Abstract

Analysis of the object and the characteristics will be much easier, efficient, and informative when based on a perceptual map, which can display objects and characteristics. Indicator matrix is a matrix where the rows represent objects and the columns is a dummy variable representing characteristics. This article writes about techniques to make perceptual map from indicator matrix, where that can provide information about the similarity between objects, the diversity of each characteristic, correlations between the characteristics, and characteristic values for each object, the techniques we call Hybrid Latent Class Cluster with PCA Biplot, where Latent Class Cluster Analysis is used to transform the indicator matrix to cross section matrix, where rows represent the objects and columns represent the characteristics, the observation cells is the probability of characteristic for each object, next the cross section matrix mapped using Principal Component Analysis Biplot (PCA Biplot).   Key Words: Hybrid Latent Class Cluster with PCA Biplot, Latent Class Cluster Analysis, Biplot Principal Component Analysis, Indicator Matrix.

Abstract

Abstract Effective governance is now one of the key pillars in maintaining the stability and prosperity of a country. The development of information and communication technologies has fundamentally changed the way governments operate around the world. The digital age has opened up new opportunities and presented significant challenges in managing the country and serving the community. In 2021, North Maluku Province has officially established the Regional Digitalization Acceleration and Expansion Team (TP2DD). The program is expected to be a good start and a momentum to establish coordination, commitment, and synergy together in the context of expanding the digitization of local government transactions, to support national economic recovery which has a real impact on people's welfare. This study builds and empirically tests a model of the impact of government digital transformation on performance based on dynamic capability theory. This research uses a quantitative method approach. The research design used is a survey. The analysis method used is using a confirmatory factor analysis approach, namely Partial Least Squares - Structural Equation Modeling (PLS-SEM). From the results of empirical statistical testing on case studies in North Maluku Province in the implementation of digitalization in each regional apparatus, transformation capability directly affects government performance. Transformation capability directly affects partnering agility, although at the same time the research shows that partnering agility has not had a significant effect on government performance. So related to partnering agility, it is necessary to create a joint program holistically in order to increase partnering agility. The results of this study also provide ideas for further research to find out and analyze what factors can influence partnering agility to be achieved. Keywords: Government Performance, Partnering Agility, Transformation Capability, and Digital Transformation

Abstract

Democracy today is very important because all citizens are given relatively equal rights in making decisions that can change their lives for the better. Some previous studies have shown that the amount of allocated funds distributed tends to correlate with areas that have been controlled by the party that is currently in control of the government. This study will focus on examining the impact of political concentration on the allocation of DAU and DAK, which will indirectly impact PAD. This research uses quantitative analysis of secondary data with the object of researching all districts and cities in Prov. Papua and Prov. West Papua in the period 2017-2021. The analytical method used in this research is multiple linear regression analysis. The results found in this study are that there is a positive correlation between HHI and DAU per capita and DAK per capita. However, in statistical testing, the effect of HHI does not appear to be significant on PAD per capita within a district/city area in Prov. Papua and Prov. West Papua.

Abstract

The development of a region is essentially inseparable from investment. Investment in general can help a region to encourage the economic growth needed to process the economic potential in the region. Until 2021, EoDB indicators need to be improved in supporting the investment climate. Until now, the EoDB is still considered a valuable reference for countries that want to measure the level of risk and cost of doing business. Provinsi DKI Jakarta in its current condition seeks to increase its investment amid the issue of moving the national capital. This research focuses on looking at the relationship between EoDB and investment interest in addition to other economic factors. The analysis method used in this study is to use PLS-SEM on a research sample of 150 entrepreneurs with medium and large business categories. This study proves empirically that the Ease of Doing Business Indicator in Provinsi DKI Jakarta has a significant influence on investment interest in Provinsi DKI Jakarta in addition to the Economic Factors used in the simultaneous equation model. In the Ease of Doing Business variable (X1), all indicators can significantly explain the Ease of Doing Business Indicator. A one unit increase in the ease of doing business indicator will potentially increase investment interest by 74.6% in Provinsi DKI Jakarta, ceteris paribus. The five indicators that explain the Ease of Doing Business Variable the most and their coefficients include Getting Electricity (0.806), Trading Across Border (0.761), Protecting Minority Investors (0.743), Getting Credit (0.728), and Registering Property (0.724).

Abstract

To improve welfare, economic development is a complex and continuous process and investment is one of the important components. The Omnibus Law on Job Creation in 2020 (UUCK 2020) is a legislative policy and came into force in November 2020 with the aim of increasing the ease of doing business and attracting investment, thereby increasing jobs. Through the implementation of the OSS RBA system, UUCK 2020 brings major changes in business licensing governance that prioritizes legal certainty, transparency, and speed in the licensing process. The phenomenon of Java-centric is slowly developing until now has referred to various aspects including spatial, economic, social, cultural, political and other aspects. This study answers the hypothesis about the impact of the UUCK 2020 supported by the RBA OSS can increase domestic investment and also answers the evidence of the continued influence of Centric Java in increasing domestic investment caused by the regulation. This research study uses quantitative methods with difference in difference method against 34 provinces grouped in treatment and control groups. The results obtained are descriptive and empirically proven that there is a more expansive trend for the treatment group (Java island) after the UUCK 2020 policy is applied. This research study confirms the existence of investment preferences that are still focused and concentrated in Java compared to Non-Java.

Abstract

Generation Z in the current situation is quite interesting to discuss because this age group grew up and developed amid the development of digital and information technology. The entry of Generation Z as civil servant candidates marks a shift in the dynamics of Indonesian government bureaucracy because amid demands that the basic values of Pancasila ideology be strongly instilled along with regulations that bind the civil service. This study answers how perceptions of political parties and political leadership can influence Generation Z to implement Pancasila democracy. This study was designed using a survey and data processed with a quantitative approach using Partial Least Squares - Structural Equation Modeling. This study concludes that perceptions of a political party can have a positive influence on political leadership. Indirectly, this also supports the idea that party ideology will have an impact on the political leadership of future public officials. Thus, perceptions of political leadership among future public officials have a significant influence on how respondents express Pancasila democracy. Thus, this study recommends intensive political education for political parties and their leaders to support the internalization of Pancasila values among public officials and party cadres.
