Abstract

Empowerment of Small Coconut Candy Industry in Improving Community Welfare. This study aims to find out an overview of how to empower the coconut candy small industry as well as the supporting factors and inhibiting factors of the coconut candy small industry in Deli Tua Subdistrict. The research method used is descriptive qualitative with inductive approach. Data was collected by observation, interview, and documentation techniques. Analysis was carried out by data reduction, data presentation, triangulation, ang conclusion drawing. Based on the observations that have been made, the empowerment of the small coconut candy industry has been going well but not yet maximally, because of the inhibiting factors namely limited business insight, low technology insight, lack of awareness of entrepreneurs on the empowerment program given by the Deli Serdang Regency. To overcome obstacles, there are a number of suggestions that might be considered, namely: increasing marketing by promoting small coconut candy industries, increasing business insight, skills, and providing management training. Abstract

The society participation in every empowerment process is key to the success of an mpowerment program. The role of society in process of empowerment process will increase people skill as a result of empowerment, therefore, the author takes the title of “the Empowerment of Mochi cake small Industry by cooperation, Industrial and trade Agency of sukabumi Municipal West Java Province”. The purpose of observation is to identify rate of government succesfull in the Empowerment of Mochi Cakes Small Industry, the influence factors on implementation of that program, and the solutions which can do to improve people skill on empowerment process. The observations was conducted by using exploratory method and inductive approach. The technique of data collection use interview, observation and documentation. The result showed that, the empowerment of mochi cake small indutry which have been done by Cooperation, Industrial and Trade Agency of Sukabumi Municipal certainly, but it felt not optimal by the small industrialists of mochi cakes in Sukabumi constantly. This can be seen by all of program and activity which conducted in the process of empowerment, there are on process of planning, implementing, utilizing and program evaluating. The supporter factors of mochi cakes small industry growth in Sukabumi are character, culture, location, transportation and excellent products. The inhibitor factors of mochi cakes small industry growth in Sukabumi are the high level of competition which make reduce the level of marketing, lack of capital, lack of business concept from mochi’s industrialist and lack skill of Mochi’s maker. The solutions which can do by Sukabumi Municipal Government and the suggestions which can be given by the author to solve each inhibitor factors in mochi cakes small industry at Sukabumi, that enhancing market by promotion, increasing capitalization, increasing business knowledge by meeting companionship of entrepreneur, and improve their skills by training. Abstract

Harlem Beach is one of the tourist objects in Jayapura Regency which has the potential to improve the welfare of the people of Tablasupa Village. This study aims to determine an overview of the community empowerment efforts of Harlem Beach managers based on their potential. This research uses descriptive qualitative method with an inductive approach. The data collection techniques used by the author are unstructured interviews using outlines of the problem, observation, documentation and triangulation of data sources. Data analysis techniques using data reduction, data presentation, and drawing conclusions. An interesting finding in this conclusion is that the empowerment of the community managing Harlem Beach tourism objects by the Jayapura Regency Culture and Tourism Office uses the AGIL concept by building facilities, providing skills training and carrying out promotions but is still constrained by issues of customary rights, limited facilities and infrastructure. The conclusion of this study is that the empowerment efforts carried out based on the AGIL concept are considered to be not optimal, because they are hampered by several factors such as lack of facilities, poor infrastructure, unclear customary rights, lack of capital, the absence of BUMKAM and a lack of community mindset. Abstract

This research focuses on the problem that there are still people who are registered as permanent voters but have not used their voting rights. The purpose of this study is to determine the level of public political participation in the 2018 Concurrent Regional Head Elections, inhibiting and supporting factors for community political participation and the efforts that have been made to increase public political participation in the 2018 Concurrent Regional Head Elections. This research uses qualitative research methods with descriptive approach. The results of the study show that the Political Participation of the Community in the 2018 Concurrent Regional Head Elections in South Ternate District is still lacking, seen from the number of people who do not exercise their voting rights. This condition is due to the lack of understanding and awareness of the public to participate in the Pilkada. In compiling the voter list, public participation is still lacking because it is difficult to find at the time of data collection, then in campaign activities, community participation is also still lacking because many choose to work instead of coming to the campaign as well as community participation in voting which is still lacking and does not reach the KPU target. . The inhibiting factors for community political participation in Pilkada are social status and economic status. The supporting factors for community political participation in the Pilkada are the political affiliation of parents and organizational experience. Efforts have been made to increase political participation through formal and informal socialization activities. The suggestions conveyed, namely that all organizers of the Regional Head Election simultaneously carry out socialization, by increasing communication and coordination between the KPU and the Regional Government so that socialization is carried out as well as sustainable political education, the committee recruitment process is in accordance with integrity and expertise.

Abstract

Pasar Sore Tapioka is a sector of the economy that has bad physical or infrastructure conditions. Building conditions like this make people need a touch from the government to build the market. This study aims to describe and analyze the effectiveness of Bappeda's role in planning infrastructure development in the Sore Tapioca Market, Siriwini Village, Nabire District, Nabire Regency. This study used descriptive qualitative method. Data was collected through interviews, observation, documentation. The selection of informants was based on a purposive sampling technique. The results of the study indicate that the Effectiveness of the Role of Bappeda in Development Planning has not been effective. In accordance with the indicators of effectiveness theory, where coordination between relevant stakeholders is still not maximized to carry out development at the Tapioca Afternoon Market. Then, the economic community is also not satisfied with the inadequate development of the market, this is because the Tapioca Afternoon Market does not yet have clear technical data or land certificates. This certificate is the basis for implementing development planning and the development of the Tapioca Afternoon Market because it will use the state budget. For this reason, the construction and development of Infrastructure at the Tapioca Afternoon Market should be carried out, as well as updating the data on land ownership of community members needs to be enforced. Thus, orderly land administration is the main capital in the success of infrastructure development at the Tapioca AfternoonMarket. Abstract

ABSTRACT. This study aims to analyze the development of community participation in the election of the Regent and Deputy Regent in Merauke Regency from 2015 to 2020 with the efforts made by the National Unity and Politics Agency that has been going well or not as a party from the Regional Government in encouraging community participation. Analysis of these problems used the theory of political participation according to James Roseau. The research method used is descriptive qualitative research method with an inductive approach. The data collection techniques used in the study were interviews and documentation. The steps used in data analysis are data reduction, data verification and drawing conclusions. The author concludes that the development of the political participation of the people of Merauke Regency in the 2015 to 2020 elections has increased by 14.66%, this increase occurs because the people of Merauke Regency have started to have awareness of participating in politics with an active participation style where people tend to participate because of the suffering factor they experience. The style of community participation tends to be direct, subtle, hidden, random and systematic. The author recommends that the National Unity and Politics Agency can conduct socialization to the community using existing mass media such as local radio broadcasts, local television and the use of existing social media. There is a need for cooperation between the National and Political Unity Agency and the KPU, District Government, Village Government, to RT and RW to foster a political culture within the community. Provide guidance and direction to Political Parties as political infrastructure to carry out their functions in society and Supervise and guide the community in conveying aspirations through collaboration with the District Government.

Abstract

Terjadinya tumpang tindih status kepemilikan lahan masyarakat atau swasta, dan kurangnya jumlah sarana dan prasarana serta fasilitas yang tersedia di Pantai Lasiana menjadi fokus permasalahan penelitian ini. Tujuan penelitian adalah untuk mengetahui gambaran umum peran Dinas Pariwisata dan Ekonomi Kreatif dalam pengembangan objek wisata Pantai Lasiana. Penelitian ini merupakan penelitian deskriptif kualitatif dimana peneliti melakukan wawancara kepada 13 orang informan, observasi dan dokumentasi serta melakukan analisis data dengan reduksi dan penyajian data, serta penarikan kesimpulan. Temuan penelitian menunjukkan bahwa kurangnya fasilitas yang disediakan oleh pemerintah daerah setempat baik dari aspek kuantitas maupun kualitas menjadi salah satu faktor pendorong minat kunjungan wisatawan. Disamping itu, penyebarluasan informasi yang dilakukan oleh pemerintah daerah setempat dinilai kurang efektif sehinggapemerintah daerah perlu memperhatikan kualitas informasi yang disajikan dalam melakukan promosi. Masyarakat lokal sudah diberikan pelatihan dan pembinaan serta sosialisasi dalam rangka peran pemerintah sebagai terapi pada pengembangan objek wisata Pantai Lasiana. Kesimpulan penelitian menunjukkan bahwa Dinas Pariwisata dan Ekonomi Kreatif di Kota Kupang telah menyelenggarakan peran sebagai kebijakan, strategi, alat komunikasi, alat penyelesaian sengketa dan terapi. Namun masih terdaat hambatan dalampelaksanaannya. Penulis menyarankannya agar pemerintah daerah dapat merumuskan kebijakan terkait, mengevaluasi kegiatan promosi yang telah dilakukan dan memperbaiki serta meningkatkan fasilitas objek wisata Pantai Lasiana. Abstract

Salah satu masalah penertiban wanita penghibur di karaoke dan cafe yang dilakukan oleh aparat Satpol PP adalah pada pelaksanaan Razia di karaoke dan cafe di Kabupaten Pasaman Barat masih ditemukan pemilik cafe yang memiliki ruang tertutup dan menggunakan wanita penghibur. Tujuan dari penulisan ini adalah untuk mengetahui dan menganalisis Implementasi Peraturan Daerah Nomor 13 Tahun 2018 tentang Keamanan dan Ketertiban Umum oleh Satuan Polisi Pamong Praja dalam Penertiban Wanita Penghibur di Karaoke dan Cafe di Kabupaten Pasaman Barat. Metode penelitian yang digunakan dalam penelitian ini yaitu metode deskriptif kualitatif dengan pendekatan induktif. Dalam pengumpulan data, penulis menggunakan teknik wawancara, observasi dan dokumentasi. Sedangkan dalam menganalisis data, penulis menggunakan teknik reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kegiatan penertiban yang dilakukan oleh Satpol PP selama ini diketahui sudah humanis dan kekeluargaan. Implikasinya, dapat mengurangi gesekan atau konflik yang kerap terjadi antara Satpol PP dan masyarakat saat penertiban dilakukan. Kesimpulannya Implementasi Peraturan Daerah Nomor 13 Tahun 2018 tentang Keamanan dan Ketertiban Umum oleh Satuan Polisi Pamong Praja dalam Penertiban Wanita Penghibur di Karaoke dan Cafe di Kabupaten Pasaman Barat masih kurang optimal karena beberapa aspek yaitu terdapat sumber daya yang kurang memadai terutama dari aspek kualitasnya, dan terdapat sarana dan prasarana yang kurang memadai terutama dari segi kuantitas.Kata Kunci: Implementasi Kebijakan, Keamanan Dan Ketertiban Umum, Penertiban.

Abstract

Pemberdayaan masyarakat yang ada di desa wisata merupakan salah satu konsep yang dikembangkan untuk meningkatkan kualitas desa serta kualitas masyarakat yang ada didalamnya. Pemberdayaan ini dilakukan agar masyarakat dapat mencapai kesejahteraan atau dapat memenuhi kebutuhan hidupnya secara mandiri. Penelitian ini bertujuan untuk mengetahui dan menganalisis bentuk pemberdayaan yang dilakukan di Desa Tondok Bakaru. Dalam penulisan penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, dokumentasi, dan observasi. Wawancara dilakukan dengan pihak terkait yaitu Kepala Desa Tondok Bakaru, pemilik objek wisata Tondok Bakaru, dan masyarak desa Hasil penelitian menunjukkan bahwa pada aspek bina manusia, Pemerintah Desa Tondok Bakaru memberikan dukungan dana khususnya dalam rangka penyelenggaraan kegiata pelatihan yang berkaitan dengan peberdayaan masyarakat desa. Pada aspek bina usaha, pemerintah desa berupaya melakukan promosi dan pemasaran. Pada aspek bina lingkungan, pemerintah berupaya dalam melakukan pemeliharaan dan peningkatan akses jalan menuju desa wisata. Pada aspek bina kelembagaan, pemerintah berupaya dalam melakukan pembinaan dan pendampingan kelembagaan. Kesimpulan menunjukkan bahwa pelaksanaan pemberdayaan di Desa Tondok Bakaru sudah berjalan dengan baik namun belum maksimal sehingga diperlukan peran lebih dari pemerintah untuk mengembangkan upaya pemberdayaan ini.
