Abstract

Penelitian ini mendeskripsikan potensi pendapatan daerah dari subsektor peternakan dalam mengoptimalkan Pendapatan Asli Daerah Kabupaten Lebak. Ada tiga potensi Pendapatan Asli Daerah yang diteliti, yaitu perusahaan peternakan, pelayanan kesehatan hewan, dan penjualan hasil produksi usaha daerah di bidang peternakan. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif melalui wawancara, observasi dan studi dokumen pada Dinas Peternakan Lebak, Perusahaan Peternakan dan Dinas Pendapatan Daerah Lebak. Penelitian ini dilakukan untuk mengetahui seberapa besar potensi pendapatan subsektor peternakan dalam mengoptimalkan pendapatan asli daerah Kabupaten Lebak. Hasil penelitian ini menunjukkan potensi Pendapatan Asli Daerah dari subsektor peternakan di Kabupaten Lebak sangat besar, terutama retribusi dari perusahaan peternakan, pelayanan kesehatan hewan dan UPTD PTR HPT.Kata Kunci: Potensi Penerimaan, Pendapatan Asli Daerah, Sub Sektor Peternakan

Abstract

Currently the civilization of human life in the world is changing very quickly and unexpectedly. Coupled with the Covid-19 Pandemic, that has completely changed the design of human life, it becomes more instability and uncertainty in all social life. As a result, uncertain economic conditions emerge, conditions that can change at any time, which causes the business world to be forced to change quickly to keep up with it.SMEs have always been proven to be able to survive in crisis. Even now, SMEs are one of the sectors that are relied upon in supporting the national economic recovery due to the Covid-19 pandemic. Therefore, it is very impossible if the Government ignores the importance of human resources development, especially MSME actors. SMEs are required to be able to work on market opportunities in domestic and international markets and be able to compete with other nations. This real phenomenon is an interesting thing to study, namely how the role of digital transformation in strengthening the ecosystem of SMEs actors so that they can optimally utilize digital facilities in the promotion of business products and even in the process of trade transactions.Right regulation of SMEs Development Policy is very much needed for SMEs at this time. Reformation is needed in SMEs development governance for service-oriented and cross-sectoral policies. For this reason, Jakpreneur is here to help provide solutions for these SMEs with development programs for skills and business independence. Jakpreneur is a collaboration between the DKI Jakarta Provincial Government, education actors,SMEs stakeholders and the people of DKI Jakarta.This research applies case studies with descriptive qualitative methods, which examines and reviews the optimization of digital literacy for SMEs actors of Jakpreneur program in West Jakarta PPKUKM Sub-department, especially the Kembangan District Unit, in order to enable it to adapt to this completely uncertain situation, and be able to remain stable and even more advanced in business, which finally can bolster the economic recovery.The results of the study show the lack of awareness of business actors about business legality, understanding of the importance of having a personal business license, formally named as Business Permit Numbers (NIB). There are also many SMEs actors who have not been able to show their potential and identity optimally, because they are still confined by structural, cultural, and their natural limitations/poverty.Socialization and collaboration are important keys that are expected to help educate the public about the importance of the program for business development, when now this socialization effort is still not massive enough to reach the MSMEs actors. Trainings or workshops given to participants which still general and theoretical, need to be equipped with hands-on practice on product development innovation techniques, and of course practical matters related to digital ecosystem support so that they can be implemented more intensely and in depth.Keyword : Empowering, Small Medium Entreprises, Public Service, Jakpreneur

Abstract

This research aims to analyze the utilization of State-Owned Movable Goods (BMN) in sports business development at BLU LPDUK and formulate an assessment framework for this utilization based on Institutional KPIs. Employing a qualitative approach, the study reveals that BMN utilization at LPDUK involves cooperation with three business units—SP2OI, ADMI, and ABI—but these activities were discontinued due to budgetary constraints and discrepancies in income generation. Despite proper implementation of safeguarding and maintenance procedures for BMN, including recording and inventorying through the SAKTI system, deficiencies exist in sanction clauses within operational cooperation agreements, hindering effective enforcement when partners fail to fulfill obligations.

Abstract

The purpose of this research is to analyze why information disclosure in the financial operational management of PT Kereta Api Indonesia has not been optimal, and to develop strategies in the framework of public information disclosure in the operational management of PT Kereta Api Indonesia. In this research the author chose to use a qualitative descriptive method. The results showed that the fundamental problem faced by public bodies lies in their inability to determine the types of information that can be categorized as public information and which information is exempt. The presence of the Law on Public Information Disclosure is important, especially to encourage public participation, which is an important element of the creation of good governance. Public participation is very important in encouraging the smooth running of public activities, the presence of the Public Information Disclosure Act is a driving force for the development of the principles of transparency and public accountability in every implementation of its duties and functions. Administrative order and work culture will increase, so that the potential for KKN practices will be eradicated. It is the duty of every public body to make it easier for the public to access public information. The accuracy of determining which information is public and which information is exempt and which public information must be provided at any time, periodically and at any time is the key to success for public bodies to implement effective Public Information Disclosure. This success in general has been made in a regulation as a legal basis for every public body to implement Public Information Disclosure, the presence of Information Management and Documentation Officers as coordinator of public information management and services, provides a lot of convenience for the community to obtain public information. The next cohesion is characterized by the diversification of the use of communication media, including online media, which can be used as an interaction between information requesters and public bodies.

Abstract

The Legal Documentation and Information Network (JDIH) Management Policy is aform of public services using ICT in  providing legal data and information sourceswhich can be easily, briefly, clearly and completely accessed by public The Secretariat General of the MPR RI as a supporting system for the Assembly is one of the members of the National JDIH. However, since was formed in 2018 until 2022 it has not been able to implement this policy properly. The management of JDIH that has not been well organized, the overlapping functions between the website management unit and the JDIH implementation team, infrastructure facilities that are not optimal, insufficient number and competency of human resources are some indicators as the weakness of JDIH implementation of MPR. This article will discuss about the implementation of JDIH management policy at the Setjen MPR RI, why is it still not running as expected and recommend some strategic steps to improve the JDIH in the future. This research uses study case qualitative methods with the Edward III and Grindle models as analytical tools. Data collection carried out using in-depth interviews, observation and documentation.

Abstract

The implementation of core moral values, particularly AKHLAK, among government employees plays a crucial role in enhancing public service qualityand reinforcing employer branding. This study examines the efficacy ofAKHLAK implementation among Makassar City’s Administrative Civil Ser-vants (ASN) as fundamental principles in delivering effective and focusedpublic services. Utilizing focus group discussions, documentation analysis,and Grindel’s framework of policy implementation, this research explores theimpact of Menpan RB Circular Letter No. 20 of 2021 on AKHLAK implementation. Key findings indicate that the promotion of AKHLAK has significantlyimproved employee discipline and public service standards in Makassar City.Supported by institutional backing and adequate infrastructure, the city government demonstrates a robust commitment to fostering AKHLAK valuesamong its employees. The study concludes that Makassar City has achievedconsiderable success in implementing and sustaining AKHLAK principles,contributing to notable advancements in governmental service delivery andoverall civic compliance. Overall, this research confirms Makassar City’sachievements in integrating and maintaining AKHLAK values, thereby con-tributing to a more effective and responsive governance framework

Abstract

Employee engagement is a management strategy that influences the achievement of organisational goals and objectives. Achieving organisational success requires a high level of commitment. This is because it is important to encourage high-performance contributions from employees. This study employed a descriptive quantitative approach to investigate the impact of employee satisfaction on remuneration on engagement. The study focuses on the Personnel Bureau at the Supreme Court of the Republic of Indonesia, using a sample of 72 ASN employees. The indicators cover seven dimensions of employee engagement and have been adapted for the Indonesian context, including both the private and public sectors, making them more suitable for testing in the public sector. A simple linear regression test via the SPSS program was used to prove that the null hypothesis (Ho) was rejected and the alternative hypothesis (Ha) was accepted. There is a significant effect of employee satisfaction on remuneration and on employee engagement, as the value of 0.000 is significantly less than 0.05. Employee satisfaction influences employee engagement to the extent of 52.5%, while 47.5% is influenced by other variables or factors not included in this study.

Abstract

Instagram and WhatsApp have become popular communication tools for business management in various industries, including the frozen food sector. This study aims to determine the influence of social media marketing and brand awareness on the management of frozen food sales in South Tambun, Bekasi, West Java. This study took a quantitative approach, involving the distribution of questionnaires to 124 respondents. The data were analysed using multiple linear regression analysis. The results indicate that social media marketing has a significant and positive effect on purchasing decisions, as evidenced by the t-test (t-count: 7.928 > t-table: 1.979 and sig.: 0.000 < 0.05). Brand awareness (X²) was also found to significantly affect frozen food purchasing decisions, with an F-count of 165.832 > F-table of 3.07 and a sig. of 0.000 < 0.05. The coefficient of determination (R²) of the social media marketing and brand awareness variables on purchasing decisions was found to be 72.6%. The remaining 27.4% is explained by other causes outside the scope of the research variables.

Abstract

The advancement of ICT has driven changes in work patterns known as flexible working arrangements (FWA). FWA not only has a positive impact on employees and their organizations, but also a negative impact in its implementation. The study aims to analyze the inhibiting factors for the suboptimal implementation of FWA at the Deputy for Institutional and Community Relations at the Ministry of State Secretariat and to provide strategies to optimize FWA. FWA was initiated to improve employee work flexibility, employee performance and job satisfaction, and work-life balance. The study used a descriptive qualitative method with data collection techniques through in-depth interviews and documentation studies. Based on Merilee S. Grindle's policy implementation approach, the analysis focused on two main variables: policy content and implementation context. The results of the study indicate that the implementation of FWA is supported by the Minister of State Secretary, and organizational unit leaders, as well as employees who have high commitment. However, the main obstacles found were: the type of benefit factor, the degree of change factor, the technological resource factor, and the program implementer factor. Strategies to optimize FWA include: submitting a proposal to Deputy AA regarding the need for a ministerial decree related to the implementation of FWA in order to provide strong legal certainty, consistency in implementation, and legal certainty in its application in the Ministry of State Secretariat in general; aligning business process documents, service standards, and SOPs in order to provide clear guidance to employees in the implementation of FWA and the implementation of tasks that are adjusted to current changes; and increasing the stability and integration of office applications supporting FWA.
