Abstract

ABSTRAKProyek konstruksi memiliki karakteristik yang unik dimana setiap proyek mempunyaikeunikan tersendiri baik dari lokasi proyek, waktu pelaksanaan, metode pelakasanaan,material, tenaga kerja dan lain-lain. Uniknya proyek konstruksi menyebabkanketidakpastian resiko dalam tiap tahapan proyek. Untuk itu, perlu dilakukan analisamengenai resiko dari tiap proyek dan proyek mana yang berpeluang untuk menang danmenguntungkan.Studi analisis ini dilakukan pada salah satu perusahaan konsultan X yang mendapattawaran pekerjaan perencanaan 3 (tiga) pada proyek konstruksi. Ketiga proyek tersebutyaitu Laboratorium Kimia suatu Universitas Lokal, Gedung kantor Dewan dan Fasilitassanitasi perusahaan pengelohan limbah kota. Analisis resiko menggunakan QualitativeRisk Analysis. Analisa dimulai dari mengidentifikasi resiko-resiko yang kemungkinanterjadi dalam tiap proyek, besar kemungkinan akan terjadi dan seberapa besar dampakyang akan diterima sebagai konsultan perencana.Berdasarkan analisis yang dilakukan, diperoleh jumlah resiko untuk proyek LaboratoriumKimia sebanyak 9, Gedung Kantor Dewan, 10 dan Fasilitas Sanitasi PerusahaanPengelolaan Limbah Kota, 7 faktor resiko. Untuk nilai resiko, proyek Gedung KantorDewan memiliki nilai resiko terkecil yaitu 146, proyek Laboratorium Kimia, 194.4 danproyek Fasilitas Sanitasi Perusahaan Pengelolahan Limbah Kimia sebesar 364.3. dari nilairesiko yang diperoleh, perusahaan dapat memilih proyek yang berpeluang untukdimenangkan dan menguntungkan.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui karakteristik ruas jalan yang teridentifikasi sebagai lokasi kecelakaanlalu lintas menurut data kecelakaan di kota Kupang, mengetahui lokasi ruas jalan rawan kecelakaan lalu lintasdi Kota Kupang, dan menyusun database kecelakaan berbasis Sistem Informasi Geografis di Kota Kupang. Analisis data kecelakaan tahun 2011 sampai 2013 untuk jalan arteri dan kolektor di kota Kupang menggunakan metode UCL (Upper Control Limit) dalam Quantum GIS Chugiak 2.4. Dari hasil analisis maka ruas jalan rawan kecelakaan yang di dapat adalah Jalan Timor Raya dengan fungsi jalan Arteri Primer, nilai APW (Accident Point Weightage) = 485 dan nilai UCL(Upper Control Limit) = 102.235, jalan Frans Seda dengan fungsi jalan Kolektor Primer, nilai APW (Accident Point Weightage) = 122.8 dan nilai UCL(Upper Control Limit) = 89.566, jalan Adi Sucipto dengan fungsi jalan Arteri Sekunder, nilai APW (Accident Point Weightage) = 94.4 dan nilai UCL(Upper Control Limit) = 88.009. Untuk database kecelakaan lalu lintas di kota Kupang tahun 2011 sampai 2013 dari Dirlantas Kota Kupang tersusun dalam interface program Arcview GIS 3.3, data kecelakaan yang dicatat bisa diinput kedalam interface dan menjadi satu kesatuan dengan informasi lain, seperti peta, hasil analisis dan hasil geometrik jalan. This study aims to determine the characteristic of the roads which were identified as the locations of traffic accidents, to know the accident-prone roads, and to compile a database of traffic accidents by using Geographic Information Systems (GIS), based on traffic accident data from years 2011 to 2013 in Kupang City. The traffic accident data analysis for arterial and collector roads were done using UCL (Upper Control Limit) method and processed by Quantum GIS 2.4 Chugiak program. The results showed that the accident-prone roads were: Timor Raya with the function of a primary artery road which had APW (Accident Point Weightage) value amounted to 485, and the value of UCL (Upper Control Limit) was 102,235; Frans Seda road with primary collector road function which had APW value amounted to 122,8 and UCL value = 89,566; Adi Sucipto with secondary arterial road function, APW value = 94,4 and UCL value = 88,009. Database of traffic accidents from years 2011 to 2013 were obtained from The Directorate of Traffic of Kupang City organized into ArcView GIS 3.3 program interface. The accident data obtained were inputted into the interface and be integrated with other information, such as maps of the area and the road network, data of road geometric inventory, and the results of the analysis of traffic accidents.

Abstract

The regency hospital named Prof. Dr. W. Z. Johannes Kupang is located in Mochamad Hatta street. It is the one of central healthy service for Kupang society and surrounding. As the service central that most visited by public, the hospital has a problem that is the limited parking lot area. The problem makes a difficulty to the visitor to parking their vehicle because the parking is always full. Then, the visitor will parking their vehicle at the edge of Mochamad Hatta Street but it makes the traffic on the street. The method that used in this research is field survey. It is done by collecting data of observing the series number of cars and motorcycles that come in and out by the hospital. The data of research is analyzed by using regression analysis to know the influential variable of the space parkirng needed and based on the width of buildings floor. The result of the analysis is the corelation between the number of the medic and the parking needed of motorcycles which give the regression equivalent that fill the F test and t test, with the linear equivalent which is, Y = -3860.571 + 9.495 X3 and Y = -682.840 + 0.221 X1 – 0.207 X2 + 1.415 X3. By the equivalent, is known that the needed of motorcycle park is 498 partition and the needed of car park is 20 partition. Based on the parking needed and the parking width that space then know that the total space parking needed of motorcycle is 747 m2 with the parking sum is the 498 partition and the total space parking needed of car is 250 m2 with the parking sum is the 20 partition. The parking type of motorcycle that recommends is 90 degree and the parking type for car is 90 degree.

Abstract

Construction projects are the activities which executed within limited schedule, limited resources to achieve the physical of buildings and other infrastructures. Construction projects entangle contractors, designers consultants , supervisor consultants which each other tied together in work agreements so called contacts . The success of a construction project depends on the fulfilling of the schedule, cost and quality prescribed on the contracts. During the project execution, it is frequently happen that the project takes more time to finished because of parts involved. Therefore, this research is done as a mean to know the factors that cause the delay of construction projects according to contractors, owners, and supervisor consultants. The research is done by propagating questionnaires to contractors, owners, and supervisor consultants. The result obtained should be analysed using mean and variant analysis. The result are: for the contractors, the main factors of delaying is the lock of man power while for the owners and the supervisor consultants, it is the materials supply factors.

Abstract

Pada proses produksi dan distribusihotmix, jarak antara sumber material dan jarak antara lokasi permintaan hotmix dengan AMP akanberpengaruh pada biaya transportasi dan kualitas campuran yang dikirim ke lokasi pekerjaan. Penelitian dilakukan pada lokasi-lokasi yang terdapat Asphalt Mixing Plant (AMP) di Pulau Timor.Metode penelitian yang dilakukan ialah dengan observasi langsung (survei) ke lokasi dan melakukan wawancara langsung.Teknik pengolahan dan analisis data menggunakan analisa perhitungan produktivitas alat dan perhitungan biaya.Berdasarkan hasil penelitian menunjukkan bahwa terdapat 12 unit AMP di Pulau Timor, dengan rincian 4 unit AMP di Kabupaten Kupang, 2 unit AMP di Kabupaten Timor Tengah Selatan (TTS), 2 unit AMP di Kabupaten Timor Tengah Utara (TTU), dan 4 unit AMP di Kabupaten Belu. Berdasarkan lokasi-lokasi tersebut, maka setelah dilakukan analisis perhitungan produktivitas kerja alat dan biaya maka diketahui bahwa produktivitas kerja alat sangat mempengaruhi waktu pekerjaan sebuah proyek jalan yang menggunakan hotmix, di mana dengan angka produktivitas kerja alat yang rendah akan mengakibatkan biaya yang digunakan untuk pekerjaan proyek jalan semakin besar, dan juga kualitas hotmix yang digunakan akan berkurang.

Abstract

The The implementation of e-procurement has been used since 2010 in NTT expecially in Kupang and believed could bring up effectively, fairly, efficiently , transparently andakuntability so it is expected to could minimalize the deceitful happened. Therefore it is needed to known if there was the deceitful of construction service conventionally and wich steps in procurement of construction service wich giving chance for deceitful to be happened and could e-procurement could minimalize the deceitful happened on that steps. This research was conducted on service users in Department of public work NTT province and Department of public work in Kupang City and service provider wich has central office and branch office in Kupang city. The technique of data processing and analysis was used Likert Scale. From the result of research could be known that respondent agree there was deceitful on the construction service conventionally with the percentage of the user service is about 77,33%, the contractor is about 81,84% and the consultant is about 78,96%. From the deceitful of conventionall system, it have five step on the construction service conventionall wich often happened is the auction announcement. The input of proposal document the provement of qualification, clarification and negotiation, and winner announcement. From those five steps, three of those were the steps those of auction announcement the input of proposal document and winner announcement could be minimalized the deceitful by e-procurement. While on the step of the provement of qualification, clarification and negotiation it could not minimalized by the e-procurement because there is still happening of the direct meeting in this steps.

Abstract

Public transport is being part of human prime need, and also a community transport system, but if we don’t manage it well, it makes problem for the supplier and public transport assessors. This research is to get to know the rate based on the VOC (Vehicle Operational Cost), the Ability To Pay (ATP), and Willingness To Pay (WTP) for the service of public transport in the town of Soe. The observed tract for this public transport is in the Haumeny Terminal to Pasar Inpress Kota Soe, and the New Terminal to Pasar Inpress Kota Soe. The VOC analysis will adapting two kinds of methods, those are from the public work department raisd in year 2005 (Pd.T-15-2005-B) and the method from Directorate General for land transportation number SK.687/AJ.206/DRJD/2002. And for the analysis of ATP and WTP are using the cross tabulation method and travel budget. Trough this research, is known that the real rate is bigger than the counting rate outcome. The real rate is Rp. 3000,00 while the counting rate based on the VOC from the directorate general for land transport is Rp.2205,27 and Rp.1962,14, and for the public work department is Rp. 2621,89 and Rp. 2059,73. The rate for ATP is Rp.2.752,05 and the rate for WTP is Rp. 1.995,50.

Abstract

The complexity of the construction work, the risk of workplace accidents become higher, so the Health and Safety Work Management System (SMK3) important to be implemented in the construction company. Therefore, it is necessary to know how far the extent of implementation SMK3 especially in construction services company in Kupang City. This study used the questionnaire. The result of questionnaires data collection is processed using the Normalization de Boer formula and analyzed with concept of Traffic Light System. The survey results revealed that the percentage of SMK3 implementation in construction services company in Kota Kupang is 62.38% (yellow category) and the accident rate is on the green category. This explained that SMK3 implementations are at level 2 (safe enough). Based on the type of company, BUMN enterprises have SMK3 implementation of 87.10% and domestic private firms by 56.06%. SMK3 implementation for 5-10 year-old company at 47.85%, 10-20 years-old company at 54.18%, and the company aged > 20 years at 79.74%. The provisions of SMK3 largely have been done by construction companies. The ten provisions have been done mostly are applied of the K3 set policy, identify the hazards that will occur, to provide funds for the implementation of K3, control determines the risk of accidents, regulations made under the laws of K3, P3K facilities in sufficient quantity, create goals and objectives to be achieved, all parties involved in construction services companies should play a role in maintaining and controlling the implementation of the K3, the division of duties and responsibilities are clear and the implementation of controls to manage risks K3.

Abstract

The index cost affect the amount of unit price construction work. Cost index used in the calculation analysis of unit price refers to the Standar Nasional Indonesia (SNI). SNI describe about the average labor productivity in Indonesia. Labor productivity are different depend on work experience, cultural origins, and the others. This study was conducted to know the costs index of labor in Kupang by took one of case study on STIKES CHMK Dormitory Construction Project in third Phased. Cost index of reinforced concrete in this project, obtained by doingreal observation for the total of labor and time required to complete each item of reinforced concrete, especially the workfrom column,beam and plate and it began from the work of iron, formwork, casting up to demolition formwork.Then the observationsresult were analyzed descriptively. Based on the analysis result, the amount of the cost index is 0.0208 foreman: 0.0377 the head of handyman: 0.09929 handyman: 0.2502 worker to install 1m2 formwork, 0.0044 foreman: 0.0177 the head of handyman: 0.0268 handyman : 0.0796 worker to work 10 kg iron, and 0.0340 foreman: 0.0272 the head of handyman: 0.1427 handyman: 1.1888 worker to make 1m3concrete. This index used in the analysis of the differentation of labor presentage based on SNI and field method and continued with the calculation of unit price for each work item which used SNI and field method.

Abstract

Hasil penelitian simpang tiga bersinyal Straat A Kota Kupang yang dilakukan oleh Frans (2014), menyimpulkan bahwa kondisi kinerja simpang berada pada tingkat pelayanan F. Untuk mengatasi masalah tersebut maka pada penelitian ini dilakukan rekayasa lalu lintas berupa penerapan sistem lalu lintas satu arah pada simpul simpang tiga Straat A tersebut, yang meliputi ruas jalan A.Yani, Jalan Flores, dan Jalan Sumba. Pengolahan dan analisa data menggunakan MKJI 1997. Hasil penelitian menunjukkan kinerja Simpang Tiga Straat A dengan penerapan sistem lalu lintas satu arah dikategorikan dalam tingkat pelayanan B yaitu arus stabil, kepadatan rendah, pengemudi masih punya cukup kebebasan memilih kecepatan. Kinerja lalulintas pada ruas jalan yang dipengaruhi adalah ruas jalan A. Yani dengan volume kendaraan maksimum jam puncak 1.646 smp/jam, hambatan samping tergolong sedang, kecepatan aktual 48 km/jam, derajat kejenuhan 0,48 dan tingkat pelayanan C; Pada ruas jalan Sumba, volume kendaraan maksimum jam puncak 1.509 smp/jam, hambatan samping sedang, kecepatan aktual 50 km/jam, derajat kejenuhan 0,48 dan tingkat pelayanan C; Ruas Jalan Flores, volume kendaraan maksimum jam puncaknya adalah 1.342,9 smp/jam, hambatan samping sedang, kecepatan aktual 44 km/jam, derajat kejenuhan 0,48 serta tingkat pelayanan C. Sehingga dapat disimpulkan bahwa penerapan sistem lalu lintas satu arah pada simpang tiga Straat A layak dilakukan. Based on the previous research on the three-legged signalized intersections on Straat A in Kupang City (Frans, 2014), the result showed that the performance was at F level of service. To overcome this problem, this research was conducted by apply the traffic engineering that is the one-way traffic system on the Straat A intersection that covers A. Yani, Flores and Sumba Roads. Data processing and analysis were done using the Indonesian Highway Capacity Manual (MKJI, 1997). The result showed that the performance of Straat A intersection with the implementation of one-way traffic system is categorized at Level of Service (LoS) B that is has steady traffic flow, low traffic density, and the driver still has enough freedom to choose the speed. The traffic performance of the roads that were affected by one way traffic system are as follow: 1. On A. Yani road, the maximum peak hour volume is 1.646 pcu/hour, the side friction is classified medium, the actual speed is 48 kph, the degree of saturation is 0.48 and LoS is at C level; 2. On Sumba road, the maximum peak hour volume is 1509 pcu/hour, the side friction is classified medium, the actual speed is 50 kph, the degree of saturation is 0.48, and LoS level is at grade C; 3. On Flores Road, the maximum peak hour volume is 1.342,9 pcu/hour, the side friction is also classified medium, the actual speed is 44 kph, the degree of saturation is 0.48 and the LoS level is at grade C too. Thus, it can be concluded that the implementation of one-way traffic system on the three-legged intersection Straat A is feasible.
