Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan dan kompetensi terhadap kinerja pengadaan barang dan jasa pemerintah di Direktorat Pencegahan dan Pengendalian Penyakit Menular Langsung Kementerian Kesehatan Republik Indonesia. Penelitian ini menggunakan pendekatan kuantitatif. Pengumpulan data dilakukan menggunakan membagikan kuesioner kepada 104 responden yang diambil secara sensus. Analisis data dilakukan dengan menggunakan SPSS. Hasil penelitian menemukan bahwa kepemimpinan dan kompetensi berpengaruh terhadap kinerja pengadaan barang dan jasa pemerintah di Direktorat Pencegahan dan Pengendalian Penyakit Menular Langsung Kementerian Kesehatan Republik Indonesia, baik secara parsial maupun secara simultan. Kata Kunci: Kepemimpinan, Kompetensi, Kinerja, Pengadaan Barang dan Jasa Pemerintah. Abstract This study aims to analyze the influence of leadership and competence on the performance of government procurement of goods and services in the Directorate of Prevention and Control of Direct Communicable Diseases of the Ministry of Health of the Republic of Indonesia. This study uses a quantitative approach. Data collection was carried out using questionnaires to 104 respondents taken by census. Data analysis was performed using SPSS. The results found that leadership and competence affect the performance of government procurement of goods and services in the Directorate of Prevention and Control of Direct Communicable Diseases of the Ministry of Health of the Republic of Indonesia, both partially and simultaneously. Abstrak Tujuan penelitian ini adalah untuk mengetahui efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia. Penelitian menggunakan pendekatan penelitian kualitatif. Informan penelitian sebanyak 9 orang ditentukan dengan snowball sampling. Pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara dan studi kepustakaan. Analisis data menggunakan analisis deskriptif yang dikembangkan dengan analisis triangulasi. Hasil penelitian menemukan bahwa Badan Keamanan Laut belum efektif dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia, hal ini disebabkan menurunnya pelaksanaan operasi Badan Keamanan Laut selama tahun anggaran 2018. Bila dibandingkan dengan kompleksitas tuntutan dan tantangan keamanan dan keselamatan perairan laut Indonesia yang luasnya mencapai lebih kurang 5,8 juta km2 dengan kondisi geografis negara kepulauan yang terdiri dari 17.054 pulau, maka efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia perlu ditingkatkan. Konsep Baru yang didapat dari analisis efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia adalah konsep baru tentang Manajemen Sarana Prasarana Keamanan Laut Indonesia. Kata kunci: efektivitas, badan keamanan laut, penegakan hukum. Abstract The purpose of this study was to determine the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in Indonesian marine waters. Research uses a qualitative research approach. 9 informants of the research were determined by snowball sampling. Data collection was carried out using observation, interview and literature study techniques. Data analysis using descriptive analysis developed with triangulation analysis. The results of the study found that the Maritime Security Agency has not been effective in carrying out law enforcement functions in Indonesian marine waters, this is due to the decreasing operation of the Maritime Security Agency during the 2018 budget year. less 5.8 million km2 with the geographical condition of an archipelago consisting of 17,054 islands, the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of Indonesia and Indonesia's jurisdiction needs to be improved. The new concept obtained from the analysis of the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of the Indonesian seas and the jurisdiction of Indonesia is a new concept about the Management of Facilities for Indonesia's Marine Security Infrastructure. This research aims to analyze the collaboration policy of the Regional Government with the State Electricity Company and Biogas Power Plant in utilizing renewable energy. This research was conducted in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province using a qualitative approach. Data collection techniques used in this study in the form of interviews, observation and documentation studies. The results of the study found that the collaboration of the Regional Government with the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy is basically not yet created and formed intactly and comprehensively because based on the facts only indicates that there is a potential collaboration of the Regional Government with the State Electricity Company and Biogas Power Plant. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

This study illustrates the accountability of local government performance in the administration of public services in South Labuhanbatu Regency which includes honesty and legal accountability, process accountability, and financial accountability and programs. The method used in this research is descriptive research method by conducting surveys and interviews. The study found that licensing is still not focused in one place, licensing procedures that still require manual signatures, internal and external coordination are still manual and the lack of understanding from the community is an obstacle in the performance of public service delivery.

This study discusses the dynamics of direct regional head elections at the provincial level with a case study of the election of the Governor and Deputy Governor of Southeast Sulawesi Province in 2018. This study is not necessarily interpreted as a change in direct local elections to be indirect, but rather as a middle way in making policies in the future. will come. This study begins with a review of various direct election problems as a form of evaluation. Thus, the implementation of direct elections can improve the quality of democracy at the local and national levels. Further research is highly recommended after this study.

Budget decision making at the Ministry of Health has not taken advantage of the results of the spending review conducted by the Ministry of Finance. This condition is indicated by there are still seven indicators of RPJMN Health that have not been achieved and still require hard work even though the realization of health spending continues to increase. Therefore, the focus of this study aims to explore a model of integrating spending review in budget decision making at the Ministry of Health. This study uses a qualitative approach with an exploratory method, where the researcher seeks to explore and build the phenomena under study in an effort to answer the problems formulated previously. The results of the study indicate that there are factors that hinder and support the integration of spending reviews in budget decision making at the Ministry of Health so that an appropriate strategy is needed in integrating the spending review.

This study aims to evaluate ASN management policies at the Ministry of Transportation in terms of planning, recruitment and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with a systems thinking approach. The selection of this research method was carried out considering that ASN management is a Human Activity System with various problems involving many agencies and there are various laws and regulations that are used. The results of the study found a problematic situation in ASN management policies in the aspects of planning, recruitment, and competency development. Management evaluation uses 7 dimensions and indicators which include: policy, its formulation, and dissemination, social, political and economic context, leadership for policy implementation, stakeholder involvement in policy implementation, planning implementation and resource mobilization, operations and services, and feedback on progress and results.

As an industrial area and a large population, it certainly causes various kinds of problems, namely waste, population growth will be directly proportional to the increase in the amount of waste. Cilacap Regency has made waste management innovations with Refused Derived Fuel (RDF) technology, which turns waste into alternative fuel to replace coal. In this paper the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The theoretical basis used is the Van Metter and Van Horn theory approach because it is more appropriate to the conditions of implementing the waste management policy. The results of this paper indicate that the implementation of RDF's waste management public policy is not running optimally. The main factor is the financial resources and the various parties involved which actually make it less optimal and not on time due to the communication factor.
