Abstract

Abstrak Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengembangan Angkutan Umum Massal berbasis Bus Rapid Transit (BRT) dalam mewujudkan sistem transportasi publik perkotaan yang berkeadilan dan Berkelanjutan di Provinsi DKI Jakarta. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data penelitian dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan angkutan massal berbasis BRT telah memberikan dampak positif berupa mengurangi kemacetan dan tertatanya sistem transportasi perkotaan. Namun harus implementasi kebijakan ini masih menyisahkan masalah. Implementasi kebijakan ini cenderung berorientasi predict and provide dalam kerangka mengatasi kemacetan dan kesemrawutan lalu lintas di perkotaan, dan cenderung mengabaikan rasa keadilan pengguna sarana transportasi dan stakeholder pembangunan lainnya yang ikut berkontribusi dalam kegiatan transportasi publik. Implementasi kebijakan ini belum berjalan optimal dan masih memiliki keterbatasan-keterbatasan, baik dari sisi perencanaan, penentuan tarif dan sistem pembayaran, operasional, dan pengawasan kebijakan. Kata kunci: implementasi kebijakan, angkutan umum massal, transportasi publik. Abstract The purpose of this study was to analyze the implementation of the policy of developing Bus Rapid Transit (BRT)-based mass public transportation in realizing a just and sustainable urban public transportation system in DKI Jakarta Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Research data analysis was performed using triangulation techniques. The results of the study found that the implementation of the BRT-based mass transit development policy had a positive impact in the form of reducing congestion and the orderliness of the urban transportation system. However, the implementation of this policy must still be a problem. The implementation of this policy tends to be predictive and provide oriented in the framework of overcoming traffic congestion and traffic chaos in urban areas, and tends to ignore the sense of fairness of transportation facility users and other development stakeholders who contribute to public transportation activities. The implementation of this policy has not run optimally and still has limitations, both in terms of planning, determining rates and payment systems, operational, and policy supervision. Abstract

This research aims to analyze the collaboration policy of the Regional Government with the State Electricity Company and Biogas Power Plant in utilizing renewable energy. This research was conducted in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province using a qualitative approach. Data collection techniques used in this study in the form of interviews, observation and documentation studies. The results of the study found that the collaboration of the Regional Government with the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy is basically not yet created and formed intactly and comprehensively because based on the facts only indicates that there is a potential collaboration of the Regional Government with the State Electricity Company and Biogas Power Plant. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

Abstract

The research objective is to obtain a picture of the sub-optimal role of the Melawi Regency Government in facilitating employment to increase public investment in Melawi Regency. The research method is qualitative with interviews, observation and documentation. The researcher conducted an analysis guided by the scope of facilitating manpower contained in Law Number 13 of 2003, namely facilitating job training, facilitating employment placement and expanding job opportunities and facilitating industrial relations; and using Siagian's role theory which states that the role of government is as a stabilizer, innovator, modernizer, pioneer and implementer.

Abstract

As an industrial area and a large population, it certainly causes various kinds of problems, namely waste, population growth will be directly proportional to the increase in the amount of waste. Cilacap Regency has made waste management innovations with Refused Derived Fuel (RDF) technology, which turns waste into alternative fuel to replace coal. In this paper the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The theoretical basis used is the Van Metter and Van Horn theory approach because it is more appropriate to the conditions of implementing the waste management policy. The results of this paper indicate that the implementation of RDF's waste management public policy is not running optimally. The main factor is the financial resources and the various parties involved which actually make it less optimal and not on time due to the communication factor.
