Abstract

Rural areas, according to Law Number 6 of 2014 concerning Villages, are placed as the economic power behind the villages themselves, especially concerning the agricultural sector. Ideally, the village focused on the development of the agricultural sector. However, there are 158 factories in Purbalingga Regency located in rural areas. While the protection of the rural areas and the spatial planning of industry is unclear, there are conflicts primarily related to the designation of rivers, irrigation canals, agricultural features, settlements, and water and air pollution. This research explains the study of industrial space and the related functional arrangements, especially in the agriculture-based rural and industrial areas of Purbalingga. This paper based on the research results, which were determined using qualitative methods and a case study approach. The data collected through observations, a document-based study, and interviews. The informant selection techniques used were purposive and snowball. Data validity was confirmed using an interactive analysis model. This study interviewed eleven informants who were from the Agricultural Office in addition to the Chief of the Urban Village, a Former Chief of the Village, a Former Chief of the Urban Village, a Chief from Village, Village Officers, Public Society Institution activists, and affected farmers. The results of the study are as follows 1) Purbalingga Government has an unclear vision concerning its long-term planning for industrial areas. The lack can see it of harmony present in the development of rural and industrial areas causing conflict between the actors involved, 2) the high investment from Purbalingga Government brings in a new problem, which is the neglecting of both the agricultural and environmental interests present. This research concludes, the government allowed for the development of rural areas that otherwise prioritized the development of the industrial sector. It is done without considering spatial planning, causing a sustained conflict between the actors.

Abstract

Partai memiliki tiga arena interaksi dan kontestasi yang saling mempengaruhi. Pertama, partai di pemerintahan. Banyak kandidat publik partai yang gagal menjadi pemimpin inovatif dan justru menjadi pelaku utama korupsi. Kedua, wajah partai di parlemen. Produktivitas legislatif pusat dan daerah sangat rendah dan mengecewakan. Kehadiran dan mutu produk legislasinya tidak mencerminkan posisi strategisnya sebagai wakil rakyat. Kedua wajah itu berdampak pada respon partai diwajah ketiga yaitu ditengah masyarakat. Gejala deparpolisasi mewabah terlihat dari angka golput dan swing voters semakin tinggi. Partai harus berbenah ditiga arena jika tidak ingin tersingkir dari benak publik. Reformasi partai ditiga wajah melalui perbaikan sisem kaderisasi dan kandidasi, penguatan kapasitas kandidat publik serta adaptasi program populis.

Abstract

Oyek is a healthy alternative food and is needed by various levels of society because it is high in carbohydrates and low in sugar. The production of motorcycle taxis in Lumbir Village still uses traditional methods and processing. In order to be able to penetrate a wider market and be able to increase the economic value of residents, it is important to apply appropriate technology for processing motorcycles. The application of appropriate technology will be efficient and sustainable with the institutional support of solid and skilled farmer groups. Empowerment of farmer organizations through production management and marketing is a necessity. The framework of this service activity was carried out and was welcomed by the residents of Lumbir Village. The activity was carried out using a participatory method by involving the target audience, namely the Mekar Sari farmer group with 24 members, the Sido Rukun farmer group with 20 members and community members to play an active role in the activity and was accompanied by a technology application team who acted as extension workers and facilitators. as well as continuous evaluation and monitoring. The monitoring results are expected to increase the desire and motivation to improve the standard of living and welfare of the target community. This technology transfer has answered the partner’s problems, namely First, the technological aspect: the availability of appropriate technology for processing motorcycles that are more modern, efficient, healthy and of good quality. The technology includes grinding machines, rice granules, solar and gas drying houses and product packaging equipment. Second, the Social Aspect: the service provider has made a social approach to the village government, community leaders and farmers about the benefits of motorcycle production technology. The conclusion is that in general, the application of this technology can increase the economic level of the members of the cassava farmer group, build a more efficient and quality processing system, and increase the economic value of the motorcycle product with the existence of quality motorcycle products, modern packaging and production permits from the government.
