Abstract

Abstract: community welfare is one of government's tasks. The empowerment conducted by thegovernment can help the community independently to push the community's economy to be better. Thepurpose of this study was to analyze the influence of village community empowerment models to thewelfare of rural communities in the village of Mojorejo. The method used was a quantitative method. Thevalidity correlation and reliability test used Cronbach's alpha test. While the data analysis applied asimple linear regression. The results of this study indicated that the community empowerment strategy inMojorejo Village, Junrejo Subdistrict, Batu categorized as moderate with 96 percent. The regressionanalysis test showed that there was a significant positive influence on community empowerment strategieswith the village welfare which included the characteristics of respondents, namely the level of education,age and gender.Keywords: Empowerment Strategy, Community WelfareAbstrak: kesejahteraan masyarakat salah satu tugas pemerintah. Pemberdayaaan yang di lakukanpemerintah dapat membantu masyarakat secara mandiri untuk mendorong perekonomian masyarakatkearah yang lebih baik. Tujuan penelitian ini untuk menganalisis pengaruh model pemberdayaanmasyarakat desa terhadap kesejahteraan masyarakat desa di desa mojorejo. Metode dalam penelitian inimenggunakan metodekuantitatif. Validitas menggunakan korelasi dan reabilitas menggunakancronbach'salpha. Analisis data menggunakan regresi linier sedrhana. Hasil penelitian ini menunjukkan bahwastrategi pemberdayaan masyarakat di Desa Mojoreko Kecamatan Junrejo Kota Batu masuk ke dalamkategori tinggi yaitu sebanyak 96 persen. Uji analisa regresi tersebut menunjukan bahwa ada pengaruhpositif secara signifikan strategi pemberdayaan masyarakat dengan kesejahteraan desa yang meliputikarakteristik responden yaitu tingkat pendidikan,usia dan jenis kelamin masyarakat di desa.Kata kunci: Strategi Pemberdayaan, Kesejahteraan Masyarakat

Abstract

Abstract: The aim of this study was to determine the effect of the quality of public services on community satisfaction in the Pratama Waingapu Tax Service Office. This research is quantitative descriptive research, The population in this study was the people who came and asking for service at the Pratama Waingapu Tax Service Office, which used saturated sampling with a sample of 36 people. The technique of data accumulation is questionnaires and documentation. Data analysis using a simple linear regression analysis method. T test and coefficient of determination with SPSS 24. From the results of the study, it is known that the quality of public services has an effect on community satisfaction with a tcount of 2.944 ≥ ttable 1.68830. Keywords: Quality of Public Services, Community Satisfaction Abstrak: Tujuan dari penelitian ini untuk mengetahui pengaruh kualitas pelayanan publik terhadap kepuasan masyarakat di Kantor Pelayanan Pajak Pratama Waingapu. Penelitian ini adalah penelitian deskriptif kuantitatif, populasi dalam penelitian ini adalah masyarakat yang datang meminta pelayanan di Kantor Pelayanan Pajak Pratama Waingapu yang menggunakan sampling jenuh dengan sampel sebanyak 36 orang. Teknik pengumpulan data menggunakan kuesioner dan dokumentasi. Analisa data menggunakan metode analisis regresi linear sederhana, Uji T dan koefisien determinasi denga SPSS 24. Dari hasil penelitian di ketahui bahwa kualitas pelayanan publik berpengaruh terhadap kepuasan masyarakat dengan nilai thitung 2,944 ≥ ttabel 1.68830. Kata Kunci: Kualitas Pelayanan Publik, Kepuasan Masyarakat

Abstract

Abstrak: Pelayanan publik menjadi suatu tolak ukur kinerja pemerintah yang paling kasat mata.Masyarakat langsung dapat melihat dan menilai sistem kerja pemerintahan berdasarkan kualitas pelayanan yang diberikan oleh pemerintah terhadap masyarakatBerdasarkan berbagai fenomena yang ada terlihat bahwa pemerintah sebagai penyedia pelayanan tidak luput dari masalah ini.Berbagai pelayanan administratif, seperti pelayanan KTP, KK dan salah satunya pelayanan pembuatan Kartu Identitas Anak (KIA). Dengan demikian yang di harapkan oleh masyarakat terhadap pelayanan pembuatan Kartu Identitas Anak (KIA) yakni kesederhanaan, kejelasan, adanya kepstian waktu, pelayanan berkualitas, kepastian hasil, transparansi, dan sah secara hukum. Pelayanan merupakan semua bentuk kegiatan pelayanan yang dilakukan oleh parapenyelenggara pelayanan publik sebagai wujud upayadalam kebutuhan publik dan ketentuan pelaksanaan peraturan perundang-undangan. Metodeyang digunakandalam penelitian adalah metode penelitian kualitatif, data yang dikumpulkan melalui data primer dan data sekunder, teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, teknik sampling yang di gunakan adalah purposive sampling, dan keabsahan data menggunakan teknik triangulasi. Berdasarkan hasil penelitian bahwa pelayanan yang ada di Kantor Dinas Kependudukan Kota Malang terkait dengan pelayanan Kartu Identitas Anak (KIA) sudah baik dilihat dari standar pelayanan serta adanya upaya yang dilakukan oleh pemerintah DISPENDUK Kota Malang menjadikan pelayanan lebih baik dan berkualitas. Kata Kunci: Pelayanan Publik; Kartu Identitas Anak Abstract: Public service is the most visible benchmark for government performance. The community can immediately assess and also see the work system that provided by the government to the community. Based on various phenomena, it can be seen that the government as a service provider does some various administrative services, such as KTP services, KK and one of them is the service of making a Children’s Identity Card (KIA). Therefore, the community expected simplicity, clarity, the availability of time, quality service, certainty of results, transparency, and lawfulness for the Childrean’s Identity Card (KIA) making. While, Service is all forms of activities that carried out by public service providers as a manifestation of efforts to fulfill public needs and also the implementation of statutory provisions. The research method used are qualitative research methods, data collected through primary data and secondary data, data collection techniques through observation, interviews, and documentation, the sampling technique used purposive sampling, and the validity of the data using triangulation techniques. Based on the results of the research that services in the Civil Register Department Office of Malang City are related to the services of Children’s Identity Card (KIA) that already seen from the standard of service and the efforts made by the government of the Department of Population and Civil Registration Department of Malang City to make better and better quality services. Keywords: Public Services; Children’s Identity Card

Abstract

The Application of a free trade in the globalization are has resulted in a tight competition in the economic sector. In order to protect consumers from detrimental actions done business actors in the transaction of products and services, the government have made a regulation on the consumer protection. This present study was intended to understand the protection guarantee the government give on the basis of the 1999 consumer protection laws in the free trade in this globalization era. In this present study, a normative judicial approach was employed. In this approach, a legal examination was made based on the study on the legislation regulation and literatures in order to analyse the emerging problems. The result of the study showed tha the application of the 1999 consumer protection laws no.8 proved that the protection to the consumers was given by all parties, namely among others, the government, the people, and consumer protection organizations. It hopefully may give the consumers in the globalization era an equal position with the business actors. Kata kunci: Globalisasi, perlindungan, konsumen, dan pemerintah

Abstract

Banyak kasus Kekerasan dalam rumah tangga yang terjadi di masyarakat dengan angka yang terus meningkat memunculkan gagasan mengenai pentingnya sebuah Undangundang khusus mengenai kekerasan dalam rumah tangga. Tujuan penelitian ini adalah untuk mengetahui tentang pembaruan hukum pidana dalam Undang-undang PKDRT dalam rangka perolehan akses keadilan bagi perempuan sebagai korban. Penelitian ini menggunakan metode yuridis normative dan deskriptif normative sebagai analisisnya. Hasil penelitian ini menunjukkan masih banyak perempuan korban Kekerasan dalam rumah tangga yang belum dapat mengakses keadilan serta mendapatkan perlindungan yang maksimal. Sistem keadilan lokal pada dasarnya sangat potensial untuk menjadi forum yang dapat diakses oleh perempuan yang mencari keadilan

Abstract

Abstract : Batu is a fast-growing city and has a high revenue. One of the components that conribute PAD (local revenue) is parking retribution. Batu’s parking retribution can not absorbed optimally as it has significant potential. Therefore, this study aimed to determine, descibe and analyze (1) the implementation of the Regulation Number 10 Of 2010, (2) the resisting and supporting factors of the of regulation number 10 of 2010 implementation to support Batu’s revenue. This research was qualitative research and used observation data collection, interviews, and documentation as well as the determination of informants using snowball sampling. Analysis of data using data reduction, data presentation, and cunclusion. The result of the study was in accordance with the policy theory of Van Meter Van Horn and it could be concluded that the implementation of the regulation No. 10 of 2010 in support of local revenue Batu was yet significant, because the parking fare in the last three years did not achive the target. The supporting factor was good communication between institutions as seen in a joint operation conducted with municipal police and the police as well as the daily operations will be undertaken Transportation Departement. The resisting factor were, there was no clear regulation governing parking time, the percentage of revenue shared between the parking men and the parking retribution, parking men working system, as well as parking area renting system. Keywords : Implementation; Regulation No 10.of 2010; Revenue; Batu City Abstrak : Kota Batu adalah kota yang berkembang pesat dan mempunyai PAD yang tinggi. Salah satu komponen yang menyumbang PAD adalah retribusi parkir. Retribusi parkir Kota Batu dapat tak terserap secara maksimal padahal memiliki potensi cukup besar. Oleh karena itu penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis (1) implementasi Peraturan Daerah Nomor 10 Tahun 2010 (2) faktor penghambat dan pendukung implemetasi Peraturan Daerah Nomor 10 Tahun 2010 dalam menunjang PAD Kota Batu. Jenis penelitian adalah kualitatif dengan pengambilan data observasi, wawancara, dan dokumentasi serta penentuan informan menggunakan snowball sampling. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Dari hasil penelitian sesuai dengan teori kebijakan Van Horn Dan Van Meter maka dapat disimpulkan bahwa implementasi Peraturan Daerah Nomor 10 Tahun 2010 dalam menunjang pendapatan asli daerah Kota Batu belum signifikan, karena retribusi parkir tiga tahun terakhit tidak mencapai target. Faktor pendukungnya adalah komunikasi yang baik antar instansi terlihat pada operasi gabungan yang dilakukan bersama Satpol PP dan Kepolisian serta operasi harian yang di lakukan DISHUB. Faktor penghambatnya adalah tidak ada regulasi yang jelas yang mengatur lama parkir, presentase bagi hasil antara keuntungan jukir dan retribusi parkir, sistem kerja jukir, serta sistem penyewaan lahan parkir. Abstract

Freedom of speak that belongs to every human as concerning to Human Rights would maintain Indonesia to be a State of law. The law of a state should be honoured the Human Rights. Radio announcer as a citizen of law also having rights to speak up their opinions freely not only announcing the news the application of freedom of speak for radio announcers during their duties is knowledgable for the aim of this research. Method that being used is socio yuridiction with qualitative description analysis. From this research, it was known wether there are regulatory which rules radio announcers want to give opinions but is still found that they have no freedom to speak during their duties. Concerning to this situation, some professional association have been taken some actions to recover but still not reach the maximum result.

Abstract

Exploitation of child labor still occurs in Indonesia. Poverty and weak legal protection of children is one contributing factor. Therefore this paper aims to examine the factors that cause the emergence of child labor, child rights and legal protection for child workers, and prevention of child labor in Indonesia. The results of this study indicate that the occurrence of child labor is influenced by various social factors such as poverty and economic. Protection of child labor has been arranged in the formulation of laws and International Conventions ratified by Indonesia. Various efforts have been made to overcome the problem of child labor, but the government's effort is not maximized as expected.

Abstract

Political memes colored the 2019 Indonesian presidential election campaign on social media. Political memes have become one of the propaganda strategies to influence public opinion to gain political support from the public before the presidential election. This study aims to analyze and understand political memes as a medium of political propaganda in the 2019 Indonesian presidential election. This study uses critical discourse analysis to uncover the meaning behind the text. The data collection technique uses documentation in the form of political memes of the two presidential candidates, both in images and political symbols scattered on social media in the January – March 2019 period. Furthermore, the data will be analyzed using Fairclough's critical discourse analysis model to find out the meaning of the text. This study indicates that social media plays an essential role in political communication in the 2019 presidential election campaign. Social media is a cheap and fast means of spreading political memes that reach potential voters widely and massively. Through political memes, Joko Widodo often talks about having links with the Indonesian Communist Party. Meanwhile, Prabowo Subianto is often spoken of by his political opponents as a supporter of the caliphate in Indonesia. These political memes are used as political propaganda to construct or deconstruct political presidential candidates' discourse and build or damage the reputation of presidential candidates to influence public opinion.

Abstract

Development planning on a global and national scale has a very clear direction. This is stated in the SDG's which were updated after the MDG's program. In SDG's planning, it is very important to have an element of sustainability in terms of products, energy, natural resources and human resources. One of the infrastructure developments in Indonesia, one of which is toll roads. The construction of toll roads must also annul the objectives of the direction of development in Indonesia and globally. One that is built in the construction of highways is a rest area. Utilization of rest areas on toll roads has a socio-environmental impact on the surrounding area. The Probolinggo highway is a new road so studies are needed for future development. This study uses a qualitative method based on description. Through primary and secondary data analysis, it was found that the construction of a rest area in the Probolinggo area annulled the important points of the SDGs by using sustainable development and involving all development actors as rest area partners. Perencanaan pembangunan di dunia dan skala nasional sudah sangat jelas arahnya. Hal ini tertuang dalam SDG’s yang diperbarui setelah program MDG’s. Pada perencanaan SDG’s penting sekali adanya unsur keberlanjutan baik dari segi produk, energi, sumber daya alam dan sumber daya manusia. Salah satu pembangunan infrastruktur di Indonesia salah satunya adalah jalan tol. Pembangunan jalan tol juga harus menganulir tujuan dari arah pembangunan di Indonesia maupun global. Salah satu yang dibangun dalam pembangunan jalan tol adalah rest area. Pemanfaatan rest area di jalan tol memiliki dampak sosial-lingkungan pada wilayah yang ada di sekitarnya. Jalan tol probolinggo merupakan jalan tol yang masih baru sehingga diperlukan kajian-kajian untuk pengembangan pembangunan dalam jangka waktu di masa depan. Penelitian ini menggunakan metode kualitatif yang berbasis pada deskripsi. Melalui analisa data primer dan sekunder ditemukan bahwa pembangunan rest area di kawasan probolinggo menganulir poin penting dari SDG’s dengan menggunakan sustainable development dan melibatkan semua aktor pembangunan sebagai mitra rest area.
