critical aspects: the impact of implementation, forms of resistance, and challenges in its implementation. This study employs secondary data (2020-2024) sourced from Google Scholar, Scopus, government publications, and news portals. Thematic coding was applied for data analysis, with triangulation across academic journals, media reports, and policy documents ensuring validity. The EUDR has triggered systematic resistance through diplomatic alliances, WTO lawsuits, national policy adjustments, and farmer protests. Its impacts span multiple dimensions: regulatory, economic, social, and environmental. This study developed an institutional theory framework to understand the impact of global environmental policies, empirically by mapping the strategic responses of developing countries, and practically through concrete policy recommendations in the form of harmonization of certification standards, development of inclusive funding systems, and evidence-based diplomacy strategies. The main findings of the study emphasize the importance of a just transition approach that considers the specific capacities and needs of producer countries in the Global South in implementing global environmental policies.
