Abstract

The purpose of this research is to analyze the pattern and structure growth of economic in Central Java province both for staying in mainstay area and not mainstay area,  to identifydominant sectors of  districst/cities in Central Java Province both of that area, to analyze the regional specialization between that area and to analyze accuracy suitable assessment of mainstay area determination in Central Java Province. The object of this research is districts/cities in Central Java Province, using data on 2000-2005.  The data are Gross Domestic Regional Product (GDRP) at constant prices of 2000 and population. The source of data is its Central Bureau of Statistic. The analysis methods that used are Location Quotient (LQ) Model, Klassen Thypology,  Regional Specialization Index,  and Logit Model.  The results of research indicate that there are 5 of 22 districts/cities  in mainstay area including go forward and grow quickly area category (Cilacap,  Karanganyar,  Kudus,  Kota Semarang,  Kota Surakarta),  5 district/cities including go forward quickly but depressed area category,  5 districts/cities including expand quickly category,  dan 8 area including to be neglected relatively area category. Abstract

The purpose of this research is to analyze production elasticity to capital and labor at Batik Banyumas industry. The object of this research is Batik Banyumas business using cross-section data on 2008. The data are capital, especially investment capital, and labor as direct input, and also the quantitiy of Batik production. Primary data is obtained by interview to responden and secondary data is collected from Industry, Trade, and Cooperation Department. The method analysis is multiple regression with Constant Elasticity Substitution (CES) of production function model.  The results of research indicate that:1.   Investment capital and labor influence significantly to the quantity of Batik Banyumas production, partially and simultaneously.2.   Totally,  investment capital,  labor,  and substitution process of labor to capital investment to the quantity of batik production are elastic. Partially, investment capital is elastic but labor and substitution process of labor to capital investment are inelastic.3.    Input substitution rate (between investment capital and labor) with r value indicator is 0,748044991 (<1).  It means that substitution process between investment capital and labor is inelastic and it’s difficult to do. Keywords: direct input, capital investment, labor, partial and total elasticity,  constant elasticity substitution

Abstract

During the 2017-2019 period, Central Java performed well in poverty alleviation. It turns out that the reduction of poverty in Central Java has a major contribution in reducing the poverty rate nationally, Indonesia. This poverty reduction could occur due to an increase in the regional aggregate government expenditure budget in Central Java. This study aimed to determine the effect of regional spending by function on poverty levels in districts/cities in Central Java using panel data regression. The model chosen is the Fixed Effect Model with the SUR approach. The results show that regional spending on health, education, and social protection negatively affects poverty levels. On the other hand, spending in the economic sector has a significant but positive impact on the poverty level. Meanwhile, spending on infrastructure does not show a significant effect on reducing poverty in Central Java. The government needs to maintain financial management in the health, education, and social assistance functions, as well as carry out further studies related to budget allocations in the economic and infrastructure sectors. Keywords: poverty, poverty reduction, government spending, fixed effect model

Abstract

Poverty is a problem that exists in every country including Indonesia. Government policies in an effort to alleviate poverty are carried out by disbursing Village Funds, Village Fund Allocations and Tax and Levy Revenue Sharing. Village Fund is a fund sourced from the State Budget that is transferred through the Regency/City Budget and is used to finance the implementation of Village authority based on the right of origin, and village-scale local authority. The Village Fund Allocation is part of the village finance obtained from the Regional Tax Revenue Sharing and part of the Central and Regional Financial Balance Fund received by the district which is then transferred to the village to support the implementation of the village government. Meanwhile, the Tax and Levy Revenue Sharing is a budget received by the village as part of the tax and levy proceeds from the regency/city area at least 10% of the realization of tax and levy revenues. This study discusses the effect of village funds, village fund allocation and tax and levy revenue sharing on poverty in Banjarnegara Regency. Panel data regression with the fixed effect model method is the methodology used in this study. The regression results showed that the variables of village funds and tax and levy revenue sharing had a negative and significant effect on reducing poverty in Banjarnegara Regency. Meanwhile, the variable allocation of village funds has a positive effect on reducing poverty in Banjarnegara Regency. Keywords: Village Fund, Village Fund Allocation, Tax and Levy Revenue Sharing, Poverty
