Abstract

Quality is a condition that shows the correspondence between expected with reality either individuals or groups . Electronic ID card ( e-ID ) is a national identity card ( KTP ) is created electronically , in terms of both the physical and functional use computerized .Subdistrict Gayamsari is one of the organizers of the E - ID card organization in the city of Semarang . This study aims to find out about the quality of service in the District E - KTP Gayamsari Semarang and the factors that support and hinder the quality of e- ID card service.Based on the results of this study concluded that the overall quality of service in the District E - KTP Gayamsari has not done well . It can be seen from the five dimensions of service quality , namely : Tangibles , Reliability, Responsiveness , Assurance and Emphaty . Factors that hamper the quality of service is a factor rules, ability-skills, service facilities.Based on these conclusions , the researchers recommend to Semarang Population and Civil Registration Offices and Gayamsari District Office to improve the indicators assessed to be less successful that the quality of service in the Gayamsari District E - ID card can be well categorized.

Abstract

Penelitian ini bertujuan untuk menganalisis elemen Support, Capacity, dan Value dalam implementasi Electronic Sistem Akuntabilitas Kinerja Instansi Pemerintah (E-SAKIP) di Kabupaten Demak. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik pengumpulan data melalui kuesioner dan observasi. Data yang diperoleh dianalisis menggunakan aplikasi JASP untuk menguji validitas, reliabilitas, dan deskripsi data. Hasil penelitian menunjukkan bahwa implementasi E-SAKIP masih menghadapi berbagai tantangan. Dari aspek Support, dukungan regulasi masih belum optimal, terlihat dari rendahnya tingkat sosialisasi dan pemahaman terhadap kebijakan yang ada. Pada aspek Capacity, mayoritas instansi telah memiliki infrastruktur yang memadai, seperti akses internet dan anggaran terkait E-SAKIP, namun masih terdapat kekurangan dalam sumber daya manusia yang kompeten dalam pengelolaannya. Sementara itu, aspek Value menunjukkan bahwa penerapan E-SAKIP telah memberikan manfaat bagi instansi pemerintah dalam meningkatkan efisiensi dan akuntabilitas kinerja, meskipun belum sepenuhnya dipahami oleh seluruh pegawai yang terlibat. Secara keseluruhan, penelitian ini menegaskan bahwa meskipun E-SAKIP telah berjalan cukup baik, masih diperlukan optimalisasi kebijakan, peningkatan kapasitas sumber daya manusia, serta evaluasi berkala untuk memastikan sistem ini dapat berfungsi secara maksimal dalam mendukung akuntabilitas kinerja instansi pemerintah.

Abstract

The development of digital technology has significantly changed communication patterns in families. This study aims to systematically analyze changes in family communication in the digital era with a focus on two main dimensions: emotional connectedness and alienation. This study uses the Systematic Literature Review (SLR) method based on the PRISMA guidelines. The selection process was carried out on 72 initial articles found through Google Scholar, by applying certain inclusion criteria. After a full selection and review process, 10 scientific articles published in 2023–2025 were further analyzed. The synthesis results show five main findings: (1) the shift in family communication from face-to-face interactions to digital communication based on applications and social media; (2) digital media plays a dual role as a bridge of connectedness as well as a potential cause of emotional alienation; (3) the role of parents as mediators is crucial in shaping the quality of digital family communication; (4) emotional presence has more impact than just the frequency of online communication; and (5) the need for healthy, reflective, and adaptive family communication strategies to maintain harmony in the digital environment. This review also reveals the dominance of qualitative approaches in previous studies and recommends the development of quantitative and mixed methods approaches for further research. Overall, the effectiveness of digital communication in families is not only determined by the technology used, but primarily by the values, relationships, and awareness of communication within the family structure itself.
