Intisari — Perkembangan teknologi informasi telah mendorong berbagai inovasi di bidang administrasi, termasuk dalam pengelolaan arsip surat pada instansi pemerintahan. Dinas Pendidikan dan Kebudayaan Kota Bengkulu saat ini masih menerapkan sistem pengarsipan secara manual, sehingga proses pencatatan, pencarian, dan distribusi surat masuk dan keluar berjalan kurang efisien dan berisiko tinggi terhadap kehilangan dokumen fisik. Oleh karena itu, dibutuhkan sistem berbasis teknologi yang mampu mengotomatisasi proses pengarsipan secara digital dan terintegrasi. Penelitian ini bertujuan untuk merancang sistem E-Arsip berbasis web yang dapat meningkatkan efisiensi pengelolaan arsip surat masuk dan keluar di lingkungan Dinas Pendidikan dan Kebudayaan Kota Bengkulu. Dalam perancangan sistem ini digunakan metode Unified Modeling Language (UML), yang mencakup pembuatan Use Case Diagram, Class Diagram, Activity Diagram, dan Sequence Diagram untuk memodelkan sistem secara visual dan terstruktur. Metodologi penelitian terdiri dari lima tahapan, yaitu: studi pustaka, identifikasi kebutuhan melalui observasi dan wawancara, analisis kebutuhan, perancangan sistem, serta dokumentasi dan pemberian rekomendasi. Hasil implementasi menunjukkan bahwa sistem berhasil mencakup fitur-fitur utama seperti manajemen surat masuk/keluar, disposisi, buku agenda, pencarian arsip, serta pengelolaan pengguna. Pengujian fungsionalitas dilakukan dengan metode Black Box Testing, yang menunjukkan seluruh fitur berfungsi sesuai harapan. Selain itu, evaluasi performa menggunakan Google Lighthouse memperlihatkan skor tinggi dalam kinerja (95%), best practices (100%), dan SEO (83%), meskipun aspek aksesibilitas masih perlu ditingkatkan (77%). Dengan adanya sistem ini, Dinas Pendidikan dan Kebudayaan Kota Bengkulu dapat mengelola arsip secara lebih cepat, efisien, serta mengurangi risiko kehilangan data. Sistem juga memudahkan pencarian dan pelacakan surat secara real-time. Namun, sistem masih memiliki keterbatasan seperti belum adanya notifikasi otomatis dan nomor agenda yang belum dihasilkan secara otomatis. Ke depannya, pengembangan lebih lanjut diperlukan untuk menambah fitur QR Code dan integrasi dengan sistem eksternal. Kata Kunci: E-Arsip, UML, Surat Masuk, Surat Keluar, Dinas Pendidikan. Abstract — The advancement of information technology has driven various innovations in administrative systems, including the management of correspondence archives in government institutions. The Department of Education and Culture of Bengkulu City currently still uses a manual archiving system, which results in inefficient processes for recording, searching, and distributing incoming and outgoing letters, and poses a high risk of document loss. Therefore, a web-based electronic archiving system is needed to automate and streamline the archiving process. This study aims to design a web-based E-Archive system to improve the efficiency of managing incoming and outgoing correspondence at the Department of Education and Culture of Bengkulu City. The design of the system applies the Unified Modeling Language (UML) method, including the development of Use Case Diagrams, Class Diagrams, Activity Diagrams, and Sequence Diagrams to visually and structurally model the system. The research methodology consists of five stages: literature review, needs identification through observation and interviews, needs analysis, system design, and documentation with further recommendations. The results of the implementation show that the system successfully incorporates essential features such as incoming/outgoing letter management, disposition, agenda book, archive searching, and user management. Functional testing was conducted using the Black Box Testing method, which confirmed that all system features worked as intended. Additionally, performance evaluation using Google Lighthouse demonstrated high scores in performance (95%), best practices (100%), and SEO (83%), although the accessibility score (77%) indicated room for improvement. With the implementation of this system, the Department of Education and Culture of Bengkulu City can manage its correspondence archives more efficiently, reduce the risk of data loss, and enable real-time access and tracking of letters. However, the system still has limitations, such as the absence of automatic notifications and non-automated letter numbering. Future development should include enhancements such as QR code integration and compatibility with external office applications.
