Abstract

Modal sosial memiliki beberapa elemen yang merupakan sumber dan energy bagi warga dalam suatu komunitas. Kekuatan modal sosial dapat diketahui melalui elemen-elemen yang terlekat dalam struktur sosial komunitas. Beberapa elemen modal sosial antara lain kepercayaan (trust), nilai dan norma timbale balik, institusi dan assosiasi, hubungan timbale balik serta jaringan. Implementasi kekuatan modal sosial dipahami dalam tiga tipologinya yaitu modal sosial sebagai perekat warga komunitas, sebagai penyambung/menjembatani dan sebagai koneksi atau akses. Modal sosial sebagai modal dasar bagi komunitas dapat mengefektifkan modal dan potensi lainnya, namun elemen yang melekat tersebut memberi manfaat dan dapat diakes oleh semua warga komunitas serta tidak bertentangan dengan standar nilai yang berlaku secara universal.Kata Kunci: Modal Sosial, Kekuatan dan Komunitas

Abstract

The purpose of this study is to analyze its impact on individual, household and community income, analyze its impact on political life or leadership and punggawa-sawi relations, and analyze institutional impact as a means of supporting coral reef restoration programs. The research method used is descriptive qualitative research with data collection through in-depth interviews with deliberately selected informants, namely village heads, non-government officials and members of the fishing community. In addition, he also observed several coral reef restoration project activities and local community activities. The results show that the coral reef restoration program that has been running for approximately four years as a transition has not yet had an impact on improving the economy of residents, individuals or groups or communities, both in terms of income, especially capital. Coral reef restoration is still in the maintenance/monitoring program stage, so fishing around the reef restoration area is still prohibited. The perceived impact may be limited to salary/incentives. When talking about politics or leadership and punggawa-sawi relations, some people feel that the hopes that were previously raised have become empty for some people. what people feel now is gone, just like what they felt before. The program tends to be used as a source of political capital. The group in question has the nuances of selective slashing, who is close to the Village Head, he is the one who is involved. As for the fishermen's institutions, especially the retainer-sawi relationship, it is said that they do not know exactly what it is. The impact on the survival of organizations involved in coral reef restoration is the Community Monitoring Post (Poswasmas), which is a participatory organization, but in practice tends to be limited to the interests of fishermen.

Abstract

This research aims to analyze the forms of political participation of coastal communities in the 2020 Local Election in Makassar City. The research method employed is qualitative and descriptive. The study is conducted in the Sangkarrang Islands Regency, with data collection techniques including observation, in-depth interviews, and document analysis. The research took place from February to March 2023. The selection of informants was done through purposive sampling, involving 6 (six) individuals, including representatives from district and sub-district governments, election organizers such as the Election Commission (KPU) and Election Supervisory Board (Panwaslu), youth leaders, community and religious leaders, as well as women leaders familiar with the political forms and participation of coastal communities. The research findings indicate that the forms of community participation in the Makassar mayoral election are reflected in political socialization, campaigns, voting, and the counting process. During political socialization, participation is notably low due to occupational factors. In political campaigns, some members of the community abstain from campaigning, considering it unproductive and a waste of time, while others view it as a communal endeavor. The voter turnout during the election is high, reaching a percentage of 66.84%. Simultaneously, the vote count also demonstrates significant participation, driven by the desire to assess whether the elected local leaders align with community expectations

Abstract

This study investigates the mechanisms of social reproduction and symbolic domination within the patron–client (punggawa–sawi) relationships in the fishing community of Ujung Neighbourhood, focusing on how structural inequality persists through cultural and symbolic processes. The strength and novelty of this research lie in its application of Pierre Bourdieu’s theory of social practice as an analytical lens to move beyond one-dimensional economic explanations, enabling a dialectical understanding between individuals’ subjective experiences and the objective reality of the Ujung environment. Through this perspective, poverty and dependence are not seen as static conditions but as dynamic outcomes of the interaction among habitus, capital, and field in fishermen’s everyday practices. Using a qualitative approach, this study was conducted in Lingkungan Ujung Kabupaten. Data were collected through in-depth interview and participative observation. There are ten informants involved in the study, consisting of three punggawa and seven sawi, who were selected using purposive sampling. They varied in age (between 30 and 60) and education level (between junior high school and S1). The findings reveal that punggawa consolidate multiple forms of capital to maintain authority by: economic capital through boat ownership and market control; social capital through networks with traders and local authorities; cultural capital through maritime knowledge and leadership; and symbolic capital expressed in legitimacy and community respect. These intertwined capitals allow them to extend influence beyond economic relations into social and symbolic realms, normalizing domination as morally justified. Conversely, sawi possess limited capital and inherit a habitus of dependency, reinforcing subordination and limiting mobility. The study concludes that breaking this cycle requires interventions addressing both economic inequality and the sociocultural mechanisms that legitimize and perpetuate domination.

Abstract

Dana hibah merupakan salah satu instrumen kebijakan pemerintah daerah untuk mendukung pembangunan sosial, termasuk pembangunan rumah ibadah. Hibah diharapkan mampu mengurangi risiko sosial yang timbul akibat krisis maupun kerentanan masyarakat. Namun, di Sulawesi Selatan implementasi hibah justru menghadirkan sejumlah persoalan berupa penyalahgunaan, konflik kepentingan, lemahnya pengawasan, dan minimnya akuntabilitas pelaporan. Kondisi ini menandakan adanya kesenjangan antara regulasi normatif yang telah diatur dalam Permendagri dan Peraturan Gubernur dengan realitas praktik di lapangan. Penelitian ini bertujuan untuk mengidentifikasi bentuk-bentuk risiko dalam penyaluran dana hibah serta faktor-faktor penyebabnya dengan menitikberatkan pada hibah pembangunan masjid. Metode penelitian menggunakan pendekatan kualitatif dengan jenis studi kasus, dilaksanakan di Biro Kesejahteraan Rakyat Pemerintah Provinsi Sulawesi Selatan pada Mei–Juli 2025. Data diperoleh melalui wawancara mendalam dengan pejabat pemerintah, pengurus masjid, auditor, serta aktivis masyarakat sipil, dan diperkuat dengan studi dokumen regulasi, laporan audit, serta pemberitaan media. Hasil penelitian menunjukkan delapan bentuk risiko, antara lain mekanisme pembayaran tunai, pemalsuan tanda tangan, keterlambatan pencairan, konflik kepentingan, lemahnya pelaporan, rendahnya kapasitas pengurus, lemahnya pengawasan lintas struktur, dan ketiadaan standar baku besaran hibah. Kesimpulannya, dana hibah berpotensi menjadi sumber risiko baru jika tidak dikelola dengan transparan dan akuntabel.
