Abstract

Bureaucratic ethics are crucial for the integrity of licensing services at the Yogyakarta City Investment and Licensing Service. Despite challenges like corruption, collusion, and nepotism, the Yogyakarta City Government is working to institutionalize an employee code of ethics through the SATRIYA Culture and BerAKHLAK core values. This paper aims to explain the development of bureaucratic ethics in the Yogyakarta City Investment and Licensing Office, using qualitative descriptive methods such as interviews, focus group discussions, observation, and documentation. The study found that civil servants have a good understanding of bureaucratic ethics, but internalizing values and norms takes time. Efforts to achieve integrity include public interest orientation, legal certainty, equality of rights, balance of rights and obligations, professionalism, equality of treatment, openness, and accountability. However, sub-optimal results exist due to limited funds, limited public facilities, different attitudes, unintegrated coordination, and operational technical problems.

Abstract

The Covid-19 pandemic has a high impact on higher education governance so that it has the potential to reduce the performance of the institution. Universities must adapt and innovate in strategic management to respond to environmental changes during the Covid-19 pandemic. This study aims to explain the results of the implementation of strategic management carried out by Yogyakarta State University (YSU) during the Covid-19 pandemic. Data collection is done through documentation from journals, books, YSU performance reports, Kemendikbud performance reports, policy documents, documentation of mass media reports. The data needed is in the form of secondary data that can support (4) generating strategies to be implemented in higher education management during the Covid-19 pandemic, (5) formulating policy recommendations. The analysis was carried out by collecting data, reducing data, submitting data, as well as verifying and drawing conclusions. The achievements of the implementation of the strategic management of universities during the COVID-19 pandemic with the YSU case study showed stagnation in the fields of education services, student affairs, human resource development, research and service. Implementation of agile organization and adaptive governance in higher education governance can be done with the following principles 6 principles.

Abstract

To deal with the impact of the COVID-19 pandemic, the Indonesian government, including the Ministry of Social Affairs, has issued various social protection policies, including for persons with disabilities. In fact, people with disabilities still experience difficulties in accessing the program. This study aims to analyze these policies and the difficulties faced by persons with disabilities. This qualitative descriptive study found that people with disabilities had difficulty surviving during the pandemic. They lose their jobs because most of their work requires direct contact with other people. On the other hand, only a part of people with disabilities received social assistance because they were not recorded in the recipients of social assistance. The low ability to communicate risks to persons with disabilities is one of the reasons for the weak data collection of persons with disabilities. This study recommends more intense socialization and advocacy as well as equalizing perceptions about the concept of persons with disabilities and their needs.

Abstract

Digital technology development during the industrial revolution 4.0 era can be a way to promote tourism. Nowadays, the concept of e-tourism (electronic tourism) has become popular in Indonesia. E-tourism in itself is an IT-based system applied in tourism sector that provides various information digitally. This research aims to describe a communication strategy in marketing Yogyakarta’s tourism potential through e-tourism. This research uses descriptive-qualitative approach with library research method. The Special Region of Yogyakarta (DIY) has a vast variety of tourist attraction, ranging from historical places to shopping districts. Those tourism potential have drawn many tourists, locals and foreigners alike. As an effort to raise tourism visit, the DIY Tourism Department has implemented website and mobile based applications. Such method to promote tourism digitally is a right choice since e-tourism provides easiness for tourists in accessing tourism information as well as making activity plan.

Abstract

Di era disruptif 4.0 dan society 5.0 seperti sekarang ini, posisi humas di perguruan tinggi memiliki tantangan untuk dapat meningkatkan citra di mata publik melalui berbagai media. Tentunya, dengan berpegang pada karakteristik perguruan tinggi yang mengacu pada Tri Dharma Perguruan Tinggi, yaitu; pendidikan, penelitian, dan pengabdian kepada masyarakat. Humas dalam perguruan tinggi diharapkan tidak hanya sebagai media promosi namun juga dapat sebagai media informasi bagi masyarakat, agar kampus lebih dikenal oleh kalangan publik. Sebagai garda terdepan di intitusi Humas dianggap perlu untuk meningkatkan kreatifitas dan inovasi untuk memberikan informasi kepada publik. Selain memberikan informasi yang layak dan juga terpercaya, humas perguruan tinggi di era disruptif 4.0 dan society 5.0 harus menjalin dan membina hubungan dengan para stake holders baik itu disruptif maupun media. Maka dari itu, penelitian dengan gabungan metode kualitatif dan kuantitaif ini berusaha untuk mencari tantangan transformasi humas di perguruan tinggi di era disruptif 4.0 dan society 5.0 serta mendapatkan strategi transformasi humas di perguruan tinggi di era disupsi 4.0 dan society 5.0 supaya dapat meningkatkan kualitas dan kesejahteraan bagi perguruan tinggi. Hasil penelitian ini diharapkan dapat memberikan rekomendasi strategi dan model pengembangan humas perguruan tinggi secara adaptive dan agile. Penelitian ini diorientasikan untuk menghasilkan luaran wajib berupa publikasi artikel ilmiah yang telah submit dalam jurnal internasional bereputasi terindeks (WoS, Scopus) dan luaran tambahan berupa buku referensi ber-ISBN tentang peran dan tranformasi humas perguruan tinggi di era disruptif 4.0 dan society 5.0 serta Hak Kekayaan Intelektual (HKI).Kata Kunci: Transformasi, humas perguruan tinggi, strategi, disruptif 4.0, society 5.0

Abstract

This study examines the implications of the European Union's Deforestation-Free Regulation (EUDR) 2025 policy on Indonesia and Malaysia as major producers of land-based commodities. This study analyzes three critical aspects: the impact of implementation, forms of resistance, and challenges in its implementation. This study employs secondary data (2020-2024) sourced from Google Scholar, Scopus, government publications, and news portals. Thematic coding was applied for data analysis, with triangulation across academic journals, media reports, and policy documents ensuring validity. The EUDR has triggered systematic resistance through diplomatic alliances, WTO lawsuits, national policy adjustments, and farmer protests. Its impacts span multiple dimensions: regulatory, economic, social, and environmental. This study developed an institutional theory framework to understand the impact of global environmental policies, empirically by mapping the strategic responses of developing countries, and practically through concrete policy recommendations in the form of harmonization of certification standards, development of inclusive funding systems, and evidence-based diplomacy strategies. The main findings of the study emphasize the importance of a just transition approach that considers the specific capacities and needs of producer countries in the Global South in implementing global environmental policies.

Abstract

Researchers typically focus on the participation of stakeholders who cannot influence the organisation. This right requires a more effective perspective on participation and leads to the granting of power. This research investigates how extensively stakeholders have participated in developing educational tourism at Bantul Regency's Siluk School River. This investigation uses a case study approach and employs descriptive qualitative methods. Researchers gathered the data through observation and conducted in-depth interviews with relevant informants for the study. Researchers gather relevant documents by conducting a literature search to collect data. The researchers conducted qualitative data analysis continuously and thoroughly in an interactive manner. The results showed stakeholders actively developed educational tourism at the Siluk School River. PT PLN contributes to infrastructure development through its corporate social responsibility program. The Selopamioro Village Government actively supports and collaborates with the community's activities. Various communities, universities, and non-governmental organisations actively contribute to community empowerment activities. However, other government institutions, like local governments, still lack clearly defined functions.
