Abstract

Kali Baru Lake is a community-based pilot tourism destination in Bekasi City managed by the Kali Baru Tourism Awareness Group (Pokdarwis Danau Indah Kalibaru). Preliminary observations indicate that destination management still faces limited human resource capacity, inadequate safety facilities, and the absence of a structured risk management document as a governance instrument. This community service program aims to strengthen the institutional capacity of the Pokdarwis through assistance in developing a risk management document, tourism safety training, formulation of operational standard operating procedures (SOPs), and enhancement of risk communication. The implementation method applied a participatory approach consisting of initial assessment, training, document development workshops, implementation of safety-supporting facilities, and evaluation. The results show the completion of a risk management document based on hazard identification and mitigation, the establishment of several safety and operational SOPs, the availability of risk communication media, and improved knowledge and skills of Pokdarwis members in managing sustainable tourism destinations. This program contributes to strengthening destination governance professionalism, enhancing tourism safety, and improving the readiness of Kali Baru Lake as a safe and sustainable community-based tourism destination.

Abstract

This study aims to examine culture-based dynamic capabilities in the governance of tourism destination development in Gunungkidul. A qualitative approach with a case study design was employed to explore the complex interactions between local culture, adaptive capabilities, and multi-stakeholder governance. Data were collected through purposive sampling, in-depth interviews, and participant observation involving tourism village managers, government officials, tourism entrepreneurs, community leaders, and local communities. The data were analyzed using thematic analysis, including transcription, coding (open, axial, and selective), categorization, and interpretation. The findings reveal that cultural values such as mutual cooperation (gotong royong), social trust, and local wisdom play a significant role in shaping the destination’s dynamic capabilities. These capabilities are reflected in three dimensions: sensing (identifying tourism opportunities through local knowledge), seizing (developing community-based tourism innovations), and transforming (adapting institutional structures and governance practices). Despite challenges such as coordination gaps and uneven institutional capacity, local culture strengthens stakeholder collaboration through a combination of formal and informal governance mechanisms. This study proposes an integrative model: Culture → Dynamic Capabilities → Governance → Sustainable Tourism Development, and provides practical insights for policymakers to integrate cultural values in enhancing destination resilience and competitiveness. Keywords: dynamic capabilities, culture, governance, sustainable tourism, Gunungkidul

Abstract

Wayang Golek is one of Indonesia's traditional cultural heritages that represents the cultural identity of the Sundanese people. Beyond serving as a form of entertainment, it embodies historical, educational, moral, and philosophical values that have been passed down through generations. Through its performances, Wayang Golek conveys messages about ethics, leadership, social life, and humanity, making it a valuable medium for cultural education. However, the rapid advancement of information technology, the emergence of various forms of digital entertainment, and changes in modern lifestyles have contributed to a declining public interest in traditional performing arts. These circumstances present significant challenges to preserving the existence of Wayang Golek and maintaining its relevance, particularly among younger generations. Based on this background, this study aims to analyze the existence of Wayang Golek performances at the Wayang Museum as an iconic cultural attraction representing West Java within the Kota Tua Jakarta tourism area. The study employed a qualitative research approach, with data collected through field observations, in-depth interviews, and documentation. Abstract

The Outer Baduy are an indigenous community that is more open to external cultural influences than the Inner Baduy and have gradually adopted modern technology to support their economic activities. Observations indicate that most micro, small, and medium enterprises (MSMEs) in the community already have social media accounts and actively use digital devices. However, these platforms have not been utilized optimally for product promotion and business development. Many business owners reported feeling embarrassed or lacking confidence to appear in promotional content, limiting the effectiveness of their digital marketing efforts. This community service activity aimed to improve digital marketing capabilities by providing training on the use of social media and marketplace platforms, as well as developing content strategies that remain consistent with local cultural values. The program also encouraged participants to understand the importance of branding and customer engagement in the digital marketplace. The results suggest that continued mentoring addressing both technical skills and psychological barriers is essential to build self-confidence, strengthen digital literacy, and foster sustainable digital marketing practices. A personalized, culture-based approach is therefore crucial for increasing the active participation and competitiveness of Outer Baduy MSMEs in the digital economy.
