Abstract

This paper attempts to unravel the involvement of media in orbit would be preachers and da'iah as a television program. The position of television as a medium to be very important in clarifying the boundaries of da'iah professionalism because a preacher or items related to the assessment standards applied by the media as an organizer of the contest. In addition, this paper also presents the phenomenon of young preachers that the selection program is a form of positive cooperation between the Islamic syi'ar the media so that the message of Islam can exist in the development of information and communication technology is rapidly increasing.

Abstract

In this global era, da’wah through television has an important role in human development, especially akhlaq,moral, and character development. At present, television should deliver da’wah programs with a new paradigm adopting 5basic elements: 1) as the centre of information for all social classes; 2) as a media of education and instruction, whichparticipate in socializing religious values so that it can promote the birth of intellectual and religious Muslim society (khoiruummah); 3) da’wah package with direct or indirect interactive methods with da’i or da’iyah can give a fast and appropriatesolution to the society; 4) the existence of actual and creative da’wah programs on TV can balance the uneducativeprograms, especially foreign cultures which come into society without any boundaries; 5) television can be a means ofeconomic and social development among Muslims through producing marketable da’wah programs, such as talk show,religious drama program (sinetron), Islamic movies, etc. and this can be the source of financial funding for Islamic preaching.

Abstract

This research was based on an academic concern regarding the dissolution of Hizbut Tahrir Indonesia (HTI) on July 19, 2017 through Perppu (Enactment of Government Regulation in Lieu of Law) Number 2 of 2017 concerning Community Organizations. This Perppu has changed the map of the HTI’s da'wah and political movements which were previously massive and dominant in various media and became silent at once. Previously known as the 411, the 212, and the 505 Muslim Movements which were led HTI people, then after the HTI dissolution, this organization seemed to be in suspended animation and vanished without a trace. Even HTI’s preaching movements on various online media under the organization’s guidance have been difficult to find. Based on this concern, the formulation of the problem in this study is as follows: first, what is the doctrine and anatomy of the HTI movement? Second, how was the HTI da’wah movement since the New Order until the issuance of Perrpu Number 2 of 2017? Third, what strategies are used by Hizbut Tahrir after the enactment of Perppu Number 2 of 2017? Fourth, what Counter Narrative reveals the HTI’s inconsistencies after the enactment of Perppu Number 2 of 2017 concerning Community Organizations? These questions will be answered qualitatively through descriptive explanation of the object being studied as behavior and an event with the main location in Indonesia with its information from actors and documents scattered in the electronic and print media, so that the data source is mostly literature and does not rule out the possible date from informants. In conclusion, the HTI movement as a da'wah and political organization will continue to exist despite being banned institutionally. Based on observation and discussion with several community leaders, HTI is continues recruiting new members, especially on public campuses which have become its hub, even though it is done with silent operations. In addition, national political contestation ahead of the 2019 presidential election is also very vulnerable to being ridden by HTI, either by continuing to spread propaganda or raise the issues of government failure in alleviating poverty, securing domestic assets, and the rule of law.

Abstract

Abstract. This research aims to evaluate the implementation of the post-COVID-19 non-cash food assistance (BPNT) policy and analyze whether the distribution process carried out by the Ministry of Social Affairs is running according to procedures. Apart from that, the inhibiting and supporting factors for the BPNT distribution process were also analyzed. This research uses qualitative descriptive. Research informants consisted of bureaucrats, policy makers and beneficiary communities. The research results show that the government through the Ministry of Social Affairs has a strategic role in dealing with social problems, including the family hope program, financial support, direct financial support to village treasuries, social support to fulfil basic needs in the Jabodetabek area, pre-employment cards, basic food cards, and electricity subsidies. Policy implementers fail to comply with policy standards and objectives by intentionally violating procedures that benefit certain individuals for personal gain. The obstacles to this program are that policy implementation does not run smoothly, because several names of beneficiaries are not included in the Integrated Social Welfare Data (DTKS), incorrect redistribution of benefits, and inappropriate benefits and use of aid. funds are inaccurate. not used to buy necessities. This program is supported by strict monitoring and evaluation by the government so that it can minimize problems in the beneficiary communities. The theoretical implications of this research will contribute to the development of literature to examine the strategic role of the Ministry of Social Affairs and the implementation of the BPNT program to explain preventive and supportive factors after COVID-19. In practice, it can also provide consideration to the Ministry of Social Affairs, especially the Director General of Social Protection and Security when preparing a strategy for implementing the BPNT program.Keywords: Strategic Role, Food Assistance, Economic Recovery, COVID-19 Pandemic. Abstrak. Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan bantuan pangan non-tunai (BPNT) pasca COVID-19 dan menganalisis proses penyaluran yang dilakukan Kementerian Sosial apakah berjalan sesuai prosedur. Selain itu juga dianalisis faktor penghambat dan pendukung proses penyaluran BPNT. Penelitian ini, menggunakan deskriptif kualitatif. Informan penelitian ini terdiri dari birokrat, pengambil kebijakan, dan masyarakat penerima manfaat. Hasil penelitian menunjukkan bahwa pemerintah melalui Kementerian Sosial mempunyai peran strategis dalam menangani permasalahan sosial antara lain program keluarga harapan, dukungan dana, dukungan keuangan langsung ke kas desa, dukungan sosial pemenuhan kebutuhan dasar di wilayah Jabodetabek, kartu prakerja, kartu sembako, dan subsidi listrik. Pelaksana kebijakan gagal mematuhi standar dan tujuan kebijakan dengan sengaja melanggar prosedur yang menguntungkan individu tertentu demi keuntungan pribadi. Hambatan program ini adalah implementasi kebijakan tidak berjalan lancar, karena beberapa nama penerima manfaat tidak terdapat dalam Data Terpadu Kesejahteraan Sosial (DTKS), redistribusi manfaat yang tidak tepat, dan manfaat serta penggunaan bantuan yang tidak tepat. dana tidak akurat. tidak digunakan membeli kebutuhan pokok. Program tersebut didukung dengan monitoring dan evaluasi yang ketat oleh pemerintah sehingga dapat meminimalisir permasalahan masyarakat penerima manfaat. Implikasi penelitian ini secara teoritis akan memberikan kontribusi terhadap pengembangan literatur untuk mengkaji peran strategis Kementerian Sosial dan pelaksanaan program BPNT untuk menjelaskan faktor preventif dan supportif pasca COVID-19. Dalam praktiknya juga bisa memberikan pertimbangan kepada Kementerian Sosial, khususnya Dirjen Perlindungan dan Jaminan Sosial ketika menyiapkan strategi implementasi program BPNT.Kata Kunci: Peran Strategis, Bantuan Pangan, Pemulihan Ekonomi, Pandemi COVID-19.
