Abstract

Abstrak :Peningkatan masalah transportasi di Denpasar diakibatkan oleh pertumbuhan populasi dan pertumbuhan di sector ekonomi.. Jalan Diponogoro merupakan jalan satu arah dan jalan akses menuju pusat kegiatan perekonomian, sehingga sering dipadati oleh kendaraan pada pagi, siang, sore, dan malam hari. Tujuan penelitian ini adalah untuk menganalisis karakteristik dan tingkat pelayanan pejalan kaki dan tipe fasilitas penyeberangan pada Kawasan Jalan Diponogoro di Depan Mall Ramayana. Metode pengumpulan data yang digunakan adalah pengumpulan data primer dan pengumpulan data sekunder. Pengumpulan data primer dilakukan dengan melakukan survai di lapangan untuk mendapatkan arus pejalan kaki dan arus penyeberang jalan dengan bantuan handycam. Pengumpulan data sekunder didapatkan dari instansi terkait (DinasPerhubungan, Bappeda, dan BPS). Hasil análisis karakteristik dan tingkat pelayanan pejalan kaki menunjukkan bahwa pada hari kerja untuk trotoar barat arus pejalan kaki terbesar yaitu pada pengamatan sore sebesar 109 orang/m/jam. Untuk trotoar timur arus pejalan kaki terbesar yaitu pada pengamatan malam sebesar 42 orang/m/jam. Semua sisi trotoar pada hari kerja masing-masing jam puncak berada pada kategori tingkat pelayanan fasilitas pejalan kaki “A”. Hasil tingkat konflik antara pejalan kaki dan arus lalu lintas direkomendasikan tipe fasilitas penyeberangan, yaitu pelikan dengan pelindung pada Jalan Diponogoro dan letak fasilitas penyeberangan adalah pada bagian segmen tengah-tengah tepatnya di depan Mall Ramayana.Abstract: Improved transportation problems in Denpasar caused by population growth and economic growth in the sector .. Diponogoro road is one-way streets and access roads leading to the center of economic activity, so it is often crowded with vehicles in the morning, noon, afternoon, and evening. The purpose of this study was to analyze the characteristics and service level and type of pedestrian crossing facilities in the Region in Front of Mall Road Diponogoro Ramayana. Data collection methods used are collecting primary data and secondary data collection. Primary data were collected by conducting surveys in the field to get a pedestrian flows and pedestrian flows with the help handycam. The collection of secondary data obtained from the relevant agencies (the Department of Transportation, Bappeda, and BPS). The results of analyzes of the characteristics and service level pedestrian shows that on weekdays for the west sidewalk of pedestrian flows is greatest at late observation of 109 persons / m / hr. To the east is the largest pedestrian flows at night observation for 42 people / m / hr. All of the sidewalks on each weekday peak hour levels of service in the category of pedestrian facilities "A". The results of the level of conflict between pedestrians and traffic flow crossing the recommended type of facilities, namely pelicans with protective Diponogoro road crossing facilities and the location is in the middle segment exactly in front of the Ramayana Mall.

Abstract

Abstrak: Arus lalu lintas pada ruas jalan terdiri dari berbagai tipe kendaraan dengan karakteristik berbeda. Arus lalu lintas ini dinyatakan dalam satuan mobil penumpang (smp) dengan nilai konversi yang disebut nilai ekivalensi mobil penumpang (emp). Penelitian dilakukan pada ruas Jalan Raya Sesetan yang termasuk jalan dua lajur dua arah tak terbagi. (2/2 UD). Tujuan studi ini adalah menemukan nilai emp serta membandingkannya dengan nilai emp MKJI 1997. Penentuan nilai emp menggunakan metode analisis regresi. Dari analisis regresi diperoleh emp  untuk interval waktu 3 menitan: KB = 1,88, dan SM = 0,11. Interval waktu 15 menitan: KB = 1,75, dan SM = 0,10. Dan interval waktu 1 jaman: KB = 2,58, dan SM = -0,11. Sedangkan nilai emp dalam MKJI: KB = 1,2, dan SM = 0,25. Nilai emp 3 menitan dan 15 menitan bersesuaian dengan MKJI 1997.

Abstract

Abstrak : Pasar Ubud yang terletak di ruas Jalan Raya Ubud merupakan pusat perdagangan dan pariwisata di kecamatan Ubud kabupaten Gianyar tentunya tidak pernah sepi dari pengunjung maupun wisatawan. Sehingga bangkitan yang terjadi akibat aktivitas ini tinggi pula yang cenderung mengakibatkan konflik terhadap lalu lintas yang berada di sekitarnya. Tujuan penelitian ini adalah (1) untuk menganalisis bangkitan perjalanan yang ditimbulkan oleh aktivitas Pasar Ubud, (2) untuk menganalisis kinerja ruas Jalan Raya Ubud dengan adanya Pasar Ubud, (3) untuk menganalisis kinerja Jalan Raya Ubud apabila Pasar Ubud ditiadakan. Data yang diperoleh melalui survei secara manual yaitu survei volume lalu lintas, survei bangkitan perjalanan, survei hambatan samping, survei kecepatan perjalanan, dan survei inventori jalan. Serta ditunjang dengan data jumlah penduduk dari BPS Kab. Gianyar. Pada tahap analisa mengacu pada pedoman MKJI 1997. Dari hasil analisis diketahui bangkitan perjalanan di Pasar Ubud tertinggi terjadi pada pukul 09.00 s/d 09.15 wita yaitu sebesar 389 smp/jam, hasil analisis kinerja ruas jalan bila pasar Ubud beroperasi diketahui bahwa kapasitas jalan sebesar 1931 smp/jam dengan derajat kejenuhan sebesar 0.51, kecepatan perjalanan sebesar 15 km/jam, Berdasarkan rasio V/C dan kecepatan didapat tingkat pelayanan jalan tersebut berada pada level F. Bila Pasar Ubud ditiadakan maka kapasitas jalan sebesar 2348 smp/jam, kecepatan perjalanan 34.5 km/jam dengan derajat kejenuhan (DS) sebesar 0.26 dan tingkat pelayanan jalan berada pada level B.Abstract : Ubud Market is located on Jalan Raya Ubud segment is the center of commerce and tourism in Ubud district Gianyar regency certainly is never empty of visitors and tourists. So the generation that occurs due to high activity also are likely to lead to conflict on traffic in the surrounding areas. The purpose of this study was (1) to analyze trip generation caused by the activity of Ubud Market, (2) to analyze the performance of the Jalan Raya Ubud with the Ubud market, (3) to analyze the performance of Jalan Raya Ubud if Ubud market not operation. The data obtained through the survey manually that is surveying traffic volume, trip generation surveys, surveys barriers aside, the survey speed, and road inventory surveys. And supported with data from the BPS district population Gianyar regency. At this stage of the analysis refers to the guidelines MKJI 1997. From the analysis of trip generation known in Ubud Market is highest at 09.00 until 09:15 pm that is equal to 389 pcu / h, the results of the performance analysis of the street when the market operates Ubud is known that the capacity of 1931 pcu / h with the degree of saturation at 0.51, travel speed of 15 km / h, Based on the ratio of V / C and high level of service is obtained at the level of F. When the Ubud Market abolished then the capacity of 2348 pcu / h, travel speed 34.5 km / h with the degree of saturation (DS) at 0.26 and the level of service at the level of B.

Abstract

Abstrak: Arus lalu lintas pada simpang bersinyal terdiri dari berbagai tipe kendaraan dengan karakteristik berbeda. Arus lalu lintas ini kemudian dinyatakan dalam satuan mobil penumpang (smp) dengan nilai ekivalensi mobil penumpang (emp). Lokasi penelitian pada Simpang Jalan Sudirman – Raya Puputan dan Simpang Jalan Diponegoro – Teuku Umar. Penelitian ini bertujuan menemukan nilai emp serta membandingkannya dengan nilai emp MKJI 1997. Penentuan nilai emp menggunakan metode analisis regresi. Survai volume lalu lintas menggunakan metode digital traffic counting. Dari analisis regresi pada Jalan Sudirman Simpang Jalan Sudirman – Raya Puputan diperoleh nilai emp untuk kendaraan berat (KB) sebesar 1,358 dan sepeda motor sebesar 0,070. Untuk Jalan Diponegoro Simpang Jalan Diponegoro – Teuku Umar diperoleh nilai emp untuk kendaraan berat (KB) sebesar 1,456 dan sepeda motor (SM) sebesar 0,100. dan signifikan pada ? = 5%. Nilai emp yang dihasilkan berbeda dengan nilai emp dalam MKJI 1997, hal ini dikarenakan oleh : dilihat dari faktor geometrik jalan yaitu lebar lajur, jumlah lajur dan komposisi kendaraan yang berbeda, dilihat dari faktor perilaku yaitu sepeda motor yang cenderung berada disamping kendaraan dan ukuran kota.   Abstract:Traffic on the signalized intersection consist of various types of vehicles with different characteristics. This traffic is expressed in passenger cars unit (pcu). To convert will be need a value of passenger cars equivalence (pce). Location of study were on the Sudirman – Raya Puputan Intersection and Diponegoro – Teuku Umar Intersection. The purpose of this study are to find out the value of pce and compare it with the value of emp MKJI 1997. Determination of emp values ?by ?using regression analysis method. Data collection method has been conduct manually for inventory survey. Methods of digital trafic counting for traffic volume surveys. From the regression analysis has been obtained emp for Sudirman – Raya Puputan Intersection Heavy Vehicle (HV) = 1.358, and Motor Cycle (MC) = 0.070. For Diponegoro – Teuku Umar Intersection Heavy Vehicle (HV) = 1.456, and Motor Cycle (MC) = 0.100 and significant at ? = 5%.  The resulting emp value is different from emp values in MKJI 1997, this due to : seen from the geometric factors, that is the width of lanes, number of lanes and te composition of different vehicles, seen from the behavioral factors that are likely to be a motor cycle next to the vehicle and size of the city.

Abstract

COMPARISON OF SATURATION FLOW VALUE BETWEEN THE TIME SLICEMETHODS WITH THE DPU (1997) APPROACH. (CASE STUDY: INTERSECTIONKEBO IWA STREET WITH WEST ARTERIAL ROAD GATOT SUBROTO)ABSTRACTSaturation flow is an important factor in the process of planning, designing and evaluating traffic lightjunctions. The purpose of this study is to find out protected saturation flow in traffic light junctions. Traffic volumedata obtained from the Automatoc Traffic Control System (ATCS) recorded, and the number of residents obtainedfrom the relevant agencies. While data such as geometric intersections, traffic signal aspects and side frictionswere survey manually. The research design used is a comparative analysis between saturation flow measurementsbased on the Time Slice method and the DPU (1997) approach. In this study applied 2 (two) treatments, namelyTreatment-1; measurement and analysis of saturation flow values based on lane width and Treatment-2;measurement and analysis of saturaton flow values based on total approach width. The results of the measurementand analysis in Treatment-1, obtained that the saturation flow value is very varied depending on the pattern oftraffic movements. In the straight lane movement (S1-1), the value of saturation flow based on the Time Slicemethod obtained at 2.130 pcu / hour is greater than 10% compared to DPU (1997) of 1.976 pcu / hour. Meanwhilein the straight lane with the right turn movement (S1.2), the saturation flow value based on the Time Slice methodof 1.681 pcu / hour is 13% smaller than DPU (1997) of 1,935 pcu / hour. Whereas, the results of measurement andanalysis at Treatment-2; the saturation flow value is relatively the same, with the value of saturation flowrespectively is based on the Time Slice method of 3.856 pcu / hour, DPU (1997) of 3,870 pcu / hour and thecombined saturation flow at Treatment-1 is 3,811 pcu / hour .

Abstract

Abstract: At present, thetoll roadhas an important role to serve traffic flow, especiallyin regionsuch asNusaDua.At this time, has not been knowncharacteristics ofvehiclearrivalandserviceoftoll gate. The objectives of this study are: to analyze the characteristics of vehicle arrival rate, to analyze the characteristics of service level toll gate, to analyze the performance of services toll gate and in order to analyze the optimal number of toll gate according to the arrival rate of vehicles at the entrance to the toll road Bali Mandara. Results of analysis showed thatthe characteristics ofvehicle arrivalin cashtoll gateandelectronictoll gatefollowedPoissondistribution. Characteristicstoll gate1, toll gate2andtoll gate3 had a negativeexponentialdistribution. Performance of cashtoll gateservice systemswithdisciplineFVFSqueuewas: =1,131vehicles/min, =0,230vehicles/min, =0,128, and =0,026min. Performanceof electronictoll gateservice systemwithFIFOqueuingdiscipline was: =0,000923vehicles/min, =0,000001vehicles/min, =0,001668minutes, and =0,000002minutes. The results ofthegeneralisedcost analysisforcashtoll gate showedthat optimalconditions for existing vehicle arrivals can be achievedif onlyone toll gate was opened.

Abstract

Abstract: Renon area is the center of the goverment system of Bali province. As one of the main street in Denpasar city, this street can represent the characteristics of Denpasar city which is the Car Free Day  was held in in every Sunday morning in this street, as a simple way to reduce the air pollution and noise. The calculation in this journal is road performance, air pollution and noise level for 2 condition that is in Car Free Day and in working day. From the calculation result of road performance, the capacity of the street is 4.110 pcu/hour with degree of saturation is 0,8. The level of street service is on D category where the flow is almost unstable with high volume of traffic. The traffic volume is mostly reached the capacity and delay is frequently occur in this street. The measurement process of the level of air pollution showed that from six parameter which tested were over all are still under the standard quality which is allowed as good and medium category. The Sulfur dioksida (SO2) which was measured in busy day showed the improvement about 6,78% from the measurement which is done in Car Free Day. The nitrogen dioksida showed the improvement for about 36,35% , the carbon monoksida also showed the improvement for about 366,25%, the total dust had the greatest improvement  for about  599,95% or six time greater rather than the level of total dust in Car Free Day. In the other hand, oxidantshowed the improvement for about 28,75%.The noises which occured in Car Free Day showed  the average level of dB(A)is 61,65 whereas in workdays showed 72,77 dB(A). At 07.30 until 07.45  in the morning , the maximum level of noises occurs in Car Free Day and in work day. The noises improvement which occured when the Car Free Day was held with workday is about 19,17%.

Abstract

Denpasar city has a traffic accident rate is high compared to most other regions. Contributing factor is the traffic condition, which is an accumulation of traffic conditions the interaction of the various characteristics of driver, vehicle, road infrastructure and environmental characteristics. By that condition, it needs an effort to identify the black site, black spot, the cost of accidents and treatment efforts to reduce traffic accidents. The research has used secondary data from local police department as an accident data from 2007 until 2011 and survey’s data on the location. Of which data continue to be analyzed with the number of accident to find out the black site with Z-score method and to determine the black spot with cusum method. While the analysis of accident cost using the method of Gross Output (Human Capital). In restraining accident, a research should be done to identify causing accident factors. Based on analysis of black site obtained that the lines of the street in denpasar as an black site is on quadrant A, consisting of Ngurah Rai By pass line, Gatot Subroto and Imam Bonjol lines. The Cusum determination done to identify the location of  black spot found on Ngurah Rai Bypass street Sta 8 - Sta 9 with cusum score 12,938.The cost of accident victims and accident costs were highest in 2011 in the amount of 36.988.633.141/year and 81.267.473.411/year. Recommendation from the research is that government should observe safety factors for the roadway users with put in traffic sign and the other safety facilities on research areas which has black spot.

Abstract

ABSTRAK Persimpangan Bandara Ngurah Rai memainkan peranan penting untuk pelayanan transportasi, akses Bandara Ngurah Rai dan aktivitas budaya lokal. Kemacetan yang terjadi pada persimpangan ini sebagai dasar Kementerian PUPR, melalui BPJN-8 melaksanakan peningkatan kapasitas persimpangan dengan simpang susun dengan bundaran (roundabut interchange), akan tetapi penerapan konsep ini masih ada pro-kontra dari sisi budaya lokal Bali. Data lalu lintas dan gambar rencana persimpangan, dan jumlah penduduk diperoleh dari instansi terkait. Peramalan dan analisis pergerakan arus lalu lintas (MAT) menggunakan trip distribution Detroit model. Rancangan penelitian adalah analisis perbandingan (comparative analyisis) dengan 2 Skenario yaitu Skenario-1 (do nothing) dan Skenario-2 (roundabout interchange). Hasil analisis kinerja persimpangan diperoleh bahwa Skenario-2 lebih baik dibandingkan Skenario-1, dengan indikasi Skenario-2 mencapai DS>0,75 (macet) pada tahun 2028 dibandingkan dengan Skenario-1 terjadi DS>0,75 (macet) pada Tahun 2018, hal ini disebabkan karena kapasitas pada Skenario-2 lebih besar 63% dibandingkan Skenario-1 dan akibat adanya pengalihan arus lalu lintas melewati underpass sebesar 51.57%. Hasil observasi lapangan dan gambar rencana menunjukan bahwa simpang susun dengan bundaran telahmempertimbangkan aktivitas budaya lokal dengan menyediakan jalur dan ruote alternatif agar aktivitas Agama dan Budaya dengan tidak lewat underpass (mesulub).
