Abstract

Abstrak Penyelenggaraan pemerintahan diperlukan sebuah jalannya manajemen pemerintahan yang maksimal guna dicapainya penyelenggaraan pemerintahan yang baik (good governance) untuk mewujudkan kesejahteraan masyarakat dan merupakan tuntutan konstitusi pada Pembukaan Undang-Undang Dasar 1945 Alenia keempat. Pasal 31 Undang-Undang Dasar 1945 mengamatkan bahwa Pendidikan merupakan hak setiap warganegara dan pemerintah dan pemerintah daerah menjamin terselenggaranya sistem pendidikan nasional sesuai Undang-Undang Nomor 20 Tahun 2003. Penelitian ini bertujuan untuk menguji dan menganalis pengaruh implementasi kebijakan pengawasan, kompetensi aparatur, dan budaya organisasi terhadap kinerja pengawasan bidang pendidikan dasar. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan kuesioner terbuka dan tertutup. Hasil penelitian ini menunjukkan bahwa ada hubungan yang positif dan signifikan antara implementasi kebijakan pengawasan, kompetensi aparatur dan budaya birokrasi terhadap kinerja pengawasan bidang pendidikan dasar baik secara parsial maupun secara simultan. Kata Kunci: Pengawasan, Kompetensi Aparatur, Budaya Organiasi, Kinerja Pengawasan. Abstract The administration of government requires a way of maximizing government management in order to achieve good governance in order to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen and the government and regional government guarantees the implementation of the national education system in accordance with Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of basic education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely positive and significant. Abstract

Abstrak Dalam menuju Poros Maritim Dunia dan memanfaatkan potensi ALKI II sebagai Alur Laut Kepulauan Indonesia dapat dimaksimalkan dengan melakukan pembangunan berbasis kemaritiman. Indonesia menuju poros maritim dunia yang dapat diwujudkan melalui rencana pembangunan pelabuhan global Hub Internasional di Bandar Kayangan Lombok Utara Provinsi Nusa Tenggara Barat. Penelitian ini bertujuan untuk menemukan pengembangan model baru, dengan menggunakan desain penelitian kualitatif dengan tipe penelitian deskriptif. Analisis yang digunakan dalam penelitian ini adalah analisis implementasi kebijaksanaan publik model Grindle (1980) dan dilanjutkan dengan analisis strategi ASOCA. Kebijaksanaan pembangunan global Hub Bandar Kayangan belum maksimal. Oleh karena itu diperlukan strategi untuk pemecahan masalah dalam pengambilan keputusan. Dari hasil analisis implementasi kebijaksanaan publik berdasarkan temuan empirik analisis strategi ASOCA maka, diperoleh konsep baru strategi model 7 P JSRW, yaitu: Peran pemerintah (proses Pendelegasian), Peraturan zonasi, Peran media dalam membuat opini public, Pemanfaatan tenaga kerja lokal, Peran perguruan tinggi dalam mencetak tenaga ahli, Pelaku bisnis (menarik investor), dan Pemberlakuan hukum yang adil. Kata Kunci: Model, Strategi Kebijakan, Poros Maritim, Global Hub. Abstract In heading towards the World Maritime Axis and utilizing the potential of ALKI II as the Indonesian Archipelago Sea Channel, it can be maximized by conducting maritime-based development. Indonesia is heading towards the world's maritime axis which can be realized through the plan to develop an International Port global hub in Bandar Kayangan, North Lombok, West Nusa Tenggara Province. This study aims to find the development of new models, using qualitative research designs with descriptive research type. The analysis used in this study is an analysis of the implementation of Grindle's (1980) model of public policy and continued with the analysis of the ASOCA strategy. The Bandar Kayangan Hub global development policy has not been maximized. Therefore we need a strategy for solving problems in decision making. From the results of the analysis of the implementation of public policy based on empirical findings of ASOCA strategy analysis, a new concept of JSRW 7P model is obtained, namely: The role of government (Delegation process), Zoning regulations, The role of the media in making public opinion, Utilization of local workforce, The role of universities in printing experts, business actors (attracting investors), and the application of fair law. Abstract

Abstrak Tujuan penelitian ini adalah menemukan model baru negosiasi politik anggaran dalam proses penetapan APBD Provinsi Sumatera Utara. Penelitian ini merupakan penelitian kualitatif. Informan penelitian ini terdiri dari 13 orang yang ditentukan dengan snow ball sampling technique. Pengumpulan data dilakukan melalui studi kepustakaan, wawancara dan observasi. Analisis data penelitian menggunakan triangulasi. Hasil penelitian ini menemukan model baru dalam negoisasi politik anggaran yang disebut model negoisasi politik anggaran bernuansa positif. Model negoisasi politik anggaran bernuansa positif yaitu pola komunikasi pemerintahan yang berlangsung dalam perumusan, pembahasan dan penetapan kebijakan anggaran yang sepenuhnya untuk kepentingan publik dan anti korupsi, kolusi dan nepotisme yang terungkap dari motif negoisasi, dalil negoisasi dan konsekuensi negoisasi yang bernuansa positif. Hal ini mencakup tiga dimensi negoisasi politik anggaran, yaitu dimensi motif negoisasi anggaran bernuansa positif, dimensi dalil negoisasi anggaran bernuansa positif, dan dimensi konsekuensi negoisasi anggaran bernuansa positif. Kata Kunci: Model Baru, Interaksi Politik, Politik Anggaran, Pemerintahan Daerah. Abstract The purpose of this study is to find a new model of budget political negotiation in the process of establishing the North Sumatra Province APBD. This research is a qualitative research. The informants of this study consisted of 13 people who were determined by the snow ball sampling technique. Data collection is carried out through literature study, interviews and observations. Analysis of research data using triangulation. The results of this study found a new model in budget political negotiations called the positive nuanced budget politics negotiation model. A positive nuanced budget politics negotiation model is a pattern of government communication that takes place in the formulation, discussion and determination of budget policies that are fully in the public interest and anti-corruption, collusion and nepotism that are revealed from the negotiation motives, the propositions of negotiations and the consequences of positive negotiations. This includes three dimensions of budget politics negotiation, namely the dimensions of the motives for positive nuanced budget negotiations, the dimensions of the proposition of positive nuanced budget negotiations, and the consequence dimensions of positive nuanced budget negotiations. Abstract

Abstrak Tujuan penelitian ini adalah untuk mengetahui efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia. Penelitian menggunakan pendekatan penelitian kualitatif. Informan penelitian sebanyak 9 orang ditentukan dengan snowball sampling. Pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara dan studi kepustakaan. Analisis data menggunakan analisis deskriptif yang dikembangkan dengan analisis triangulasi. Hasil penelitian menemukan bahwa Badan Keamanan Laut belum efektif dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia, hal ini disebabkan menurunnya pelaksanaan operasi Badan Keamanan Laut selama tahun anggaran 2018. Bila dibandingkan dengan kompleksitas tuntutan dan tantangan keamanan dan keselamatan perairan laut Indonesia yang luasnya mencapai lebih kurang 5,8 juta km2 dengan kondisi geografis negara kepulauan yang terdiri dari 17.054 pulau, maka efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia perlu ditingkatkan. Konsep Baru yang didapat dari analisis efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia adalah konsep baru tentang Manajemen Sarana Prasarana Keamanan Laut Indonesia. Kata kunci: efektivitas, badan keamanan laut, penegakan hukum. Abstract The purpose of this study was to determine the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in Indonesian marine waters. Research uses a qualitative research approach. 9 informants of the research were determined by snowball sampling. Data collection was carried out using observation, interview and literature study techniques. Data analysis using descriptive analysis developed with triangulation analysis. The results of the study found that the Maritime Security Agency has not been effective in carrying out law enforcement functions in Indonesian marine waters, this is due to the decreasing operation of the Maritime Security Agency during the 2018 budget year. less 5.8 million km2 with the geographical condition of an archipelago consisting of 17,054 islands, the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of Indonesia and Indonesia's jurisdiction needs to be improved. The new concept obtained from the analysis of the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of the Indonesian seas and the jurisdiction of Indonesia is a new concept about the Management of Facilities for Indonesia's Marine Security Infrastructure. Abstract

Abstrak Tujuan penelitian ini adalah untuk implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai di Kabupaten Bangka Selatan, Provinsi Kepulauan Bangka Belitung dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai masih belum optimal. Faktor-faktor yang menghambat dalam implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai adalah faktorpolitik, ekonomi, sosial, dan teknologi. Kata kunci: implementasi kebijakan, kawasan industri terpadu, pelabuhan. Abstract The purpose of this research is to implement the policy of developing the Integrated Industrial Estate of Tukak Sadai Port in the South Bangka Regency, Bangka Belitung Islands Province and the factors that influence it. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews, and literature studies. Data analysis was performed using triangulation techniques. The results found that the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy was not yet optimal. The inhibiting factors in the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy are political, economic, social and technological factors. Abstract

Abstrak Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengembangan Angkutan Umum Massal berbasis Bus Rapid Transit (BRT) dalam mewujudkan sistem transportasi publik perkotaan yang berkeadilan dan Berkelanjutan di Provinsi DKI Jakarta. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data penelitian dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan angkutan massal berbasis BRT telah memberikan dampak positif berupa mengurangi kemacetan dan tertatanya sistem transportasi perkotaan. Namun harus implementasi kebijakan ini masih menyisahkan masalah. Implementasi kebijakan ini cenderung berorientasi predict and provide dalam kerangka mengatasi kemacetan dan kesemrawutan lalu lintas di perkotaan, dan cenderung mengabaikan rasa keadilan pengguna sarana transportasi dan stakeholder pembangunan lainnya yang ikut berkontribusi dalam kegiatan transportasi publik. Implementasi kebijakan ini belum berjalan optimal dan masih memiliki keterbatasan-keterbatasan, baik dari sisi perencanaan, penentuan tarif dan sistem pembayaran, operasional, dan pengawasan kebijakan. Kata kunci: implementasi kebijakan, angkutan umum massal, transportasi publik. Abstract The purpose of this study was to analyze the implementation of the policy of developing Bus Rapid Transit (BRT)-based mass public transportation in realizing a just and sustainable urban public transportation system in DKI Jakarta Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Research data analysis was performed using triangulation techniques. The results of the study found that the implementation of the BRT-based mass transit development policy had a positive impact in the form of reducing congestion and the orderliness of the urban transportation system. However, the implementation of this policy must still be a problem. The implementation of this policy tends to be predictive and provide oriented in the framework of overcoming traffic congestion and traffic chaos in urban areas, and tends to ignore the sense of fairness of transportation facility users and other development stakeholders who contribute to public transportation activities. The implementation of this policy has not run optimally and still has limitations, both in terms of planning, determining rates and payment systems, operational, and policy supervision. Abstract

The purpose of this study was to analyze the implementation of the follow-up policy on the results of the examination of state finances in the implementation of the National Health Insurance. Research uses a qualitative research approach. Data collection was carried out using interview, observation and documentation study techniques. Data analysis was performed descriptively with the observers' triangulation analysis. The results of the study found that the implementation of the follow-up results of the examination was not yet fully effective, because 5 of the 26 recommendations that had been followed up by the Health BPJS were not in accordance with the recommendations of the Supreme Audit Agency. The implementation of the policy on the follow up of the results of the state financial audit in the implementation of the National Health Insurance covers actions and improvements that include: (1) Establishment of adequate regulations related to testing the truth of BU PPU data; (2) Distribution of KIS which is still in the possession of the Health BPJS, and report its progress to the Ministry of Health and Ministry of Social Affairs in the context of coordinating participant addresses; (3) The head of the SDS and General groups carries out promotional activities through the media directly using the intended media; (4) Coordinating with the Regional Government regarding the integration of Jamkesda; (5) Determination of KPI that is able to realize financial independence; and (6) Coordinate with the Ministry of Social Affairs for inaccurate PBI data.

Abstract

This study illustrates the accountability of local government performance in the administration of public services in South Labuhanbatu Regency which includes honesty and legal accountability, process accountability, and financial accountability and programs. The method used in this research is descriptive research method by conducting surveys and interviews. The study found that licensing is still not focused in one place, licensing procedures that still require manual signatures, internal and external coordination are still manual and the lack of understanding from the community is an obstacle in the performance of public service delivery.

Abstract

In the last ten years the Human Development Index (HDI) in Tabalong Regency, South Kalimantan Province has always been at the bottom of all regencies/cities, namely between 9th and 10th, this is very sad because it is contrary to the condition of Tabalong District which is rich in Natural Resource. In connection with this the local government is trying to find ways to improve HDI so that it can catch up with other regions. Gerbang Emas Bersinar Program, which began in 2015 by local governments targeting mainly in the fields of economy, health education and people's welfare, was able to improve the HDI of Tabalong Regency, which had always been ranked lower in the last few years, always in the top 5. This research will explain how tGerbang Emas Bersinar Policy can contribute to the improvement of HDI in Tabalong Regency.

Abstract

This study discusses the dynamics of direct regional head elections at the provincial level with a case study of the election of the Governor and Deputy Governor of Southeast Sulawesi Province in 2018. This study is not necessarily interpreted as a change in direct local elections to be indirect, but rather as a middle way in making policies in the future. will come. This study begins with a review of various direct election problems as a form of evaluation. Thus, the implementation of direct elections can improve the quality of democracy at the local and national levels. Further research is highly recommended after this study.
