Abstract

Dimensionality reduction based on appearance has been interesting issue on the face image research fields. Eigenface and Fisherface are linear techniques based on full spectral features, for both Eigenface and Fisherface produce global manifold structure. Inability of them in yielding local manifold structure have been solved by Laplacianfaces and further improved by Orthogonal Laplacianfaces, so it can yield orthogonal feature vectors. However, they have also a weakness, when training set samples have non-linear distribution. To overcome this weakness, feature extraction through data mapping from input to feature space using Gaussian kernel function is proposed. To avoid singularity, the Eigenface decomposition is conducted, followed by feature extraction using Orthogonal Laplacianfaces on the feature space, this proposed method is called Kernel Gaussian Orthogonal Laplacianfaces method. Experimental results on the Olivetty Research Laboratory (ORL) and the YALE face image databases show that, the more image feature and training set used, the higher recognition rate achieved. The comparison results show that Kernel Gaussian Orthogonal Laplacianfaces outperformed the other method such as the Eigenface, the Laplacianfaces and the Orthogonal Laplacianfaces.

Abstract

The smart city is an exciting concept for improving the quality of the city. However, a smart city needs participation from citizens and all related stakeholders to use the technologies effectively in order to achieve the goal and solve the problems. Even though the city already has high-tech infrastructures, participation still required to provide ideas, inputs, and roles within the development of smart city concepts. This research aims to describe and analyze the current state of the e-Participation frameworks and propose a novel framework for smart cities. The analysis will go through a systematic literature review. Hopefully, this study makes contributions by providing a novel framework of e-Participation for smart cities. This research has implications for theory and practice. For theory, the novel framework can be added to the body of knowledge of e-participation, e-government, and smart cities fields. For practice, the framework will be useful for practitioners, policymakers, people and other stakeholders related to the smart city governance to increase citizen participation through technology-based services.

Abstract

Abstract

Cross-Language Information Retrieval (CLIR) is responsible for retrieving information stored in a language different from the language of the query provided by the user. Some translation methods commonly used in CLIR are Dictionary, Parallel corpora, Comparable corpora, Machine translator, Ontology, and Transitive-based. The query must be translated to the target language, followed by preprocessing and calculating the similarity between the query and all documents in the corpus. The problem is the time and accuracy of query translation. Moreover, the queries are not written as complete sentences according to certain language rules. Stemming, for example, every language has its own method. Indonesian has basic words and affixes in the form of prefixes, suffixes, infixes, and confixes, while English only has suffixes. Stemming takes a long time in text processing. In the Indonesian search engine (SEBI), the provision of cross-language tourism news retrieval is realized using the Google Translate API, which translates the Query and all documents into English, Porter's stemming technique to convert each term to its general form, and cosine similarity to calculate similarity. This approach can deliver cross-language tourism news instantly while increasing the precision and efficiency of the SEBI search engine, although some improvements are needed to provide a more precise and efficient similarity computation.
