Abstract

Although decentralization and autonomy is exercised since Indonesian republic is formed, but they are not developed such as in West Countries, because it is not a panacea for the ill state or especially local government. Theoritically, there are many prerequisites of decentralization and autonomy that should called attention to the civil servants whose governed the local government. Many theoriticians written down about decentralization, included the advantages and disadvantages of it, the prerequisites should be fulfilled to apply it.Decentralization means that there are transfer of authority and responsibility in public function from central government to local government, other semi public agenda and also to the private sector. Also there are opinion about form and type of decentralization. The interesting things is the type of decentralization which divided decentralization into 4 types namely political, administrative, fiscal, economic and market decentralization.The aim of fiscal decentralization is to transfer the source of the financial to local such as the right to own and manage their own properties and the right to manage their human resources. But it is restricted by the upper rules, the well being of the people and should be applied properly.Local government give more attention to how they can earn more revenue than how to used it. Actually many infraction is occurred in the expenditures area. Local government is facing constraint with the fiscal decentralization relating with the source of the revenue. Central government still have right to attract revenue from local government, the effect is the state give balance aid to complete APBD (Anggaran Pendapatan dan Belanja Daerah). So central government still become the importance role in public decentralizationThe expenditure part in APBD is consist of two parts, routine budget and development budget. In reality, both of them is used for the sake of the local government itself. Nowadays the routine budget is bigger than development budget. All of this constraint can be suremount if, the local government has human resources that competent in their tasks. Once again central government didn't give a guide to the local government about the national Employee System, the effect is the local government can use by their own way about how to manage their civil servants.

Abstract

This study aims to analyzegovernment policies in development planning based on the industrial revolution 4.0 (RI 4.0), analyzing labor planning for the horticultural agricultural sector based on RI 4.0 and formulating scenarios for planning for the horticultural agricultural sector based on RI 4.0. This type of research is exploratorywith a qualitative approach the data were collected through interviews. The research informants are the head of farmer groups, managers of private farms, department heads and academics. Informants were selected purposively with certain criteria. Data were analyzed usingTAIDA (Tracing, Analyzing, Imaging, Deciding and Acting). The results of this study found thatThe policy for implementing RI 4.0 has not been accommodated in district regional planning documents, as well as for labor planning for the agricultural sector, especially for horticulture based on RI 4.0, it has not been accommodated in either the RPJMD or Strategic Plan. The workforce requirement for the 2021-2024 period is 12,028 people. The largest proportion of labor absorption is at the maintenance stage 44.02% and the lowest is 0.69% in marketing. The implementation of RI 4.0 still considers social, technical and physical aspects. Mondy's theory needs to be sharpened per cultivation stage so that the reduction in labor can be suppressed. Suggestions, the policy for implementing RI 4.0 is contained in the RPJMD and the Strategic Plan of each service, it is necessary for the role of inter-regional government institutions in planning the workforce of the industrial revolution 4.0.

Abstract

Inadequate information technology facilities and infrastructure to support public services in DPMPTSP. In addition, various local legal products have not clearly accommodated the role of Dayak customary institutions and local wisdom values in public services, even though they have acknowledged the structure of Dayak customary institutions in writing as stated in the Central Kalimantan Provincial Regulation Number 16 of 2008 concerning Institutions. Dayak Customs in Central Kalimantan, Central Kalimantan Governor Regulation Number 27 of 2019 concerning Utilization of Peat Swamp Land through Local Wisdom. Regional Regulation of Gunung Mas Regency Number 33 of 2011 concerning Indigenous Dayak Institutions in Gunung Mas Regency, and Regional Regulation of Palangka Raya City Number 15 of 2009 concerning Indigenous Dayak Institutions in Palangka Raya City. This study was designed using a qualitative descriptive research method. This study is intended to analyze the transformation that occurs in public services at DPMPTSP in Central Kalimantan Province. This is done as an effort to find the truth with critical thinking about a problem that occurs and the innovation that has been carried out. Based on the results of the research above, the authors can explain that the performance of public services is influenced by the external environment in the form of hospitality (munificence), complexity and dynamism as well as regularity. Second, influenced by organizational characteristics such as planning, leadership, culture and human resources of the apparatus. Third, influenced by organizational strategy in the form of innovation, partnership and learning. The researcher will describe the transformations found in the components of the theory in question.

Abstract

The application of smart city (especially in the aspect of smart government) in the city of Bandung is still focused on technology development, and seems to ignore the human and institutional dimensions. This study aims to describe and analyze the implementation of smart government policies in order to realize a smart city in the city of Bandung. The researcher used the theory presented by Grindle as a guide related to policy implementation. The researcher used a qualitative method with a descriptive approach. In collecting data, researchers conducted interviews with 37 informants, made observations with the participant as observer method, and collected documents about the implementation of smart government policies in order to realize smart cities. The results showed that (1) implementation of smart government policies in order to realize smart cities in the city of Bandung in general has a positive impact on target groups (target groups). Context of implementation (context of implementation) shows a condition that is not good while Content of policy shows good conditions. In this study the content of policy factor has more influence on outcomes / outcomes than factors of context of implementation. Because the implementation of the smart government policy in the city of Bandung is more influenced by content of policy than context of implementation, the researchers suggested to the Bandung City Government to maximize various conditions in the Content of Policy in order to improve the outcomes of implementing smart government policies that have been implemented.Keywords: Policy Implementation, Smart Government, Smart City

Abstract

ABSTRACT Digital era has been change human aspect significantly. Changing one aspect of life is boost another aspect . I tried to analysis impact of changing five aspect (management, organization, leadership, industry, society) to government aspect. External environment of government is playing important role to push changing in governmental management, organization, and leadership. Ideally, development of one aspect changing significant and simultan with another aspect, but empirically development of one aspect sometime faster than another aspect. Government as the higher organization of the state must control development of all aspect to maintain equilibrium of the state and society. Key words : digital era, changing continually, changing in government aspect.

Abstract

Indonesia is one of the country which running biggest decentralization in the world, include transfer of authority, transfer of money, and moving government officials from central government to sub national government. There are three targets of decentralization i.e political, administrative, and social economy. One of political target of decentralization is make infrastructure and suprastructure of politic in local government more democratic and accountable. One of characteristic of good governance is accountable, and then more bigger and bigger transferring authority and money from central government to local government, must followed by accountability. But DPRD as local council have no model for accountability. Accountability of DPRD as political institutional is measuring by the functions, not only how to use the annually budget. Usually DPRD have four functions i.e budgetary, how to make local regulation, political controlling, and representative function. This paper is try to make model for measuring performance accountability of DPRD in good governance context.

Abstract

The corona virus pandemic requires all sectors to improve and adjust to new normal conditions, and the local Government organization is no exception. Local Governments should take a number of steps to encourage local government organizations to be more effective and efficient in carrying out their duties and functions. This study aims to provide a new concept in the framework of structuring local government organizations in the "new normal" era and facing the industrial revolution 4.0, using the literature study research method. The new concept offered in the organization of local government organizations includes six aspects, including aspects of strategy, aspects of structure, aspects of processes, aspects of society, aspects of technology and aspects of leadership.

Abstract

Indonesia is a country whose governmental authority is distributed both vertically and horizontally. Vertical division of authority, making the government not only stop at the local government but also there is a village government that is in the guidance of the district government. Meanwhile, there is a phenomenon that rural communities are more disadvantaged compared to urban communities. Attention to life in the village which ultimately gave birth to policies on development and empowerment. The policy has implications for financial assistance and its management. However, at the level of implementation it is inseparable from various problems although at the same time the village government is required to manage village funds effectively and accountably. The attention of the Regional Government to the Village through the sub-district government can be approached by referring to the opinion of Stoner (2006) which says that management is a process of planning, organizing, directing and supervising the efforts of the members of the organization and users of other organizational resources in order to achieve the stated organizational goals . Then the strategy to increase the role of the sub-district in is done through planning; budgeting; disbursement of funds for the preparation of the accountability report; and assistance.

Abstract

This research discusses the crucial role played by Community Organizations and Non-Governmental Organizations in efforts to achieve sustainable development in Indonesia. Sustainable development is the main goal that has received serious attention from various countries, including Indonesia. These development goals pursue an important balance between economic growth, environmental sustainability, and community empowerment. The method used is a qualitative approach involving field surveys, interviews and document analysis. interact directly with leaders of Community Organizations and Non-Governmental Organizations during field surveys. This method is used to gain a deeper understanding of the role of Community Organizations and Non-Governmental Organizations in varied local contexts and provide a holistic view of their contribution to Indonesia's development. The research results show that Community Organizations and Non-Governmental Organizations have great potential in mobilizing the community, advocating for better policies, and providing necessary services for community members. However, there are challenges that need to be overcome, including financial issues, organizational capacity, and relations with government, several empowerment strategies that can be used to strengthen the role of Community Organizations and Non-Governmental Organizations in the development process, including increasing organizational capacity, promoting partnerships with the sector private sector, and strengthening inter-organizational networks. This research provides a deeper understanding of how Community Organizations and Non-Governmental Organizations can contribute more effectively in supporting sustainable development in Indonesia.

Abstract

In the 2020-2022 period, the achievement of the Government Agency Performance Accountability System (SAKIP) of Bekasi Regency, West Java, has not been optimal. This is due to SAKIP not being a Key Performance Indicator (KPI) in the 2017-2022 Regional Medium-Term Development Plan (RPJMD). As a result, programs, activities, and budgets do not support the achievement of SAKIP. This research uses the strategic management theory of Wheelen Hunger (2012), including: Environmental Scanning (external opportunities and threats, internal strengths and weaknesses), Strategy Formulation (mission, goals, strategies, policies), Strategy Implementation (programs, budgets, procedures ), and Evaluation and Control (performance). This research was conducted using qualitative methods and deductive analysis, utilizing interview data, documents, and statistics. The results show that strategic management in Bekasi Regency has not been optimal, especially in the aspect of Environmental Scanning which has not been given enough attention. In addition, strategy formulation, implementation, control, and evaluation are still weak. To optimize the strategic management of SAKIP, regular evaluation is needed through a continuous strategic management model that includes all stages of strategic management. Strengthening leadership, political and budgetary commitment to strategy formulation, implementation and evaluation is key. This optimization involves applying the updated Wheelen Hunger-based strategic model as needed.
