The purpose of this study is to accelerate poverty alleviation and provide opportunities for the community to be able to open their own jobs so that they can develop development and empower communities in the village to develop and not be left behind. Types of Descriptive-Qualitative Research, Data were collected using techniques in the form of observation, documentation and developed by interviewing the informants. The data was analyzed descriptively qualitatively, namely analyzing all the data that the author had collected, both primary data and secondary data and then presented in the form of informants obtained from interviews and interview guidelines. From the results of the study it was found that the implementation of community empowerment program policies in conflict management in the Sugapa district of Intan Jaya district were: (a) communication in the socialization of the Community Empowerment Program (PRODAMAS) was also still not going well. (b) Resources in the realization of Prodamas funds in each RT are still focused on development (c) There are still some dispositions that have not carried out citizen consultations (d) the bureaucratic structure is good, where technical instructions in the implementation of community empowerment programs have gone well.

Kegiatan pengabdian ini mengangkat tema “Sosialisasi Tentang Manfaat Pemberian Vaksin Covid-19 Pada Manula/Lansia Di Kelurahan Trikora Distrik Jayapura Utara Kota Jayapura”. Adapun yang rangkaian sosialisasi yang dilakukan meliputi, penyampaian dan pemberian gambaran tentang vaksin covid-19, kemudian Mensosialisasikan manfaat pemberian vaksin covid-19 terutama pada lansia atau pada manula. Adapun hasil yang diharapkan dari pengabdian ini adalah Masyarakat tahu akan vaksin covid-19, kemudian masyarakat mampu memahami manfaat pemberian vaksin corona-19, khususnya pada lansia atau pada manula. Pelaksanaan kegiatan ini dilakukan melalui metode sosialisasi yang dilakukan secara virtual dengan menggunakan aplikasi zoom. Hasil pelaksanaan kegiatan menunjukkan bahwa para peserta sosialisasi telah mengetahui dengan benar mengenai tujuan vaksinasi dan prosedur pemberian vaksin tersebut kepada mereka, hasil kegiatan ini juga telah menepis seluruh haoks yang berkembang mengenai permberian vaksinasi Covid-19 bagi masyarakat.

This study aims to analyze and determine Community Participation in Village Development Programs in Abenaho District, Yalimo Regency, as well as analyze the supporting and inhibiting factors of community participation in village development in Abenaho District, Yalimo Regency. This study uses a qualitative descriptive approach conducted in Abenaho District, Yalimo Regency, the determination of informants is carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results showed that the form of community participation in village development in Abenaho District, Yalimo Regency, the form of community participation contributing to the village development program was starting from the delegation of authority stage, the community had the authority to participate in determining the priority of development programs in their village through musrembang, and the results of the musrembang proposed as a priority development program. Then in the partnership stage, the community partners with providers of tools and materials needed to carry out development programs. Then the stage, community consultation consults with village assistants regarding the development program they have launched and the reporting and accountability mechanisms. Then the information stage is disseminated effectively so that the community knows information about the development program in their village. Then it is related to the form of community participation in the form of delivering voices to fight for their rights and the open access provided. Supporting factors are the existence of social solidarity, responsibility, and intense information dissemination. Then the inhibiting factor is the misunderstanding factor and mutual suspicion from the community.

This study aims to analyze the Implementation of the General Election Commission (KPU) Policy regarding the Use of Sistem Informasi dan Rekapitulasi (SIREKAP) in the 2020 Simultaneous Regional Head Elections in Papua Province. Therefore, in this study, there are 3 main study focuses, firstly analyzing the description of the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province. Second, analyze the supporting factors and inhibiting factors for the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province. Third, analyze the efforts made to optimize the application of SIREKAP in post-conflict local elections. The research method used is descriptive qualitative. The research location is in Papua Province. The informant determination technique was selected purposively. The data collection used includes in-depth interviews, observation, and documentation. Data analysis techniques include the stages of data reduction, data presentation, data interpretation, and conclusion. The results of the study show that firstly, the implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province from the aspect of interest, types of benefits, degree of change, the position of policymakers, executors, and resources used are by the objectives of implementing and holding transparent Pilkada and accountable because the presence of this SIREKAP facilitates the recapitulation process which can be accessed by the public so that it can build public trust in the implementation of regional elections. Even in the implementation stage, there were several obstacles encountered, both in the managerial aspects of operating the application, along with the technical problems in the field. Second, the determinant factors that support or hinder the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province are the quality of human resources, Availability of the Internet Network, geographical conditions of the region, electricity network, and the use of Android Hangphones to operate applications. Third, the efforts made are to increase the level of availability of facilities and infrastructure to support the implementation of regional elections, especially for the application of SIREKAP. Then, make technical guidance and training activities for operators who will be placed in remote areas to be able to operate the SIREKAP application and as a pioneer in socializing this to the general public, so that when the next general election is held, regardless of whether it is a national election or a head election If the area wants to use SIREKAP, it will run optimally, not only in urban areas but in all areas in Papua.

The purpose of this study is to describe and find out the implementation of policies to fulfill women's representation in the 2019 legislative general election in Biak Numfor Regency and also to find out the level of supporters and obstacles in fulfilling women's representation in Biak Regency. The type of research used in this study is descriptive qualitative. Data collection techniques used in collecting research data are in-depth interviews, observation, and document studies. The results of the research on Policy Implementation meet the representation of women in the Biak Numfor district. The implementation of the policy on the placement or implementation of women's representation in the general election of the legislature requires the need for gender justice in party management and implementing a 30% quota policy for women's representation in the list of legislative candidates. Power interests and strategies involved in policy implementation. It is also necessary to take into account the strengths of the actors involved to facilitate a policy. The problem of how to implement the Electronic-based Business Travel Order Management Policy (E- SPPD) in the Travel Division of the General Bureau and Protocol of the Papua Province and what are the supporting and inhibiting factors for the Implementation of the Electronic-Based Business Travel Order Management Policy (E-SPPD) in the Travel Division of the General and Protocol Bureau of the Papua Province were developed as a result of this research. This study aims to explain and assess the Electronic-Based Service Travel Order Management Policy (E-SPPD) implementation process as well as the factors that support and hinder the implementation of the Electronic-Based Business Travel Order Management Policy. A study that describes the Implementation of Website-Based Business Travel Order Management Policy (E-SPPD) in the Travel Subdivision of the General Bureau and Protocol of Papua Province is an example of the descriptive qualitative research type. This kind of phenomenological research aims to paint a clear picture of the issues under investigation based on the informants' personal experiences. The General Election Commission, hereinafter abbreviated as KPU, is a national, permanent, and independent election management body whose task is to carry out elections. Election violations are actions that conflict, violate, or are not by the laws and regulations governing elections. The purpose of this study is to analyze and describe the implementation of the KPU Regulation No. 5 of 2019 in the 2019 legislative elections in the Intan Jaya Regency. This study used qualitative research methods. The focus of this research is electoral malpractice and what factors lead to electoral malpractice in the implementation of determining the acquisition of seats for political parties and elected candidates for DPRD members of Intan Jaya Regency in the 2019 legislative elections. The types and sources of data used in this study are data primary and secondary data. Informants in this study are election organizers, election supervisors, and election participants. Data collection techniques in this study are through observation, interviews, and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusion/verification. The results of this study indicate that there was election malpractice committed by the Intan Jaya district KPU commissioner regarding the process of determining the acquisition of political party seats and the determination of elected candidates for the Intan Jaya district DPRD members in the 2019 legislative elections, in the form of vote manipulation. Factors that cause election malpractice are negligence, deliberate, and intimidation of election organizers.

This research aims to evaluate the distribution of logistics in the 2019 elections in Yalimo Regency. Then describe what factors support and hinder the 2019 election logistics distribution process in Yalimo Regency. As well as formulating what efforts need to be made to improve the quality of election logistics distribution in the Yalimo District. This research uses descriptive qualitative research. Determination of key informants was carried out purposively by selecting representatives from the Yalimo Regency KPU, Yalimo Regency Bawaslu, TNI/Polri Security Officers, and the PPS Committee. Data collection techniques used were in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the evaluation of the distribution of logistics for the 2019 election in Yalimo District has been quite effective; in terms of efficiency it is still less efficient; and in terms of responsiveness, the implementation of election logistics distribution to organizers is very responsive. The supporting factors are the participation of relevant stakeholders, the existence of technical regulations as guidelines, and the existence of an operational budget. The inhibiting factors are geographical and topographical conditions which are a challenge in itself, because it is difficult to reach, coupled with inadequate KPU personnel. Efforts made to improve the quality of election logistics distribution are by increasing funding, the planning process at an early stage needs to be considered to anticipate delivery delays, and improving communication and coordination to establish collaboration between agencies in implementing policies.

This study aims to identify and analyze the implementation of Regional Regulation No. 5 of 2014 concerning the Control and Supervision of Alcoholic Beverages in Keerom Regency, and analyze the inhibiting and supporting factors for the Implementation of Regional Regulation No. 5 of 2014 concerning Control and Supervision of Alcoholic Beverages in Keerom Regency. The research method used is descriptive qualitative. Research informants were taken from SKPD officials and staff members of TP2MB, representatives of community leaders, and religious and community shops. Data collection techniques include interviews, and observation, as well as documentation. Data were analyzed using qualitative analysis of data reduction, data presentation, and conclusion drawing. The results of the study indicate that policy implementation, seen from the communication aspect, conveying information or outreach to the public about the Keerom District Alcoholic Beverage Regulation Policy as the target group of the policy has not been implemented optimally. The resource aspect, in terms of human resources, is well available. but the financial resources are not yet available properly while the infrastructure resources have not met the needs. In the aspect of disposition, the attitude of policy implementers shows commitment and firmness toward implementing alcohol regulatory policies. The aspect of the bureaucratic structure was strengthened by the issuance of Regent Regulation Number 62 of 2018 concerning the Formation of an Alcoholic Beverage Supervision and Development Team. The supporting factors are regulatory derivatives for technical issues, consistency and strong support from the community, and the commitment of policy implementers to the optimal deployment of resources. While the inhibiting factors include budget constraints, ineffective inter-agency coordination, and some people still lack awareness because the socialization has not been thorough.

The Smart Indonesia Program through the Smart Indonesia Card Program is a priority program of the President of the Republic of Indonesia, Ir. Joko Widodo is specifically designed to help children from poor or disadvantaged families to continue to get education services until they have finished secondary education or equivalent. The purpose of this study is to be able to analyze the implementation of the KIP program and identify things / factors that influence the implementation of the program, seen from George Edwards III aspects of communication, resources, disposition, and bureaucratic structure. This research uses a qualitative descriptive approach with data collection techniques through in-depth interviews (in-depth interviews), observation, and documentation studies. The results of the study showed that the implementation of KIP in Tanjung Ria SDN Inpres Kota Jayapura seen from the aspect of communication had not been effective. This can be seen from the lack of level of understanding of information from the recipient to the executor which contains clarity, among others: The absence of a Technical Guide, and the absence of Standard Operating Procedures for the implementation of the policy in the school. Viewed from the aspect of resources (human and financial), it is not effective. This can be seen from the lack of professional management human resources, and the process of channeling funds that are not yet on target. Viewed from the aspect of disposition (attitude of the implementer) shows the executor's responsibility to the recipient. This can be seen from the fact that the recipient is not yet satisfied. And from the aspect of bureaucratic structure the results showed that the management team that had been formed had not run well within the Tanjung Ria SDN Inpres Jayapura City. Supporting factors: communication, support, equipment resources, and information. The inhibiting factors: communication, capital resources and data accuracy
