Abstract

ABSTRAKKawasan khusus merupakan satu konsep yang dipergunakan dalam sistem pemerintahan daerah di Indonesia. Ia dilaksanakan secara bersamaan dengan konsep lainnya seperti desentralisasi, dekonsentrasi, dan otonomi khusus. Kawasan khusus dibentuk oleh pemerintah pusat dengan fungsi tertentu dan di lokasi tertentu. Dalam perspektif pemerintahan, lembaga atau pengelola kawasan melaksanakan fungsi pemerintahan, khususnya fungsi pelayanan dan fungsi pembangunan yang berkaitan dengan kekhususan yang disandangnya. Berdasarkan peraturan tentang pemerintahan daerah, kawasankhusus memiliki banyak jenis, eksistensinya pun mengalami berbagai tanggapan dari pemerintah daerah, ada yang menerima ada pula yang menolak bahkan seringkali berkonflik. Hal ini disebabkan adanya konflik yang mengiringi pelaksanaan kawasan khusus, konflik tersebut bisa pada level kebijakan biasa pula pada konflik asset. Konflik antara pemerintah daerah dan pengelola kawasan khusus hanya dapat diakhiri jika pemerintah memperjelas batas-batas kewenangan daerah otonom dan kawasan khusus yang beroperasi pada wilayah yang sama Kata kunci: sistem, pemerintahan daerah, Indonesia

Abstract

Indonesia is a country whose governmental authority is distributed both vertically and horizontally. Vertical division of authority, making the government not only stop at the local government but also there is a village government that is in the guidance of the district government. Meanwhile, there is a phenomenon that rural communities are more disadvantaged compared to urban communities. Attention to life in the village which ultimately gave birth to policies on development and empowerment. The policy has implications for financial assistance and its management. However, at the level of implementation it is inseparable from various problems although at the same time the village government is required to manage village funds effectively and accountably. The attention of the Regional Government to the Village through the sub-district government can be approached by referring to the opinion of Stoner (2006) which says that management is a process of planning, organizing, directing and supervising the efforts of the members of the organization and users of other organizational resources in order to achieve the stated organizational goals . Then the strategy to increase the role of the sub-district in is done through planning; budgeting; disbursement of funds for the preparation of the accountability report; and assistance.

Abstract

ABSTRACT. There are institutional, authority and human resources (HR) problems for government supervisors. HR concerns the individual capacity and independence of a government supervisor. Grindle theory in Ardiansyah, Aksanul Khalis, Ubaidullah. (2020, hlm. 13) indicators that the implementation of a policy is running optimally are determined by the substance of the policy and the environment in which the policy is implemented. The research uses descriptive qualitative and qualitative verification analysis strategy models. This research uses a qualitative descriptive method with an inductive approach. This method is used because it examines the consistency between policies and the implementation of PPUPD Functional Positions. This consistency pays attention to the content and environment which also colors the policy. Consistency refers to dynamic conditions, adaptation to phenomena and realities of regional government in Indonesia. data analysis with two analysis models, namely the qualitative verification analysis strategy model and the qualitative descriptive strategy model. Data analysis techniques include: Content Analysis Techniques, Selected Observation, Focused Observation, Interactive Analysis, Theme Analysis, and Critical Discourse Analysis Techniques. Based on this focus, it is known that there is a functional government supervisory position (PPUPD) in institutional aspects which is attached to regional inspectorates (provincial and district/city). The thing that makes supervision relatively difficult is because the objects being monitored/examined are regional heads or officials who administratively and in terms of personnel are the superiors of PPUPD officials. In terms of authority, it experiences limitations because it only supervises aspects of implementing government affairs but does not touch on financial and asset aspects. and in the aspect of human resources, there are limitations both in terms of quantity and quality Key Words: Policy, Functional Position, Supervision, Regional Government

Abstract

Penegakan disiplin merupakan sebuah upaya pembinaan kepegawaian untuk meningkatkan disiplin dan kinerja pegawai negeri sipil pada suatu organisasi. Pengamatan ini dilakukan untuk mengetahui bagaimana penegakan disiplin pegawai negeri sipil dalam peningkatan kinerja di Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri berdasarkan ketentuan peraturan perundang-undangan yang berlaku. Penelitian ini menggunakan desain penelitian deskriptif dengan pendekatan kualitatif yang bertujuan untuk memperoleh fakta, gambaran dan penjelasan yang lengkap mengenai penegakan disiplin pegawai negeri sipil dalam peningkatan kinerja di Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri. Adapun teknik pengumpulan data dengan menggunakan teknik wawancara, pengamatan (observasi), dan dokumentasi. Berdasarkan hasil pengamatan, diketahui bahwa penegakan disiplin pegawai negeri sipil dalam peningkatan kinerja di Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri sudah berjalan dengan cukup baik, namun masih perlu untuk ditingkatkan. Hal ini dikarenakan masih adanya ketidaktegasan pimpinan akibat faktor kemanusiaan dalam membina disiplin pegawai negeri sipil, masih kurangnya kesadaran pegawai negeri sipil terhadap disiplin kerja, dan belum adanya sistem penghargaan yang diberikan kepada pegawai negeri sipil yang mempunyai tingkat kedisiplinan dan kinerja yang baik. Oleh karena itu, disarankan agar instansi Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri dapat lebih mengoptimalkan penegakan disiplin pegawai negeri sipil dengan meningkatkan pengawasan pimpinan terhadap disiplin dan kinerja pegawai negeri sipil, meningkatkan komunikasi dalam rangka pembinaan pegawai negeri sipil, meningkatkan ketegasan pimpinan dalam menindak pegawai negeri Sipil yang tidak disiplin, dan dengan menumbuhkan kesadaran pribadi pegawai negeri sipil.

Abstract

This research is motivated by the importance of the role of the Liaison Agency as an extension of the Bangka Belitung Islands Provincial Government at the central level, especially in establishing coordination between institutions, promoting arts and culture, and implementing protocol functions. Despite its strategic position, these functions have not been running optimally as mandated in Governor Regulation Number 7 of 2021. This study aims to analyze the effectiveness of the implementation of the Liaison Agency function and identify the factors that support and inhibit it. This study uses the theory of organizational effectiveness from Gibson et al. (2000) with five main indicators: satisfaction, productivity, efficiency, adaptability, and development. Organizational theory and decentralization theory are also used as conceptual frameworks. The method used is descriptive qualitative with data collection techniques through interviews, observations, and document studies. The results of the study show that the implementation of the Liaison Agency function of the Bangka Belitung Islands Province is quite effective but still faces a number of structural and operational challenges. On the one hand, there are supporting factors such as a conducive work environment, quite effective coordination between sections, and efforts to utilize technology and continuous training even with a limited budget. However, on the other hand, this success is limited by serious obstacles, including outdated work facilities, the absence of expensive allowances for ASN in Jakarta, an unbalanced workload due to limited human resources, and a promotion and career system that is not yet transparent and performance-based. Budget management is considered quite efficient, but not yet optimal in supporting the achievement of overall activity targets. Thus, although several aspects show positive performance, the overall effectiveness of the organization still requires significant improvements in terms of strengthening human resources, updating facilities, and reforming the career system so that the Liaison Agency function can be carried out optimally and sustainably.

Abstract

The case of stunting is a problem that is of concern to us considering that the growth and development of children at this time illustrates or produces what Indonesian human resources will be like in the future. Therefore, this stunting case must be resolved so that Indonesia has quality human resources to be able to compete in the era of technology and in terms of the quality of its mental and physical growth and development. This study aims to determine/analyze strategies in overcoming stunting in Sanggau Regency and analyze the inhibiting factors and supporting factors of strategies in overcoming stunting in Sanggau Regency. This study uses a qualitative research design and descriptive method, by adapting the SOAR Analysis model proposed by Stavros 2009. The results of these four dimensions are 1) Strength has been categorized as quite ready. 2) Opportunity has utilized everything effectively and efficiently. 3) Aspiration is categorized as having made efforts to achieve the readiness target. 4) Result/Result The government has implemented efforts so that the target is achieved. Furthermore, the supporting factors of the Sanggau Regency Government have implemented efforts in overcoming Stunting cases in Sanggau Regency such as vertical coordination between the Central Government and the Regional Government, issuing regulatory policies on overcoming stunting, programs and activities related to stunting, budget preparation, development of health infrastructure facilities and infrastructure. Furthermore, the inhibiting factor is data collection using two models, namely EPPBGM and SSGI. Data from EPPBGM is the overall result, while data collection from SSGI is the result of community attendance/participation at Posyandu.
