Abstract

This paper aims to determine the quality implementation of new customer service on PDAM Tirta Agung Temanggung RegencyTheoretically PDAM Tirta Agung Temanggung Regency has adopted the concept of good service to new customers that provide services forcing registrations and new connections.In real terms the services provided by PDAM Tirta Agung Temanggung Regency for a new customer is still not optimal, there are some issues such as timeliness of service, and installation costs are not equal among customers for several reasons. Recommendations from this research is that in order to improve the quality of customer service new PDAM Tirta Agung Temanggung regency, then a few things such as target setting within easy reach, increase on-time service, as well as the determination of costs associated services need to be done with the new customer service activities.

Abstract

The existence of street vendors often considered as an illegal because it occupying publicspaces and its selling at the edge of Semarang highway. In Indonesia, especially the area ofSemarang City, the Government has made a Regional Regulation No. 11 of 2000 on Regulationand Development of Street Vendors to resolve the existing problems of street vendors inSemarang.The purpose of research is to analyze how the implementation of the Regional RegulationNo. 11 Of 2000 on Regulation and Development Street Vendors in Kokrosono Street Semarangand to analyze what makes the implementation of the Regional Regulation No. 11 Of 2000 onRegulation and Development street vendors in Kokrosono Street has not run as expected.According to George Edward III, he asserts that to consider four key issues in order to be aneffective policy implementation is to look at communication, resources, disposition, organizationalstructure. This research uses the exploratory qualitative type with the respondent from MarketOfficer and Kokrosono Street Vendors. The data sources of this study is primary and secondarydata, the data collection techniques used were interviews, documentation, observation. The dataquality that used in this study is the technique of triangulation data.Overall, the results of this study are the implementation of Regulation No. 11 of 2000 isnot running as expected. It can be seen from the accuracy of implementation and precision of thetarget policy is running well, but the accuracy of the process is still problematic. It can be seenfrom the accuracy of the implementation process, those Kokrosono street vendors aren’tunderstand, accept, and ready to implement this policy yet. And it can be seen with still manystreet vendors who sell on the roadside. The causes of this unexpected result are from thecommunication, resources, and disposition factors. Advice from researchers is to multiply thecommunication, increase the number of human resources, and do collaboration with theassociation chairman, local district to conduct surveillance.

Abstract

Coordination is absolutely essential in a good organization of public organizations as well as private organizations. Coordination is carried out to create a uniform and harmonious effort on target. In an effort to develop the region's tourism industry, cross-sector coordination is needed to help harmonize and synchronize the roles of the actors of development, namely the Government, the private and the public. Coordination is needed from the level of planning up to evaluation activities.Research used are a descriptive qualitative, and thus use the phenomenon in which it contained the principal interview. Phenomenon that be used as reference is the delegation of authority, communication, budget, the coordinator, the mechanism of a pattern of coordination. The phenomenon that is then be used as reference to know the role of coordination and thruster and inhibitors factor in improving the coordination of traffic sectors. An interview conducted to 3 head of dept. namely dept. of tourism and culture communication and informatic department of transportation, district wonosobo, public works department and one of the owner of the bureau of tourism.Based on the results of the interview has been done can be noted that in the development of the tourism industry, involving the role of the Government (Office of tourism and culture, public works, Transportation and Communication Department of Informatics) private (travel agency tourism) and the role of the community. Therefore cross-cutting coordination is needed both in the planning, implementation and evaluation process of course with effective communication. The active role of the actors of development becomes the driving factor in coordination, and differences in the orientation of the time and also the limited budget of dijadiakan inhibitor of factor, because each implementation activity, each of these actors do not have the same time and an adequate budget.

Abstract

Research aims to describe implementation family planning man in kelurahan srondol wetan, sub-district banyumanik, city semarang and to know factors can obstruct familyplanning man in kelurahan srondol wetan. Locus used in this research is in kelurahan srondol wetan, sub-district banyumanik, city semarang. This research using methodsresearch qualitative spatially descriptive. Subject in this research consisting of 3 informer main.Based on the findings research shows that the family planning program man in kelurahan srondol wetan sub-districts banyumanik can be categorized less successful. The family planning program man can retard diponegoro is: ( social, environmental factorsreligion, culture ) factor resources, the communication and the target groups.Conclusion in this research is the implementation of the family planning program man in kelurahan srondol wetan sub-district banyumanik, less successful especially seen on the participation of the man who continue to decline. Based on the conclusions researchers recommend to the government to be more prioritize famliy planning program for man so that the program could achieve a more satisfactory results.

Abstract

Semarang population growth increasing impact the growing need for housing . Housing is comfortable , safe and free society yearning flood the city, so that the hills become an alternative development of new settlements . Housing in the hills now have proliferated , it has become a new problem for the hills designated as a buffer zone of Semarang . Thus, in Regulation No. 14 of 2011 are mentioned in Article 119 of the restriction of land for housing in the hills . The purpose of this study is to investigate the implementation of Regulation No. 14 Year 2011 about Spatial Plan of the city, as well as to determine the factors that hinder the implementation of the policy . The formulation of the problem in this research is about how the implementation of the Regulation No. 14 of 2011 and what are the factors that hinder the implementation of the regulation.  This study used a qualitative research method because that will be examined are many phenomena that occur at the sites as well as an analysis of the relationship between the observed phenomenon . With this type of research is expected to get an overview of descriptive analysis in a systematic , factual and accurate information on the facts and the relationship between the phenomenon under study . Determination of the informants in this study using purposive sampling where the determination of informants chosen with special consideration of the researcher. The results of this research is the implementation of spatial planning policy has shifted very significant because most of Semarang space development policy is not in accordance with the land designated function . Interactions were constructed by policy makers actually prefer the interests of the public rather than the use of space that is expected to be affected by the use or management of space . While the factors that hinder the implementation of the Regulation on spatial planning is the lack of public interest a government priority ; existence of private parties that violate applicable laws ; yet supports adequate resources ; lack of concrete measures from the government to crack down on violations ; law is an advanced rules and procedures are already in the previous period so as to improve the system is not an easy thing.

Abstract

Community based solid waste management program is an effort that is used by the central and local governments. While the department of cleaning and parks Semarang to tackle a pile of garbage and landfill almost overload teak semarang goods, it has another purpose is to empower people to do the trash with the 3R / 3M.Waste management Semarang current applied to create community-based waste management system consisting of a waste management and waste banks aimed at reducing the volume of waste going into landfill Teak Goods.If there are obstacles and support the task of the government and all actors contained in this community-based waste management can better utilize the support to cover the obstacles that occur.

Abstract

Adanya suatu perbaikan kualitas pelayanan pada PT.KAI DAOP IV Semarangdikarenakan adanya perubahan pada struktur dan budaya perusahaan dan mendorongperubahan kualitas pelayanan kereta api, maka yang menjadi latar belakang penelitianini lebih condong kemana arah kualitas pelayanan Kereta Api Tawang Jaya KelasEkonomi ini. Kultur organisasi dibuat sebagai nilai-nilai yang dijadikan pedoman ataupandangan pegawai ataupun petugas pelayanan dalam melayani penumpang. Kulturorganisasi harusnya dapat didalami dan dipahami oleh para petugas kereta apisehingga petugas dapat memberikan pelayanan yang prima untuk penumpang keretaapi Tawang jaya kelas ekonomi.Tujuan penelitian ini untuk mengetahui hubungan antara variabel kemampuanpegawai dan kultur organisasi terhadap kualitas pelayanan kereta api tawang jayakelas ekonomi. Teori yang digunakan adalah model manajemen pelayanan, teorisegitiga keseimbangan kualitas pelayanan Morgan dan Morgantroyd, dan teorimomen kritis pelayanan Albert dan Bradford. Penelitian ini menggunakan tipepenelitian eksplanotori dengan sampel sebanyak 89 responden. Pengujian hipotesismenggunakan rumus Korelasi Rank Kendall dan Konkordensi Kendall.Hasil penelitian ini menunjukan adanya korelasi atau hubungan dan signifikanantara kemampuan pegawai dengan kualitas pelayanan yang diperoleh dariperhitungan Z hitung > Z tabel atau 8,13 > 1,645 untuk tarif signifikansi 5% sehinggaHa diterima dan Ho ditolak. Terdapat korelasi atau hubungan signifikan antara kulturorganisasi dengan kualitas pelayanan yang diperoleh dari perhitungan Z hitung > Ztabel atau 7,31 > 1,645untuk tarif signifikansi 5% sehingga Ha diterima dan Hoditolak. Adanya korelasi atau hubungan positif dan signifikan antara kemampuanpegawai dan kultur organisasi dengan kualitas pelayanan yang diperoleh dari hasilX2o >X2t atau 155,456 > 122,942 untuk taraf signifikansi 5%. Berdasarkan penelitiandapat diketahui bahwa kemampuan pegawai dan kultur organisasi mempunyaihubungan dengan kualitas pelayanan Kereta Api tawang Jaya Kelas Ekonomi PT.KAIDAOP IV Semarang. Diketahui pula dari hasil penelitian bahwa kualitas pelayanankereta api Tawang jaya kelas Ekonomi masuk dalam kategori baik.

Abstract

Tujuan dikucurkannya dana BOS pada tahun 2005 adalah membebaskan biaya pendidikan bagi siswa tidak mampu dan meringankan bagi siswa yang lain, agar mereka memperoleh layanan pendidikan dasar yang lebih bermutu sampai tamat dalam rangka penuntasan wajib belajar 9 tahun. Namun dalam pelaksanaan pelayanan penyaluran Dana BOS Tahun 2011, masih ditemukan keterlambatan penyaluran dana BOS ke sekolah-sekolah penerima. Hal ini didorong karena adanya perubahan mekanisme atau peraturan penyaluran dana BOS pada tahun 2011. Permasalahan yang diambil dari penelitian ini adalah bagaimana kualitas pelayanan dalam penyaluran dana Bantuan Operasional Sekolah di tingkat Sekolah Dasar yang diberikan oleh Dinas Pendidikan Kota Semarang. Penelitian ini bertujuan untuk mendiskripsikan dan menganilisis Kualitas Pelayanan Penyaluran dana BOS tingkat Sekolah Dasar di Kota Semarang. Penelitian ini menggunakan model penelitian kualitatif dengan teknik pengumpulan data melalui wawancara dengan instrument pengumpulan data berupa interview guide. Informan dalam penelitian ini adalah Kepala Bagian Monbang Dinas Pendidikan, Staf Monbang sebagai Penanggung Jawab pengelolaan Dana BOS serta Kepala Sekolah perwakilan sekolah penerima Dana BOS. Dari hasil penelitian diperoleh hasil : Tingkat Kualitas Pelayanan Penyaluran Dana BOS tahun 2011 di Kota Semarang masih dikatakan rendah. Hal ini terlihat dengan tidak adanya ketepatan waktu dalam proses penyaluran dana BOS, tidak adanya ketepatan waktu ini terlihat dengan terlambatnya dana BOS tersebut masuk dalam rekening sekolah.
