Abstract

Abstrak - Dalam Pasal 116 huruf (b) Qanun Kota Banda Aceh Nomor 2 Tahun 2008 Tentang Susunan Organisasi dan Tata Kerja Perangkat Daerah Kota Banda Aceh disebutkanbahwasalahsatuwewenang Kantor Pelayanan Perizinan Terpadu Satu Pintu Kota Banda Aceh adalah melakukan pengawasan di bidang perizinan dan non perizinan.Pemerintah Kota Banda Aceh mengeluarkan PeraturanWalikota Banda Aceh Nomor 7 Tahun 2012 Tentang Penyelenggaraan Reklame. Dalam Pasal 10 diatur tempat-tempat yang dilarang untuk pemasangan reklame. Namun kenyataannya masih ditemukan pelanggaran terhadap pemasangan reklame di Kota Banda Aceh. Reklame dipasang di tempat yang dilarang sebagaimana diaturdalam Pasal 10 Peraturan Walikota Nomor 7 Tahun 2012. Tujuan penulisan skripsi ini adalah untuk menjelaskan pelaksanaan pengawasan Kantor Pelayanan Perizinan Terpadu Satu Pintu terhadap pemasangan reklame di Kota Banda Aceh. Penyebab penyelenggara reklame masih memasang reklame di tempat yang dilarang, dan upaya yang ditempuh oleh Kantor Pelayanan Perizinan Terpadu Satu Pintu dalam mengatasi pelanggaran yang dimaksud. Berdasarkan hasil penelitian diketahui bahwa pelaksanaan pengawasan Kantor  Pelayanan Perizinan Terpadu Satu Pintu terhadap pemasangan reklame tidak dilaksanakan dengan maksimal, hal ini dibuktikan masih ada pelanggaran reklame di Kota Banda Aceh. Penyelenggara reklame masih memasang reklame di tempat dilarang karena kurang tersedia tempat, tempat strategis untuk promosi dan kurangnya kesadaran hukum. Upaya yang ditempuh dalam mengatasi pelanggaran dengan membina penyelenggara reklame, meningkatkan pengawasan, dan mengadakan tempat reklame. Disarankan kepada Kantor Pelayanan Perizinan Terpadu Satu Pintu Kota Banda Aceh harus menunjuk pegawai untuk melakukan pengawasan agar tidak terjadi pelanggaran, menyediakan tempat untuk pemasangan reklame dan disarankan kepada penyelenggara reklame untuk mematuhi aturan apabila melanggar dikenakan sanksi berdasarkan Peraturan Walikota Nomor 7 Tahun 2012.Kata Kunci : pelaksanaan, pengawasan, pemasangan reklame, Banda Aceh Abstract - In Article 116 (b) Qanun Banda Aceh Number 2 Year 2008 on Organizational Structure and Regional Work Banda Aceh mentioned that one of the authority of the Office of Licensing Services One Stop Banda Aceh is to conduct oversight in the field of licensing and non-licensing. Government of Banda Aceh Banda Aceh Mayor issued Regulation No. 7 of 2012 on the Implementation of Advertising. Stipulated in Article 10 places that are prohibited for the installation of billboards. But in reality still found a violation of the installation of billboards in the city of Banda Aceh. Billboards installed in a place which is prohibited under Article 10 Mayor Regulation No. 7 of 2012.The purpose of this thesis is to explain the supervision of the Office of Licensing Services One Stop to the installation of billboards in the city of Banda Aceh. The cause of the organizers of the billboard was put up billboards in places that are prohibited, and the effort which is taken by the Office of Licensing Services One Stop in the breach in question.Based on the survey results revealed that the supervision of the Office of Licensing Services One Stop to the installation of billboards is not carried out to the maximum, it is proved there is still a violation of billboards in the city of Banda Aceh. Organizers still putting up billboards billboards in places prohibited due to less available space, a strategic place for the promotion and the lack of legal awareness. Efforts made in addressing violations by fostering organizers billboards, improve supervision, and holding a billboard.Suggested to the Office of Licensing Services One Stop Banda Aceh must designate an employee to perform surveillance in order to avoid infringement, providing a place for the installation of billboards and billboard suggested to the organizers to abide by the rules when abuse penalized under Mayor Regulation No. 7 of 2012.Keywords: implementation, supervision, installing advertising, Banda Aceh.

Abstract

Abstrak - Tujuan penulisan skripsi ini untuk mengetahui dan menjelaskan pelaksanaan pengawasan terhadap penyelenggaraan pengobatan tradisional yang ada di Kota Banda Aceh, metode penelitian dilakukan dengan cara Penelitian Kepustakaan dan Penelitian Lapangan. Penelitian kepustakaan dilakukan dengan teknik studi dokumentasi. Hasil penelitian menunjukkan bahwa, Pengawasan yang dilakukan oleh Dinas Kesehatan Kota Banda Aceh belum berjalan sesuai dengan peraturan yang berlaku. Hal ini disebabkan oleh beberapa faktor yang menjadi hambatan, antara lain; berasal dari faktor internal pengawas yaitu karena terbatasnya dana dan kurangnya sumber daya manusia dalam menjalankan pengawasan, kurangnya pengetahuan pengawas mengenai ketentuan yang diatur di dalam peraturan perundang-undangan, dan kurangnya kesadaran dari pengawas untuk melaksanakan tugasnya dengan baik. Faktor penghambat lainnya berasal dari faktor eksternal, yaitu terbatasnya waktu dalam melakukan pengawasan, kurangnya pengetahuan dari pengobat tradisional dan masyarakat mengenai hak dan kewajibannya masing-masing. Upaya yang dilakukan untuk mengatasi permasalahan tersebut antara lain, mengusulkan penambahan dana kepada DPRK Kota Banda Aceh, mengusulkan penambahan jumlah pegawai yang memiliki kemampuan dalam bidang pengawasan pengobatan tradisional, mengadakan pelatihan pengawasan pada pegawai dalam lingkup Dinas Kesehatan Kota Banda Aceh, mengadakan sosialisasi untuk pengobat tradisional dan masyarakat umum, serta melaksanakan evaluasi kinerja bagi setiap tenaga kerja dalam ruang lingkup Dinas Kesehatan Kota Banda Aceh khususnya bagian yang melakukan pengawasan pengobatan tradisional. Disarankan kepada Dewan Perwakilan Rakyat Kota Banda Aceh dapat segera memberikan tambahan dana, Pemerintah segera menambah jumlah tenaga kerja, dan Dinas Kesehatan Kota Banda Aceh mengubah sistem pengawasan yang dilakukan, serta memberikan sanksi yang tegas dan sesuai ketentuan, bagi yang melakukan pelanggaran.Kata Kunci : Pengawasan, Izin, pengobatan tradisional. Abstract - The purpose of this legal writing to identify and explain the implementation of the monitoring of the implementation of traditional medicine in the city of Banda Aceh, the method of research conducted by Bibliography Research and Field Research. The results showed that, Monitoring conducted by the Health Office of Banda Aceh city has not been run in accordance with applicable regulations. It is caused by several factors that are a barrier, among others; comes from internal factors supervisor is due to limited funding and lack of human resources in carrying out supervision, lack of knowledge regarding the regulatory provisions stipulated in the legislation, and the lack of awareness of the inspectors to do their job properly. Other inhibiting factors from external factors, namely the lack of time to conduct supervision, lack of knowledge of traditional healers and the community about the rights and obligations of each. Efforts are being made to overcome these problems, among others, proposed adding funds to the House of Representatives of Banda Aceh city, the proposed increase in the number of employees who have skills in the field of supervision of traditional medicine, training surveillance on employees within the scope of the Health Office of Banda Aceh city, held socialization for traditional healers and the general public, as well as carry out the performance evaluation of all workers within the scope of the Health Office of Banda Aceh city, especially the part that does the supervision of traditional medicine. Suggested to the House of Representatives of Banda Aceh can immediately provide additional funds, the government will soon increase the number of workers, and the Health Department of Banda Aceh to change the system of supervision conducted, as well as providing strict sanctions and in accordance for those who commit violations.Keywords: monitoring, permission, Traditional Medicine.

Abstract

Abstrak - Penulisan ini bertujuan untuk menjelaskan pelaksanaan pengawasan parkir yang dilakukan oleh Dinas Perhubungan, Komunikasi dan Informatika Kota Banda Aceh, kendala yang dihadapi oleh Dinas Perhubungan, Komunikasi dan Informatika Kota Banda Aceh dalam menjalankan tugas pengawasan parkir, dan upaya untuk mengatasi kendala pelaksanaan parkir di Kota Banda Aceh.Hasil penelitian menunjukkan bahwa, pelaksanaan pengawasan parkir di Kota Banda Aceh belum berjalan secara efektif. Hal ini disebabkan oleh lemahnya pengawasan yang mengakibatkan sistem parkir belum berjalan dengan baik dan tidak sesuai dengan peraturan perundang-undangan.  Faktor kendala dalam pelaksanaan pengawasan parker yaitu dari sisi faktor internal, belum adanya pedoman teknis yang tersusun secara rinci dan dana serta personal yang terbatas. Dari sisi eksternal banyaknya juru parkir yang memarkirkan kendaraan motor di luar batas garis jalan, sehingga membahayakan pengguna jalan lain. Adapun upaya yang dilakukan oleh Dinas Perhubungan, Komunikasi dan Informatika Kota Banda Aceh dalam mengatasi kendala yang dihadapi di lapangan adalah memberikan arahan kepada para petugas terkait belum adanya pedoman teknis yang tersusun secara terperinci, mengevaluasi sistem perparkiran yang adap ada saat ini serta memberikan pembinaan kepada juru parkir agar mematuhi peraturan perparkiran yang ada saat ini. Diharapkan kepada Kepala Seksi Bidang Pengawasan dan pengendalian Dinas Perhubungan, Komunikasi dan Informatika Kota Banda Aceh, dapat mengefektifkan peraturan mengenai perparkiran khususnya dalam bidang pengawasan parkir di tepi jalan umum, sebagai tolak ukur untuk meningkatkan efisiensi kinerja perangkat daerah, membuat pedoman teknis secara rinci serta mengevaluasi ulang mengenai system perparkiran, sebab melaksanakan tugas pengawasan tidak cukup hanya berpatroli atau turun kelapangan saja.Kata Kunci : Peran, Pengawasan, Pelaksanaanpengawasan, Parkir Abstract - The purpose of this thesis is to aims and to explain the implementation of parking supervision conducted by the Department of  Transportation, Communications and Informatics Banda Aceh, the matter of problem faced by the Department of Transportation, Communications and Informatics Banda Aceh in carrying out the task of parking supervison, and efforts to overcome the constraints of implementationof parking in Banda Aceh. The data in this study were obtained through the research libraries to acquire secondary data by way of studying the legislation, books, the internet and other scholarly works related to the problems of the research and fieldwork conducted for obtaining primary data by interviewing respondents and informants. The results showed that, the implementation of parking supervision in Banda Aceh have not run effectively. This is caused by weak oversight that resulted in the parking system have not gone well and not in accordance with the legislation. The factor of constraints in the implementation of supervision from the parking lot it came from the internal side of the departement it self, not from the existence of technical guidelines which composed in detail and personal as well as funds are limited. From the external side of the large number of interpreters who parked their vehicles outside the line of the road, thus endangering other road users. As for the efforts made by the Department of Transportation, Communications and Informatics Banda Aceh in overcoming obstacles faced on the field is provide referrals to the authorities of the existence of the technical guidelines have not been arranged in detail, evaluating the parking system that exists at this moment as well as provide coaching to parker in order to obey the parking regulation. The expectation to Head field of monitoring and control of Department of Transport, Communications and Informatics Banda Aceh, could streamline the regulation on parking especially in the field of supervision parking at the edge of public roads, as a benchmark to improve the efficiency of the device area perfomance, create a detailed technical guidelines and re-evaluate on parking system, for carrying out the task of supervision is not enough to just patrolling or just going to the field.Keywords: Role, Monitoring, The Implementation of Monitoring,Valed Parking

Abstract

Abstrak - Tujuan penelitian ini adalah untuk menjelaskan pelaksanaan pelayanan publik bagi penyandang disabilitas di Kota Banda Aceh, hambatan yang dihadapi dalam pelaksaan pelayanan publik bagi penyandang disabilitas di Kota Banda Aceh dan upaya yang dilakukan Pemerintah Kota Banda Aceh untuk mengatasi hambatan dalam pelaksanaan pelayanan publik bagi penyandang disabilitas.Hasil penelitian menunjukkan bahwapelaksanaan pelayanan publik bagi penyandang disabilitas belum maksimal. Belum maksimalnya pelayanan publik bagi penyandang disabilitas di Kota Banda Aceh karena adanya beberapa hambatan, diantaranya: kurangnya sumber daya manusia yang profesional, terbatasnya fasilitas yang dimiliki, dan terbatasnya dana yang dimiliki. Upaya yang telah ditempuh oleh pihak rumah sakit adalah meyediakan loket pendaftaran khusus, ramp(tangga landai) dan lift khusus, sedangkan upaya yang telah ditempuh pada sarana transportasi adalah menyediakan halte dan bus yang dapat digunakan bagi penyandang disabilitas. Upaya yang akan dilakukan oleh pihak rumah sakit adalah menyediakan karyawan sesuai dengan kebutuhan penyandang disabilitas dan menambah fasilitas yang dapat dijangkau bagi penyandang disabilitas.Disarankan kepada pihak rumah sakit untuk mengadakan pelatihan khususkepada karyawan serta memperbaharui sumber daya manusia yang ada, sedangkan pada sarana transportasi penyediaan fasilitas harus dapat menjangkau seluruh penyandang disabilitas tidak hanya pada satu penyandang disabilitas saja. Pihak rumah sakit dan sarana transportasi mengajukan anggaran dana untuk pembangunan fasilitas serta pelayanan yang optimal.Kata Kunci : Pelayanan Publik, Disabilitas, Aksesibilitas Abstract - The purpose of this study was to describe the implementation of public services for persons with disabilities in the city of Banda Aceh, the obstacles encountered in the implementation of public services for persons with disabilities in the city of Banda Aceh and the efforts made by the Government of Banda Aceh to overcome obstacles in the implementation of public services for persons with disabilities.The results showed that the implementation of social services for persons with disabilities is not optimally. It happened due to several obstacles, including: lack of professional human resources, limited facilities, and the limited funds. Efforts have been taken by the hospital is providing special registration booth, stair ramps and lifts, while efforts has been pursued on transportation is  providing bus stops and buses that can be used for persons with disabilities. Efforts will be made by the hospital is to provide employees in accordance with the persons with disabilities and to expand its facilities that are accessible to persons with disabilities.It is suggested that the hospital's to trainthe employees and update the existing human resources, while the transportation facilities should be able to reach all persons with disabilities. Abstract

Local wisdom that regulates life to maintain the balance of natural resources and supports ecological wisdom is essential in Gayo Lues Regency, Aceh Province. This local wisdom has been implemented from generation to generation as village regulation known resam kampung. The article investigates the effectiveness of the implementation of  resam kampung in the management of natural resources, specifically for water source areas in Gayo Lues Regency, by choosing  three villages, i.e  Sangir, Agusen and Rerebe, in Gayo Lues Regency. This article utilises a qualitative descriptive analysis method through interviews and FGD (focus group discussions), and data analyzed using the scoring method to obtain an effectiveness value of legal factor indicators based on Soerdjono Soekanto's legal theory, i.e. legal factors, law enforcement factors, facilities factors, community factors and cultural factors. Resam kampung is effectively applied for natural resource management based on the value of the legal factor especially in the management of water resources area. The application of rules with local cultural values and wisdom coupled with the guidance and cooperation of agencies related to forest and natural resource supervision is important to sustain natural resource management under the reusam kampung in future.

Abstract

The Panglima Laot institution plays a pivotal role in the sustainable management of Aceh's coastal regions by leveraging traditional practices and local wisdom. However, increasing pressures from climate change, economic modernization, and declining fish stocks necessitate adaptive strategies to ensure its continued effectiveness. This study investigates the adaptive strategies employed by Panglima Laot, focusing on integrating traditional governance with modern innovations to address environmental and social challenges. Utilizing a SWOT analysis framework, the study identifies the institution's strengths, weaknesses, opportunities, and threats. Key findings highlight the need for enhancing institutional capacity, documenting traditional knowledge, and fostering collaborations with governmental and international organizations. By leveraging its cultural significance and community trust, Panglima Laot can integrate modern technologies, such as GIS, to improve resource management while maintaining traditional values. These strategies are critical to strengthening the institution’s role in promoting equitable and sustainable coastal resource management. The study concludes with actionable recommendations for policy enhancement, community engagement, and capacity building to support Panglima Laot in navigating the evolving complexities of coastal management in Aceh.
