Abstract

Implementasi kebijakan pengendalian pertumbuhan jumlah penduduk di Kota Batam dengan studi kasus penggunaan alat kontrasepsi di kelurahan Galang Baru  menjadi salah perhatian serius bagi pemerintah daerah Kota Batam karena di kelurahan tersebut jika dibandingkan kelurahan lain yang ada di Kecamatan Galang  termasuk wilayah yang mengalami pertumbuhan penduduk atau jumlah  penduduk yang paling banyak yakni mencapai  1. 455.000 penduduk perempuan dan  laki-laki  mencapai 1. 226.000 .dengan total jumlah penduduk 2.681. 000.  Jumlah penduduk tersebut berada di pulau-pulau yang ada di Kota Batam. Indikator penelitian ini menggunakan  teori implementasi kebijakan Edwar III yakni indikator  Komunikasi,  Sumber daya , Disposisi, Struktur Birokrasi. Metode  Penelitian  ini menggunakan  Metode  Deskriptif  Kualitatif.  Deskriptif  yaitu  data  yang  dikumpulkan  adalah  berupa  kata-kata,  gambar,  dan  bukan  angka-angka.  Deskriptif  Kualitatif  adalah  pecarian fakta  dengan  interpretasi  yang  tepat  melalui  pengamatan  wawancara,  dan  penelaahan  dokumen.   Hasil penelitian dapat disimpulkan sebagai berikut : a. Komunikasi Informasi dalam hal Edukasi masih kurang dalam penyampaian informasi serta pelayanan kepada publik. b. Sumber Daya Manusia cukup baik mengenai kerjasama dengan mitra kerja akan tetapi kurang baik mengenai pekerja lapangan keluarga berencana karena jumlahnya yang sedikit. c. Disposisi terealisasi jika dilihat dari Peserta aktif Semua Metode , namun jika dilihat dari tiap metode kontrasepsi ada 2 (dua) yang tidak terealisasi yaitu MOP dan kondom, dan angka prevalensinya juga menurun. d. Struktur birokrasi sudah baik karena sudah dijalankan sesuai Peraturan pemerintah daerah.

Abstract

Pemilahan sampah tidak begitu masif dilakukan di Kota Batam. Sehingga memang dari sumber sampah kebanyakan sampah belum terpilah. Problem sampah di Kota Batam akan bertambah pelik jika tidak direncanakan dengan matang pengelolaanya khususnya dalam hal ini adalah pengurangan sampah. Tujuan khusus penelitian ini untuk mengetahui implementasi program pengurangan sampah di Kota Batam Tahun 2018 dan apa saja faktor yang mempengaruhi keberhasilannya. Tempat penelitian di kantor Dinas Lingkungan Hidup Kota Batam Bidang Pengelolaan Sampah dan lokasi Mitra pengurangan sampah. Jenis penelitian ini mengunakan pendekatan kualitatif dengan analisa deskriptif. Data yang dikumpulkan untuk penelitian wawancara, observasi dan dokumentasi. Teknik sample mengunakan purposive sampling. Hasil penelitian, Pertama: Indikator input belum ada Peraturan turunan dalam pengelolaan sampah rumah tangga di Kota Batam dan sumberdaya manusia dan organisasi unit pengeloaan bank sampah masih sangat minim. Kedua : Indikator output, tempat sampah di rumah-rumah (sumber sampah) masih terdiri dari satu jenis tempat sampah sehingga sampah memang tidak terpilah dari rumah. Adapun TPS3R dan Bank Sampah dinilai belum berjalan secara maksimal karena jumlah sangat sedikit sehingga pengurangan sampahnya juga tidak signifikan mengurangi sampah. Faktor yang mempengaruhi keberhasilan umumnya terkendala oleh minimnya sumberdaya apalagi bagi pegelola TPS3R dan Bank Sampah tidak memiliki instentif tetap dari pemerintah.

Abstract

The purpose of this study is to analyze government and stakeholder regulations as well as entrepreneurial orientation in achieving organizational performance, this study to measure the impact of the institutional environment as government regulations and managerial ability in maintaining the relationship between stakeholder networks and entrepreneurial orientation in the context of industrial estates in Batam.The results of data analysis from industrial companies in Batam and its surroundings show that the maritime industry in Batam is entrepreneurially oriented and is significantly influenced by government policies as reflected in legal certainty and bureaucratic attitudes that help implement these policies.Besides, it is evident that the ability of management to establish relationships with many stakeholders, which consists of all existing partners and employees, also affects the growth of entrepreneurial orientation. The performance of the maritime industry in Batam is proven to be significantly influenced by entrepreneurial orientation directly.

Abstract

This research is motivated by the ongoing COVID-19 pandemic, which has resulted in a decline in both national and regional economic growth rates. It is suspected that this has had repercussions on the revenue of the City Government of Batam. The primary objectives of this study are to analyze the impact of COVID-19 on the city's revenue and to assess the policies implemented by the City Government of Batam to enhance revenue during the COVID-19 pandemic. The research employs a qualitative methodology, involving data collection through interviews, observations, and document analysis. The findings indicate a significant reduction in Batam City's Local Own Source Revenue (PAD) due to the adverse effects of COVID-19, particularly within the tourism sector, which serves as a primary source of regional income. In contrast, the intergovernmental transfer sector remained unaffected and even experienced an increase in revenue. Additionally, other revenue sources witnessed growth due to the stability of the trade and industry sectors during the pandemic. Overall, the impact of COVID-19 on Batam City's revenue in 2020 was not excessively detrimental, as the Regional Budget (APBD) continued to increase from 2019. The City Government of Batam implemented various policy measures, such as aligning development programs with the central government, promoting the region's potential to both the central government and investors, and enhancing the quality of public services. These actions facilitated the allocation of additional funds from the central government. Research recommendations encompass a focus on the development of innovative development programs, the recovery of the tourism sector, the diversification of income sources, and the enhancement of inter-governmental collaboration.

Abstract

ABSTRACT Local culture in government bureaucracy is important to study as an effort to understand the characteristics of bureaucratic culture in a region. As time goes by, local culture is increasingly disappearing. The aim of this research is to see how Malay culture grows and develops within the government bureaucracy in the city of Batam. The aim of the research is to determine the bureaucratic culture of the regional government of Batam City as one of the centers of Malay culture. The research method used is a descriptive qualitative method where the researcher uses an interview approach to parties who are related to the object under study such as state civil servants and society, a documentation approach analyzes documents in the form of books, pictures and other media that are related to the research object and the observation approach in the field sees directly and interacts more deeply with the research object. The results of this research found that by using several indicators of Malay culture such as the values of openness and truth, respect, cooperation, understanding, self-adaptation, politeness, forgiveness, politeness, trust and consideration, it was found that Malay culture is still growing and developing in the government bureaucratic environment. Batam city. This can be seen from various material and non-material elements such as the way of communicating, the style of the building and the way of dressing. ABSTRAK Budaya lokal dalam birokrasi pemerintahan penting dikaji sebagai upaya memahami karakteristik budaya birokrasi di suatu daerah, seiring berkembangnya waktu dan zaman budaya lokal semakin menghilang. Tujuan penelitian ini peneliti berupaya melihat bagaimana budaya melayu tumbuh dan berkembang dilingkungan birokrasi pemerintahan di kota Batam. Tujuan penelitian adalah untuk mengetahui budaya birokrasi pemerintah daerah kota Batam sebagai salah satu pusat kebudayaan melayu. Metode penelitian digunakan adalah menggunakan metode kualitatif deskriptif dimana peneliti menggunakan pendekatan wawancara kepada pihak yang memiliki keterkaitan terhadap objek yang diteliti seperti aparatur sipil negara dan masyarakat, pendekatan dokumentasi menganalisis dokumen baik dalam bentuk buku,gambar, maupun media lainnya yang memiliki kaitan terhadap objek penelitian dan pendekatan observasi dilapangan melihat secara langsung dan melakukan interaksi lebih mendalam terhadap objek penelitian. Adapun hasil penelitian ini menemukan bahwa dengan menggunakan beberapa indikator budaya melayu seperti nilai keterbukaan dan kebenaran, penghargaan, kerja sama, kesepahaman, penyesuain diri, kesantunan, pemafan, kesantunan, kepercayaan dan bertimbang rasa, ditemukan bahwa budaya melayu masih tumbuh dan berkembang dilingkungan birokrasi pemerintah kota Batam. hal tersebut dapat dilihat dari berbagai unsur materil dan non materil seperti cara berkomunikasi dan corak bangunan serta cara berpakaian.

Abstract

Digital transformation in public services is a strategic step in improving service quality and efficiency, including in the immigration sector. This study examines digital adaptation through the implementation of the E-Passport system at the Batam City Immigration Office using the Unified Theory of Acceptance and Use of Technology (UTAUT) approach. The UTAUT model evaluates four main constructs: performance expectancy, effort expectancy, social influence, and facilitating conditions that influence user acceptance of technology. The results showed that the M-Passport application and the digital infrastructure provided significantly increased users' perceived ease and trust in the service. In addition, social support and supporting facilities at the immigration office also strengthen the adoption of this system by the community. However, there are challenges for those with limited digital access. Therefore, an inclusive and educative service strategy is still needed to ensure the overall success of technology adaptation. This study recommends continuous evaluation and improvement of digital features to optimize public service transformation.
