Abstract

The issue of global warming and climate change is an environmental issue that the world's problems. Countermeasures are now established is sustainable development. One factor supporting sustainable development is an alternative device in the areas of procurement, that is green procurement. Determining the winner of the procurement system is noticed additional aspects, namely social, economic and environmental which in practice is still not determined the weight of each of the environmentally friendly aspects. The purpose of this study was to determine the weighting of the criteria for selecting a winner in the green procurement system and determine the relationship between environmental criteria. Data analysis technique using Analytical Network Process, in order to obtain a priority basis and weighting of each criterion so that it can be described the relationship between the criteria. The results of the study in the opinion of all respondents consisting of qualified contractors large and medium enterprises as well as the Procurement Services Unit predominant aspects in the procurement of environmentally friendly is a social aspect to the criteria that affect the human resources with the weight percentage is 10.40%. In these criteria there are sub-criteria that support namely the availability of experts and skilled workers, the availability of experts and skilled workers by level of education and experience as well as working procedures with the weight percentage of each sub-criteria 33,33%.

Abstract

The purpose of this study is to describe the effect of changing control of the design that have an impact on the time and cost of construction work that affects the performance of construction work Embung Irrigation Oenaem. This study used two methods of controlling the Earned Value Analysis (EVA) and integrated method of shortening the duration of the critical path (Crashing Length) at Critical Path Method (CPM) using the application as an alternative to controlling overtime. To use of the two methods mentioned above it can be seen and obtained alternative pengedalian time and construction costs as a result of design changes that occurred in the Irrigation Development Project Embung Oenaem. Based on the analysis that had been done when a deviation occurs at 7 weeks, the total work period to 37 weeks from 30 weeks the amount of time a plan with estimated cost is Rp. 9,489,206,129.03. Then controlled using the method of shortening the duration (Crashing Length) with future application of the overtime work to 35 weeks (5 weeks delay) with the amount of the cost of Rp. 9.458.239.978,70 (excluding VAT) of the total contract value of Rp. Rp. 8.563.635.912,98 (excluding VAT 10%).

Abstract

Di Desa Oeltua Kecamatan Taebenu Kabupaten Kupang telah dibangun sebuah embung sebagai upaya untuk memenuhi kebutuhan air bagi masyarakat. Embung ini dibangun pada Maret 1997. Berdasarkan hasil pengamatan, saat ini Embung Oeltua mengalami penurunan fungsi sehingga penulis memilih embung Oeltua sebagai subyek penelitian untuk mengetahui sejauh mana kinerja Embung Oeltua. Kinerja embung ditinjau dengan menggunakan sistem pendekatan pada aspek-aspek sebagai berikut: aspek ketersediaan air, aspek fisik, aspek pemanfaatan, aspek operasional dan pemeliharaan (O&P), dan aspek manajemen organisasi. Metode yang digunakan dalam penelitian ini yaitu metode survey dan analisis deskriptif, yaitu menguraikan hasil penelitian dengan memberikan nilai tertentu terhadap setiap variabel aspek yang ditinjau. Penilaian yang diberikan dengan menggunakan metode skala likert yakni pengukuran terhadap sikap, pendapat dan persepsi seseorang atau sekelompok tentang kejadian atau gejala sosial. Kejadian atau gejala sosial ditetapkan secara spesifik sebagai variabel penelitian. Berdasarkan hasil analisis, diperoleh nilai aspek ketersediaan air pada Embung Oeltua sebesar 5,00 dengan kondisi sangat baik, nilai aspek fisik sebesar 4,15 dengan kondisi baik, nilai aspek pemanfaatan sebesar 3,58 dengan kondisi baik, nilai aspek operasional sebesar 1,88 dengan kondisi tidak baik, nilai aspek manajemen organisasi sebesar 1,00 dengan kondisi sanga tidak baik. Hasil analisis untuk kinerja Embung Oeltua dengan nilai 3,12, berada pada kondisi cukup baik. In the Village Oeltua, Sub-district Taebenu, District Kupang has built a dam to meet water needs for the community. This Dam was built in March 1997. Based on observations, Oeltua Dam has experienced a decline in function so that the authors chose Oeltua Dam as research subjects to determine the extent to which performance of Oeltua Dam. The performance of Dam is reviewed using a system approach on the following aspects: the availability of water aspect, the physical aspect, the aspect of utilization, operational and maintenance aspect (O & M), and management aspects of the organization. The method used in this study is a survey method and descriptive analysis, which describes the results of research by providing specific values for each variable aspect reviewed. Assessment is given by using the Likert scale method, that is by measuring the attitudes, opinions and perceptions of a person or group of events or social phenomena. Events or social phenomena defined specifically as research variables.Based on the analysis, obtained value of the availability of water in Oeltua Dam is 5.00 with a very good condition, the value of the physical aspects is 4,15 with a good condition, the value of the aspects of utilization is 3,58 with a good condition, the value of the operational and maintenance aspects is 1,88 with a not good condition, the value of management aspects of organization is 1,00 with a not very good condition. The results of the analysis for the performance of Oeltua Dam with values 3.12, to be a fairly good condition.

Abstract

Composite plan assumes that steel and concrete collaborating in bearing the working burden; this will result in a more economical profile design. Besides, the composite structure also has several advantages, such as stronger and more rigid than the non-composite structure. To ensure coherency between the concrete and steel beams, it must be installed a shear connector device on the steel that connected with concrete. The purpose of this study was to determine which shear connector’s strength is stronger; especially the Stud type shear connector with steel quality of 305,17 MPa and the L type shear connector with steel quality of 406,10 MPa. Specimens used were steel-concrete composite with a length of 200 mm, width 164 mm and height of 280 mm with the quality of two types of concrete quality which are 17 MPa and 20 MPa, the composite specimens using two types of shear connector, which are Stud type shear connector and L type shear connector. Concrete mixture planning refers to SK SNI T-15-1990-03. Result of this study shows that stud type shear connector form strongly resists the shear of a steel composite as much as 26,50 KN for concrete quality of 17 MPa and 33,83 KN for concrete quality of 20 MPa.

Abstract

Untuk memenuhi kebutuhan perumahandosen dan pegawai, pihak Undana bekerja sama dengan PT. Spison Brajo selaku developer membangun sebuah kawasan perumahan yang diberi nama Perumahan Ume Malinan Permai. Mengingat dana yang dibutuhkan cukup besar, perlu dilakukan penyusunan studi kelayakan untuk menghindari resiko kerugian di masa yang akan datang.Tugas akhir ini bertujuan untuk mengetahui kelayakan proyek perumahan Ume Malinan Permai terhadap aspek finansial. Untuk mengetahui ketersediaan jumlah tempat tinggal digunakan perhitungan peluang pasar dan untuk mengetahui kelayakan dari segi finansial digunakan perhitungan analisa uji kelayakan dengan parameter investasi yaitu NPV, IRR dan PP.Setelah diadakan analisis, diperoleh kesimpulan bahwa peluang pasar pembangunan perumahan Ume Malinan Permai sangat menjanjikan karena besarnya peluang pasar (market potencial) di Kupang yaitu 58489 unit pada tahun 2018.Dari aspek ekonomi dengan biaya investasi sebesar Rp. 9,536,722,200.00 dan perhitungan uji kelayakan investasi dalam jangka waktu 5 tahun menggunakan 4 asumsi penjualan berbeda disimpulkan bahwa asumsi keempat lebih besar dari 3 asumsi lainnya dengan nilai NPV sebesar Rp. 5,548,503,421,IRRsebesar 25.2112% dan PP selama 3 tahun. Perumahan Ume Malinan Permai yang dilakukan oleh PT. Spison Brajo dikatakan layak (feasible) direalisasikan dari aspek finansial. To fulfill the need of lecturer and staff’shousing, Undana in cooperation with PT. Spison Brajo as the developer built a residential district named Ume Malinan Permai Housing. Because of the huge funds required, feasibility studies need to be done to avoid the risk of losses in the future.This final assesment aims to determine the feasibility of Ume Malinan Permai housing project on the financial aspects. To know the availability of the number of dwelling, calculation of market opportunities is used while to know the feasibility in financial terms, due diligence analysis calculation is used with the investment parameters, namely NPV, IRR and PP.After been analysed, it is concluded that the market opportunities of Ume Malinan Permai housing is very promising because of the large market opportunities (market potencial) in Kupang are 58489 units in 2018.From the economic aspect with the investment cost of Rp. 9,536,722,200.00 and the calculation of investment feasibility test within a period of 5 years using 4 different sales assumptions it has been concluded that the fourth assumption is greater than 3 other assumptions withNPV of Rp. 5,548,503,421,IRR of 25.2112% and PP for 3 years. Ume Malinan Permai housing conducted by PT. Spison Brajo is feasible to be realized on financial aspects.

Abstract

Material merupakan bagian penting dalam suatu proses konstruksi. Sebagai pelaksana, perusahaan kontraktor memiliki 3 sistem dalam memilih perusahaan pemasok material yang meliputi sistem seleksi untuk semua perusahaan pemasok material, sistem seleksi untuk beberapa perusahaan pemasok material yang dianggap perusahaan telah memenuhi standar dan sistem penunjukan langsung. Dari ketiga sistem tersebut terdapat sebuah kriteria yang merupakan prioritas perusahaan kontraktor untuk memilih pemasok material. Tujuan dari penelitian ini adalah untuk mengetahui sistem pemilihan apa dari ketiga sistem tersebut yang sering digunakan perusahaan kontraktor di Kota Kupang dalam memilih pemasok material dan kriteria apa dalam sistem tersebut yang menjadi prioritas perusahaan kontraktor dalam memilih pemasok material. Data yang diperlukan meliputi data primer yang diperoleh dari hasil wawancara dan digunakan untuk memperoleh sistem pemilihan pemasok material yang sering digunakan perusahaan kontraktor di Kota Kupang serta dari hasil pengisian kuesioner digunakan untuk memperoleh kriteria yang menjadi prioritas dari ketiga sistem tersebut. Hasil kajian menunjukan bahwa 62,34% perusahaan kontraktor di Kota Kupang lebih sering menggunakan sistem penunjukan langsung untuk memilih perusahaan pemasok material. Dari ketiga sistem pemilihan yang ada, kriteria kualitas dan biaya merupakan kriteria yang menjadi prioritas dalam ketiga sistem pemilihan tersebut dengan persentase kriteria kualitas sebesar 85,4% dan persentase kriteria biaya sebesar 37%.

Abstract

ABSTRAKMaterial merupakan salah satu komponen penting yang harus diperhatikan karenasangat mempengaruhi nilai produktivitas dan biaya proyek. Material dalam pekerjaankonstruksi mempunyai kontribusi sebesar 40-60% dari biaya proyek, sehingga secaratidak langsung memegang peranan penting dalam menunjang keberhasilan proyekkhususnya dalam komponen biaya. Pada proses konstruksi, penggunaan material olehpekerja-pekerja di lapangan dapat menimbulkan sisa material yang cukup tinggi. (Intan,S.,dkk, 2005). Pihak-pihak yang terlibat dalam pekerjaan konstruksi mempunyai peranpenting dalam terjadinya waste material. Kajian ini dilakukan untuk mengetahui pihakyang paling berperan dalam waste material pada pekerjaan konstruksi dengan studikasus struktur organisasi proyek Kuningan City. Hasil analisa mean menunjukan bahwakontraktor pelaksana mempunyai peran paling penting dibandingkan dengan konsultanperencana dan owner, hal ini ditunjukan dengan hasil analisis kontraktor pelaksana79.17%, konsultan perencana, 16.67% dan owner 4.17%. Untuk pihak kontraktorpelaksana, koordinator engineering paling berperan dalam waste material konstruksidengan prosentase 29.17% dan diikuti oleh bagian logistik, 20.83%.

Abstract

This study aims to determine the impact of the implementation of one-way traffic system simulated at the three-legged signalized intersection on Straat A towards the traffic flow, and the performance of parking area at Oeba, a traditional market in Kupang City. The analysis involves comparing the volume of vehicles and the performance of the parking area before and during the implementation of one-way traffic system simulation with the parking space requirements as well as the design models of parking spaces. The analysis shows that the implementation of one-way traffic system simulation affects the increase of traffic volume in one access that is at Cabang Air-Oeba, but overall it does not affect the increase of traffic volume in general. The result of the performance analysis on the market's parking area reveals to be in trouble, with the parking index value that is greater than 1 (one). Based on that index value, the addition of a parking area is needed as follows: 357 m2 for motorcycles, 637.50 m2 for light vehicles and 680 m2 for heavy vehicles. In order to overcome this problem the government has prepared a new parking area with the width 1011 m2, but this additional parking area is not yet sufficient, so that the government still needs to provide 663.50 m2 as the new additional parking area.

Abstract

The Timor Raya street that connects Kupang City to the district of Kupang has a high risk level of traffic accidents. The aims of this study are to find out the accidents rate and to spot the black sites on Timor Raya road at KM 02 – KM 11 of Kupang City, Nusa Tenggara Timur Province. The data of the traffic accidents in 2009 to 2011 were taken from Bhayangkara Hospital of Kupang City. To calculate the accident rates, the Equivalent Accident Number (EAN) method was applied, and to determine the black sites, the BKA (Batas Kontrol Atas) method and the Upper Control Limit (UCL) method were used. The results of the analysis showed that the KM 07 (EAN = 288) and KM 08 (EAN = 249) were identified as black sites because their accident rates EAN were higher than the limit control of BKA and UCL, where on the KM 07 BKA=142, UCL=141 and KM 08 BKA=142, UCL=139.

Abstract

Kasus kecelakaan di Provinsi NTT yang terjadi dalam lima tahun terakhir berfluktuasi selama periode tahun 2009 hingga tahun 2013.Dari data terdapat lima jenis kecelakaan yaitu kecelakaan karena tergelincir, terpukul, terkena benda tajam/keras, kecelakaan karena kejatuhan benda, alat pengangkutan dan lalu lintas, jatuh dari ketinggian, dan kecelakaan karena aliran listrik, kebakaran dan ledakan. Tujuan penelitian ini untuk mengetahui persentase penyebab kecelakaan yang paling sering terjadi dan mengetahui cara perusahaan dalam memberikan prioritas penanganan atau solusi jika terjadi kecelakaan kerja pada suatu proyek konstruksi gedung.Penelitian ini menggunakan metode survei kuisioner dengan jumlah sampel 19 perusahaan, di mana terdapat 2 perusahaan BUMN dan 17 perusahaan swasta nasional. Data dianalisis menggunakan metode AHP dengan bantuan Software Expert Choice. Hasil penelitian menunjukan bahwa 36,84 % disebabkan oleh jalan yang licin dan gelap, sedangkan karena pekerja tidak mengenakan topi pelindungsebesar 31.58 %. Untuk solusi pencegahan yaitu cara kerja harus dalam posisi yang benar, tetap hati-hati, teliti dan disiplin,dipasang tanda “Hati-hati, ada pekerjaan di atas”,dipasang jala pengaman di area bawah, dilarang membuang benda yang tidak terpakai ke bawah, penyimpanan peralatan pada tempatnya, mengangkat material/peralatan tidak melebihi batas muatan, pemasangan material/peralatan harus baik, dan cara mengangkat material/peralatan ke atas harus benar. Cases of work accidents in the province of Nusa Tenggara Timur that occurred in the last five years fluctuate during period from 2009 to 2013. From these data, there are five types of accidents are accidents due to slipping, hit, hit by sharp / hard, accidents due to falling objects, accidents due to tool transport and traffic, accidents due to falling from heights, and accidents due to electricity, fire and explosion. The purpose of this study was to determine the percentage of the most frequent causes of accidents occurred in the building construction project and to find out how the company in giving priority treatment in case of an accident or a solution working on a project construction of building.This study uses a questionnaire survey the number of Samper 19 companies, where there are two state-owned companies and 17 national private companies. Results were analyzed data collection using AHP with the aid of Expert Choice Software. The results showed that 36.84%,hit by sharp / hard due to slippery roads and dark, because the workers were not wearing safety helmetof 31.58%. For priority prevention solutions provided by the company, which for this type of accident due to slip, hit, hit by sharp / hard, there are two priority prevention solutions that work the way should be in the position and the right attitude and workers must remain cautious, conscientious and disciplined, installed signs "Be careful, there are jobs at the top", needs to be installed safety nets in the area below, is prohibited from disposing objects unused down, placement of objects or equipment should be in place, lifting equipment does not exceed the load limits, installation material / equipment to be good and in place, and how to lift material / equipment up to be true.
