Abstract

Latar Belakang :Peningkatan jumlah pasien serta minimnya jumlah tenaga kesehatan yang memiliki sertifikasi kesehatan, menjadikan kinerja petugas kesehatan di Rumah Sakit Umum Daerah (RSUD)KotaBogor menjadi belum sepenuhnya optimal. Peneliti akan memfokuskan penelitian pada aspek implementasi terhadap kebijakan rencana strategis dan Pengawasan Melekat terhadap Kinerja Petugas Kesehatan pada RSUD Kota Bogor.Metode :Metode penelitian kuantitatif dengan analisis Structural Equation Modeling (SEM), untuk mengetahui sejauhmana pengaruh dari kedua variabel implementasi kebijakan dan pengawasan melekat (variabel bebas) terhadap variabel kinerja (terikat). Responden merupakan petugas kesehatan RSUD Kota Bogor. Penelitian ini dilakukan dengan membagikan angket untuk mendapatkan pendapat dari tenagakesehatan. Penentuan responden berdasarkan rumus di Tabel Krejcie dalam Sugiono dengan margin kesalahan 5%, dengan kontribusi yang proporsional dari masing-masing profesi tenaga kesehatan yang adadi RSUD Kota Bogor. Adapun profesi tenaga kesehatan dan jumlah proporsional sampel yang ditentukan di RSUD Kota Bogor meliputi Petugas Kesehatan Tenaga Medis 41 responden, Petugas KesehatanTenaga Keperawatan 141 responden, Petugas Kesehatan Tenaga Kefarmasian 17 responden, Petugas Kesehatan Tenaga Kesehatan Masyarakat 8 responden, Petugas Kesehatan Tenaga Gizi 1 dan PetugasKesehatan Tenaga Keteknisian Medis 19 responden. Responden merupakan pegawai tetap di RSUD Kota Bogoryang mempunyai masa kerja minimal 1 tahun.Hasil : Dari 200 responden didapatkan hasil koefisien pengaruh implementasi kebijakan terhadap kinerja petugas kesehatan sebesar 65%, dan koefisien pengaruh pengawasan melekat terhadap kinerja petugas kesehatan sebesar 58%. Jika dilihat dari uji-t maka t hitung variabel implementasi kebijakan menunjukkan hasil 11,11> t tabel (1,96) dan t hitung variabel Pengawasan melekat menunjukkan hasil 10,93> t tabel (1,96) sehingga bisa dinyatakan bahwa kedua variabel berpengaruh secara signifikan terhadap kinerja petugas kesehatan RSUD Kota Bogor.Simpulan : Terdapat hubungan yang signifikan dengan koefisien yang kuat antara pengaruh implementasi kebijakan perencanaan strategis terhadap kinerja petugas kesehatan RSUD Kota Bogor dan juga terdapathubungan yang signifikan dengan koefisien yang kuat antara pengaruh pengawasan melekat terhadap kinerja petugas kesehatan di RSUD Kota BogorKata kunci:Implementasi Kebijakan Perencanaan Strategis, Pengawasan Melekat dan Kinerja

Abstract

Free and impartial justice is a characteristic and ideal of a constitutional State. In societies with a free and open judiciary system, individuals are permitted to challenge a judge's verdict, ability to remain impartial, and conduct. This article a doctrinal research with statute, comparative, and conceptual approaches. Meanwhile, data were analyzed descriptively, consisting of quotes. The results show that impartiality legal process (free from pressure, both physical and psychological and impartial) is a characteristic of a constitutional State. In the criminal justice system has received a full principle of free and impartial justice. At the lowest level, this principle in criminal justice is played by the judge as the core apparatus of judicial power, the principle of freedom and impartiality of judges in examining, hearing and deciding cases. The treatment in a crime must always be brought to the application of the principle of impartiality or treatment as referred in the principles of impartiality. Likewise, the principle of impartiality must not only be applied to suspects or defendants, it must be interpreted including the treatment of crown witnesses, victim witnesses and their families and also cannot be ignored about the existence of the community as legal subjects who have an interest in the implementation of public law.

Abstract

This article aims to analyze the interconnection between Islamic and conventional marketing in the context of Muhammadiyah Charity Business (AUM) in the health sector with a focus on the Referral and Information Management (MAMARUDI) program in the Islamic Hospital Cempaka Putih Jakarta. This research aims to understand how these two marketing approaches can work together to improve service quality and hospital competitiveness without ignoring Sharia principles, which are the main foundation of Muhammadiyah's Charity Business. With a qualitative approach, this research collects data through interviews, observations, and document analysis related to implementing the MAMARUDI program. The research results show that Islamic marketing, which focuses on honesty, can be combined with conventional marketing, which utilizes digital technology to expand reach and increase service efficiency. This interconnection increases patient confidence in hospital services and strengthens the reputation of the Cempaka Putih Islamic Hospital. This interconnection model offers an approach that can be applied in other Islamic health institutions to create professional services on Islamic values.

Abstract

As the highest judicial institution, the Supreme Court exercises its powers freely and independently. Judges must have morals, principles of justice, and adhere to a code of ethics. Judges must uphold justice in resolving disputes or legal cases and ensure that society receives justice. As state officials, the recruitment process for judges should be separated from the recruitment of civil servants. The position of judges as state officials should be regulated comprehensively by law. This research examines the recruitment process of judges as independent implementers of judicial power. The research method used is descriptive, using qualitative data analysis with a normative juridical approach. Supreme Court Regulation Number 1 of 2021 concerning Amendments to Supreme Court Regulation Number 2 of 2017 concerning the Procurement of Judges regulates the need for judges in General Courts, Religious Courts and State Administration through the acceptance of Candidates for Civil Servants that needs to be improved. This need arises because there are no legal provisions regarding the recruitment of judges as state officials. In the future, provisions for the recruitment of judges should be regulated through Government Regulations so as not to impact the independence of judges as implementers of judicial power.
