Abstract

Penelitian ini bertujuan untuk mengetahui (1) sistem pelaksanaan rekrutmen tenaga pendamping Desa (2) Pelaksanaan Peran tenaga pendamping Desa (3) Dan mengetahui Hambatan dan upaya tenaga pendamping Desa Untuk mencapai tujuan tersebut peneliti menggunakan jenis pendekatan deskriptif Kualititaf dengan jumlah Informan sebanyak 3 orang yakni, pendamping Desa, Kepala Desa dan Tokoh Masyarakat. Instrumen yang di gunakan dalam pengumpulan data penelitian ini adalah observasi, wawancara, dan dokumentasi. Teknik analisis data diperoleh melalui tiga tahap yaitu reduksi data, penyajian data, penarikan dan kesimpulan dan verifikasi. Teknik pengabsahan data dengan menggunkan teknik tringulasi. Hasil penelitian menunjukan  bahwa : (1) Pelaksanaan rekrutmen tenaga pendamping Desa masih belum sesuai dengan Peraturan menteri  Desa No 3 tahun 2015 karena masih rendahnya Pengetahuan dan kapasitas tenaga Pendamping Desa dalam melaksanakan pendampingan Desa. (2) Pelaksanaan Peran tenaga pendamping Desa berdasarkan peraturan menteri  Desa No 3 tahun 2015 belum signifikan di lapangan karena masih banyaknya program Desa belum di dampingi secara maksimal dan di tuntaskan oleh tenaga pendamping Desa. ( 3). Hambatan dan upaya pendamping Desa Berdasarkan Peraturan menteri Desa No 3 tahun 2015 yakni Kurangnya Pengetahuan dan keterampilan tenaga  pendamping desa, Kurangnya komunikasi dan koordinasi dengan aparatur Desa.

Abstract

Komunikasi sosial mengisyaratkan bahwa komunikasi penting untuk membangun konsep diri, untuk kelangsungan hidup, aktualisasi diri, untuk memperoleh kebahagiaan, terhindar dari tekanan dan ketergantungan, antara lain lewat komunikasi yang menghibur, dan memupuk hubungan dengan orang lain.Komunikasi sosial secara umum adalah adanya proses interaksi antara dua atau lebih subjek. Sedangkan pengertian komunikasi sosial secara sempit adalah proses penyampaian pesan oleh dua orang atau lebih baik secara langsung maupun tidak langsung. Penelitian ini penulis menggunakan jenis penelitian yaitu deskriptif kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Populasi dalam ini adalah semua pegawai pada Sub Bagian Rumah Tangga Sekretariat Daerah Kota Bima.  Hasil penelitian yang diperoleh yaitu: pertama, berdasarkan keempat kemampuan komunikasi sosial antar pegawai, baik ketrampilan mendengarkan, ketrampilan memberi dan menerima umpan balik, ketrampilan menunjukkan ketegasan, maupun ketrampilan menangani konflik, maka hasilnya sudah sangat baik dan komunikasi sangat harmonis dan manusiawi; dan kedua, berdasarkan kesebelas indikator dari komponen komunikasi sosial yang efektif, baik adanya penerimaan yang cermat dari isi pesan yang dimaksud (pengertian), terjalinnya rasa saling akrab, hangat dan menyenangkan (kesenangan), mempengaruhi sikap, hubungan sosial yang baik, timbulnya tindakan nyata sebagai indikator tingkat persuasi dari komunikasi yang terjadi, sikap menghargai dan menghormati pasangan kita saat berkomunikasi (respek), kemampuan untuk memahami dan menempatkan diri kita di tengah orang-orang yang kita ajak berkomunikasi (empati), pesan yang disampaikan oleh komunikator harus dapat didengar dengan jelas dan dimengerti dengan baik oleh audiennya, perhatian, sikap rendah hati, maupun prinsip-prinsip persaudaraan sejati, maka hasilnya sudah sangat baik dan komunikasinya sangat lancar, harmonis, dan manusiawi.

Abstract

Abstrak Tujuan penelitian ini untuk mengetahui implementasi manajemen Pengembangan SDM di Dinas Kesehatan Kabupaten Bima. Penelitian ini menggunakan metode deskriptif kualitatif. Subyek penelitian ini dipilih melalui teknik nonprobability sampling, dengan menggunakan teknik purposive sampling atau teknik penentuan sampel dengan mempertimbangkan aspek tertentu. Teknik pengumpulan data terdiri atas observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Manajemen Pengembangan Sumber Daya Manusia, dimana aspek Komunikasi dan petunjuk kebijakan pengembangan SDM Dinas Kesehatan Kabupaten Bima telah berjalan dengan baik. Kualitas sumber daya yang dimiliki telah mengalami peningkatan, akan tetapi belum berjalan secara efektif karena berbagai hambatan. Koordinasi dilakukan secara rutin antara kepala dinas maupun bawahan. Lintas koordinasi tersebut dapat dilakukan tidak hanya bersifat top-down tapi juga bottom-up sesuai dengan garis koordinasi secara hirarkis struktural sehingga tidak terjadi penyimpangan antara bawahan dengan kepala dinas. Kemudian Dinas Kesehatan Kabupaten Bima memiliki pedoman pelaksanaan kebijakan pengembangan SDM yakni berupa Standar Operasional Prosedur (SOP) yang meliputi Sistem Pencatatan dan Pelaporan Terpadu, Bimbingan Teknis Terpadu dan Sasaran Kinerja Pegawai Negeri Sipil. Adapun dukungan dalam implementasi kebijakan pengembangan SDM Dinas Kesehatan Kabupaten Bima berasal dari serapan anggaran APBD untuk peningngkatan SDM pegawai. Akan tetapi memang belum sepenuhnya memadai. Sedangkan kendala implementasi kebijakan pengembangan Sumber Daya Manusia di Dinas Kesehatan Kabupaten Bima adalah Minimnya bimbingan teknis dan pelatihan, khususnya bagi tenaga kesehatan. Kata Kunci: Implementasi, Manajemen, Sumber Daya Manusia,

Abstract

Tujuan utama penelitian ini adalah untuk mengetahui pengaruh DPR, DY, EPS, dan Volume Saham terhadap return saham. Selain itu, penelitian ini juga bertujuan untuk membuktikan apakah keempat variabel independen yang sudah ditentukan akan menyebabkan terjadinya dividend trap pada perusahaan – perusahaan yang rutin membagikan dividen pada masa periode tiga periode. Teknik pengumpulan sampel penelitian ini menggunakan purposive sampling, sampel yang digunakan adalah indeks saham yang terdaftar di BEI (Bursa Efek Indonesia) yaitu IDXHIDIV20 (Indeks High Dividend 20). Teknik penelitian yang digunakan adalah regresi linear berganda dengan menggunakan Robust Standart Error untuk menghindari permasalahan Uji Heteroskedastisitas. Hasil penelitian ini adalah variabel dividend yield berpengaruh signifikan negatif terhadap return saham di IDXHIDIV20 sehingga semakin tinggi nilai dividend yield maka semakin tinggi juga kemungkinan terjadinya dividend trap. Variabel dependen yang digunakan menggunakan dua model yaitu return saham pada hari pembagian dividen dan return saham pada hari setelah pembagian dividen. Kedua model tersebut dipergunakan untuk membuktikan mengenai fenomena dividend trap.

Abstract

This study aims to evaluate the impact of bureaucratic reform in Bima Regency following the issuance of the Ministerial Regulation on Administrative Reform (PermenPAN-RB) Number 3 of 2023, with a primary focus on enhancing the quality of public services and the efficiency of administrative processes through the implementation of information technology. Utilizing a qualitative descriptive research method, this study explores the perceptions and experiences of civil servants (ASN), policymakers, and the civilian community in Bima Regency. Data were collected through in-depth interviews, participatory observation, and document analysis to understand the implementation and effectiveness of the reforms undertaken. The findings indicate that bureaucratic reform in Bima Regency has made significant progress in improving the efficiency and effectiveness of public services, underpinned by the Bureaucratic Reform (RB) Index. The main focus of this reform is to accelerate service delivery, enhance user satisfaction, and reduce unnecessary bureaucracy, with the digitalization of services as a key step that has successfully reduced waiting times and increased transparency. Training programs for civil servants have also been enhanced to ensure high-quality services that meet the needs of the community. The roadmap for bureaucratic reform also includes efforts to strengthen integrity and transparency, with an emphasis on improving the Corruption Perception Index (CPI) score through the strengthening of oversight institutions and the implementation of policies that limit direct interactions, reducing opportunities for corruption. Furthermore, Bima Regency continues to innovate by integrating information technology into government administration to improve the Government Effectiveness Index (GEI) and E-Government Development Index (EGDI), ensuring data security, and expanding public access to government services, especially in remote areas.

Abstract

This research aims to understand the leadership challenges in improving public services at PT Pelindo III Bima Branch, given the complexities faced, such as resistance from team members, operational pressures, ineffective internal communication, and the importance of relationships with local government. To achieve this objective, the research employs a descriptive qualitative method with a purposive sampling approach, where key informants include the Head of PT Pelindo III Bima Branch and various other stakeholders. Data was collected through in-depth interviews, direct observations, and documentation to gain a comprehensive understanding of the leadership dynamics in the field. Qualitative descriptive analysis was used to reduce and present the data, resulting in accurate findings regarding leadership effectiveness in this context. The study results indicate that leadership at PT Pelindo III Bima Branch faces significant challenges, particularly in managing change, improving internal communication, and building good relationships with local government. However, by implementing appropriate leadership strategies such as developing a clear vision, effective human resource management, and adapting to change, leaders can overcome these obstacles and enhance overall public service performance. In conclusion, effective leadership is key to ensuring that PT Pelindo III Bima Branch can meet the needs of port service users and contribute positively to the local economy.

Abstract

This study aims to describe the strategies for preventing drug circulation in Sambinae Village, Bima City, using a qualitative descriptive method. The research was conducted through in-depth interviews, participatory observation, and documentation over one month, from May 20 to June 20, 2024. The main focus of this study is to explore inter-agency coordination, resource allocation, and the strengthening of laws and regulations in drug prevention efforts. The findings indicate that Sambinae Village has successfully established effective coordination between agencies such as Bhabinkamtibmas, Babinsa, religious leaders, and community leaders, with support from the National Narcotics Agency (BNN). This coordination has resulted in a strong synergy in efforts to create a drug-free environment. Additionally, the prevention strategies implemented focus on all levels of society using Soft Power, Hard Power, and Smart Power approaches, where Soft Power emphasizes outreach and education, Hard Power involves strict law enforcement, and Smart Power integrates technology into monitoring and education. However, the study also reveals challenges such as a lack of rehabilitation facilities and low community participation. It was found that the community tends to be passive in supporting drug prevention programs, although awareness of the dangers of drugs has increased. In conclusion, despite significant efforts by the village in drug prevention, there is still a need for improvements in resource support, cross-sector coordination, and community participation to achieve more optimal results.

Abstract

The problem of uninhabitable houses (RTLH) is still a strategic issue in settlement development in Indonesia, including in Bima City. This study aims to evaluate the mechanism for receiving assistance and the criteria for environmental infrastructure in the implementation of the RTLH social rehabilitation programme in Kolo Village, Asakota Sub-district, Bima City. The method used was descriptive qualitative with data collection techniques through in-depth interviews with key informants, such as kelurahan officials, programme assistants, and beneficiary communities. The results showed that the implementation of the RTLH program fulfilled the six main indicators of the mechanism for receiving assistance, including legal identity ownership, economic inability, dependence on food assistance, ownership of inadequate housing, and legal land ownership. In addition, five indicators of environmental facilities and infrastructure criteria were also considered very suitable, such as location suitability, legality, community needs, and community participation. In conclusion, the RTLH programme in Kelurahan Kolo is effective and well-targeted, in terms of administrative, social, and participatory aspects. The findings are expected to be an input for the development of housing policies that are more responsive to the needs of low-income communities.

Abstract

The roadmap for bureaucratic reform also includes efforts to strengthen integrity and transparency, with an emphasis on improving the Corruption Perception Index (CPI) score through the strengthening of oversight institutions and the implementation of policies that limit direct interactions, reducing opportunities for corruption. Furthermore, Bima Regency continues to innovate by integrating information technology into government administration to improve the Government Effectiveness Index (GEI) and E-Government Development Index (EGDI), ensuring data security, and expanding public access to government services, especially in remote areas.
